2 Aircraft Carriers Have Left Port – Are The USS Eisenhower And The USS Roosevelt Headed South Toward Venezuela?
Juan Guaido has initiated a violent uprising in an attempt to overthrow Nicolas Maduro, and it appears that the U.S. may be preparing to intervene in the conflict militarily. The USNI News Fleet and Marine Tracker accurately tracks the current positions of U.S. naval assets, and according to them the USS Dwight D. Eisenhower has left port on the east coast and the USS Theodore Roosevelt has left port on the west coast. In both cases, each aircraft carrier was originally slated for “training” exercises, but now there is lots of speculation that they are both steaming south toward Venezuela. Since there has been no official confirmation from Washington, let me stress that once again that any talk about the potential destination of these carriers is just speculation. But considering what is taking place in Venezuela at this moment, it certainly would not surprise anyone if the waters off Venezuela is precisely where they are heading.

Juan Guaido: I would like to be regarded as the interim president of Venezuela because the current president of Venezuela, Nicolas Maduro, stands opposed to the interests of the political bodies with which I have aligned myself. Also, he stands opposed to my own personal ambitions of becoming powerful.
Washington, DC: We too would like for Juan Guaido to be regarded as the interim president of Venezuela, because the current President of Venezuela is too cozy in policy and practice with our geopolitical opponents. We would not mind this so much if Venezuela didn’t sit atop the world’s largest proven oil reserves. If we can’t control what happens to those oil reserves, we won’t be as dominant on the world stage as we otherwise would be.
US allies: We too would like it if Juan Guaido were president instead of Nicolas Maduro, because that’s what the United States wants and it is in our interests to go along with whatever they say. If we go along with Washington’s dictates we are treated favorably, whereas if we don’t we’ll end up getting treated the way the Venezuelan government is being treated currently.
Donald Trump: I’ve been told by the neoconservatives who I have appointed to guide my foreign policy that it would be good for America’s resource control agendas if I apply more sanctions to Venezuela’s economy at this time. This will force the Venezuelan civilians, and more importantly their military, to overthrow Maduro or else see their loved ones die of malnutrition and lack of healthcare.
John Bolton: I too encourage Venezuela’s citizens and military to turn against their government and begin inflicting violence upon it until Nicolas Maduro is either dead or removed from power.

Venezuelan opposition leader and self-proclaimed president Juan Guaido has called for a second day of street protests on Wednesday, but after the Venezuelan government successfully beat back the Guaido-led “popular uprising” – as the vast majority of Venezuela’s military remained loyal to Nicolas Maduro – it’s looks like the Russia- and China-backed socialist regime has resisted this latest challenge to its rule.
The coup attempt was hardly bloodless – there were horrifying incidences of extreme violence – but for all the jawboning from President Trump, Vice President Mike Pence, Secretary of State Mike Pompeo and NSA John Bolton, it appears Guaido’s most prolific attempt yet to force Maduro from power was a spectacular failure. Some members of the military defected, but Maduro by and large retained control over the military and other levers of power. Presenting a surprising lack of confidence in Guaido, opposition supporters celebrated the release of Leopoldo Lopez from house arrest, the former opposition leader immediately sought refuge in the Chilean embassy.

China and India—two of the world’s largest oil importers and the biggest demand growth centers globally—are close to setting up an oil buyers’ club to have a say in the pricing and sourcing of crude oil amid OPEC’s cuts and U.S. sanctions on Iran and Venezuela, Indian outlet livemint reports, citing three officials with knowledge of the talks.
This is not the first time that the two major oil importers are working to create such an oil club.
India and China have discussed creating an ‘oil buyers’ club’ to be able to negotiate better prices with oil exporting countries and will be looking to import more U.S. crude oil in order to reduce OPEC’s sway, both over the global oil market and over prices, India’s Petroleum Ministry said in June 2018.
“With oil producers’ cartel OPEC playing havoc with prices, India discussed with China the possibility of forming an ‘oil buyers club’ that can negotiate better terms with sellers as well as getting more US crude oil to cut dominance of the oil block,” a tweet from the Petroleum Ministry’s Twitter account said in the middle of last year, when oil prices were rising ahead of the return of the U.S. sanctions on Iran’s oil industry.

