To the vast majority of Americans, including the foreign policy establishment, the question posed in the title may seem something of a joke. After all, absolute military superiority over Russia and other potential rivals for global influence has been the objective of US military policy for the last twenty-five years or more, at vast budgetary expense. One instrument for its achievement has been the roll-out of a system known as the global missile defense, which in effect encircles Russia and China, posing the threat of massive simultaneous missile strikes that could overwhelm any defenses. To intelligence specialists at the Pentagon, who likely have been watching, as I have done, what the Kremlin disseminated earlier today in Russian only versions so far, the question of Moscow turning the tables is entirely serious and shocking.

When Vladimir Putin first publicly described Russia’s latest state-of-the-art weapons systems in development and deployment one year ago, during his 1 March 2018 Address to the bicameral legislature, he said these systems would ensure the re-establishment of full strategic parity with the United States. Western media sniggered. US politicians, with a very few exceptions, chose to ignore what they considered to be just domestic electioneering during a presidential campaign that Putin was expected to win handily. It was all a bluff, they said.

In his annual Address this past Wednesday, 22 February, President Putin expanded on those developments in armaments, reported which systems were now entering active service. He made it clear one of them is the planned Russian response to a likely consequence of US withdrawal from the Intermediate Nuclear Forces (INF) Treaty: the stationing by the U.S. of nuclear armed cruise missiles like the Tomahawk on land and directed against Russia, all of which would reduce the warning time of incoming attack in Moscow to just 10–12 minutes and constitute an existential risk.

Putin rattles sabre as nuclear pact collapses

Russian President warns West that deploying missile launchers in Europe could ignite ‘tit for tat’ response

President Putin’s state of the nation address to the Federal Assembly in Moscow this week was an extraordinary affair. While heavily focused on domestic social and economic development, Putin noted, predictably, the US decision to pull out of the Intermediate-Range Nuclear Forces (INF) treaty and clearly outlined the red lines in regard to possible consequences of the move.

It would be naïve to believe that there would not be a serious counterpunch to the possibility of the US deploying launchers “suitable for using Tomahawk missiles” in Poland and Romania, only a 12-minute flight away from Russian territory.

Putin cut to the chase: “This is a very serious threat to us. In this case, we will be forced – I want to emphasize this – forced to take tit-for-tat steps.”

Later that night, many hours after his address, Putin detailed what was construed in the US, once again, as a threat.

“Is there some hard ideological confrontation now similar to what was [going on] during the Cold War? There is none. We surely have mutual complaints, conflicting approaches to some issues, but that is no reason to escalate things to a stand-off on the level of the Caribbean crisis of the early 1960s”.

This was a direct reference to the Cuban missile crisis in 1962 when President Kennedy confronted USSR’s Nikita Khrushchev over missiles deployed off the US mainland.

The Russian Defense Ministry, meanwhile, has discreetly assured that conference calls with the Pentagon are proceeding as scheduled, every week, and that this bilateral dialogue is “working”.

Moscow Will Do “Whatever It Takes” To Defend Its Interests In Venezuela

After decrying US sanctions against Venezuela’s state-run oil company PDVSA as “illegal” and enforcing “unfair competition”, a Kremlin spokesman has reiterated that Russia is prepared to use “all mechanisms available to us” to defend its economic interests in Venezuela – interests that are closely tied to the Maduro regime.

According to RT, Russia has extended billions of dollars of loans to PDVSA, mostly via oil firm Rosneft. The company has extended $6 billion of loans which must be repaid in crude by the end of the year. Data from S&P Global Platts shows that as of November 2018, Venezuela had a $3.1 billion outstanding loan to repay to Rosneft.

Rosneft also has five joint upstream projects with PDVSA in Venezuela. Peskov said that Russia is still assessing the potential impact of the PDVSA sanctions for Moscow.

