Privatization Is the Atlanticist Strategy to Attack Russia

Two years ago, Russian officials discussed plans to privatize a group of national enterprises headed by the oil producer Rosneft, the VTB Bank, Aeroflot, and Russian Railways. The stated objective was to streamline management of these companies, and also to induce oligarchs to begin bringing their two decades of capital flight back to invest in the Russia economy. Foreign participation was sought in cases where Western technology transfer and management techniques would be likely to help the economy.

However, the Russian economic outlook deteriorated as the United States pushed Western governments to impose economic sanctions against Russia and oil prices declined. This has made the Russian economy less attractive to foreign investors. So sale of these companies will bring much lower prices today than would have been likely in 2014

Meanwhile, the combination of a rising domestic budget deficit and balance-of-payments deficit has given Russian advocates of privatization an argument to press ahead with the sell-offs. The flaw in their logic is their neoliberal assumption that Russia cannot simply monetize its deficit, but needs to survive by selling off more major assets. We warn against Russia being so gullible as to accept this dangerous neoliberal argument. Privatization will not help re-industrialize Russia’s economy, but will aggravate its turn into a rentier economy from which profits are extracted for the benefit of foreign owners.

Reality Peeks Through in Ukraine

Exclusive: With corruption rampant and living standards falling, Ukraine may become the next failed state that “benefited” from a neoconservative-driven “regime change,” though the blame will always be placed elsewhere – in this case, on the demonized Russian President Putin, writes Robert Parry.

Nearly two years since U.S. officials helped foment a coup in Ukraine – partly justified by corruption allegations – the country continues to wallow in graft and cronyism as the living standards for average Ukrainians plummet, according to economic data and polls of public attitudes.

Even the neocon-oriented Wall Street Journal took note of the worsening corruption in a Jan. 1, 2016 article observing that “most Ukrainians say the revolution’s promise to replace rule by thieves with the rule of law has fallen short and the government acknowledges that there is still much to be done.”

Actually, the numbers suggest something even worse. More and more Ukrainians rate corruption as a major problem facing the nation, including a majority of 53 percent last September, up from 48 percent last June and 28 percent in September 2014, according to polls by International Foundation for Electoral Systems.

Meanwhile, Ukraine’s GDP has fallen in every quarter since the Feb. 22, 2014 putsch that overthrew elected President Viktor Yanukovych. Since then, the average Ukrainian also has faced economic “reforms” to slash pensions, energy subsidies and other social programs, as demanded by the International Monetary Fund.

In other words, the hard lives of most Ukrainians have gotten significantly harder while the elites continue to skim off whatever cream is left, including access to billions of dollars in the West’s foreign assistance that is keeping the economy afloat.

The Odds Are Never In Your Favour

The irony of the phrase “may the odds be ever in your favor” is not lost on the readers of the Hunger Games trilogy of novels or the film adaption. Despite the grimness of the story, over 65 million copies of the books have been sold. The total box office take so far has exceeded $1.4 billion for the four movies. The dystopian series tackles real issues like severe poverty, starvation, torture, oppression, betrayal and the brutality of war. It doesn’t fit into the standard film making success recipe of feel good fluff, politically correct storylines and happy endings. Each film in the series gets progressively darker, with the final episode permeating doom and gloom. The books and the movies capture the deepening crisis mood engulfing the world today. And they realistically portray the world as a place where there are no good guys in positions of power. The ruling class, in all cases, is driven by a voracious appetite for supremacy, wealth, and control.

An Ambiguous, Confusing, Dangerous World

The world is a morally ambiguous place where those in power and those seeking power utilize the influence of media propaganda and PR campaigns built around “heroes” and “icons” to psychologically control the masses, while enriching themselves and their crony capitalist sponsors. Endless war against the latest “bad guys” further enriches the arms dealers and their political lackeys who joyfully use faux patriotism and nationalistic fervor to insist upon more boots on the ground, drones in the air, bombs dropped, and missiles launched.

War is good for business and keeps the masses distracted, while the Wall Street financiers harvest the wealth of the citizens.

We could say that for the Empire of Chaos, the game really started with the CIA-backed coup in Iran in 1953, when the US finally encountered, face to face, that famed Eurasia crisscrossed for centuries by the Silk Road(s), and set out to conquer them all.

Only six decades later, it’s clear there won’t be an American Silk Road in the 21st century, but rather, just like its ancient predecessor, a Chinese one. Beijing’s push for what it calls “One Belt, One Road” is inbuilt in the 21st century conflict between the declining empire and Eurasia integration. Key subplots include perennial NATO expansion and the empire’s obsession in creating a war zone out of the South China Sea.