Reports of the strengthened Chinese-Indian cooperation in potentially forming an oil buyers’ club come just as the U.S. sanction waivers for all Iranian oil customers expire this week.

As if the past months of US push for regime change in Venezuela with officials like Elliott Abrams of Iran-Contra conviction infamy at the helm wasn’t bizarre enough, things just got weirder, as Erik Prince has apparently been pitching a plan around Washington to privatize US coup efforts using his latest Blackwater inspired mercenary empire.

Price has reportedly sought access to Trump administration officials to whom he’s attempting to pitch the whole operation, said to involve some 5,000 soldiers-for-hire to be used by opposition leader Juan Guaido, according to multiple sources who spoke to Reuters. The controversial private security CEO has sought investments from both Trump supporters and wealthy Venezuelan exiles, and reportedly held meetings over the plan as recently as mid-April.
Neither the White House nor Guaido opposition representatives have confirmed they were entertaining such a plan, with the latter denying altogether that Guado’s team had even spoken with Prince or FSG reps.
Reuters’ sources described some of the details of the proposed Venezuela coup plan as follows:
The two sources with direct knowledge of Prince’s pitch said it calls for starting with intelligence operations and later deploying 4,000 to 5,000 soldiers-for-hire from Colombia and other Latin American nations to conduct combat and stabilization operations.
Perhaps the most interesting detail to be revealed is the need for a triggering event that could set a final bid for coup over the top, after a number of small attempts failed to gain enough momentum in the past months.

So the U.S. puts Republicans (the party of small government) in charge, and gets… trillion dollar deficits as far as the eye can see AND a revival of socialism among Democrats.
Scary as this may seem, the real (and even scarier) lesson is that it’s all inevitable: Beyond a certain level of indebtedness, even pro-business, sound money, small government leaders are powerless to stop the march to insolvency and currency crisis.
The latest example is Argentina, which a few years ago elected a free-market president, only to see its debt explode and its currency crash. From Friday’s Wall Street Journal:

Argentina’s assets took a beating Thursday amid President Mauricio Macri’s continuing struggle to tame rising prices and revive a shrinking economy, raising prospects that his left-wing predecessor could make a comeback in this year’s presidential election.
The peso lost more than 5% of its value against the dollar in early trading Thursday, before regaining some ground in the afternoon. Argentina is now the world’s second-riskiest borrower after crisis-hit Venezuela as indicated by credit default swaps, which are derivatives that pay holders when a borrower defaults on a debt payment.
Mr. Macri, who was elected in 2015 on promises to undo the interventionist policies of President Cristina Kirchner, announced new price controls last week to try to get Argentina’s inflation under control. Mr. Macri has failed during his administration to contain inflation, which has risen to a 12-month pace of almost 55% in March from 25% at the start of 2018.
The move sparked criticism that the president was abandoning market-friendly policies for short-term electoral considerations as Argentines grow increasingly impatient with rising prices. It also underscored the possibility that Mr. Macri could lose October’s election, even if he faces the polarizing Mrs.

Today (April 17) I heard a NPR “news” report that described the democratically elected president of Venezuela as “the Venezuelan dictator Maduro.” By repeating over and over that a democratically elected president is a dictator, the presstitutes create that image of Maduro in the minds of vast numbers of peoples who know nothing about Venezuela and had never heard of Maduro until he is dropped on them as “dictator.”
Nicolas Maduro Moros was elected president of Venezuela in 2013 and again in 2018. Previously he served as vice president and foreign minister, and he was elected to the National Assembly in 2000. Despite Washington’s propaganda campaign against him and Washington’s attempt to instigate violent street protests and Maduro’s overthrow by the Venezuelan military, whose leaders have been offered large sums of money, Maduro has the overwhelming support of the people, and the military has not moved against him.
What is going on is that American oil companies want to recover their control over the revenue streams from Venezuela’s vast oil reserves. Under the Bolivarian Revolution of Chavez, continued by Maduro, the oil revenues instead of departing the country have been used to reduce poverty and raise literacy inside Venezuela.
The opposition to Maduro inside Venezuela comes from the elites who have been traditionally allied with Washington in the looting of the country. These corrupt elites, with the CIA’s help, temporarily overthrew Chavez, but the people and the Venezuelan military secured his release and return to the presidency.
Washington has a long record of refusing to accept any reformist governments in Latin America. Reformers get in the way of North America’s exploitation of Latin American countries and are overthrown.

