Oil Analysts Baffled As Venezuela Ditches Petrodollar

At the end of August, the U.S. stepped up sanctions on Venezuela, prohibiting dealings in new debt or equity issued by state oil firm Petroleos de Venezuela SA (PDVSA) or the government. A couple of weeks later Venezuela responded to what it called an “economic blockade” by suspending trade in U.S. dollars and publishing Venezuelan oil basket prices in Chinese yuan.

Analysts believe that although it has close strategic ties to China, Venezuela would mostly just harm itself with the move to “free the nation from the oppression of the dollar,” as Nicolas Maduro put it.

Venezuela told oil traders it will no longer accept or offer U.S. dollars in payment for crude oil and fuels, the Wall Street Journal reported earlier this month, citing sources familiar with the developments. As a result, traders have started converting dollars into euros, and PDVSA’s foreign partners operating in the country may have to switch to euros as well.

Two days later, on September 15, Venezuela started publishing its oil prices in yuan. The move went against earlier reports that Maduro would favor the euro. As it is unlikely that China would ever join the U.S. on its quest to force Maduro to end his campaign to rewrite Venezuela’s constitution in what many see as a step in bringing the downtrodden country closer to dictatorship, the choice of yuan seems a safe one, if nothing else, compared to the European currency.

The European Union refused to recognize the outcome of the Venezuelan vote, but has so far stopped short of imposing sanctions. However, earlier this month, the office of German Chancellor Angela Merkel didn’t rule out EU sanctions on Venezuela.

Following yesterday’s anticlimatic Rex Tillerson press conference in which the Secretary of State was expected, by some, to make an important announcement only to disappoint, moments ago National Security Adviser H.R. McMaster said on CNN that “the president will make an important announcement today about the continuation of our efforts to resolve this problem with North Korea short of war.”

McMaster added that Trump will “make that announcement as he meets with our very close allies South Korea and Japan.”

As Bloomberg reminds us, President Trump is set to meet with South Korea President Moon Jae-inat 11:30am and Japan Prime Minister Shinzo Abe at 12:15pm in New York.

Donald Trump denounced North Korea and its president Kim Jong-un as “depraved” before the United Nations Sept. 19, saying the nation “threatens the entire world with unthinkable loss of life.” Of course, North Korea can barely feed itself, and yet has to defend itself against an onslaught of Western hostility, UN sanctions, and ongoing US/South Korean war games which are rehearsals for an invasion of the North. It tests rockets and bombs to be sure, just as the US and its allies and adversaries do all year round. It’s big business.

Trump’s claim that North Korea is threatening is preposterous since it has no deliverable nuclear weapons at all. Secretary of Defense James Mattis said last week that North Korea is no danger to the United States. In June 2016, the Institute for Science and International Security reported that Pyongyang may have between 13 and 21 warheads. The CIA, whose job it is to find hostile weapons (even where they don’t exist) says Pyongyang has at most about 21. US intelligence agencies’ combined estimates are that while it may have miniaturized a nuclear warhead, North Korea has no missile that can drop them on the United States. The Federation of American Scientists is more skeptical and estimates it has “potentially produce[d] 10-20 nuclear warheads.”

Like an 8th grade imbecile contradicting and humiliating himself in nearly every sentence, Trump claimed in his speech that North Korean President Kim Jong-un “is on a suicide mission.” In April 2016 Trump had called Kim a “smart cookie.” There is absolutely no evidence of Kim being suicidal, in fact quite the opposite since the North’s military missile and nuclear program are aimed at fending off a repeat of the Korean War in which, according to US Air Force General Curtis LeMay, “we burned down every town in North Korea.”

Last week US Treasury Secretary Steve Mnuchin warned the US will impose new sanctions on China if it doesn’t conform to UN sanctions on North Korea:

“If China doesn’t follow these sanctions, we will put additional sanctions on them and prevent them from accessing the U.S. and international dollar system, and that’s quite meaningful.”