According to analysts briefed by Platts, whatever becomes of Maduro, Rosneft likely won’t be cut off from Venezuelan oil because the country has abundant reserves, and oil is practically the only ‘hard currency’ it can access. An analyst at a Western bank estimated that Rosneft assets in Venezuela are equivalent to some $2.5 billion, plus another $2.5 billion in crude supplies owed for the loans.

“The worst-case scenario – which is unlikely to materialize – under which Rosneft loses all the money it invested in Venezuela, would be biting but not critical for the company, with quarterly free cash flow at over $4 billion,” the analyst told Platts.

Meanwhile, the US has warned that the “path to relief” for PDVSA is via the “expeditious transfer of control” to opposition leader Juan Guaido, which the US insists should be followed by Democratic elections.

Though the Kremlin has denied the reports, rumors about the presence of 400 Kremlin affiliated mercenaries in Venezuela make more sense given how much money is at stake.

Of Suspected Spies & Cathedrals… and Western Media Hypocrisy

It’s hilarious to see the double standards of Western media applied in the case of alleged American spy Paul Whelan who is being detained in Russia and facing trial.

Whelan, a former US marine, was denied bail this week in a Moscow court after it emerged that he had been found in possession of state secrets while supposedly holidaying in Russia.

Western media widely aired the theory that the American man has been “set up” by Russian state security after he had received a USB computer stick from someone while staying in a Moscow hotel last month. The person whom he received the disk from has not been identified, but presumably he or she was known to the American, otherwise why would he have accepted the item?

Whelan claims he was in Russia as a tourist and that he didn’t check the contents of the computer mini-disk at the time because he assumed it contained “images of a cathedral he had visited”. He was reportedly arrested soon after receipt of the disk, on December 28, by Federal Security Service (FSB) officers.

This sounds eerily familiar. Remember the two Russian men who visited Salisbury in March last year at around the time of the alleged poisoning of former Kremlin spy Sergei Skripal? Months later, those two men were identified as “suspects” on British CCTV cameras whose images were broadcast by media. Both then promptly came forward to give an interview to Russian media in order to clear their names, which they confirmed as Alexander Petrov and Ruslan Boshirov.

Petrov and Boshirov claimed they were in Salisbury around March 4 as tourists, not as Kremlin assassins as the British media were sensationally alleging. Asked why they were in Salisbury, the pair said it was to visit the medieval English town’s “famous cathedral” and its 123-meter spire.

Europe on the Brink of Collapse?

The Empire’s European castle of vassals is crumbling. Right in front of our eyes. But Nobody seems to see it. The European Union (EU), the conglomerate of vassals – Trump calls them irrelevant, and he doesn’t care what they think about him, they deserve to be collapsing. They, the ‘vassalic’ EU, a group of 28 countries, some 500 million people, with a combined economy of a projected 19 trillion US-dollar equivalent, about the same as the US, have submitted themselves to the dictate of Washington in just about every important aspect of life.

The EU has accepted on orders by Washington to sanction Russia, Venezuela, Iran – and a myriad of countries that have never done any harm to any of the 28 EU member states. The EU has accepted the humiliation of military impositions by NATO – threating Russia and China with ever more and ever more advancing military basis towards Moscow and Beijing, to the point that Brussels’ foreign policy is basically led by NATO.

It was clear from the very get-go that the US sanctions regime imposed on Russia and all the countries refusing to submit to the whims and rules of Washington, directly and via the EU, was hurting the EU economically far more than Russia. This is specifically true for some of the southern European countries, whose economy depended more on trading with Russia and Eurasia than it did for other EU countries.

The ‘sanctions’ disaster really hit the fan, when Trump unilaterally decided to abrogate the “Nuclear Deal” with Iran and reimpose heavy sanctions on Iran and on “everybody who would do business with Iran”. European hydrocarbon giants started losing business. That’s when Brussels, led by Germany started mumbling that they would not follow the US and – even – that they would back European corporations, mainly hydrocarbon giants, sticking to their contractual arrangements they had with Iran.