Despite Venezuela’s worsening humanitarian crisis fueled by political unrest and economic sanctions, U.S. Vice President Mike Pence announced new sanctions targeting the government and companies that transport oil to Cuba as part of the Trump administration’s ongoing effort to oust Venezuelan President Nicolás Maduro.
Recognizing that “oil is the lifeblood” of the Venezuelan government, Pence said in Houston on Friday that the United States is sanctioning 34 vessels owned or operated by Petroleos de Venezuela, S.A. (PDVSA)—the state-run oil company—and two international businesses and a vessel that have recently shipped crude oil to Cuba, a key ally of Maduro.
“Cuba is a major importer of crude oil from Venezuela,” the U.S. Treasury Department noted in a statement Friday, “and in return, sends assistance to Venezuela in the form of political advisers, intelligence and military officials, and medical professionals, all of whom are used to ensure Maduro’s hold on power.”
Cuban Foreign Minister Bruno Rodríguez immediately spoke out against the sanctions. “I strongly reject new measures of economic piracy adopted by Washington to damage #Venezuela and steal its resources,” he tweeted in Spanish on Friday. “They will fail.”
“These measures are an act of extraterritoriality, interference, and imperial arrogance,” Cuban President Miguel Díaz-Canel Bermúdez added on Saturday.

Platts Survey: OPEC Oil Production Down To More Than 4-Year Low
Over-delivering Saudi Arabia and blackouts in Venezuela helped push OPEC’s crude oil production down by 570,000 bpd from February to 30.23 million bpd in March—the lowest production from the cartel in more than four years, according to the monthly S&P Global Platts survey published on Friday.
OPEC’s de facto leader and biggest producer, Saudi Arabia, saw its production drop in March to the lowest level since February 2017. The Saudis delivered on their promise to cut more than pledged in the pact and slashed output by another 280,000 bpd last month, with March production at 9.87 million bpd, according to the S&P Global Platts survey.
Venezuela, for its part, saw its production drop to a 16-year-low, at 740,000 bpd, due to the massive blackouts that crippled oil production and exports in March, the Platts survey found.
OPEC’s second-biggest producer Iraq cut its production by 100,000 bpd from February to 4.57 million bpd in March, according to the survey. This, however, was still slightly above Iraq’s 4.512 million bpd production cap under the deal.
After an initial plunge following the U.S. sanctions on its industry, Iran’s production has been holding relatively steady over the past couple of months, and the Islamic Republic pumped 2.69 million bpd in March, the Platts survey showed.
The resumption of operations at Libya’s biggest oil field, Sharara, pushed Libya’s production up to 1.06 million bpd in March, according to the survey.
Earlier this week, the monthly Reuters survey showed that OPEC’s oil production in March 2019 fell to its lowest level since February 2015, as Saudi Arabia cut more than it had pledged and Venezuela continued to struggle amid U.S. sanctions and a major blackout.

Your Administration’s policies regarding Venezuela appear to be on a slippery slope that could take us toward war in Venezuela and military confrontation with Russia. As former intelligence officers and other national security practitioners with many decades of experience, we urge you not to let yourself be egged on into taking potentially catastrophic military action in response to civil unrest in Venezuela or Russian activities in the Western Hemisphere. With the recent arrival of two transport aircraft and enduring political support for the government of Venezuela, the Russians are far from crossing any “red line” emanating from the 1823 Monroe Doctrine.
Unfulfilled Objectives in Venezuela
Inside Venezuela, U.S. actions have failed to do more than plunge the country into deeper crisis, cause greater human suffering, and increase the prospects of violence on a national scale. President Maduro’s mishandling of the economy and authoritarian reactions to provocations are impossible to defend, but they result in part from the fact that he has been under siege since he was first elected in 2013 and has faced sanctions aimed ultimately at removing him from office. In our view, the advice you’ve received from your top advisors – Florida Senator Marco Rubio, National Security Advisor John Bolton, Special Representative Elliott Abrams, and Secretary of State Michael Pompeo – was and apparently continues to be wrong.

