So you say you don’t want a revolution?

Over the past few months we have been forced to bear witness to a humiliating farce unfolding in Europe. Greece, which was first accepted into the European Monetary Union under false pretenses, then saddled with excessive levels of debt, then crippled through the imposition of austerity, finally did something: the Greeks elected a government that promised to shake things up. The Syriza party platform had the following planks, which were quite revolutionary in spirit.

  • Put an end to austerity and put the Greek economy on a path toward recovery
  • Raise the income tax to 75% for all incomes over 500,000 euros, adopt a tax on financial transactions and a special tax on luxury goods.
  • Drastically cut military expenditures, close all foreign military bases on Greek soil and withdraw from NATO. End military cooperation with Israel and support the creation of a Palestinian State within the 1967 borders.
  • Nationalize the banks.
  • Enact constitutional reforms to guarantee the right to education, health care and the environment.
  • Hold referendums on treaties and other accords with the European Union.

Of these, only the last bullet point was acted on: there was a lot made of the referendum which returned a resounding “No!” to EU demands for more austerity and the dismantling and selling off of Greek public assets. But a lot less was made of the fact that the results of this referendum were then ignored.

But the trouble started before then. After being elected, Syriza representatives went to Brussels to negotiate. The negotiations generally went like this: Syriza would make an offer; the EU officials would reject it, and advance their own demands for more austerity; Syriza would make another offer, and the EU officials would reject it too and advance their own demands for even more austerity than in the last round; and so on, all the way until Greek capitulation.

42 Billion Reasons Why Putin’s Time May Be Running Out

Russian municipal bond risk is surging once again (at 6-week highs) heading towards crisis-levels asBloomberg reports numerous regions (including Chukotka – across from Alaska, Belgorod -near Ukraine, and three North Caucus republics) are prompting concerns as debt-to-revenue levels top 100% (144% in the case of Chukotka).

Risk is on the rise once again…

 

The clock is ticking for President Vladimir Putin to defuse a situation he set off in 2012 with decrees to raise social spending. That contributed to a doubling in the debt load of Russia’s more than 80 regions to 2.4 trillion rubles ($42 billion) in the past five years and it all rolls within the next two to three years.

 

As Bloomberg details, threats to municipal finances are snowballing as sanctions over Ukraine choke access to capital markets, forcing local governments to fund social outlays with costlier bank loans.

While regional debt sales are down 53 percent so far this year, Moody’s Investors Service estimates borrowing will grow as much as 25 percent in 2015, driven by spending on health care, education and utilities.

The squeeze is putting regions in jeopardy. They’re facing “an increasing likelihood of defaults,” S&P warned in June. At least one non-rated local government delayed a principal repayment on a bank loan in the first quarter, it said.

“A default by a large region could block market access for the Finance Ministry itself,” said Karen Vartapetov, associate director of S&P’s Moscow office. “Right now the federal center has an opportunity to help regions. In three years, there may be fewer resources, while regional debt may be bigger, and that will result in greater risks.”

Exclusive: In 1964, the Tonkin Gulf incident was used to justify the Vietnam War although U.S. intelligence quickly knew the facts were not what the U.S. government claimed. Now, the MH-17 case is being exploited to justify a new Cold War as U.S. intelligence again is silent about what it knows, writes Robert Parry.


One year ago, the world experienced what could become the Tonkin Gulf incident of World War III, the shoot-down of Malaysia Airlines Flight 17 over eastern Ukraine. As with the dubious naval clash off the coast of North Vietnam in 1964, which helped launch the Vietnam War, U.S. officials quickly seized on the MH-17 crash for its emotional and propaganda appeal – and used it to ratchet up tensions against Russia.

Shocked at the thought of 298 innocent people plunging to their deaths from 33,000 feet last July 17, the world recoiled in horror, a fury that was then focused on Russian President Vladimir Putin. With Putin’s face emblazoned on magazine covers, the European Union got in line behind the U.S.-backed coup regime in Ukraine and endorsed economic sanctions to punish Russia.

In the year that has followed, the U.S. government has continued to escalate tensions with Russia, supporting the Ukrainian regime in its brutal “anti-terrorism operation” that has slaughtered thousands of ethnic Russians in eastern Ukraine. The authorities in Kiev have even dispatched neo-Nazi and ultranationalist militias, supported by jihadists called “brothers” of the Islamic State, to act as the tip of the spear. US/Israeli/Saudi ‘Behavior’ Problems

There is a madness in how the mainstream U.S. media presents the world to the American people, a delusional perspective that arguably creates an existential threat to humanity’s survival. We have seen this pattern in the biased depiction of the Ukraine crisis and now in how Official Washington is framing the debate over the Iranian nuclear agreement.

