All day Saturday, South Korea braced for a possible new missile test by North Korea as the provocative northern neighbor marked its founding anniversary, just days after its sixth and largest nuclear test rattled global financial markets and further escalated tensions in the region. Throughout the week, South Korean officials warned the North could launch another intercontinental ballistic missile, in defiance of U.N. sanctions and to further provoke the US. As Reuters reports, Pyongyang marks its founding anniversary each year with a big display of pageantry and military hardware. Last year, North Korea conducted its fifth nuclear test on the Sept. 9 anniversary.

Ultimately, September 9 came and went, and North Korea did nothing, perhaps signalling its eagerness to de-escalate. Or perhaps not, and Kim is simply looking to surprise his adversaries with the ICBM launch date. Experts have said the rogue, isolated regime is close to its goal of developing a powerful nuclear weapon capable of reaching the United States, something Trump has vowed to prevent.

Celebrating its founding anniversary, a front-page editorial of the Saturday edition of North Korea’s official Rodong Sinmun said the country should make “more high-tech Juche weapons to continuously bring about big historical events such as a miraculous victory of July 28.”. The July date refers to the intercontinental ballistic missile test (Juche is North Korea’s homegrown ideology of self-reliance that is a mix of Marxism and extreme nationalism preached by state founder Kim Il Sung, the current leader’s grandfather).

Meanwhile, South Korean nuclear experts, checking for contamination, said on Friday they had found minute traces of radioactive xenon gas but that it was too early to link it to Sunday’s explosion.

U.N. Enablers of ‘Aggressive War’

Special Report: U.N. investigative reports, like a new one condemning Syria for alleged sarin use, are received as impartial and credible, but are often just more war propaganda from compromised bureaucrats, reports Robert Parry.

Many people still want to believe that the United Nations engages in impartial investigations and thus is more trustworthy than, say, self-interested governments, whether Russia or the United States. But trust in U.N. agencies is no longer well placed; whatever independence they may have once had has been broken, a reality relevant to recent “investigations” of Syrian chemical weapons use.

There is also the larger issue of the United Nations’ peculiar silence about one of its primary and original responsibilities, shouldered after the horrors of World War II – to stop wars of aggression, which today include “regime change” wars organized, funded and armed by the United States and other Western powers, such as the Iraq invasion in 2003, the overthrow of the Libyan government in 2011, and a series of proxy wars including the ongoing Syrian conflict.

After World War II, the Nuremberg Tribunals declared that a “war of aggression … is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole.”

That recognition became a guiding principle of the United Nations Charter, which specifically prohibits aggression or even threats of aggression against sovereign states.

The Charter declares in Article One that it is a chief U.N. purpose “to take effective collective measures … for the suppression of acts of aggression or other breaches of the peace.” Article Two, which defines the appropriate behavior of U.N. members, adds that “All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state…”

The warning comes as the Pentagon begins an extensive review of its nuclear arsenal.

On Sept., 26, 1983, shortly after midnight, the Soviet Oko nuclear early warning system detected five missiles launched from the United States and headed toward Moscow. Stanislav Petrov, a young lieutenant colonel in the Soviet Air Defense Force, was the duty in the Serpukhov-15 bunker that housed the Oko command center. Petrov was the man in charge of alerting the soviets about a nuclear attack, which would trigger a retaliatory strike. He determined that the Oko had likely malfunctioned and the alarm was false. The Americans would not start World War III with a quintet of missiles (risking total annihilation.) It was a daring judgment call. He was, of course, right. As the U.S. prepares to undertake a new nuclear posture review to determine the future direction of the nation’s nuclear weapons, a report from a United Nations research institute warns that the risks of a catastrophic error — like the one that took place that early morning in 1983 — are growing, not shrinking. Next time, there may be no Lt. Col. Petrov in place to avoid a catastrophe.

On Monday, the U.S. Defense Department commenced a new, massive study into its nuclear weapons arsenal, looking at how weapons are kept, how the U.S. would use them in war and whether they present an intimidating enough threat to other countries not to attack us. The review was mandated by President Trump in a Jan 27, memo.

A White House panel has previously slammed the NSA, and said that mass spying is unnecessary.

Now, the United Nations’ Special Rapporteur on the Right to Privacy notes in a new report (with our comments)

Deeply concerning … the status of the right to privacy in the surveillance area of activity has not improved since the last [UN surveillance] report. [Indeed, it’s getting worse … and will only expand unless we fight for privacy.]

