Pakistan ‘Has No Option But To Ration’ Natural Gas Supply This Winter

Pakistan has no other option but to ration natural gas supply this winter, with gas provided three times a day for cooking to households, amid acute shortages and a forex crisis in the world’s fifth most populous country, an official from the petroleum ministry told a Parliament panel this week.

The energy crisis in Pakistan has deepened this year, and now, natural gas supplies will be very limited for households, according to officials.

“There would be no gas supply (to household consumers) for 16 hours” a day, Muhammad Mahmood told the Parliament’s Standing Committee on Petroleum, as carried by the local outlet Dawn.

Pakistani households will have gas available for three hours in the morning, two hours in the afternoon, and three hours in the evening, Mahmood added.

Pakistan—whose population is the fifth largest in the world after China, India, the United States, and Indonesia—has been experiencing an energy crisis as the country cannot afford to import a lot of energy products at the current high prices. The stronger U.S. dollar and the sky-high LNG prices have worsened the country’s finances, with foreign exchange reserves down in October to their lowest level in three years.

In April, soaring prices of LNG and coal on the international markets left Pakistan with having to cut electricity supply to households and industry as the country, in a deep political and economic crisis, could not afford to buy more of the expensive fossil fuels.

French Gas Rationing Begins As Refinery Strikes Worsen After Government Calls Back Essential Workers

France said on Tuesday that it would “requisition” (i.e. force) essential workers to staff Exxon’s French oil depot, and threatened to do the same for Total’s French refineries if talks failed to progress. But workers at Total’s Donges refinery decided on Tuesday to strike beginning on Wednesday, the militant French union CGT said according to Reuters.

As OilPrice notes, French Prime Minister Elisabeth Borne said on Tuesday that the government would start the callback process for ExxonMobil’s staff at its oil depots in the country after talks between the oil company and two unions, CGT and FO, stalled. The CFDT union, however, managed on Monday to reach an agreement with Exxon.

“Today some unions, despite the deal, wants to continue the strike action and blockades, we cannot accept that,” Borne told the lower house , according to Reuters, adding that she wants “this situation to change fast,”  adding the government was prepared to take further action if needed.

“I have therefore asked the prefects, as permitted by law, to requisition the personnel needed for the functioning of the company’s depots,” she said, referring to Esso France.

“The orders are ready”, a source at the energy ministry said, adding that requisitions would only take place if the situation at the depots does not improve.

Those comments followed weekend comments by the country’s energy minister Agnes Pannier-Runacher that the government was “doing its utmost to restore the situation to normal as soon as possible.”

Germany Rations Gas Amid Russian Cuts, Mandates Return To Coal For Electricity Production

German Vice Chancellor and Economy Minister Robert Habeck  said Sunday that the country will limit the use of natural gas for electricity production amid concerns about possible shortages caused by a cut in supplies from Russia.

As a member of the environmentalist Green Party, Habeck pushed through legislation in April to raise Germany’s energy target to 80% renewables. He is also an opponent of nuclear energy.

Habeck said that Germany will try to compensate for the move by increasing the burning of coal, a more polluting fossil fuel.

 “That’s bitter, but it’s simply necessary in this situation to lower gas usage,”

The decision comes just days after Russian gas company Gazprom announced that it was sharply reducing supplies through the Nord Stream 1 pipeline for technical reasons, but which Habeck said appeared to be politically motivated.

“It’s obvious that (Russian President Vladimir) Putin’s strategy is to unsettle us by driving up the price and dividing us,” Habeck said.

“We won’t let that happen.”

Gas Reduction in Electricity Sector

“The situation on the gas market has deteriorated in recent days. The missing quantities can still be replaced, and the gas storage tanks are still being filled, albeit at high prices. Security of supply is currently guaranteed. But the situation is serious. We are therefore further strengthening precautions and taking additional measures to reduce gas consumption. This means that gas consumption must continue to fall, so more gas must be stored in storage, otherwise things will get really tight in winter. We will now take the next steps…