In this American land of make-believe, Iran is assailed as the chief instigator of instability in the Middle East. Yet, any sane and informed person would dispute that assessment, noting the far greater contributions made by Israel, Saudi Arabia and, indeed, the United States.

Israel’s belligerence, including frequently attacking its Arab neighbors and brutally repressing the Palestinians, has roiled the region for almost 70 years. Not to mention that Israel is a rogue nuclear state that has been hiding a sophisticated atomic-bomb arsenal.

An objective observer also would note that Saudi Arabia has been investing its oil wealth for generations to advance the fundamentalist Wahhabi sect of Sunni Islam, which has inspired terrorist groups from Al Qaeda to the Islamic State. Fifteen of the 19 hijackers on 9/11 were identified as Saudis and the U.S. government is still concealing those 28 pages of the congressional 9/11 inquiry regarding Saudi financing of Al Qaeda terrorists.

The Saudis also have participated directly and indirectly in regional wars, including encouragement of Iraq’s invasion of Iran in 1980, support for Al Qaeda-affiliate Nusra Front’s subversion of Syria, and the current Saudi bombardment of Yemen, killing hundreds of civilians, touching off a humanitarian crisis and helping Al Qaeda’s Yemeni affiliate expand its territory.

U.S. Meddling

Then there’s the United States, which has been meddling in the Middle East overtly and covertly for a very long time, including one of the CIA’s first covert operations, the overthrow of Iran’s elected government in 1953, and one of U.S. foreign policy’s biggest overt blunders, President George W. Bush’s invasion of Iraq in 2003.

As the Ukrainian army squares off against ultra-right and neo-Nazi militias in the west and violence against ethnic Russians continues in the east, the obvious folly of the Obama administration’s Ukraine policy has come into focus even for many who tried to ignore the facts, or what you might call “the mess that Victoria Nuland made.”

Assistant Secretary of State for European Affairs “Toria” Nuland was the “mastermind” behind the Feb. 22, 2014 “regime change” in Ukraine, plotting the overthrow of the democratically elected government of President Viktor Yanukovych while convincing the ever-gullible U.S. mainstream media that the coup wasn’t really a coup but a victory for “democracy.”

Assistant Secretary of State for European Affairs Victoria Nuland, who pushed for the Ukraine coup and helped pick the post-coup leaders.

To sell this latest neocon-driven “regime change” to the American people, the ugliness of the coup-makers had to be systematically airbrushed, particularly the key role of neo-Nazis and other ultra-nationalists from the Right Sektor. For the U.S.-organized propaganda campaign to work, the coup-makers had to wear white hats, not brown shirts.

So, for nearly a year and a half, the West’s mainstream media, especially The New York Times and The Washington Post, twisted their reporting into all kinds of contortions to avoid telling their readers that the new regime in Kiev was permeated by and dependent on neo-Nazi fighters and Ukrainian ultra-nationalists who wanted a pure-blood Ukraine, without ethnic Russians.

Russia Readies Fuel Deliveries To Athens, Will Support Greek “Economic Revival”

Russia and Greece have a “special relationship of spiritual kinship and religious and historical affinity,” Vladimir Putin said yesterday, following the BRICS summit in Ulfa.

Over the course of the unfolding crisis in Greece, Athens has at various times gone out of its way to remind Angela Merkel that allowing the country to crash out of the currency bloc may force the Greeks to turn to their other international “friends” (to use Nigel Farage’s words) for assistance. Facing economic sanctions from the EU in connection with its alleged role in destabilizing Ukraine not to mention a spiteful anti-trust suit against Gazprom, the Kremlin has been more than happy to use the rising tensions between Athens and Brussels to its geopolitical advantage.

So far, discussions between Russia and Greece have revolved primarily around energy, and several months back, when negotiations between Athens and creditors began to deteriorate in earnest, reports began to surface that Moscow may consider advancing Greece some €5 billion against the future proceeds from the Greek portion of the proposed Turkish Stream natural gas pipeline.

Although the loan never materialized, the agreement on the pipeline did, and it was held up last week as proof that Greece is “no one’s hostage.”

