Multipolar World Order in the Making: Qatar Dumps OPEC

The decision by Qatar to abandon OPEC threatens to redefine the global energy market, especially in light of Saudi Arabia’s growing difficulties and the growing influence of the Russian Federation in the OPEC+ mechanism.

In a surprising statement, Qatari energy minister Saad al-Kaabi warned OPEC on Monday December 3 that his country had sent all the necessary documentation to start the country’s withdrawal from the oil organization in January 2019. Al-Kaabi stressed that the decision had nothing to do with recent conflicts with Riyadh but was rather a strategic choice by Doha to focus on the production of LNG, which Qatar, together with the Russian Federation, is one of the largest global exporters of. Despite an annual oil extraction rate of only 1.8% of the total of OPEC countries (about 600,000 barrels a day), Qatar is one of the founding members of the organization and has always had a strong political influence on the governance of the organization. In a global context where international relations are entering a multipolar phase, things like cooperation and development become fundamental; so it should not surprise that Doha has decide to abandon OPEC. OPEC is one of the few unipolar organizations that no longer has a meaningful purpose in 2018, given the new realities governing international relations and the importance of the Russian Federation in the oil market.

Besides that, Saudi Arabia requires the organization to maintain a high level of oil production due to pressure coming from Washington to achieve a very low cost per barrel of oil. The US energy strategy targets Iranian and Russian revenue from oil exports, but it also aims to give the US a speedy economic boost. Trump often talks about the price of oil falling as his personal victory.

Seven Days of Failures for the American Empire

On November 25, two artillery boats of the Gyurza-M class, the Berdiansk and Nikopol, one tugboat, the Yany Kapu, as well as 24 crew members of the Ukrainian Navy, including two SBU counterintelligence officers, were detained by Russian border forces. In the incident, the Russian Federation employed Sobol-class patrol boats Izumrud and Don, as  well as two Ka-52, two Su-25 and one Su-30 aircraft.

Ukraine’s provocation follows the advice of several American think-tanks like the Atlantic Council, which have been calling for NATO involvement in the Sea of Azov for months. The area is strategically important for Moscow, which views its southern borders, above all the Sea of Azov, as a potential flash point for conflict due to the Kiev’s NATO-backed provocations.

To deter such adventurism, Moscow has deployed to the Kerch Strait and the surrounding coastal area S-400 batteries, modernized S-300s, anti-ship Bal missile systems, as well as numerous electronic-warfare systems, not to mention the Russian assets and personnel arrayed in the military districts abutting Ukraine. Such provocations, egged on by NATO and American policy makers, are meant to provide a pretext for further sanctions against Moscow and further sabotage Russia’s relations with European countries like Germany, France and Italy, as well as, quite naturally, to frustrate any personal interaction between Trump and Putin.

This last objective seems to have been achieved, with the planned meeting between Trump and Putin at the G20 in Buenos Aires being cancelled. As to the the other objectives, they seem to have failed miserably, with Berlin, Paris and Rome showing no intention of imposing additional sanctions against Russia, recognizing the Ukrainian provocation fow what it is. The intention to further isolate Moscow by the neocons, neoliberals and most of the Anglo-Saxon establishment seems to have failed, demonstrated in Buenos Aires with the meeting between the BRICS countries on the sidelines and the bilateral meetings between Putin and Merkel.

The Untouchable US-Saudi Relation Is a Core Element of US Imperialism

In the last few weeks, numerous articles and analyses have been produced relating to the murder of Jamal Khashoggi in the Saudi consulate in Istanbul. However, the relationship between Saudi Arabia and the United States has not been questioned, and the reason for this has not yet been explained.

Nixon’s decision in 1971 to withdraw the United States from the gold standard greatly influenced the future direction of humanity. The US dollar rose in importance from the mid-1950s to become the world reserve currency as a result of the need for countries to use the dollar in trade. One of the most consumed commodities in the world is oil, and as is well known, the price is set by OPEC in US dollars, with this organization being strongly influenced by Saudi Arabia.

It is therefore towards Riyadh that we must look in order to understand the workings of the petrodollar. After the dollar was withdrawn from the gold standard, Washington made an arrangement with Riyadh to price oil solely in dollars. In return, the Saudis received protection and were granted a free hand in the region. This decision forced the rest of the world to hold a high amount of US dollars in their currency reserves, requiring the purchase of US treasuries. The relationship between the US dollar and oil breathed new life to this currency, placing it at the centre of the global financial and economic system. This privileged role enjoyed by the dollar allowed the United States to finance its economy through the simple process of printing its fiat currency, relying on its credibility and supported by the petrodollar that required other countries to store reserves of US treasuries in their basket of currencies.