As the Beijing-Moscow strategic partnership analyses it, the oligarchic elites who really run the Empire of Chaos are bent on the encirclement of Eurasia – considering they may be largely excluded from an integration process based on trade, commerce and advanced communication links.

Beijing and Moscow clearly identify provocation after provocation, coupled with relentless demonization. But they won’t be trapped, as they’re both playing a very long game.

Ukraine “Crooks” Default On $3 Billion Bond To Putin

Back in August, Ukraine struck a restructuring agreement on some $18 billion in Eurobonds with a group of creditors headed by Franklin Templeton.

Under the terms of the deal, Kiev should save around $4 billion once everything is said and done. That was the good news. The bad news was that Ukraine still owed $3 billion to Vladimir Putin. Here’s what we said at the time:

“..owing Vladimir Putin $3 billion is not a situation one ever wants to find themselves in, but this particular case is exacerbated by the fact that Putin did not loan the money to Ukraine as we know it now, he loaned the money to a Ukraine that was governed by Russian-backed Viktor Yanukovych. Of course Yanukovych was run out of the country last year following a wave of protests (recall John McCain’s infamous speech at Maidan).”

Ukrainian finance minister Natalie Jaresko offered the same restructuring terms to Russia that it offered to Franklin Templeton and T. Rowe. In effect, Jaresko was attempting to tell Vladimir Putin that Ukraine would allow him to take a 20% upfront loss on the $3 billion he loaned to Yanukovych who was overthrown by the current Ukrainian government with whom Moscow is effectively at war.

As you might imagine, Putin was not at all interested. Last month, Moscow “generously” offered to accept $1 billion per year from now until 2018 (so, a “restructuring” at par). Kiev refused, noting that such a deal would violate the country’s agreement with its other creditors.

Earlier this week, the IMF ruled that the debt to Russia was intergovernmental (as opposed to private). “In the case of the Eurobond, the Russian authorities have represented that this claim is official. The information available regarding the history of the claim supports this representation,” the Fund said, in a statement.

The nightmare scenario of U.S. geopolitical strategists seems to be coming true: foreign economic independence from U.S. control. Instead of privatizing and neoliberalizing the world under U.S.-centered financial planning and ownership, the Russian and Chinese governments are investing in neighboring economies on terms that cement Eurasian economic integration on the basis of Russian oil and tax exports and Chinese financing. The Asian Infrastructure Investment Bank (AIIB) threatens to replace the IMF and World Bank programs that favor U.S. suppliers, banks and bondholders (with the United States holding unique veto power).

Russia’s 2013 loan to Ukraine, made at the request of Ukraine’s elected pro-Russian government, demonstrated the benefits of mutual trade and investment relations between the two countries. As Russian finance minister Anton Siluanov points out, Ukraine’s “international reserves were barely enough to cover three months’ imports, and no other creditor was prepared to lend on terms acceptable to Kiev. Yet Russia provided $3 billion of much-needed funding at a 5 per cent interest rate, when Ukraine’s bonds were yielding nearly 12 per cent.”[1]

What especially annoys U.S. financial strategists is that this loan by Russia’s sovereign debt fund was protected by IMF lending practice, which at that time ensured collectability by withholding new credit from countries in default of foreign official debts (or at least, not bargaining in good faith to pay). To cap matters, the bonds are registered under London’s creditor-oriented rules and courts.

On December 3 (one week before the IMF changed its rules so as to hurt Russia), Prime Minister Putin proposed that Russia “and other Eurasian Economic Union countries should kick-off consultations with members of the Shanghai Cooperation Organisation (SCO) and the Association of Southeast Asian Nations (ASEAN) on a possible economic partnership.”[2] Russia also is seeking to build pipelines to Europe through friendly instead of U.S.-backed countries.

Most Iraqis, be they civilians, military personnel, or government officials, do not trust Americans.

At a base level, that makes all kinds of sense. After all, the US did launch what amounted to a unilateral invasion of the country just a little over a decade ago, and when it was all said and done, a dictator was deposed but it’s not entirely clear that Iraqis are better off for it.

ISIS controls key cities including the Mosul, the country’s second largest, and security is a daily concern for the populace. The Americans are still seen – rightly – as occupiers, and Washington’s unwillingness inability to effectively counter ISIS has created a culture of suspicion in which most Iraqis believe the US is in cahoots with the militants for what WaPo described as “a variety of pernicious reasons that have to do with asserting U.S. control over Iraq, the wider Middle East and, perhaps, its oil.”