Ukraine Wants Nuclear Weapons: Will the West Bow to the Regime in Kiev?

Efforts to prevent nuclear proliferation are one of the few issues on which the great powers agree, intending to continue to limit the spread of nuclear weapons and to prevent new entrants into the exclusive nuclear club.

The former Ukrainian envoy to NATO, Major General Petro Garashchuk, recently stated in an interview with Obozrevatel TV:

“I’ll say it once more. We have the ability to develop and produce our own nuclear weapons, currently available in the world, such as the one that was built in the former USSR and which is now in independent Ukraine, located in the city of Dnipro (former Dnipropetrovsk) that can produce these kinds of intercontinental ballistic missiles. Neither the United States, nor Russia, nor China have produced a missile named Satan … At the same time, Ukraine does not have to worry about international sanctions when creating these nuclear weapons.”

The issue of nuclear weapons has always united the great powers, especially following the signing of the Non-Proliferation Treaty (NPT). The decision to reduce the number of nuclear weapons towards the end of the Cold War went hand in hand with the need to prevent the spread of such weapons of mass destruction to other countries in the best interests of humanity. During the final stages of the Cold War, the scientific community expended great effort on impressing upon the American and Soviet leadership how a limited nuclear exchange would wipe out humanity. Moscow and Washington thus began START (Strategic Arms Reduction Treaty) negotiations to reduce the risk of a nuclear winter. Following the dissolution of the USSR, the Budapest Memorandum on Security Assurances persuaded Ukraine to relinquish its nuclear weapons and accede to the NPT in exchange for security assurances from its signatories.

Seven Days of Failures for the American Empire

On November 25, two artillery boats of the Gyurza-M class, the Berdiansk and Nikopol, one tugboat, the Yany Kapu, as well as 24 crew members of the Ukrainian Navy, including two SBU counterintelligence officers, were detained by Russian border forces. In the incident, the Russian Federation employed Sobol-class patrol boats Izumrud and Don, as well as two Ka-52, two Su-25 and one Su-30 aircraft.

Ukraine’s provocation follows the advice of several American think-tanks like the Atlantic Council, which have been calling for NATO involvement in the Sea of Azov for months. The area is strategically important for Moscow, which views its southern borders, above all the Sea of Azov, as a potential flash point for conflict due to the Kiev’s NATO-backed provocations.

To deter such adventurism, Moscow has deployed to the Kerch Strait and the surrounding coastal area S-400 batteries, modernized S-300s, anti-ship Bal missile systems, as well as numerous electronic-warfare systems, not to mention the Russian assets and personnel arrayed in the military districts abutting Ukraine. Such provocations, egged on by NATO and American policy makers, are meant to provide a pretext for further sanctions against Moscow and further sabotage Russia’s relations with European countries like Germany, France and Italy, as well as, quite naturally, to frustrate any personal interaction between Trump and Putin.

This last objective seems to have been achieved, with the planned meeting between Trump and Putin at the G20 in Buenos Aires being cancelled. As to the the other objectives, they seem to have failed miserably, with Berlin, Paris and Rome showing no intention of imposing additional sanctions against Russia, recognizing the Ukrainian provocation fow what it is. The intention to further isolate Moscow by the neocons, neoliberals and most of the Anglo-Saxon establishment seems to have failed, demonstrated in Buenos Aires with the meeting between the BRICS countries on the sidelines and the bilateral meetings between Putin and Merkel.

Russia Claims It Chased U.S. Destroyer Out Of Its Territorial Waters

Moscow is seeking to downplay yesterday’s incident in the Sea of Japan, which saw an American destroyer sail through waters claimed by Russia for the first time since the Soviet era in 1987, and has released new details of the incident. Russia has further framed the incident as one in which the American ship was essentially chased out of the area.

