Chinese State Media Accidentally Releases Censorship Rules on Russia–Ukraine Coverage

A soon-deleted social media post—released to the public apparently by accident—provides a rare glimpse of how the CCP’s messaging on the escalating UkraineRussia tension is channeled to the masses.

Horizon News, a video news network under state-run Beijing News, on Feb. 22 instructed staff to avoid posting any Ukraine-related content on China’s Twitter-like Weibo that may come across as unfavorable to Russia or pro-Western.

“Let me review your draft before you first put it out,” stated the Weibo post, which has since been removed. Commentaries, it added, must be “carefully selected and controlled,” while topic selections should follow the lead of People’s Daily, Xinhua, and CCTV—three of the country’s foremost Party mouthpieces.

“Whoever publishes them will be held responsible,” the post stated, noting that each post should be monitored for at least two days.

Although China is well-known for its tight restrictions on press freedom, the post provides a rare, if small, revelation into the workings of Chinese media machinery and the inner anxieties of the regime as politically fraught international developments unfold.

While deepening ties with Moscow, Beijing is also cautious to avoid blowback by being seen as directly supporting a unilateral move to seize sovereignty of another nation—given the regime’s own designs in absorbing self-ruled Taiwan.

The need for China to handle the sensitive geopolitical event with especial delicacy was elucidated by Ming Jinwei, a former senior editor for Xinhua, in his personal blog.

China To Ban Private Investments In Media As CCP Strengthens Grip On Narratives

The Chinese Communist Party (CCP) has begun laying the groundwork to ban private investments in media organizations, according to US-funded Radio Free Asia (RFA).

Under proposed rule changes posted to its official website on Oct. 8, the State Development and Reform Commission (SDRC) said it was soliciting public opinion on adding private sector investment in media organizations to a list of banned investments.

The list, which is intended to apply across China without local variation, requires that “organizations with no public sector investment shall not engage in business involving newsgathering, editing or broadcasting.” -RFA

The media crackdown is just the latest in a long list of entities that private investors wouldn’t be able to participate in under the proposed changes – which include political, economic, military, or diplomatic organizations, and “major social, cultural, technological, health, education, sports and other services” per RFA.

“The government is making sure that it controls its message — it won’t hand over the pen to anyone else,” said retired Shanxi University lecturer whose surname is Luo. “It wants a dominating voice to rule over everything.”

“The message is very clear: don’t mess with the media or try to do anything connected with it.”

According to Beijing-based current affairs commentator Zhang Tianqi, the CCP has continued to tighten control over public speech and the media since general secretary Xi Jinping took power in 2012.

It looks like Beijing has finally grown tired of journalists like Epoch Times’ Jennifer Zeng circulating shocking videos depicting the true depth of the crisis on the ground in China – and the government’s almost unbelievably heavy handed response.

Weeks after Beijing ended its brief experiment with Internet “transparency” in the name of disseminating accurate info about the outbreak, the Financial Times reports that Beijing is once again trying to restrict its citizens’ access to the uncensored global internet.

China’s most popular VPN services, which allow foreign businesses and locals to circumvent internet censorship, have faced an avalanche of state-backed attacks in recent weeks, which is why many Chinese are finding it difficult to access sites like Google.

Beijing’s “Great Firewall” typically automatically restricts VPN usage during “politically sensitive” periods like the anniversary of the “June 4th Incident.” And right on schedule, VPN provides have reported “an uptick of restrictions” in recent weeks.

“We are aware of a new escalation in blocks in China, and our team is working around the clock to address the impact on connectivity,” according to ExpressVPN, which published a notice on its website Monday.

Following the death of whistleblower Dr. Li Wenliang, a frustrated Chinese public demanded the government ease restrictions on speech. For a brief moment, the outpouring of frustration and rage directed at the Communist Party and its thuggish local enforcers threatened to inspire a Hong Kong-style protest movement, until a few well-placed scapegoatings helped the Politburo redirect public scorn at hapless local officials.

China Won’t Be Taking Over

In the New Year, after a close to the old one that was sort of terrible for our zombie markets, do prepare for a whole lot of stories about China (on top of Brexit and Yellow Vests and many more windmills fighting the Donald). And don’t count on too many positive ones that don’t originate in the country itself. Beijing will especially be full of feel-good tales about a month from now, around Chinese New Year 2019, which is February 5.

And we won’t get an easy and coherent true story, it’ll be bits and pieces stitched together. What will remain is that China did the same we did, just on steroids. It took us 100 years to build our manufacturing capacity, they did it in under 20 (and made ours obsolete). It took us 100 years to borrow enough to get a debt-to-GDP ratio of 300%, they did it in 10.

In the process they also accumulated 10 times more non-productive assets than us, idle factories, bridges to nowhere and empty cities, but they thought that would be alright, that demand would catch up with supply. And if you look at how much unproductive stuff we ourselves have gathered around us, who can blame them for thinking that? Perhaps their biggest mistake has been misreading our actual wealth situation; they didn’t see how poorly off we really are.

Xiang Songzuo, “a relatively obscure economics professor at Renmin University in Beijing”, expressed some dire warnings about the Chinese economy in a December 15 speech. He didn’t get much attention, not even in the West. Not overly surprising, since both Beijing and Wall Street have a vested interest in the continuing China growth story.
