Years before Edward Snowden provided documented proof that the National Security Agency was really a national insecurity agency as it was violating law and the US Constitution and spying indiscriminately on American citizens, William Binney, who designed and developed the NSA spy program revealed the illegal and unconstitutional spying. Binney turned whistleblower, because NSA was using the program to spy on Americans. As Binney was well known to the US Congress, he did not think he needed any NSA document to make his case. But what he found out was “Congress would never hear me because then they’d lose plausible deniability. That was really their key. They needed to have plausible deniability so they can continue this massive spying program because it gave them power over everybody in the world. Even the members of Congress had power against others [in Congress]; they had power on judges on the Supreme Court, the federal judges, all of them. That’s why they’re so afraid. Everybody’s afraid because all this data that’s about them, the central agencies — the intelligence agencies — they have it. And that’s why Senator Schumer warned President Trump earlier, a few months ago, that he shouldn’t attack the intelligence community because they’ve got six ways to Sunday to come at you. That’s because it’s like J. Edgar Hoover on super steroids. . . . it’s leverage against every member of parliament and every government in the world.”

To prevent whistle-blowing, NSA has “a program now called ‘see something, say something’ about your fellow workers. That’s what the Stasi did. That’s why I call [NSA] the new New Stasi Agency. They’re picking up all the techniques from the Stasi and the KGB and the Gestapo and the SS. They just aren’t getting violent yet that we know of — internally in the US, outside is another story.”

Russians Spooked by Nukes-Against-Cyber-Attack Policy

New U.S. policy on nuclear retaliatory strikes for cyber-attacks is raising concerns, with Russia claiming that it’s already been blamed for a false-flag cyber-attack – namely the election hacking allegations of 2016, explain Ray McGovern and William Binney.


Moscow is showing understandable concern over the lowering of the threshold for employing nuclear weapons to include retaliation for cyber-attacks, a change announced on Feb. 2 in the U.S. Nuclear Posture Review (NPR).

Explaining the shift in U.S. doctrine on first-use, the NPR cites the efforts of potential adversaries “to design and use cyber weapons” and explains the change as a “hedge” against non-nuclear threats. In response, Russia described the move as an “attempt to shift onto others one’s own responsibility” for the deteriorating security situation.

Moscow’s concern goes beyond rhetoric. Cyber-attacks are notoriously difficult to trace to the actual perpetrator and can be pinned easily on others in what we call “false-flag” operations. These can be highly destabilizing – not only in the strategic context, but in the political arena as well.

Russian President Vladimir Putin has good reason to believe he has been the target of a false-flag attack of the political genre. We judged this to be the case a year and a half ago, and said so. Our judgment was fortified last summer – thanks to forensic evidence challenging accusations that the Russians hacked into the Democratic National Committee and provided emails to WikiLeaks. (Curiously, the FBI declined to do forensics, even though the “Russian hack” was being described as an “act of war.”)

Robert Mueller, a former director of the FBI who is working as a special prosecutor “investigating” a contrived hoax designed by the military/security complex and the DNC to destroy the Trump presidency, has yet to produce a scrap of evidence that Russiagate is anything but orchestrated fake news. As William Binney and other top experts have said, if there is evidence of Russiagate, the NSA would have it. No investigation would be necessary. So where is the evidence?

It is a revelation of how corrupt Washington is that a fake scandal is being investigated while a real scandal is not. The fake scandal is Trump’s Russiagate. The real scandal is Hillary Clinton’s uranium sale to Russia. No evidence for the former exists. Why are the clearly false charges against Trump being investigated and the clearly true charges against Hillary not being investigated? The answer is that Hillary with her hostility toward Russia and her denunciation of Russian President Putin as the “New Hitler” is not a threat to the budget and power of the US military/security complex, while Trump’s aim of normalizing relations with Russia would deprive the military/security complex of the “enemy” it requires to justify its massive budget and power.

Why hasn’t President Trump ordered the Justice Department to investigate Hillary? Is the answer that Trump is afraid the military/security complex will assassinate him? Why hasn’t the Justice Department undertaken the investigation on its own? Is the answer that Trump’s government is allied with his enemies?

Retired National Security Agency (NSA) chief technology officer William Binney is being branded as a “conspiracy theorist” by corporate media outlets, most notably, the Comcast-owned National Broadcasting Corporation, for co-authoring a controversial memo issued this past summer by a group of former intelligence officers – Veteran Intelligence Professionals for Sanity.

The memo opined that the leak of Democratic National Committee e-mails during the 2016 presidential campaign were not the result of Russian state-sponsored hacking but the result of an inside job by a DNC staffer who loaded the purloined e-mails onto a thumb drive. That view is contrary to an assessment made in a 2017 intelligence assessment by 17 US intelligence agencies. That assessment claimed that Russian government-sponsored hackers broke into the email servers of the DNC and then provided the emails to WikiLeaks. However, the assessment was not the unanimous view of 17 US intelligence agencies, but merely four – the Central Intelligence Agency, the National Security Agency, the Federal Bureau of Investigation. It was provided a chapeau of legitimacy by the Director of National Intelligence. Contrary to news reports, the Defense Intelligence Agency, the State Department Bureau of Intelligence and Research, and intelligence elements of the military services did not provide input to the assessment.