Increasingly, personal data ends up in the same “bucket” of data which can be used and re-used for all kinds of known and unknown purposes. [Numerous high-level NSA whistleblowers say that NSA spying is about crushing dissent and blackmailing opponents … not stopping terrorism.] This poses critical questions in areas such as requirements for gathering data, storing data, analysing data and ultimately erasing data. As a concrete example a recent study carried out by the Georgetown Center on Privacy and Technology in the United States has found that “one in two American adults is in a law enforcement face recognition network.” As the authors of the study put it: “We know very little about these systems. We don’t know how they impact privacy and civil liberties. [We have a pretty good idea.] We don’t know how they address accuracy problems.

While often “traditional” methods, such as the interception of phone calls and communications in general, are subject to judicial authorisation before the measure can be employed, other techniques such as the collection and analysis of metadata referring to protocols of internet browsing history or data originating from the use of smartphones (location, phone calls, usage of applications, etc.) are subject to much weaker safeguards. This is not justified since the latter categories of data are at least as revealing of a person’s individual activity as the actual content of a conversation. [Correct.] Hence, appropriate safeguards must also be in place for these measures.

Were CIA Dirty Hands Behind Assassination of Russia’s Ambassador to Turkey?

Russia’s investigation will get to the bottom of what happened, why and who was responsible.

Though unknown at this point, it has the earmarks of a CIA plot to undermine growing Russian/Turkish ties, notably their cooperation in Syria, adversely affecting Washington’s regional imperial agenda.

The assassination happened in the wake of Aleppo’s liberation, a major defeat for Washington, NATO, Israel and other rogue Middle East states.

It came on the eve of Russian, Turkish and Iranian foreign ministers meeting in Moscow (America, Britain and France excluded) “to discuss in trilateral format the situation in and around Syria first and foremost,” Russian Deputy Foreign Minister Mikhail Bogdanov explained.

On Tuesday, they’ll meet in Moscow “to try to reach an agreement on lasting ceasefire, on resolution of some humanitarian issues with eye of reaching political settlement.”

“We have the basis for that and it is United Nations Security Council resolution 2254,” he added. Cessation of hostilities and conflict resolution would be a major step toward defeating Washington’s regional imperial agenda.

If Trump normalizes ties with Russia, both countries cooperating in combating terrorism, it’ll represent a major change of US foreign policy for as long as it lasts. Deep state dark forces in Washington want it prevented.

According to Tass, Russian ambassador to Turkey Andrei Karlov “was assassinated on Monday in the country’s capital of Ankara by former special task police force officer Mevlut Mert Altintas,” citing Turkey’s interior minister Suleyman Soylu.

Karlov was killed during the opening ceremony of a photo exhibition called “Russia through Turks’ eyes,” dedicated to normalized bilateral relations between both countries.

He died later at an Ankara hospital, Russia’s Foreign Ministry spokeswoman Maria Zakharova explained.

Russia-Baiting and Risks of Nuclear War

Exclusive: The propaganda war on Russia is spinning out of control with a biased investigation blaming Moscow for the MH-17 tragedy and angry exchanges over Syria, raising the risks of nuclear war, says ex-CIA analyst Ray McGovern.

As U.S. and Russian officials trade barbed threats and as diplomacy on Syria is “on the verge” of extinction, it is tempting to view the ongoing propaganda exchange over who shot down Malaysia Airlines Flight 17 in July 2014 as a side-show. That would be a huge mistake – easily made by President Obama’s wet-behind-the-ears sophomoric advisers who seem to know very little of the history of U.S.-Russia relations and appear smug in their ignorance.

Adult input is sorely needed. There are advantages to having some hands-on experience, and having watched how propaganda wars can easily escalate to military confrontation. In a Sept. 28 interview with Sputnik Radio, I addressed some serious implications of the decision by the U.S. and two of its European vassal states (the Netherlands and Ukraine) to stoke tensions with Russia still higher by blaming it for the downing of MH-17.

In short, there is considerable risk that the Russians may see this particular propaganda offensive (which “justified” the European Union’s economic sanctions in 2014), together with NATO’s saber rattling in central Europe, as steps toward war. In fact, there is troubling precedent for precisely that.