The U.S. Pacific Fleet confirmed that the guided-missile destroyer USS McCampbell sailed “in the vicinity of” Peter the Great Bay on Wednesday — a body of water off the Russian port city of Vladivostok — in order to “challenge Russia’s excessive maritime claims and uphold the rights, freedoms and lawful uses of the sea enjoyed by the United States and other nations,” according to a Navy official statement. The United States does not recognize Russia’s claim to the waters in question.

In a statement reported by Bloomberg the Russian Defense Ministry (MoD) said its own warship and aircraft had escorted the American destroyer as it sailed near the contested waters. The MoD emphasized the USS McCampbell didn’t enter to within 100 kilometers (60 miles) to Russian territorial waters.

But most interesting is that Russia is framing the US destroyer’s reaction as one of attempting “to escape at full speed” from the Russian escort vessels:

“If the American destroyer’s crew demonstrated anything, it was its unsuccessful attempt to escape at full speed from Pacific Fleet forces escorting it,” the statement said.

The incident occurred in the general vicinity of where the Russian Pacific Fleet is based. Peter the Great Bay, the largest in the Sea of Japan, and its port city of Vladivostok has been home to Russia’s major Far East region/Pacific naval base since the 18th century, when it was a key forward outpost of the Imperial Russian Navy.

Five Academics Who Unleashed the “Demon” of Geopolitical Power

As Washington’s leadership fades more quickly than anyone could have imagined and a new global order struggles to take shape, a generation of leaders has crowded onto the world stage with their own bold geopolitical visions for winning international influence. Xi Xinping has launched his trillion-dollar “Belt and Road Initiative” to dominate Eurasia and thereby the world beyond. To recover the Soviet Union’s lost influence, Vladimir Putin seeks to shatter the Western alliance with cyberwar, while threatening to dominate a nationalizing, fragmenting Eastern Europe through raw military power. The Trump White House, in turn, is wielding tariffs as weapons to try to beat recalcitrant allies back into line and cripple the planet’s rising power, China. However bizarrely different these approaches may seem, they all share one strikingly similar feature: a reliance on the concept of “geopolitics” to guide their bids for global power.

Over the past century, countless scholars, columnists, and commentators have employed the term “geopolitics” (or the study of global control) to lend gravitas to their arguments. Few, though, have grasped the true significance of this elusive concept. However else the term might be used, geopolitics is essentially a methodology for the management (or mismanagement) of empire. Unlike conventional nations whose peoples are, in normal times, readily and efficiently mobilized for self-defense, empires, thanks to their global reach, are a surprisingly fragile form of government. They seem to yearn for strategic visionaries who can merge land, peoples, and resources into a sustainable global system.

The practice of geopolitics, even if once conducted from horseback, is as old as empire itself, dating back some 4,000 years. Until the dawn of the twentieth century, it was the conquerors themselves — from Alexander the Great to Julius Caesar to Napoleon Bonaparte — whose geopolitical visions guided the relentless expansion of their imperial domains.

The West Slips Down Another Step

There is much on the Internet these days about documents allegedly hacked by Anonymous; these documents belong to the “Integrity Initiative” and describe a multi-country effort, funded by London and Washington, to counter “Russian propaganda” and “fake news”. Since the initial story broke, a good deal of confusion has been laid down: Wikileaks is doubtful, and Anonymous itself is being evasive. On the other hand, Integrity Initiative doesn’t entirely deny.

But even if entirely false, they would be in that curious category of “fake but true”: Integrity Initiative does actually exist and here is its website. It is certainly engaged in anti-Russia propaganda. It publishes articles locking the barn door after the horses have escaped: yes, “Novichok” is terribly deadly but that doesn’t mean it will kill you. But, if it isn’t strong enough to kill you today, it may be strong enough to kill someone four months later. Its most memorable statement is surely this:

The Kremlin has invested more operational thought, intent and resource in disinformation, in Europe and elsewhere in the democratic world, than any other single player.

A statement that would stun anyone who’s ever been in a hotel and gone channel cruising: RT’s in there somewhere along with CNN, MSNBC, Fox, BBC, DW, France Télévisions, Rai and so on. A tiny voice in a bellowing crowd. But, after all, these are the people who tell us that Russia affected the US election with one FB message per 400 million others.