The Killing of Saudi Journalist Khashoggi Could Spell the End for Mohammad bin Salman

The death of famous journalist Saudita Jamal Khashoggi is likely to have important repercussions, revealing the hypocrisy of the mainstream media, tensions inside the Saudi regime, and the double standards of Western countries.

On October 2nd, 2018, Saudi journalist Jamal Khashoggi was allegedly killed inside Saudi Arabia’s embassy in Turkey. The sequence of events seems to show that the murder was premeditated. Two days before his death, Khashoggi went to the Saudi embassy in Istanbul to obtain documents pertaining to his divorce in preparation to remarry in the United States. The Saudi embassy instructed him to return on October 2nd to collect the documents, which he duly did. He entered the embassy around 1pm on October 2nd but never exited. Khashoggi’s fiancée, after waiting several hours, raised the alarm as Khashoggi had instructed her to do should he not reemerge after two hours.

It is from here that we should start to reconstruct this story that resembles a science-fiction novel even by Saudi standards, a country that does not hesitate to kidnap heads of state, as was the case with the Lebanese prime minister, Saad Hariri, about a year ago.

Jamal Khashoggi is a controversial figure, a representative of the shadowy world of collaboration that sometimes exists between journalism and the intelligence agencies, in this case involving the intelligence agencies of Saudi Arabia and the United States. It has been virtually confirmed by official circles within the Al Saud family that Khashoggi was an agent in the employ of Riyadh and the CIA during the Soviet presence in Afghanistan.

From 1991 to 1999, he continued to serve in several countries like Afghanistan, Algeria, Sudan, Kuwait and other parts of the Middle East, often maintaining an ambiguous role in the service of his friend Turki Faisal Al-Saud, the future Saudi ambassador to Washington and London and later supreme head of Saudi intelligence for 24 years.

Military and economic tensions are increasing due to the ramped up warlike stance of the US establishment. The impossibility of halting the shifting world order in favour of prolonging the unipolar moment has left the US deep state reaching for any available weapon at hand, taking no heed of the dangers and consequences of such a reckless foreign policy.

With the province of Idlib ever closer to being liberated from terrorists by the Syrian Arab Army (SAA), the tensions between the US and Syria (and Syria’s allies) are rising. Every significant military campaign by the SAA seems to be accompanied by the usual alarms and false reports emanating from the Western media and governments warning of an imminent (staged) use of chemical weapons by the SAA. Tensions are rising as several American voices, including that of the President, have expressed the desire to strike Syria over any alleged use of chemical weapons, without even waiting for any independent verification. Threats by the US, the UK and France to bomb Russian troops in Syria are voiced everyday on Western media. The insanity is reaching disturbing levels.

These developments in Syria appear to be accompanied by the persistent attempts of Ukraine and the United States to sabotage the Minsk agreements, re-igniting the conflict in order to blame it on Russia. The assassination of Aleksandr Zakharchenko, charismatic leader of the Donetsk People’s Republic (DPR), killed a few days ago in a terrorist attack, should be seen in this light.

More false accusations against Moscow, this time of having poisoned former Russian spy Sergei Skripal in the UK, follow on from allegations of Moscow interfering in the US presidential election. Added to this situation of rising tensions between great powers are the constant threats, together with economic and financial warfare, directed at Iran by Israel, Saudi Arabia and the United States.

On the 17th of September, an important meeting was held in Sochi between Erdogan and Putin to discuss Syria, in particular Idlib. A few hours after the agreement between the two leaders was reached, there was a French-Israeli strike on Syria’s coastal area of Latakia, causing the loss of a Russian Air Force Il-20 aircraft and bringing the world to the brink of a thermonuclear war.

The agreement between Erdogan and Putin over the province of Idlib was reached after five hours of discussions and proposals. Ultimately, as explained by RT, the agreement concerns a 15-20 kilometer demilitarized zone, the identification of terrorist groups to fight, and combined patrols by Turkish and Russian soldiers on the borders of Idlib to monitor the situation and the opening of main roads between Hama, Damascus and Aleppo over the next few months.

RT specifies: “[Erdogan and Putin] We’ve agreed to create a demilitarized zone between the government troops and militants before October 15. The zone will be 15 to 20 kms wide, with full withdrawal of hardline militants from there, including the Jabhat Al-Nusra. As part of solving the deadlock, all heavy weaponry, including tanks and artillery, will be withdrawn from the zone before October 10. The area will be patrolled by Turkish and Russian military units. Before the end of the year, roads between Aleppo and Hama, and Aleppo and Latakia must be reopened for transit traffic. The agreement has received general support from the Syrian government.”