A very similar set of circumstances existed 33 years ago after the Soviets did shoot down Korean Airlines Flight 007 on Sept. 1, 1983, when it strayed over sensitive military targets inside the Soviet Union and the KAL-007 pilots failed to respond to repeated warnings. After the tragic reality became obvious, the Soviets acknowledged that they had downed the plane but said they did not know it was a passenger plane.

This hard hitting critique in the UN Conference on Trade and Development’s Annual Report, released this week, is suggesting that the ‘third leg of the world’s intractable depression is yet to come.’

“Alarm bells have been ringing over the explosion of corporate debt levels in emerging economies, which now exceed $25 trillion. Damaging deflationary spirals cannot be ruled out,” said the annual report of the UN Conference on Trade and Development (UNCTAD).

But what does these grand, scary predictions really mean for us? Bankruptcy? Economic collapse? Apocalypse now? End of the world as we know it?

The UN economists certainly think that a la 2007/2008, we are on the verge of the third leg of the global financial crisis – with prospect of epic debt defaults.

We may soon experience the end of the financial world as we know it … but investors and savers feel fine! Many bond and stock markets, including the S&P 500, continue on their merry way to all time record highs.

Few know, or (it seems) care anymore. As we end yet another week with yet another anticlimactic announcement from the “all powerful” Fed, it is understandable that many of us are feeling some cognitive dissonance when it comes to the real impact of central bank announcements, economic forecasts and political changes.

What Is The Government Preparing For?

You may not be getting prepared for a major national disaster, but the government sure is. I have been informed that in recent months numerous emergency food companies have been contacted by the government, and they have been told that their inventories could potentially be seized in the event of a significant emergency. And as you will see below, the government recently participated in an exercise that simulated “an unprecedented global food crisis lasting as long as a decade”. In addition, NPR has just revealed details about the very secretive Strategic National Stockpile program that is storing billions of dollars worth of medical supplies in warehouses around the nation. This is a program that most Americans do not even know exists. On top of everything else, strange reports of military vehicles with UN markings have been coming in from all over the nation. So what in the world is the government up to? Why are they working so feverishly hard to get prepared?

Let’s begin our discussion with the Strategic National Stockpile. According to NPR, there are at least six of these warehouses at various locations around the country, and they are holding at least seven billion dollars worth of supplies…

Thousands of lives might someday depend on this stockpile, which holds all kinds of medical supplies that the officials would need in the wake of a terrorist attack with a chemical, biological or nuclear weapon.

The location of these warehouses is secret. How many there are is secret. (Although a former government official recently said at a public meeting that there are six.) And exactly what’s in them is secret.

“If everybody knows exactly what we have, then you know exactly what you can do to us that we can’t fix,” says Burel. “And we just don’t want that to happen.”

What he will reveal is how much the stockpile is worth: “We currently value the inventory at a little over $7 billion.“

UN Plots War On Free Speech To Stop “Extremism” Online

The United Nations Security Council wants a global “framework” for censoring the Internet, as well as for using government propaganda to “counter” what its apparatchiks call “online propaganda,” “hateful ideologies,” and “digital terrorism.” To that end, the UN Security Council this week ordered the UN “Counter-Terrorism Committee” — yes, that is a real bureaucracy — to draw up a plan by next year. From the Obama administration to the brutal Communist Chinese regime, everybody agreed that it was time for a UN-led crackdown on freedom of speech and thought online — all under the guise of fighting the transparently bogus terror war.

The UN, ridiculed by American critics as the “dictators club,” will reportedly be partnering with some of the world’s largest Internet and technology companies in the plot. Among the firms involved in the scheme is Microsoft, which, in a speech before the Security Council on May 11, called for “public-private partnerships” between Big Business and Big Government to battle online propaganda. As this magazine has documented, Google, Microsoft, Yahoo, and other top tech giants have all publicly embraced the UN and its agenda for humanity. Many of the more than 70 speakers also said it was past time to censor the Internet, with help from the “private sector.”

At the UN meeting this week, the 15 members of the UN Security Council, including some of the most extreme and violent dictatorships on the planet, claimed they wanted to stop extremism and violence from spreading on the Internet. In particular, the governments pretended as if the effort was aimed at Islamist terror groups such as ISIS and al-Qaeda, both of which have received crucial backing from leading members of the UN Security Council itself. Terrorism was not defined. Everybody agreed, though, that terror should not be associated with any particular religion, nationality, ethnicity, and so on, even though at least one delegation fingered the Israeli government.