In other words, the administration wants to sanction one of the US’s biggest trading partners, and the world’s second-largest economy.

China is the world’s third-largest recipient of Americans exports, behind only Canada and Mexico. China is the world’s largest source of imports for Americans, slightly ahead of both Mexico and Canada.

In 2016, Americans exported $169 billion in goods and services to China while importing $478 billion of goods and services. Every year, both consumers and producers benefit from the importation of Chinese electronics, machinery, food, footwear, and more.

Ratcheting up economic warfare with China could serve to cut off these avenues of trade and thus will only cost consumers and small business owners who currently benefit from lower-cost machinery, clothing, and more.

For the mercantilists in the Trump administration, of course, American consumers import “too much” from China anyway, and Americans and ought to be prohibited by the US government from purchasing what they want. The North Korea situation could serve as a convenient excuse for slapping prohibitions on American consumers in the name of “fair trade” while also serving as a foreign policy tool.

The last thing the US consumer needs is a trade war with China.

At this point, however, the US isn’t talking about cutting off trade in such a blunt manner.

As Mnuchin notes, the strategy here is to “prevent [the Chinese] from accessing the U.S. and international dollar system.” In practice, this would likely mean restricting access to the so-called SWIFT system which facilitates international transactions in dollars.

As the Western world continues to slide into the dust bin of history, it is not going without a fight. As with any “wounded animal”, once the reality of pain permeates the body, it typically lashes out at anything or anyone within arms’ reach. In the case of the Western world, arms’-reach is merely the push of a button and everything begins to change.

What Europe has already come to realize is these meaningless Russian and Iranian sanctions only hurt western manufacturing and have minimal impact on the country the sanction is directed. Threatening to cut off China from the SWIFT system is akin to threatening to keep a person out the restroom in a home with multiple restrooms – it doesn’t matter as there are alternatives and they simply begin using the alternative and go about their business. The financial weapon known as the SWIFT system fired it’s only bullet in 2011 when Iran was locked out. The chamber is empty and there will never be another bullet for this particular weapon. All it really does is upset people to the point of China actually telling the U.S. “ calm down and stop making threats“.

If the Trump administration puts sanctions on China, this would hurt America more because it just forces China and Russia and other countries to cooperate, says investor and financial commentator Jim Rogers.

US Treasury Secretary Steven Mnuchin warned on Tuesday that the US could impose economic sanctions on China if it does not implement the new sanctions regime against North Korea, saying that the restrictions could involve cutting off Beijing’s access to the US financial system.

“If China doesn’t follow these sanctions, we will put additional sanctions on them and prevent them from accessing the US and international dollar system, and that’s quite meaningful,” Mnuchin said at the Delivering Alpha Conference in New York City.

US Threatens To Cut Off China From SWIFT If It Violates North Korea Sanctions

In an unexpectedly strong diplomatic escalation, one day after China agreed to vote alongside the US (and Russia) during Monday’s United National Security Council vote in passing the watered down North Korea sanctions, the US warned that if China were to violate or fail to comply with the newly imposed sanctions against Kim’s regime, it could cut off Beijing’s access to both the US financial system as well as the “international dollar system.”

Speaking at CNBC’s Delivering Alpha conference on Tuesday, Steven Mnuchin said that China had agreed to “historic” North Korean sanctions during Monday’s United Nations vote. “We worked very closely with the U.N.  I’m very pleased with the resolution that was just passed.  This is some of the strongest items.  We now have more tools in our toolbox, and we will continue to use them and put additional sanctions on North Korea until they stop this behavior.”

In response, Andrew Ross Sorkin countered that “we haven’t been able to move the needle on China, which seems to be the real mover on this, in terms of being able to apply the real pressure. What do you think the issue is?  What is the problem?”

The stunner was revealed in Mnuchin’s answer: “I think we have absolutely moved the needle on China.  I think what they agreed to yesterday was historic.  I’d also say I put sanctions on a major Chinese bank.  That’s the first time that’s ever been done.  And if China doesn’t follow these sanctions, we will put additional sanctions on them and prevent them from accessing the U.S. and international dollar system.  And that’s quite meaningful.”