There were manifold goals for the talks between Erdogan and Putin. For the Kremlin there were innumerable points to be clarified and points of tension to be softened. One of the reasons why Russia and Turkey decided to sit around a table and discuss the imminent Syrian offensive in Idlib was the shared concern surrounding possible Western reactions.

Weaponizing the US Dollar Is Accelerating Global De-Dollarization

Donald Trump has in just over two years abandoned the Trans-Pacific Partnership (TPP), ditched the Transatlantic Trade and Investment Partnership (TTIP), withdrawn the US from the Paris climate agreement, and unilaterally removed American participation in the Iranian nuclear agreement known as the Joint Comprehensive Plan of Action (JCPOA).

Some of these decisions have undoubtedly received popular support from far beyond America’s shores. Washington’s withdrawal from the TPP was welcomed by the People’s Republic of China. During the Obama presidency, Xi Jinping strongly protested the exclusion of Beijing from the TPP. In the case of the TTIP, European allies for the most part were strongly opposed to the treaty because European multinationals would be subjected to sanctions and fines from American authorities.

The climate agreement, placing important limits on CO2 emissions as well as imposing regulations governing pollution, has been strongly resisted by US energy oligarchs. The withdrawal from the Paris accord has satisfied a substantial proportion of Trump’s donors linked to the hydrocarbon industry and beyond. Finally, the abandonment of the JCPOA was praised by Riyadh and Tel Aviv, two essential partners in Trump’s domestic and foreign strategies.

Observing the consequences of these political choices in the months since, it is easy to see how the world has reacted in a more or less similar fashion, which has been by ignoring the United States and emphasizing cooperation amongst themselves. The TPP, with its agreements between 11 countries, has remained in place without Washington. The development of relations between ASEAN and China continues on without Washington’s participation. While the TTIP has been halted, the Comprehensive Economic and Trade Agreement (CETA), is in its final approval stage, an agreement between Canada and the EU that bypasses the American-inspired TTIP.

The past weeks have shown how part of the American establishment is weighing the pros and cons of the Trump administration’s strategies around the world. I have a strong feeling that in the coming weeks we will see the destabilizing effects of American politics, especially towards its closest allies.

A disastrous flip of events appears to be on its way, in case Trump were to lose the November midterm elections (the House and Senate elections). If this were to happen, the Trump administration would probably exploit the Russia gate conspiracy claiming that Moscow had now acted in favour of Democrats. Trump could argue that Moscow was disappointed by the lack of progress in softening US sanctions against Russia; indeed, by Trump’s measures against Russia (expulsions, sanctions, property seizures) and its allies (China, Iran and Syria).

Trump would not hesitate to claim Russian interference in the midterms to aid the Democrats, citing intelligence reports. He would say that Russia aims to create chaos in the US by placing roadblocks in the way of attempts to “Make America Great Again” and handing the House and Senate to the Democrats. He would use the electoral defeat to blame his accusers of getting aid from Russia. In doing so, he would be accelerating the implosion of his administration in an all-out war with the establishment. The mainstream media would dismiss Trump’s accusations against the Democrats of collusion with Russia as a conspiracy theory of an unravelling presidency. All this, summed up, would lead to the Democrats having majority in both houses, easily proceeding to the impeachment of Trump.

Italy is piggybacking on the US, operating side by side with Washington to expand its role in North Africa, especially in Libya. However, Rome will have to offer something in return to please Trump.

Two Knockout Blows to US Imperialism: De-Dollarization and Hypersonic Weapons

In the current multipolar world in which we live, economic and military factors are decisive in guaranteeing countries their sovereignty. Russia and China seem to be taking this very seriously, committed to the de-dollarization of their economies and the accelerated development of hypersonic weapons.

The transition phase we are going through, passing from a unipolar global order to a multipolar one, calls for careful observation. It is important to analyze the actions taken by two world powers, China and Russia, in defending and consolidating their sovereignty over the long term. Observing decisions taken by these two countries in recent years, we can discern a twofold strategy. One is economic, the other purely military. In both cases we observe strong cooperation between Moscow and Beijing. The merit of this alliance is paradoxically attributed to the attitude of various US administrations, from George Bush Senior through to Obama. The special relationship between Moscow and Beijing has been forged by a shared experience of Washington’s pressure over the last 25 years. Their shared mission now seems to be to contain the US’s declining imperial power and to shepherd the world from a unipolar world order, with Washington at the center of international relations, to a multipolar world order, with at least three global powers playing a major role in international relations.