We’re Not Going To Make It…

…without real sacrifice

Right now I’m on a Metro North train heading the NYC. I’ve been invited to sit on an advisory council at the UN on building a sustainable energy future.

I’ll let you know how the meeting goes, after I take a few selfies to immortalize the experience in case I’m not invited back.

Why might I not? Because I can either be a good boy, hold my tongue, and get to serve on more committees (maybe); or I can speak the truth as I see it.

It’s not a hard decision: I’ll be going with the latter. I really don’t know how to do differently any more; it’s a matter of internal integrity.

Now, I may not understand the ‘truth’ any better than the next person. But I do have access to a lot of data that seems to confirm this one idea: Humanity is not going to painlessly wean itself off of fossil fuels.

Instead, we’ll hit some sort of a wall: be it a food/population crisis, a climate crisis, or a debt/fiscal/economic crisis. Each of those candidates has it roots in our global society’s addition to fossil fuels.

No growth in fossil fuels and we get no growth in our debt-based economy. Translation: we’ll have a debt/financial crisis.

No fossil fuels and our entire method of industrial agriculture breaks down. Food crisis anyone?

Now, we won’t suddenly run out of fossil fuels. But we are going to find it increasingly difficult to extract more and more of them. And other limits like oceanic acidification and climate change may force us to move away from fossil fuels for a totally different set of reasons.

No matter the path we take, we need to transition sooner or later. We should know that.

Damascus confirms its army targeted by Turkish shelling, complains to UN

The Syrian government has confirmed that its army positions were targeted by Turkish shelling on Saturday, which also hit the positions of the Syrian Kurdish militias in the northern Aleppo province. Turkish shelling reportedly continued Sunday.

Syria’s government has condemned Turkey for shelling Syrian territory, describing the act as direct support for “terrorist” groups, Syrian state media reported on Sunday, citing the letter to the United Nations.

Damascus sent the letter after Turkey shelled areas recently captured by a Kurdish-backed alliance north of Aleppo on Saturday. It demanded that the UN Security council “take responsibility for international peace and security by putting an end to the crimes committed by the Turkish regime.”

“On February 13, 2016, since the afternoon hours, Turkey’s heavy artillery, located on Turkish territory, artillery shelled Syrian territory, targeting Syrian Kurdish positions and the positions of the Syrian Arab Army,” SANA news agency reported after obtaining the letter.

“In addition, Turkish artillery bombarded the towns of Maraanaz, al-Malikiyah, Minagh, Ain Dakna and Bazi Bagh, which are home to the civilian population,” the complaint addressed to UN Secretary General and Un Security Council said.

The letter added that 12 trucks mounted with heavy machine-guns and carrying around a hundred fighters entered Syrian territory from Turkey through the Bab al-Salam checkpoint on Saturday.

“Some of the militants were Turkish Army servicemen and the rest – Turkish mercenaries,” it said.

The Turkish military carried out the artillery strikes in response to the military offensive being conducted by the Syrian Arab Army in the northern part of Aleppo province, the Syrian government stressed.

The shelling is “an attempt to increase the morale of armed terrorist groupings, who are being defeated,” the appeal to the UN added.

This recent forum was about how to transition away from fossil fuels, after the UN conference on climate change in Paris in November 2015. Moderator Yergin – who is a known peak oil denier – started by asking Fatih Birol what low oil and gas prices mean for the development of renewable energies. Fatih responded by first warning about the impact of lower oil prices on investments in the oil and gas sector:

Fatih Birol: “For the oil markets what worries me the most is that: last year we have seen oil investments in 2015 decline more than 20%, compared to 2014, for the new projects. And this was the largest drop we have ever seen in the history of oil. And, moreover, in 2016, this year, with the $30 price environment, we expect an additional 16% decline in the oil projects, investments. So, we have never seen 2 years in a row oil investments declining. If there was a decline 1 year, which was very rare, the next year there was a rebound”

Daniel Yergin: “What does that lead you to?”