All day Saturday, South Korea braced for a possible new missile test by North Korea as the provocative northern neighbor marked its founding anniversary, just days after its sixth and largest nuclear test rattled global financial markets and further escalated tensions in the region. Throughout the week, South Korean officials warned the North could launch another intercontinental ballistic missile, in defiance of U.N. sanctions and to further provoke the US. As Reuters reports, Pyongyang marks its founding anniversary each year with a big display of pageantry and military hardware. Last year, North Korea conducted its fifth nuclear test on the Sept. 9 anniversary.

Ultimately, September 9 came and went, and North Korea did nothing, perhaps signalling its eagerness to de-escalate. Or perhaps not, and Kim is simply looking to surprise his adversaries with the ICBM launch date. Experts have said the rogue, isolated regime is close to its goal of developing a powerful nuclear weapon capable of reaching the United States, something Trump has vowed to prevent.

Celebrating its founding anniversary, a front-page editorial of the Saturday edition of North Korea’s official Rodong Sinmun said the country should make “more high-tech Juche weapons to continuously bring about big historical events such as a miraculous victory of July 28.”. The July date refers to the intercontinental ballistic missile test (Juche is North Korea’s homegrown ideology of self-reliance that is a mix of Marxism and extreme nationalism preached by state founder Kim Il Sung, the current leader’s grandfather).

Meanwhile, South Korean nuclear experts, checking for contamination, said on Friday they had found minute traces of radioactive xenon gas but that it was too early to link it to Sunday’s explosion.

Putin Rejects More Korea Sactions, Warns US Risks “Global Catastrophe, Huge Loss Of Human Life”

After UN Ambassador Nikki Haley asked the security council to pass the “strongest possible” sanctions against North Korea following the isolated nation’s sixth nuclear test which took place over the weekend, Russia President Vladimir Putin has hinted that Russia may – and most likely will – use its Security Council veto power to stop any further sanctions from being implemented.

Putin, who is in China for a meeting of leaders from the BRICS countries, said that sanctions at this point would be “counter-productive” and that US threats of military action could trigger “a global catastrophe and a huge loss of human life,” according to Reuters. Some US diplomats have quietly agreed with the Russian leader, noting that if the barrage of already imposed sanctions on Pyongyang hasn’t changed the country’s behavior, then any incremental actions would likely have no impact either.

PUtin added that Pyongyang wouldn’t halt its nuclear tests until it “felt secure.” More details:

“Ramping up military hysteria in such conditions is senseless; it’s a dead end,” he added. “It could lead to a global, planetary catastrophe and a huge loss of human life. There is no other way to solve the North Korean nuclear issue, save that of peaceful dialogue.”

China Slams White House For Latest Sanctions On “Close Ally” Venezuela

Shortly after the White House unveiled new sanctions last Friday against Venezuela while prohibiting U.S. trading in various bonds issued by the country (while exempting the notorious Goldman “Hunger Bonds”), Venezuela’s “close ally” China slammed the latest diplomatic crackdown and said on Monday that external interference and unilateral sanctions only make things “more complicated and will not help resolve problems.”

Asked by reporters about the new U.S. measure, Chinese Foreign Ministry spokeswoman Hua Chunying said China’s position had consistently been to respect the sovereignty and independence of other countries and not to interfere in their internal affairs. “The present problem in Venezuela should be resolved by the Venezuelan government and people themselves.”

“The experience of history shows that outside interference or unilateral sanctions will make the situation even more complicated and will not help resolve the actual problem,” Hua told the daily news briefing.

As discussed on previous occasions, China and Venezuela have extensive business links, with oil being the largest, where the countries have a multi-billion loan-for-oil deal, which assures Beijing of obtaining Venezuela crude at below market prices.