The Sino-Russian strategy has shown itself over the last two decades to consist of two parts: economic clout on the one hand, and military strength on the other, the latter to ward off reckless American behavior. Both Eurasian powers have their respective strengths and weaknesses in this regard. If Russia’s economy can hardly be compared to China’s, China plays second fiddle to Russia’s conventional and nuclear deterrents, and is quite some way behind Moscow in terms of hypersonic weapons. The cooperation between Moscow and Beijing aims to synergize their respective strengths.

Two Keywords for US Imperialism: ‘Justification’ and ‘Plausibility’

Observing the behavior of the United States over recent decades, it becomes clear that the American establishment has always relied on two fundamental factors to justify choices in foreign policy.

We have been accustomed in recent years to humanitarian interventions being justified on the assumption that the United States and the West were in some way intervening militarily in the interests of defending innocent civilians from brutal dictators. This justification for armed intervention has either been the key factor or the direct cause for the expansion of US imperialism. The use of the media as an instrument of war – with lies, artfully constructed stories, intentional omissions, and targeted disinformation – has helped US imperialism to justify armed interventions abroad.

There is always some sort of justification, rationale or pretext offered when Washington intervenes to bring about conflict. These excuses were showcased in Yugoslavia in 1999, in Afghanistan in 2002, in Iraq in 2003, and in Libya in 2011. With Yugoslavia and Libya, the lie of protecting human rights was the justification offered to the public. The September 11, 2001 attacks were used to justify attacks on Afghanistan and Iraq in 2002 and 2003, pointing the finger of blame at these countries. The war on terror in general offered a perfect justification for bringing about chaos in every corner of the world.

Naturally, these are excuses meant to be peddled in the international arena. There is no justification for bombing a nation, completely destroying its services and infrastructure, and killing tens of thousands of its innocent people. But US imperialism works like a steam-roller. The artful fabrication of a humanitarian cause gives the green light to rain down bombs to save the poor and downtrodden civilians. All this is possible thanks to the nauseating and false media rhetoric that creates the ideal conditions needed to justify the horrible war crime that is aggression against a sovereign nation.

The announced meeting between Trump and Putin has already produced a good result by revealing the hypocrisy of the media and politicians. The meeting has been branded as the greatest danger to humanity, according to the Western globalist elite, because of the danger that “peace could break out between Russia and the United States”.

Sometimes reality is stranger than fiction. The following so stretches credulity that sources will have to be cited and an exact quotations given to be believed.

A case in point is the following title“Fears growing over the prospect of Trump ‘peace deal’ with Putin”. The Times does not here fear a military escalation in Ukraine, an armed clash in Syria, a false-flag poisoning in England, or a new Cold War. The Times does not fear a nuclear apocalypse, the end of humanity, the suffering of hundreds of millions of people. No, one of the most authoritative and respected broadsheets in the world is fearful of the prospect of peace! The Times is afraid that the heads of two nuclear-armed superpowers are able to talk to each other. The Times fears that Putin and Trump will be able to come to some kind of agreement that can help avert the danger of a global catastrophe. These are the times in which we live. And this is the type of media we deal with. The problem with The Times is that it forms public opinion in the worst possible way, confusing, deceiving, and disorienting its readers. It is not by accident the world in which we live is increasingly divorced from logic and rationality.

Even if the outcome of this meeting does not see any substantial progress, the most important thing to be achieved will be the dialogue between the two leaders and the opening of negotiation channels for both sides.

There are two countries that more than others show how the Western world order is undergoing a profound change. Japan and Turkey occupy two distinct and diverse geographical areas, yet they share many of the same strategic choices about their future. Their geopolitical trajectory is increasingly drifting away from Washington and moving closer to China, Russia, India and Iran.

Both Japan and Turkey are two important states in the US’s strategy for controlling the Middle East and Asia-Pacific. Both countries have economies that are competitive in comparison to their neighbors, and both often conveniently find themselves allied to countries within Washington’s orbit. Japan has a good relationship with South Korea, and Turkey (until a few years ago) had a privileged relationship with Saudi Arabia and Israel. Keeping in mind that the US aims to prolong and consolidate its regional dominance, Washington has always tried to have excellent relations with these two countries as a way of ensuring its constant presence in regional affairs.