Some of the distrust, the US contends, is fostered by Iran. Tehran wields considerable influence both within the Iraqi military and in political circles in Baghdad. When Ash Carter announced that the US was set to send an “expeditionary targeting force” to the country to assist in raids on Islamic State targets, PM Haider al-Abadi flatly rejected the proposal, saying that “Iraq does not need foreign ground combat forces on Iraqi land.” Abadi rejected a similar Pentagon trial balloon involving Apaches helicopters last month.

Meanwhile, Tehran’s Shiite militias threatened to attack any US soldiers operating on Iraqi soil. “We will chase and fight any American force deployed in Iraq. Any such American force will become a primary target for our group. We fought them before and we are ready to resume fighting,” a spokesman for Kata’ib Hezbollah said.

Putin Hopes “There Will Be No Need To Nuke” The Islamic State

Earlier today, in a clear advance notice to the French and US navies which are both set to arrive just off the coast of Syria in the coming weeks, Russia for the first time targeted Islamic State targets in Syria with Kalibr land-attack cruise missiles launched from a submarine in the Mediterranean Sea off the Syrian coastline, according to Russia’s Defense Minister.

According to RT, the 3M-54 Kalibr missiles were launched from the Kilo-class diesel-electric submarine “Rostov-on-Don”, Defense Minister Sergey Shoigu told President Vladimir Putin on Tuesday.

While as reported here before, Russian warships based in the Caspian and Mediterranean seas had launched similar missiles targeting ISIS positions in late November, this was the first time that Russia has targeted IS in Syria from a submarine.

According to a Kremlin transcript of the conversation, Shoigu told Putin that the missiles successfully targeted two major terrorist positions in the territory of Raqqa, adding that “we can say with absolute confidence that significant damage has been inflicted upon ammunition warehouses and a mine production plant, as well as the oil infrastructure.”

In addition to the submarine, a Russian Ministry of Defense source revealed that the Rostov-on-Don, equipped with modern Russian Kalibr cruise missiles, had appeared near the Syrian coast. Additionally, just before the USS Harry S. Truman carrier arrives, the Russian cruiser Varyag, which is currently off India’s coast for Exercise Indra till Dec. 12, will set sail for the Mediterranean to replace the cruiser Moskva.

However, what was most notable in today’s update by the Russian defense ministry was neither the news about the sub, or the second ship deployment, but what Putin told Shoigu during their conversation according to the Kremlin’s transcript. Which is as follows:

War Is On The Horizon: Is It Too Late To Stop It?

One lesson from military history is that once mobilization for war begins, it takes on a momentum of its own and is uncontrollable.

This might be what is occuring unrecognized before our eyes.

In his September 28 speech at the 70th Anniversity of the United Nations, Russian President Vladimir Putin stated that Russia can no longer tolerate the state of affairs in the world. Two days later at the invitation of the Syrian government Russia began war against ISIS.

Russia was quickly successful in destroying ISIS arms depots and helping the Syrian army to roll back ISIS gains. Russia also destroyed thousands of oil tankers, the contents of which were financing ISIS by transporting stolen Syrian oil to Turkey where it is sold to the family of the current gangster who rules Turkey.

Washington was caught off guard by Russia’s decisiveness. Fearful that the quick success of such decisive action by Russia would discourage Washington’s NATO vassals from continuing to support Washington’s war against Assad and Washington’s use of its puppet government in Kiev to pressure Russia, Washington arranged for Turkey to shoot down a Russian fighter-bomber despite the agreement between Russia and NATO that there would be no air-to-air encounters in Russia’s area of air operation in Syria.

Although denying all responsibility, Washington used Russia’s low key response to the attack, for which Turkey did not apologize, to reassure Europe that Russia is a paper tiger. The Russian government’s low key response to the provocation was used by Washington to reassure Europe that there is no risk in continuing to pressure Russia in the Middle East, Ukraine, Georgia, Montenegro, and elsewhere. Washington’s attack on Assad’s military is being used to reinforce the belief that is being inculcated in European governments that Russia’s responsible behavior to avoid war is a sign of fear and weakness.

Guile Replaces The Stick: Washington’s New Approach To Russia

Washington has learned that threats and coercion do not work against Russia. All the threats have done is to build Putin’s public support to astronomical levels and to unify Russia against the West’s assault. This is a failed policy that Washington is abandoning as Washington sees a new opportunity in Russia’s desire for Western cooperation, not only against ISIL but also on a wide range of other issues.

Realizing that guile can be more effective than the stick, the West is moving toward drawing Russia into the Western system by offering a coalition against ISIL. Once Russia is in a coalition against ISIL, Russia will lose control. This is Washington’s strategy for counteracting the initiative that Russia seized in Syria.

Once Russia is in a coalition against ISIL, Russia will have to make compromises. Putin will be told that Russia can have ISIL, but Russia has to turn Assad’s fate over to the West. If Putin balks, the Western media will blame Putin for topedoing the war against ISIL.