Earlier in August, China said it believed voting in Venezuela’s Constituent Assembly election was “generally held smoothly”, brushing off widespread condemnation from the United States, Europe and others and evidence of voting irregularities, as China wishes to remain on Maduro’s good side due to concerns that a public uprising and/or revolution would void its billions in loans made to the current regime which Venezuela has been repaying in barrels of crude. As Reuters reported recently, Venezuela owes China more than $62 billion and is behind in the oil shipments. The Maduro regime similarly owes Russia billions in loans under a similar arrangement.

America’s Deep State players have tied down President Trump on Russian sanctions and other foreign and economic policies but that doesn’t mean the struggle is over, writes ex-British diplomat Alastair Crooke.


President Trump has had his foreign policy hands and feet tied by the Russia (and Iran) Sanctions Act. He now has been rendered “helpless”: in respect to détente with Russia — gulliverized, spitefully, by his own party, working with the Democrats, to empty Trump’s constitutional prerogatives in foreign policy – and to seize them for Congress.

And in a further humiliation, Trump has been “rolled” by his military minders (Generals James Mattis, H.R. McMaster and John Kelly) on his Afghan policy: he has relinquished civilian oversight of this military expedition in Afghanistan to McMaster and Mattis — the former being the presumed author of the “new” Afghan policy. The President was “rolled” on his foreign military prerogatives too – as Commander in Chief – by his triumvirate of military minders in the White House. The “civilian” leadership has given place to the “military.”

The question is whether these humiliating concessions will appease his opponents sufficiently to allow the President to “live on,” albeit as an incapacitated President, or is this just the hors d’oeuvre? It seems that the entrée may be being planned as the complete discrediting of Trump’s base – ordinary Republicans being lashed to the Trump “Titanic” – to be sunk along with its captain – as “white-supremacists, white bigots and Nazis.”

Treasury Slaps Sanctions On China, Russia Entities And Individuals Over North Korea

In a move that is certain to infuriate China further and result in another deterioration in diplomatic relations between Washington and Beijing, moments ago the United States slapped both Chinese and Russian entities and individuals with new sanctions in the Trump administration’s escalating attempts to pressure North Korea to relent and stop its nuclear program and occasional missile launches.

The Treasury Department’s Office of Foreign Assets Control said it would target 10 entities and six individuals who help already sanctioned people who aid North Korea’s missile program or “deal in the North Korean energy trade.” The U.S. also aims to sanction people and groups that allow North Korean entities to access the U.S. financial system or helps its exportation of workers, according to the Treasury:

The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) designated 10 entities and six individuals in response to North Korea’s ongoing development of weapons of mass destruction (WMD), violations of United Nations (UN) Security Council Resolutions, and attempted evasion of U.S. sanctions.  Today’s sanctions target third-country companies and individuals that (1) assist already-designated persons who support North Korea’s nuclear and ballistic missile programs, (2) deal in the North Korean energy trade, (3) facilitate its exportation of workers, and (4) enable sanctioned North Korean entities to access the U.S. and international financial systems.

As a result of the latest action, “any property or interests in property of the designated persons in the possession or control of U.S. persons or within the United States must be blocked, and U.S. persons are generally prohibited from dealing with them.”

Speaking on today’s sanctions, Steven Mnuchin who, or rather whose wife today is in the news for an entirely different reason, made the following statement:

In “Unprecedented Step” US Sanctions Chinese Entities With Ties To North Korea

After allegedly pressuring the Chinese government to act first and adopt sanctions against nearly 10 local entities who the US claims provided North Korea with materials used in its nuclear program, the US has decided to act.  In an unprecedented step, the Treasury Department slapped financial sanctions on two Chinese nationals and a Chinese shipping company over their ties to North Korea stemming from its nuclear program, according to Reuters.

The Trump administration also proposed sanctions against a Chinese bank of helping North Korea launder money and cut the institution off from the US financial system, in a major step that at least on the surface, is aimed at convincing China to put more pressure on Pyongyang to abandon its missile and nuclear programs, according to the Financial Times. The US Treasury designated the bank in question, the Bank of Dandong, as a “foreign bank of primary money laundering concern” and also imposed sanctions on two Chinese individuals and one Chinese company.