The Integrity Initiative is one of many. We had, and still have, the Legatum Institute which worried about “Russian disinformation” back in 2013, a pair of British thinktankers two years later also worried about “Russia’s information warfare in the UK“.

Black Sea Provocation… Vintage Putin or Poroshenko Dregs?

The latest potentially disastrous flare-up in violence between the Kiev regime and Russia near the Black Sea’s Kerch Strait is clearly a blatant provocation aimed at strengthening the autocratic regime under President Petro Poroshenko.

It’s also a reckless gambit to push Kiev’s madcap agenda for joining NATO and the European Union. No matter, it seems, if that gambit risks igniting a full-scale war between Russia and NATO.

The US-led NATO military alliance and the European Union appeared to back Kiev’s claims of aggression by Moscow following the latest escalation in the Black Sea. That response fits Poroshenko’s long-held narrative of casting Russia as an aggressor and to mobilize support from NATO and the EU.

Ironically, Western news media featured pro-NATO pundits who have claimed that the weekend confrontation was “vintage Putin”. It is speculated that the Russian president was taking advantage of several political distractions for Western governments – Trump’s public relations problems with Saudi Arabia over the murder of Jamal Khashoggi, the Brexit debacle and so on – to strike a heavy hand at Kiev.

That typically cynical anti-Russian view completely overlooks the glaring facts that the naval clash between Ukrainian and Russian forces in the Black Sea plays conveniently for the Kiev regime and Poroshenko. It’s less a case of “vintage Putin” and more the dregs of Poroshenko’s intrigue.

The prompt declaration by Poroshenko’s national security council for imposing martial law in Ukraine – within hours of the naval confrontation on Sunday – effectively strives to give Poroshenko and his Kiev regime dictatorial powers. Potentially, a state of emergency could permit Poroshenko to call off presidential elections due in March next year.

Those who have been saying that the West has turned Russia into a scapegoat to be blamed for each and every thing that goes wrong have been proved right. We have witnessed concocted stories invented to denigrate Moscow that have gone viral as directed by the secret services. The UK, the country that is spearheading the anti-Russian information campaign, offers a good example that illustrates how this is being done.

An online group of hackers known as Anonymous has just revealed covert UK activities in the EU. According to the documents released by that group, London is in the midst of a major program to interfere in the internal affairs of EU members, the US, and Canada. Anonymous threatens to release more information on the clandestine operations of the UK government, unless it agrees to remove the shroud of secrecy protecting those information-warfare efforts. On Nov. 24 Twitter deleted RT comments on the issue. The UK knows it has friends it can rely on in a crunch.

The Integrity Initiative is a London-based organization set up and funded by the government-friendly Institute for Statecraft, in cooperation with the Free University of Brussels (VUB) to wage information-warfare operations against Russia. Anonymous calls it a “large-scale information secret service.” It aims to “change attitudes in Russia itself” as well as the influence of Russian natives living abroad. The Integrity Initiative’s budget for the fiscal year ending on March 31, 2019 is estimated at £1.96 million ($2.51 million). The network has received grants from NATO, the US State Department, and Facebook.

The Initiative’s operations have been kept under wraps. Its activities are conducted by “clusters” of local politicians, journalists, military personnel, scientists, and academics involved in anti-Russian propaganda efforts. The list includes William Browder, a US-British businessman convicted in absentia in Russia for tax evasion.

Although Beijing is Moscow’s largest trading partner, while Russia only ranks in the second ten among China’s importers, the Kremlin is strategically the most important contractor because it supplies the most desirable product – oil – and Chinese demand for this raw material is growing. It appears that an increase in Russian oil exports to China will be at the expense of European consumers.

