Venezuela’s Citgo, Which Refines 5% Of US Gasoline, Is Weighing Bankruptcy
In the latest salvo to emerge from the escalating fight between the Trump administration and Venezuela’s ruling Maduro regime over control of the South American country’s state-owned energy assets, the WSJ reports that in order to protect its operations, Venezuela’s Citgo Petroleum is considering various options, including filing for bankruptcy.
Citgo, which is among the largest refiners in the U.S., is weighing its options while the White House attempts to shift control of Venezuela’s assets from President Nicolás Maduro to opposition leader Juan Guaidó, whom the U.S. has recognized as the legitimate head of state prompting accusations by the Maduro regime that the US is fomenting a presidential coup.
In addition to control over the military, control of Venezuela’s state-owned assets is seen as key to the country’s political fate, and the tussle is forcing Citgo to consider U.S. bankruptcy proceedings as one of several plans drafted by some executives and advisers, the WSJ reports citing people familiar.
Reached for comment, a Citgo spokesman said Thursday the company is “profitable, solvent and has contingency plans to successfully manage the recent events.” Meanwhile, the US responded that the US goal is for Citgo to remain viable, but not under Maduro control.
While Citgo’s financial pressures aren’t pressing as of this moment, a bankruptcy filing could stabilize operations while providing an organized forum for restructuring its debt, dealing with a looming governance crisis and sorting out competing creditor claims on the company’s assets, with the WSJ reporting that Citgo, which is owned by defaulted state oil giant Petróleos de Venezuela SA, or PdVSA which was hit by US sanctions this week in an attempt to cripple the Maduro regime, has retained law firm Willkie Farr & Gallagher LLP for legal advice on several contingency plans.

Venezuela’s US-Backed Coup Leader Immediately Targets State Oil Company, Requests IMF Money
Unelected US-backed coup leader Juan Guaidó immediately moved to try to restructure Venezuela’s state-owned oil company and seek financing from the neoliberal IMF.
The right-wing opposition leader that the United States is trying to undemocratically install as Venezuela’s president immediately set his sights on the country’s state-owned oil company, which he is hoping to restructure and move toward privatization. He is also seeking money from the notorious International Monetary Fund (IMF) to fund his unelected government.
On January 23, US President Donald Trump recognized the little-known, US-educated opposition politician Juan Guaidó as the supposed “interim president” of Venezuela. Within 48 hours, Guaidó quickly tried to seize control of Venezuela’s major US-based oil refiner and use its revenue to help bankroll his US-backed coup regime.
Guaidó is attempting to fire the directors of Citgo Petroleum, which is owned by Venezuela’s state oil company PDVSA, and seeks to appoint his own new board.
Reuters described Citgo as “Venezuela’s most important foreign asset”; Bloomberg calls it “the crown jewel of PDVSA’s assets.”
Citgo is the largest purchaser of Venezuelan oil, although crippling sanctions imposed by the Trump administration have prevented the company from sending revenue to Venezuela, starving the government of funding.
Citing US officials, the Washington Post reported that the Trump administration’s strategy “is to use the newly declared interim government as a tool to deny Maduro the oil revenue from the United States that provides Venezuela virtually all of its incoming cash.”
Move Toward Privatizing Venezuela’s Oil
Venezuela has the world’s largest oil reserves. But leftist presidents Hugo Chávez and Nicolás Maduro have over the past two decades resisted attempts by US oil companies to exploit the South American nation’s plentiful natural resources.

Juan Guaido: Imperial Point Man for a Venezuelan Civil War
Caracas (GPA) – The imperial powers have found their new opposition point man in Venezuela; President of the National Assembly and President of the country according to some nations and organizations.
Now that the latest term of Venezuelan President Nicolas Maduro has started and the western powers and their proxies refuse to recognize the Bolivarian government, the imperial states are in a mad dash to find a new face for the Venezuelan opposition. Now it seems that man has been found and the race is on, with state after state anointing the 35-year-old engineer Juan Guaidó.
Guaidó, now being called the “interim President” by everyone from Jair Bolsonaro, the Organization of American States (OAS), to Donald Trump and Justin Trudeau is the current president of the Venezuelan National Assembly. However, according to the states looking for a regime change in Venezuela, Guaidó isn’t just head of the parliament but also the rightful leader of Venezuela.
Guaidó has become a fast-rising star in the political opposition which has led the anti-Maduro National Assembly an opportunity to make political hay and possibly get outside assistance. The opposition acted on this chain of events Tuesday when the National Assembly declaredGuaidó the interim President and said he is in charge of organizing new “legitimate” elections.
Putting a new face to the Venezuelan opposition then immediately allowed for all sorts of anti-Maduro actors use Guaidó as their man to rally around.
So now that there is a new imperial point-man inside Venezuela the real question is, what happens next
There are two likely outcomes to the rise of Guaidó, one of which is contingent on him succeeding and the other which would be another complete failure for the imperialists.

Russia Warns US Intervention In Venezuela Would Have “Catastrophic Consequences”
Russia has dismissed the political crisis engulfing Venezuela as an attempted coup while expressing concern over the role of external states and the potential for foreign military intervention, calling Juan Guaido’s move to declare himself president illegal.
Kremlin Spokesman Dmitry Peskov said Thursday, “We are very concerned by statements that don’t rule out some kind of external intervention,” as cited by Bloomberg. “We consider such intervention unacceptable,” Peskov added while describing the internal unrest spilling into the streets after the catalyst of Monday’s failed military revolt of 27 officers in an opposition neighborhood of Caracas an “attempt to usurp power”.
This follows President Trump’s declaration that the US would only recognize the unelected head of the opposition-held National Assembly as “the President of the Venezuelan National Assembly, Juan Guaido, as the Interim President of Venezuela.” A senior Trump administration official followed by saying “all options are on the table”.
The Russian Foreign Ministry said further in website statement that Washington’s joining a growing list of about a dozen other countries to recognize Guaido “is aimed at deepening the split in Venezuelan society, increasing the conflict on the streets, sharply destabilizing the internal political system and further escalation of the conflict.” And in words eerily similar to the brief international exchange of words over prior US action in places like Libya and Syria the ministry said that external armed intervention would be “fraught with catastrophic consequences.”
The foreign ministry further described that the situation “has reached a dangerous point” and called on the international community to engage in diplomacy and mediation between the Maduro government and opposition.