Fatih Birol: “this leads me to the very fact that in a few years of time, when the global demand gets a bit stronger, when we see that the high cost areas such as the United States start to decline, we may well see and upward pressure on the prices as a result of market tightness. So my message, my 1st message is: don’t be misled that the low oil prices will have an impact on the oil prices in the market in a few years’ time”

There’s a double standard in how the U.S. mainstream media reports civilian deaths depending if the U.S. military is fighting the wars or not, accepting absurdly low numbers when the U.S. is at fault and hyping death tolls when “enemies” are involved, a manipulation of human tragedy, says Nicolas J S Davies.

How many people have been killed in the wars in Afghanistan, Iraq, Syria, Yemen and Somalia? On Nov. 18, a UN press briefing on the war in Yemen declared authoritatively that it had so far killed 5,700 people, including 830 women and children. But how precise are these figures, what are they based on, and what relation are they likely to bear to the true numbers of people killed?

Throughout the U.S.-led war in Afghanistan, the media has cited UN updates comparing numbers of Afghans killed by “coalition forces” and the “Taliban.” Following the U.S. escalation of the war in 2009 and 2010, a report by McClatchy in March 2011 was headlined, “UN: U.S.-led forces killed fewer Afghan civilians last year.” It reported a 26 percent drop in U.S.-led killing of Afghan civilians in 2010, offset by a 28 percent increase in civilians killed by the “Taliban” and “other insurgents.”

This was all illustrated in a neat pie-chart slicing up the extraordinarily low reported total of 2,777 Afghan civilians killed in 2010 at the peak of the U.S.-led escalation of the war.

Neither the UN nor the media made any effort to critically examine this reported decrease in civilians killed by U.S.-led forces, even as U.S. troop strength peaked at 100,000 in August 2010.

The West is attempting to derail the upcoming Syrian peace talks by using the humanitarian blockade of besieged cities as an “unscrupulous tactic,” Russia’s deputy ambassador to the UN told the Security Council.

“It looks like that, under the pretext of the deterioration of the situation in besieged cities, attempts are being made to undermine the launch of the inter-Syrian dialogue scheduled for January 25,” Vladimir Safronkov told an emergency meeting of the UN Security Council.

Britain, France and the US requested the urgent talks after reports from Madaya revealed the direness of the situation in the Syrian city of 42,000 following months of blockade.

However, the sudden concern clearly exposes a “double standard,” Safronkov said, as the West is solely focused on Madaya – which is besieged by the Syrian Army – while it ignores situations in other territories that are blocked or held by anti-Assad militants.

“Much is being said about Madaya, but not a word about the villages of Nubul and Az-Zahra in the province of Aleppo. And we are talking about the fate of tens of thousands of people,” the deputy ambassador pointed out.

Questioning the sincerity of the Western powers, Safronkov accused them of making “unnecessary noise” after months of silence over the humanitarian catastrophe in Syria.

According to the UN, tens of thousands of Syrians have been cut off from food and essential supplies since at least October of 2015.

Inside the Paris Climate Agreement: Hope or Hype?

It has become a predictable pattern at the annual UN climate conferences for participants to describe the outcome in widely divergent ways. This was first apparent after the high-profile Copenhagen conference in 2009, when a four-page non-agreement was praised by diplomats, but denounced by well-known critics as a “sham,” a “farce,” and a mere face-saver. UN insiders proclaimed the divisive 2013 Warsaw climate conference a success, even though global South delegates and most civil society observers had staged an angry walk-out a day prior to its scheduled conclusion.

So it was no surprise when this happened again on December 12th in Paris. Francois Hollande praised the Paris Agreement as “ambitious,” “binding,” and “universal.” Ban Ki-moon said it ushers in a “new era of global cooperation,” and UN climate convention executive secretary Christiana Figueres described it as “an agreement of solidarity with the most vulnerable.” Barack Obama waxed triumphant and proclaimed the outcome a testament to American leadership in diplomacy and technology.

Friends of the Earth International, on the other hand, immediately denounced the agreement as a “sham of a deal,” adding that the most vulnerable people around the world would “feel the worst impacts of our politicians’ failure to take tough enough action.” The renowned elder climate scientist James Hansen called it a “fraud,” adding, “It’s just bullshit for them to say: ‘We’ll have a 2C warming target and then try to do a little better every five years.’ It’s just worthless words.” British climatologist Kevin Anderson, among the most politically forthright of current scientists, described the agreement as “weaker than Copenhagen” and “not consistent with the latest science.”