Japan and Turkey have perfectly fulfilled America’s role for them in military, financial and economic terms. Ankara, for example, is a key part of NATO and offers military bases like the Incirlik Air Base, allowing for US military influence in the Middle East. Qatar, for example, is a satellite of Turkey, thanks to the shared religious bonds of the Muslim Brotherhood. Not by coincidence, one of the most important US air bases is located in Qatar, helping further lock in America’s regional presence. The goal, of course, is geopolitical, highlighting America’s ongoing confrontation with Iran, Russia and China. The United States tends to control certain geographical areas because of its military and economic power that is expressed directly or indirectly through compliant allies like Turkey and Japan.

Recent events in Italy show that the country is getting the same type of treatment meted out to other countries whose election results do not agree with the neoliberal globalist elite and so must be stymied. The attitude shown by this transnational elite towards the winning forces in Italy is the same as that normally reserved for recalcitrant countries like Russia, Venezuela, China and Lebanon following their own elections or constitutional reforms.

European populations are increasingly failing to abide by the electoral wishes of the international oligarchs, with votes being directed to populist parties and the most anti-systemic candidates available. The most credible candidates for the people seem to be those who openly oppose the economic measures (neoliberalism) adopted over the last 20 to 25 years by the financial elite. These measures were specifically adopted to enrich the wealthy and enslave the rest of us through debt. Unsurprisingly, people are voting in candidates who are fighting for greater monetary and military sovereignty.

Without wishing to express a political judgment (often it would be negative), we need to note that events like Brexit, Trump’s victory, the partial success of Le Pen, the exploits of the nationalist fronts in Austria, Belgium, Hungary, Germany and, most recently, the victories of Lega and the Five Star Movement (Movimento 5 Stelle, M5S) in Italy are symptomatic of how the European population feels about 25 years of a reduction in national sovereignty and the worsening of individual economic conditions.

The globalist front, centered around financial speculation and the expropriation of national assets, has built up over the course of three decades its political network consisting of NGOs, think-tanks, journalists, experts, senators and parliamentarians scattered across the United States and Europe.

Diplomatic work continues in some of the areas with the highest geopolitical tensions in the world. In recent days there have been high-level meetings and contacts between Turkey, Iran and Russia over the situation in Syria; meetings between Modi and Xi Jinping to ease tensions between India and China; and finally, the historic meeting between Moon Jae-in and Kim Jong-un. The common component in all these meetings is the absence of the United States, which may explain the excellent progress that has been seen.

The last seven days have brought a note of optimism to international relations. The meeting between Modi and Xi Jinping in China offered a regional example, confirmed by the words of Wang Yi, member of the State Counsel of the People’s Republic of China:

“Our [India and China] common interests outweigh our differences. The summit will go a long way towards deepening the mutual trust between the two great neighbors. We will make sure that the informal summit will be a complete success and a new milestone in the history of China-India relations”.

Given the tensions in August 2017 in the Himalayan border area between the two countries, the progress achieved in the last nine months bodes well for a further increase in cooperation between the two nations. Bilateral trade stands at around $85 billion a year, with China as India’s largest trading partner. The meeting between Modi and Xi also serves to deepen the already existing framework between the two countries in international organizations like BRICS, the Asian Infrastructure Investment Bank (AIIB), and the Shanghai Cooperation Organization (SCO), in which they are integral participants. It is imaginable that negotiations on the Belt and Road Initiative (BRI) will be in full swing, with Beijing keen to involve New Delhi more in the project.

Chaos reigns in the United States, spreading to its closest allies. The war amongst Western elites is in full swing, manifesting itself from commercial wars to failed diplomacy, empty threats of war, corruption, and announced military withdrawals and attacks.

To sum up the last few weeks of international events, it is worth comparing the direction taken by the multipolar troika of Russia, China and Iran, and the one taken by the fading unipolar order led by the United States, Israel and Saudi Arabia.

We can analyze the respective changes taking place within the unipolar and multipolar camps, especially in the economic, commercial, diplomatic and military fields. The introduction by the US of duties on imports, applied to 1,300 products, including iron and aluminum, has triggered a chain of events, including the imposition of as many duties on various products exported by the US to China. The pressure on America’s European allies continues, against the protests of France and Germany. It seems that Europe is struggling to form a common front on many issues relating from foreign policy to trade. The Western elites continue its in-fighting, between the European Union (led by Berlin and Paris) and the UK and the US, clashing over agreements between London and Brussels and Washington and Brussels. The Trump tariff war aims to deliver a blow to America’s opponents, but it risks provoking strong responses, even from allies. Moreover, many analysts and economists have warned that this form of commercial warfare risks harming American workers the most.