Now, that contention will be put to the test as Greece faces the prospect of a “swift time-out” from the eurozone if PM Alexis Tsipras can’t convince parliament to agree to a new term sheet from creditors which seeks the implementation of a number of draconian measures in exchange for a third bailout. Of course, as we notedearlier today, a “time-out” is a polite way of saying “get the hell out,” and in the event of a messy exit and forced redenomination, an acute cash and credit crunch will likely mean a shortage of critical imports and, in short order, a humanitarian crisis.

Whatever positive legacy that President Barack Obama might point to – the first African-American president, the Affordable Care Act, the changed social attitudes on gay rights, etc. – his ultimate legacy may be defined more by his reckless stewardship guiding the United States into a wholly unnecessary new Cold War.

The costs of this Cold War II will be vast, emptying out what’s left of the U.S. Treasury in a new arms race against Russia, assuming that the new East-West showdown doesn’t precipitate a nuclear war that could end all life on the planet. Already, the United States military has altered its national security policies to treat Russia as the principal foreign threat.

“If you want to talk about a nation that could pose an existential threat to the United States, I’d have to point to Russia,” said General Joseph F. Dunford Jr., at Senate hearings on his nomination to be the new chairman of the Joint Chiefs of Staff. “And if you look at their [the Russians’] behavior, it’s nothing short of alarming.”

Dunford also recommended shipping U.S. weapons to the post-coup regime in Ukraine so it can better prosecute its war against ethnic Russian rebels in the east who have resisted the overthrow of elected President Viktor Yanukovych and have been deemed “terrorists” by the U.S.-backed government in Kiev.

Robert Parry headlined on July 9th, “MH-17 Case Slips into Propaganda Fog,” and he wrote: “Many investigative journalists, including myself, have been rebuffed in repeated efforts to get verifiable proof about the case or even informational briefings.” His phrase “have been rebuffed” was linked to a July 3rd article by nsnbc’s Christof Lehmann, “MH17 — The Methodology of an International Cover-Up,” which included the following:

The Firewall against Transparency

Numerous journalists, the author included, have made considerable efforts to elicit independently verifiable evidence from all of the involved parties. This includes mails and phone calls to relevant ministries in Ukraine, the USA, UK, Russia, Australia, Malaysia, and the Dutch Safety Board in The Netherlands.

All requests to provide independently verifiable data have remained unanswered. That includes requests for a certified copy of radar data released by the Russian Ministry of Defense, certified copies of communications between Ukrainian Air Traffic Controllers and the flight crew on board the downed Boeing 777-200, and not least a certified copy of the Comma Separated Variable (CSV) file from the downed Boeing 777-200’s flight data recorder.

To mention but a few examples that demonstrate the significance of the need for full transparency. The DSB [Dutch Safety Board, which is running the entire investigation] published a “transcript” of ATC – Flight Crew communications. Investigative journalists have, in other words, no possibility to see whether the audio has been tampered with or for that matter, if the voices even are consistent with those of the flight crew.

Lehmann then dropped a bombshell, just in passing, a communication from a representative of the investigation-team, which communication had been made individually to Lehmann:

MH-17 Case Slips into Propaganda Fog

The Dutch investigation into the shoot-down of Malaysia Airlines Flight 17 over eastern Ukraine last July has failed to uncover conclusive proof of precisely who was responsible for the deaths of the 298 passengers and crew but is expected to point suspicions toward the ethnic Russian rebels, fitting with the West’s long-running anti-Russian propaganda campaign.

A source who has been briefed on the outlines of the investigation said some U.S. intelligence analysts have reached a contrary conclusion and place the blame on “rogue” elements of the Ukrainian government operating out of a circle of hard-liners around one of Ukraine’s oligarchs. Yet, according to this source, the U.S. analysts will demur on the Dutch findings, letting them stand without public challenge.

Throughout the Ukraine crisis, propaganda and “information warfare” have overridden any honest presentation of reality – and the mystery around the MH-17 disaster has now slipped into that haze of charge and counter-charge. Many investigative journalists, including myself, have been rebuffed in repeated efforts to get verifiable proof about the case or even informational briefings.

 

In that sense, the MH-17 case stands as an outlier to the usual openness that surrounds inquiries into airline disasters. The Obama administration’s behavior has been particularly curious, with its rush to judgment five days after the July 17, 2014 shoot-down, citing sketchy social media posts to implicate the ethnic Russian rebels and indirectly the Russian government but then refusing requests for updates.

Russia, Ukraine and U.S. Hegemony

The following is an edited version of a talk by the author as part of a panel at a public forum in Toronto on June 12, 2015. The forum was sponsored by the Centre for Social Justice and Socialist Project. You can view the talk here on ‘Left Streamed’.