Getting rid of ISIL is more important to the Russian government than saving Assad. If a jihadist Islamic State is established, there will be a base for exporting turmoil into the Muslim regions of the Russian Federation.

Once Russia accepts “cooperation” with the West against ISIL, more “cooperation” will be used to gradually erode bit by bit Russia’s independence and to bring Russian policy in alignment with Washington’s.

Many in Russia believe that the Paris attack proves that Putin was right and that the West now realizes this and will accept Russian leadership in the fight against ISIL. This belief is delusional. Washington will take advantage of Russian desire for Western cooperation and will use this desire in order to bring Russia under Western influence, thus reestablishing Washington’s hegemony.

Tangled Threads of US False Narratives

Exclusive: Official Washington’s many false narratives about Russia and Syria have gotten so tangled that they have become a danger to the struggle against Sunni terrorism and conceivably a threat to the future of the planet, a risk that Robert Parry explores.

One way to view Official Washington is to envision a giant bubble that serves as a hothouse for growing genetically modified “group thinks.” Most inhabitants of the bubble praise these creations as glorious and beyond reproach, but a few dissenters note how strange and dangerous these products are. Those critics, however, are then banished from the bubble, leaving behind an evermore concentrated consensus.

This process could be almost comical – as the many armchair warriors repeat What Everyone Knows to Be True as self-justifying proof that more and more wars and confrontations are needed – but the United States is the most powerful nation on earth and its fallacious “group thinks” are spreading a widening arc of chaos and death around the globe.

We even have presidential candidates, especially among the Republicans but including former Secretary of State Hillary Clinton, competing to out-bellicose each other, treating an invasion of Syria as the least one can do and some even bragging about how they might like to shoot down a few Russian warplanes.

Though President Barack Obama has dragged his heels regarding some of the more extreme proposals, he still falls in line with the “group think,” continuing to insist on “regime change” in Syria (President Bashar al-Assad “must go”), permitting the supply of sophisticated weapons to Sunni jihadists (including TOW anti-tank missiles to Ahrar ash-Sham, a jihadist group founded by Al Qaeda veterans and fighting alongside Al Qaeda’s Nusra Front), and allowing his staff to personally insult Russian President Vladimir Putin (having White House spokesman Josh Earnest in September demean Putin’s posture for sitting with his legs apart during a Kremlin meeting with Israeli Prime Minister Benjamin Netanyahu).

In Paris Tragedy, It’s Necessary to Know Who’s Pulling the Strings

Putin demands a real investigation, but the Western establishment has already decided how to use the massacre

The attacks on Paris could lead to a massive military operation of NATO in Syria. Russia’s president Putin has consequently asked the question as to who is pulling the strings. The question is related to the Russian military successes in Syria – and with the efforts of the US-Neocons and intelligence agencies to seize the opportunity to extend the war in Syria as quickly as possible.

Once again Russian’s president, Vladimir Putin, has posed the right question: Who were pulling the strings in the Paris attacks? Putin, according to TASS, has given the French his full support in “solving the crime, as well as identifying both those who carried it out and those pulling the strings”.

What do we actually know?

Basically, we know very little. We should note: As unprepared for the attacks as the French security services were, they were quick with ready answers on the day. Said to be responsible were the terror-militia “Islamic State” (IS). President Hollande acknowledged this and declared war on IS. However, Charles Winter of the Quilliam Foundation, specialists on Syria and IS, points out that it cannot yet be shown whether the attacks were directly organised by IS or were “inspired” by the terrorists. It is quite possible that IS, currently under enormous pressure in Syria, have simply claimed the attacks for themselves in order to induce fighting spirit in their followers. The New York Times cites Bruce Hoffman of the Center for Security Studies at the University of Georgetown: the organisation of the attacks points rather to Al-Qaeda.

During the summit, “I provided examples based on our data on the financing of different Islamic State (IS, formerly ISIS/ISIL) units by private individuals. This money, as we have established, comes from 40 countries and, there are some of the G20 members among them,” Putin told the journalists.

Putin also spoke of the urgent need to curb the illegal oil trade by IS.

“I’ve shown our colleagues photos taken from space and from aircraft which clearly demonstrate the scale of the illegal trade in oil and petroleum products,” he said.

“The motorcade of refueling vehicles stretched for dozens of kilometers, so that from a height of 4,000 to 5,000 meters they stretch beyond the horizon,” Putin added, comparing the convoy to gas and oil pipeline systems.

It’s not the right time to try and figure out which country is more and which is less effective in the battle with Islamic State, as now a united international effort is needed against the terrorist group, Putin said.