It doesn’t appear last Friday’s strong warning from national security adviser John Bolton for countries “external to the Western Hemisphere” to keep their militaries out of Venezuela had the intended effect. Bolton’s and other White House statements saying “Russia has to get out” came following Russian Air Force planes landing in Caracas with about 100 troops, which the Kremlin said were there as “specialists” servicing existing defense equipment contracts.
And now according to Al-Masdar News, citing defense analyst photographs and local reports, “more than 120 soldiers from the Chinese People’s Liberation Army arrived at Venezuela’s Margarita Island to deliver humanitarian and military supplies to the government forces.”Chinese soldiers pose with Venezuelan troops, via Al-Masdar News
The military flight appears to have touched down on Sunday, two days after a prior Chinese cargo plane delivered 65 tons of medicine and other aid to Venezuela. The Chinese troops are also there ostensibly to assist with the humanitarian mission, but it appears Beijing is also now alongside the Russians pushing back against Washington ultimatums to stay out of Venezuela, after repeatedly condemning any external coup plotting against President Nicolas Maduro.
“We strongly caution actors external to the Western Hemisphere against deploying military assets to Venezuela, or elsewhere in the Hemisphere, with the intent of establishing or expanding military operations,” Bolton had warned in his statement.

CNN And WaPo Demand That Trump Further Escalate Tensions With Russia
CNN has aired a segment in which pundit Fareed Zakaria tells the network’s audience that the US president has “been unwilling to confront Putin in any way on any issue” and asks “will Venezuela be the moment when Trump finally ends his appeasement?”
The segment is a near-verbatim reading of Zakaria’s Washington Post column from a couple of days prior, so that’s two massive prongs through which this false and pernicious narrative is being driven into mainstream consciousness claiming that the Trump administration has been far too dovish toward Moscow, rather than dangerously hawkish as is actually the case.
Zakaria begins his segment by describing the Trump administration’s (completely illegitimate) efforts to oust Venezuelan President Nicolas Maduro, then describing Russian efforts to counter this agenda as an attempt to “taunt the United States.” He then spends the rest of the segment asking if Trump will be brave and patriotic enough to further escalate tensions against a nuclear superpower. Zakaria concludes by implying that if Trump fails to increase world-threatening nuclear tensions to effect yet another US regime change intervention in yet another oil-rich country, it will be because he is a Kremlin agent.
“The big question for Washington is: Will it allow Moscow to make a mockery of another U.S. red line?” Zakaria said. “The United States and Russia have taken opposing, incompatible stands on this issue. And as with Syria, there is a danger that, if Washington does not back its words with deeds, a year from now, we will be watching the consolidation of the Maduro regime, supported with Russian arms and money.”

Reuters: OPEC’s Oil Production Drops To Lowest Since 2015
OPEC’s oil production in March 2019 fell to its lowest level since February 2015, as Saudi Arabia cut more than it had pledged under the output cut deal and Venezuela continued to struggle amid U.S. sanctions and a major blackout, the monthly Reuters survey showed on Monday.
The combined production of all 14 OPEC members stood at 30.4 million bpd last month, down by 280,000 bpd compared to February and the lowest level of OPEC production since February four years ago, according to the survey.
Production in March beat the previous four-year-low record of the cartel’s oil production from February 2019. As per Reuters survey last month, OPEC’s oil production fell by 300,000 bpd in February compared to January to stand at 30.68 million bpd.
The figures in the survey for March suggest that Saudi Arabia continues to over-deliver in its share of the cuts, as it has promised multiple times since the new OPEC+ deal began in January 2019.
Under the OPEC/non-OPEC agreement for a total of 1.2 million bpd cuts between January and June, Saudi Arabia’s share is a cut of 322,000 bpd from the October level of 10.633 million, to reduce output to 10.311 million bpd.
The rate of compliance from the eleven OPEC members bound by the pact—with Iran, Venezuela, and Libya exempted—also suggests that the Saudis and their Arab Gulf partners are deepening the cuts.
The eleven OPEC members with quotas had a combined compliance of 135 percent in March, surging from 101 percent in February, according to the Reuters survey tracking supply to the market and based on shipping data and information provided by sources at oil companies, consulting firms, and OPEC.
The survey did not provide figures for the Saudi production, but estimated that exempt Venezuela—under U.S. sanctions and suffering from a major power blackout in March—saw its oil production plummet by 150,000 bpd in March compared to February.