Chinese oil production has been falling since 2015, and yet enormous infrastructure investments and huge strategic petroleum reserves (SPR) boost the demand for it. No wonder then that in 2017, Beijing became the largest importer of crude oil, overtaking the United States. Currently, China’s consumption of product is approaching 13 million barrels per day. In the March Gefira we predicted that the PRC will have become the largest consumer of this raw material by 2025, accounting for 18-20% of the global consumption.¹⁾And Russia has an important role to play because already in 2016 it became China’s most important oil supplier, replacing Saudi Arabia.

China has been buying more and more Russian oil in the last decade, even though the Kremlin does not increase its export volume, which is around 5 million barrels per day. In 2009, countries such as Poland and the Netherlands imported more Russian crude oil than Beijing, but in 2015 they were overtaken by China, which in 2017 had an over 20% share in the Russian exports of this raw material.

In recent years, an increase in the Sino-Russian trade balance has been noticeable. While a decade ago, the total turnover was less than 45 billion USD, in the last year this result was almost twice as high: 84 billion USD. During the November meeting of the prime ministers of both countries, it was announced that the target would be to reach the level of 200 billion USD, with the energy industry, mainly oil and gas, being the main factor in the balance sheet growth.²⁾

The New Global Tinderbox: It’s Not Your Mother’s Cold War

When it comes to relations between Donald Trump’s America, Vladimir Putin’s Russia, and Xi Jinping’s China, observers everywhere are starting to talk about a return to an all-too-familiar past. “Now we have a new Cold War,” commented Russia expert Peter Felgenhauer in Moscow after President Trump recently announced plans to withdraw from the Intermediate-Range Nuclear Forces (INF) Treaty. The Trump administration is “launching a new Cold War,” said historian Walter Russell Mead in the Wall Street Journal, following a series of anti-Chinese measures approved by the president in October. And many others are already chiming in.

Recent steps by leaders in Washington, Moscow, and Beijing may seem to lend credence to such a “new Cold War” narrative, but in this case history is no guide. Almost two decades into the twenty-first century, what we face is not some mildly updated replica of last century’s Cold War, but a new and potentially even more dangerous global predicament.

The original Cold War, which lasted from the late 1940s until the collapse of the Soviet Union in 1991, posed a colossal risk of thermonuclear annihilation. At least after the Cuban Missile Crisis of 1962, however, it also proved a remarkably stable situation in which, despite local conflicts of many sorts, the United States and the Soviet Union both sought to avoid the kinds of direct confrontations that might have triggered a mutual catastrophe. In fact, after confronting the abyss in 1962, the leaders of both superpowers engaged in a complex series of negotiations leading to substantial reductions in their nuclear arsenals and agreements intended to reduce the risk of a future Armageddon.

Russian Diplomat: “Yes, Russia Is Preparing For War, I Can Confirm It”

A week after Russian president Vladimir Putin doubled-down on a warning to Russia’s geopolitical foes first made earlier this year by declaring that Russia would use its “unstoppable” nuclear weapons in response to an incoming missile attack shortly after US president Trump announced the US would pull out of the INF Treaty, , a Russian diplomat has both confirmed (and denied) what US war hawks have been calling out: Moscow is preparing for war, he said, just in case the US starts one.

Speaking at the UN on Friday, Andrey Belousov, deputy director of the Russian Foreign Ministry’s Department of Nonproliferation and Arms Control, echoed Putin’s comments from last week that Russia is indeed readying itself for war, but only so it can defend its people against American aggression.

“At a recent meeting, the US stated that Russia is preparing for war. Yes, Russia is preparing for war, I can confirm it”, Belousov said adding that “We are preparing to defend our homeland, our territorial integrity, our principles, our values, our people.”

Russia’s military build-up and large-scale drills, which have often been painted in the Western media as preparations for all-out war, are a defensive necessity, he said.

Russia doesn’t seek a confrontation, he said, unlike the US. “Why else would the United States pull out of the [INF] Treaty, increase their nuclear potential, adopt a new nuclear doctrine that lowers the threshold for nuclear weapons use – that’s the question for us all.”