The Ukraine/Russia conflict is particularly ominous because tensions with the United States could escalate into a nuclear war. For this reason, it is necessary to understand NATO’s role, patterns of U.S. domination and the nuclear arms race. The political world is dangerously in flux, with entangled military and economic alliances and a robust weapons trade. This is similar to the prelude to World War I when it took one trigger to unleash cascading inter-state violence.

The demonization of Russia and Putin leaves out the role of the United States and NATO. Seumas Milne, writes in The Guardian, March 4, 2015, “A quarter of a century after the end of the Cold War, the ‘Russian threat’ is unmistakably back. Vladimir Putin, Britain’s defence secretary Michael Fallon declares, is as great a danger to Europe as ‘Islamic State’…

“Putin’s authoritarian conservatism may offer little for Russia’s future, but this anti-Russian incitement is dangerous folly. There certainly has been military expansionism. But it has overwhelmingly come from NATO, not Moscow.”

James Bissett is a former Canadian ambassador to Yugoslavia, Albania, and Bulgaria. He wrote in the Ottawa Citizen last year, “The current crisis in Ukraine threatens global security and at worst has the potential for nuclear catastrophe. At best, it signals a continuation of the Cold War. Sadly, the crisis is completely unnecessary and the responsibility lies entirely in the hands of the United States-led NATO powers. The almost virulent propaganda onslaught blaming Russia for the instability and violence in Ukraine simply ignores reality and the facts.”

Wikipedia as Propaganda Not History — MH17 as An Example

Wikipedia articles are more propaganda than they are historical accounts. And, often, their cited sources are misleading, or even false.

On 15 August 2007, the BBC headlined “Wikipedia Shows CIA Page Edits,” and Jonathan Fildes reported that, “An online tool that claims to reveal the identity of organizations that edit Wikipedia pages has revealed that the CIA was involved in editing entries.” I.e.: What the CIA doesn’t like, they can (and do) eliminate or change.

More recently, on 25 June 2015, an anonymous reddit poster, “moose,” listed and linked directly to 18 different news reports, in such media as New York Times, Washington Post, Telegraph, Mirror, Guardian, and Newsweek, reporting about wikipedia edits that were supplied not only by the CIA but by other U.S. Government offices, and by large corporations. That person opened with a news report which implicated Wikipedia itself, “Wikipedia honcho caught in scandal quits, defends paid edits,” in which Wikipedia’s own corruption was discussed. Most of the other news reports there concerned unpaid edits by employees at CIA, congressional and British parliamentary offices, the DCRI (French equivalent of the U.S. CIA), large corporations, self-interested individuals, and others. One article even concerned a report that, “All-Russia State Television and Radio Broadcasting Company (VGTRK) changed a Russian language version of a page listing civil aviation accidents to say that ‘The plane [flight MH17] was shot down by Ukrainian soldiers’.” Basically, wikipedia has been revealed to be a river of ‘information’ that’s polluted by so many self-interested sources as to be no more reliable than, say: “New York Times, Washington Post, Telegraph, Mirror, Guardian, and Newsweek.”

And that’s not reliable at all. For example, everybody knew in 2002 and 2003 that Saddam Hussein was stockpiling WMD “Weapons of Mass Destruction,” because they had read it in such ‘news’ sources as that. Consequently, even when wikipedia links to those sorts of articles, it can be propagating lies.

While the folks clogging the US tattoo parlors may not have noticed, things are beginning to look a little World War one-ish out there. Except the current blossoming world conflict is being fought not with massed troops and tanks but with interest rates and repayment schedules. Germany now dawdles in reply to the gauntlet slammed down Sunday in the Greek referendum (hell) “no” vote. Germany’s immediate strategy, it appears, is to apply some good old fashioned Teutonic todesfurcht — let the Greeks simmer in their own juices for a few days while depositors suck the dwindling cash reserves from the banks and the grocery store shelves empty out. Then what?

Nobody knows. And anything can happen.

One thing we ought to know: both sides in the current skirmish are fighting reality. The Germans foolishly insist that the Greek’s meet their debt obligations. The German’s are just pissing into the wind on that one, a hazardous business for a nation of beer drinkers. The Greeks insist on living the 20th century deluxe industrial age lifestyle, complete with 24/7 electricity, cheap groceries, cushy office jobs, early retirement, and plenty of walking-around money. They’ll be lucky if they land back in the 1800s, comfort-wise.