Binney was also accused by NBC “national security reporter” Ken Dilanian of pushing the “conspiracy theory” that the “NSA is collecting and storing nearly every US communication.” Far from being a conspiracy theory, NSA’s unconstitutional eavesdropping program, code-named STELLAR WIND and officially known as the “President’s Surveillance Program,” was proven in classified documents revealed by NSA whistleblower Ed Snowden and, earlier, by Justice Department prosecutor Thomas Tamm. A metadata-capturing program called PRISM ensnared the personal data of millions of Americans from AT&T, Verizon, Sprint, Facebook, Apple, Google, Microsoft, Yahoo, and AOL.

We’ve previously documented that the hacking evidence against Russia is extremely weak, and the new report on Russian hacking doesn’t say much.

Indeed – if Russia hacked the Democratic party emails (from the DNC and top Clinton aide John Podesta) – the NSA would have all of the records showing exactly who did it.

We asked Bill Binney what he thought of the new report.

Binney is the NSA executive who created the agency’s mass surveillance program for digital information, who served as the senior technical director within the agency, who managed six thousand NSA employees, the 36-year NSA veteran widely regarded as a “legend” within the agency and the NSA’s best-ever analyst and code-breaker, who mapped out the Soviet command-and-control structure before anyone else knew how, and so predicted Soviet invasions before they happened (“in the 1970s, he decrypted the Soviet Union’s command system, which provided the US and its allies with real-time surveillance of all Soviet troop movements and Russian atomic weapons”).

Binney is the real McCoy. As we noted in 2013, Binney has been interviewed by virtually all of the mainstream media, including CBSABCCNNNew York TimesUSA TodayFox NewsPBS and many others.

Binney tells Washington’s Blog:

I expected to see the IP’s or other signatures of APT’s 28/29 [the entities which the U.S. claims hacked the Democratic emails] and where they were located and how/when the data got transferred to them from DNC/HRC [i.e. Hillary Rodham Clinton]/etc. They seem to have been following APT 28/29 since at least 2015, so, where are they?

Further, once we see the data being transferred to them, when and how did they transfer that data to Wikileaks? This would be evidence of trying to influence our election by getting the truth of our corrupt system out.

And – just like with previous spying laws – the government has a secret interpretation of CISA which will make it even worse.

So why was the bill passed?

As the American public is starting to learn  – and politicians from both side of the aisle admit – corruption has thoroughly destroyed America.

The highest-level NSA whistleblower in history – William Binney – the high-level NSA executive who created the agency’s mass surveillance program for digital information, 36-year NSA veteran widely regarded as a “legend” within the agency, who served as the senior technical director within the agency, and managed thousands of NSA employees –  explains that corruption is what’s motivating mass surveillance against the American people … and it’s what’s making us vulnerable to terrorism.

Washington’s Blog asked Binney what he thought of CISA, and he said:

This is just another example of the White House, leadership (if you want to call it that) in Congress, the intelligence committees, and the intelligence agencies manipulating the system to get what they want (more money and more knowledge to control).

Clearly, CISA would not stand on it’s own; so, they had to sneak it through buried inside a massive funding bill at the end of the year.

Again, we see just another example of corruption in our government in Washington DC. They don’t have the courage or backbone to stand for what they want out in the open where there can be an honest debate like we are suppose to have in a democracy.

The NSA’s Technotyranny: One Nation Under Surveillance

We now have a fourth branch of government.

As I document in my new book Battlefield America: The War on the American People, this fourth branch came into being without any electoral mandate or constitutional referendum, and yet it possesses superpowers, above and beyond those of any other government agency save the military. It is all-knowing, all-seeing and all-powerful. It operates beyond the reach of the president, Congress and the courts, and it marches in lockstep with the corporate elite who really call the shots in Washington, DC.

You might know this branch of government as Surveillance, but I prefer “technotyranny,” a term coined by investigative journalist James Bamford to refer to an age of technological tyranny made possible by government secrets, government lies, government spies and their corporate ties.

Beware of what you say, what you read, what you write, where you go, and with whom you communicate, because it will all be recorded, stored and used against you eventually, at a time and place of the government’s choosing. Privacy, as we have known it, is dead.

The police state is about to pass off the baton to the surveillance state.

Having already transformed local police into extensions of the military, the Department of Homeland Security, the Justice Department and the FBI are preparing to turn the nation’s soldier cops into techno-warriors, complete with iris scanners, body scanners, thermal imaging Doppler radar devices, facial recognition programs, license plate readers, cell phone Stingray devices and so much more.

This is about to be the new face of policing in America.

Award winning whistleblower William Binney says his new job is to make the US government honest, make them face the truth publically, and to prevent further violation of the rights which America has never intended to stand for.

The Sam Adams Award for Integrity and Intelligence is to be given in Berlin this Thursday. This is an annual ceremony where intelligence professional are rewarded for their contribution in sharing light on governments’ wrongdoings. Such whistleblowers as Edward Snowden and Chelsea Manning have got this award in the past. This year the prize goes to William Binney, retired NSA technical director. He left his high profile job in order to try to bring the NSA to account.

RT: How does it feel to get the Sam Adams Awards?

William Binney: It’s quite an honor to be recognized by such a group of individuals who basically at one time or another potentially sacrificed everything in their lives to try to bring truth to the public.

RT: Is that what you did – sacrificed everything in your life?

WB: I was in a position of doing it because they were attempting to prosecute me. They fabricated evidence to prosecute me. They wanted to put me in jail along with several others who were party to trying to bring the US back along the lines of obeying the constitutional laws that we had. We were trying to bring truth into Congress so that they would recognize what was going on and tried to correct what our government was doing. They were trying to put us in jail for up to 35 years.

RT: What did you expose? What was the problem that you didn’t like?