The Treasury Department said in a statement it was sanctioning Wei Sun for links to the Foreign Trade Bank of the Democratic People’s Republic of Korea, Hong Ri Li for his links to North Korean banking executive Song-hyok Ri, as well as the Dalian Global Unity Shipping Co Ltd of Dalian, China.

The moves come one week after top US and Chinese officials met for strategic talks in Washington in which the US side tried to persuade China to take more action on North Korea. Steven Mnuchin, Treasury secretary, said the US was “sending an emphatic message across the globe that we will not hesitate to take action against persons, companies, and financial institutions who enable this [North Korean] regime”.

Kremlin Warns Of Response To Latest US Sanctions, Says “Almost All Communication With US Is Frozen”

In response to the latest imposition of US sanctions on Russia, the Kremlin said on Wednesday that the new sanctions would further damage relations between the two countries and that Moscow would respond with its own measures. “We regret that Washington is continuing on this destructive path,” Kremlin spokesman Dmitry Peskov told reporters on a conference call.

As a reminder, on Tuesday the United States widened sanctions against Russian businessmen and companies adopted after Russia’s annexation of Crimea in 2014 and the conflict in Ukraine.

“We believe this damages bilateral relations … Russia will take commensurate measures.”

Then again, it is difficult to see how sanctions between the two administration could be any more “damaged”: also on Wednesday, the Kremlin said it did not expect the incoming U.S. administration to reject NATO enlargement overnight and that almost all communications channels between Russia and the United States were frozen, the RIA news agency reported.

Almost every level of dialogue with the United States is frozen. We don’t communicate with one another, or (if we do) we do so minimally,” Peskov said.

Additionally, RIA said that according to Peskov “he did not know whether President Vladimir Putin would seek re-election in 2018.”

“Everyone’s heads are aching because of work and with projects and nobody is thinking or talking about elections,” Peskov said.

Then again, the sanctions may soon be history. According to a Bloomberg report, the U.S. will start easing its penalties, imposed over the showdown in Ukraine in 2014, during the next 12 months, according to 55 percent of respondents in a Bloomberg survey, up from 10 percent in an October poll. Without the restrictions, Russia’s economic growth would get a boost equivalent to 0.2 percentage point of gross domestic product next year and 0.5 percentage point in 2018, according to the median estimates in the poll.

French farmers protest at prices driven down by Russia sanctions

A protest by French farmers has taken place in Paris. Large crowds gathered to decry the low prices of agricultural produce. Prices are being driven down by the sanctions exchange with Russia, which has caused domestic produce to flood the French market.

The protest started near the Gare de Lyon railway station, but then moved to the Porte de Vincennes – one of the city gates in Paris.

There were police and fire brigades on the scene, ready to intervene, but it didn’t run to that.

Protesters built make-shift barricades out of straw and covered the street with shreds of newspaper that they promised to set on fire.

Consider a few examples. Washington first forced the Swiss government to violate its own banking laws. Then Washington forced Switzerland to repeal its bank secrecy laws. Allegedly, Switzerland is a democracy, but the country’s laws are determined in Washington by people not elected by the Swiss to represent them.

Consider the “soccer scandal” that Washington concocted, apparently for the purpose of embarrassing Russia. The soccer organization’s home is Switzerland, but this did not stop Washington from sending FBI agents into Switzerland to arrest Swiss citizens. Try to imagine Switzerland sending Swiss federal agents into the US to arrest Americans.

Consider the $9 billion fine that Washington imposed on a French bank for failure to fully comply with Washington’s sanctions against Iran. This assertion of Washington’s control over a foreign financial institution is even more audaciously illegal in view of the fact that the sanctions Washington imposed on Iran and requires other sovereign countries to obey are themselves strictly illegal. Indeed, in this case we have a case of triple illegality as the sanctions were imposed on the basis of concocted and fabricated charges that were lies.