The Greeks may not recognize this, but they are in the vanguard of a movement that is wrenching the techno-industrial nations back to much older, more local, and simpler living arrangements. The Euro, by contrast, represents the trend that is over: centralization and bigness. The big questions are whether the latter still has enough mojo left to drag out the transition process, and for how long, and how painfully.

The current Conservative government of Prime Minister Stephen Harper looks like a tattered and ragged old stuffed animal these days. You know–the ones with one button-eye missing and the other hanging by a single thread. Although he has survived endless scandals and sleazy acts over the past decade, Harper’s musical tune is now screeching and discordant.

Two of his top ministers (the obedient Peter McKay and the attack-dog, know-nothing John Baird) have decided to abandon politics. A third (Jim Prentice) left to run Alberta, but was soundly defeated by a resurgent New Democratic Party. Harper’s possible successor, Jason Kenney, now Minister of Defence, looks bewildered as he repeats NATO’s lies about Russian aggression and fumbles along in a totally incoherent foreign policy.

On the international scene, this mean autocrat has had the gall—if you can believe this—to point his finger at Vladimir Putin and tell him to get out of the Ukraine. This moronic demand bespoke of his ignorance of the Ukraine’s common history and culture with Russia. Harper has murky ties with right-wing Canadian Ukrainians and has adopted the fantastical narrative pushed by the US and its pliant allies in the EU and NATO. He thinks this may get him some votes. He sent 200 troops (disguised as trainers) into the Ukraine to help quell the rebellion in Eastern Ukraine.

The opposition parties are demanding that Stephen the Sneaky come clean regarding his support for the neo-Nazi gangs of thugs in the Ukraine armed forces (like the Azov battalion). He appears to love vilifying Putin. Recently Russian MP Aleksey Puskov (United Russia) stated that Russia is the “most anti-Russian state in the western alliance as a whole and definitely also in the G7 group.”

It has been a bad day for deals and deadlines all around: first Greece is about to enter July without a bailout program and in default to the IMF with the ECB about to yank its ELA support or at least cut ELA haircuts; also the US failed to reach a nuclear deal with Iran in a can-kicking negotiation that has become so farcical there is no point in even covering it; and now moments ago a third June 30 “deal” failed to reach an acceptable conclusion when Russia and Ukraine were unable to reach an agreement on gas prices at talks in Vienna on Tuesday. As a result, Ukraine is suspending its purchase of Russian gas.

According to RT, Russian Energy Minister Aleksandr Novak and Ukraine’s Energy and Coal Minister Vladimir Demchishin both admitted to reporters that the negotiations had born no fruit. Demchishin added that there would be a new round of talks in September.

Meanwhile, Ukraine’s energy company, Naftogaz, will stop buying gas from Russia as of Wednesday, July 1.

“As of June 30, 2015, the agreement between Naftogaz and Gazprom runs out, and conditions for continued supply of Russian gas to Ukraine have not been agreed upon; Naftogaz will no longer be purchasing gas from the Russian company,” a press release by Naftogaz said.

The Russian minister seemed unhappy and said it was politically motivated and there were no grounds for it.

So what will prevent Ukraine from simply siphoning off Russian gas transiting its territory for Europe? Nothing, except its word:

Naftogaz gave assurances that “the transit of Russian gas through Ukrainian territory to Gazprom’s European clients will continue in full, according to contracts agreed.”

1. On Monday, the Dow fell by 350 points.  That was the biggest one day decline that we have seen in two years.

2. In Europe, stocks got absolutely smashed.  Germany’s DAX index dropped 3.6 percent, and France’s CAC 40 was down 3.7 percent.

3. After Greece, Italy is considered to be the most financially troubled nation in the eurozone, and on Monday Italian stocks were down more than 5 percent.

4. Greek stocks were down an astounding 18 percent on Monday.

5. As the week began, we witnessed the largest one day increase in European bond spreads that we have seen in seven years.

6. Chinese stocks have already met the official definition of being in a “bear market” – the Shanghai Composite is already down more than 20 percent from the high earlier this year.

7. Overall, this Chinese stock market crash is the worst that we have witnessed in 19 years.

8. On Monday, Standard & Poor’s slashed Greece’s credit rating once again and publicly stated that it believes that Greece now has a 50 percent chance of leaving the euro.

9. On Tuesday, Greece is scheduled to make a 1.6 billion euro loan repayment.  One Greek official has already stated that this is not going to happen.
