Keystone XL bill fails to advance | Al Jazeera America.

WASHINGTON — The Senate stopped just short of approving the long-delayed and controversial Keystone XL pipeline Tuesday night. The 59-to-41 vote, with 14 Democrats joining all 45 Republicans in favor of approving the Keystone XL measure, was just shy of the 60 votes needed for the legislation to advance.

The harrowingly close results spare President Barack Obama from having to choose whether or not to issue a veto on Keystone XL, which has proven a divisive and polarizing issue for the duration of his administration, pitting environmental concerns against the initiative’s job-creation potential.

After stalling and skirting the issue for years, Majority Leader Harry Reid chose to at last schedule a vote on the project in the lame duck session, ostensibly to help embattled Louisiana Sen. Mary Landrieu, a fellow Democrat, secure re-election. After garnering less than 50 percent of the vote on election night, Landrieu will face Republican opponent Rep. Bill Cassidy, R-La. in a Dec. 6 runoff vote, in which her chances of holding her seat are looking increasingly slim.

House lawmakers passed legislation Friday to approve the Keystone XL oil pipeline to bring carbon-intensive tar sands oil from Alberta, Canada, to the Texas Gulf Coast. The Senate is expected to vote this week on a similar pro-Keystone bill backed by Louisiana Democratic Sen. Mary Landrieu. Landrieu is facing a tough battle to keep her seat in a runoff next month against Republican Rep. Bill Cassidy, who also happens to be the sponsor of the pro-Keystone bill in the House. Landrieu spoke last week about her support for Keystone. We speak to Naomi Klein, author of “This Changes Everything: Capitalism vs. the Climate.”

Plunging oil prices a game-changer for major pipeline projects | Jeff Rubin.

A sharp correction in oil prices is putting the debate around major pipeline projects, such as Keystone XL, into a more nuanced light.

Part of the impetus behind constructing new pipelines to carry bitumen from northern Alberta to the U.S. Gulf Coast, Kitimat on the Pacific, or even all the way across the country to Saint John, New Brunswick was to help close the substantial discount between Canadian oil and world prices. Well, crude’s recent drop into the $85-a-barrel range has basically collapsed the once wide-open spread that had existed between West Texas Intermediate and Brent crude with hardly any new lengths of pipe being laid into the ground at all.

It’s quite a turnaround considering that not that long ago WTI had traded as much as $40 a barrel lower than Brent. The difference between Brent and a barrel of Western Canadian Select, the benchmark price for oil sands product, was even more significant, a fact that had caused considerable hand wringing in downtown Calgary as well as on Parliament Hill.
