Inside the Temple of Covert Propaganda: The Integrity Initiative and the UK’s Scandalous Information War

The Grayzone entered the carefully concealed offices of a covert, British government-backed propaganda mill that is at the center of an international scandal the mainstream media refuses to touch.

Recent hacked documents have revealed an international network of politicians, journalists, academics, researchers and military officers, all engaged in highly deceptive covert propaganda campaigns funded by the British Foreign and Commonwealth Office (FCO), NATO, Facebook and hardline national security institutions. 

This “network of networks”, as one document refers to them, centers around an ironically named outfit called the Integrity Initiative. And it is all overseen by a previously unknown England-based think tank registered in Scotland, the Institute for Statecraft, which has operated under a veil of secrecy.

The whole operation appears to be run by, and in conjunction with, members of British military intelligence.

According to David Miller, professor of political sociology in the school of policy studies at the University of Bristol and the director of the Organization for Propaganda Studies, the Integrity Initiative “appears to be a military directed push.”

“The most senior government people are professional propagandists and spooks,” Miller explained. “The ‘charity’ lead on this [Chris Donnelly] was also appointed as a colonel in military intelligence at the beginning of the project — a truly amazing fact that suggests this is a military intelligence cut out.”

A minister for the UK FCO has officially confirmed that it has been funding the Integrity Network.

In addition to conducting diplomacy, the FCO oversees both the Government Communications Headquarters (GCHQ) the UK equivalent to the National Security Agency, and the Secret Intelligence Services (SIS) commonly known as MI6.

NATO Coordinates Information War on Russia

The US, Britain and other NATO allies upped the ante this week with a coordinated campaign of information war to criminalize Russia. Moscow dismissed the wide-ranging claims as “spy mania”. But the implications amount to a grave assault recklessly escalating international tensions with Russia.

The accusations that the Kremlin is running a global cyberattack operation are tantamount to accusing Russia of “acts of war”. That, in turn, is creating a pretext for NATO powers to carry out “defensive” actions on Moscow, including increased economic and diplomatic sanctions against Russia, as well as “counter” cyberattacks on Russian territory.

This is a highly dangerous dynamic that could ultimately lead to military confrontation between nuclear-armed states.

There are notably suspicious signs that the latest accusations against Russia are a coordinated effort to contrive false charges.

First, there is the concerted nature of the claims. British state intelligence initiated the latest phase of information war by claiming that Russian military intelligence, GRU, was conducting cyberattacks on infrastructure and industries in various countries, costing national economies “millions of pounds” in damages.

Then, within hours of the British claims, the United States and Canada, as well as NATO partners Australia and New Zealand followed up with similar highly publicized accusations against Russia. It is significant that those Anglophone countries, known as the “Five Eyes”, have a long history of intelligence collaboration going back to the Cold War years against the Soviet Union.

The Netherlands, another NATO member, added to the “spy mania” by claiming it had expelled four members of Russian state intelligence earlier this year for allegedly trying to hack into the headquarters of the Organization for the Prohibition of Chemical Weapons (OPCW), based in The Hague.

Wikipedia Is An Establishment Psyop

If you haven’t been living in a hole in a cave with both fingers plugged into your ears, you may have noticed that an awful lot of fuss gets made about Russian propaganda and disinformation these days. Mainstream media outlets are now speaking openly about the need for governments to fight an “information war” against Russia, with headlines containing that peculiar phrase now turning up on an almost daily basis.

Here’s one published today titled “Border guards detain Russian over ‘information war’ on Poland“, about a woman who is to be expelled from that country on the grounds that she “worked to consolidate pro-Russian groups in Poland in order to challenge Polish government policy on historical issues and replace it with a Russian narrative” in order to “destabilize Polish society and politics.”

Here’s one published yesterday titled “Marines get new information warfare leader“, about a US Major General’s appointment to a new leadership position created “to better compete in a 21st century world.”

Here’s one from the day before titled “Here’s how Sweden is preparing for an information war ahead of its general election“, about how the Swedish Security Service and Civil Contingencies Agency are “gearing up their efforts to prevent disinformation during the election campaigns.”

This notion that the US and its allies are fighting against Russian “hybrid warfare” (by which they typically mean hackers and disinformation campaigns) has taken such deep root among think tanks, DC elites and intelligence/defense circles that it often gets unquestioningly passed on as fact by mass media establishment stenographers who are immersed in and chummy with those groups. The notion that these things present a real threat to the public is taken for granted to such an extent that they seldom bother to even attempt to explain to their audiences why we’re meant to be so worried about this new threat and what makes it a threat in the first place.

Loyalists of the western empire have been growing increasingly honest about their desire to use censorship and propaganda in order to win an “information war” against Russia.

The other day we saw a Guardian article arguing for the necessity of a coordinated campaign by western governments to “combat Russian disinformation” due to Russia’s disinterest in “cooperating to reach a common understanding of the truth”, i.e. agree with unproven western accusations and capitulate to the longstanding western agendas those accusations are meant to advance.

Before that, we saw a Defense One article authored by an Atlantic Council official arguing in favor of the creation of a “NATO for Infowar” to propagandize westerners against Russian interests for their own good. The author of this article went so far as to suggest that the Kremlin-backed television channel RT ought to be forbidden to air in western nations.

It always comes back to RT. Because of the network’s relatively high profile in comparison to other Russian media, it has been made into an ideal Emmanuel Goldstein for the empire’s daily Two Minutes Hate. RT is now so completely reviled by establishment loyalists that citing it in an online debate will be taken as an instant debunk of not just the point you were trying to make but of your entire position (and often your humanity itself by getting you labeled a “Russian bot”), even if your citation is comprised entirely of independently verifiable facts.

Luckily for the screaming hysterical Big Brother devotees, there is a very easy and 100 percent guaranteed way to get RT removed from western airwaves forever. Are you ready? Here it is:

BBC Reporter Discourages Syria Questions Due To “Information War” With Russia 

A BBC interview is making the rounds today among opponents of western interventionism in Syria. The subject of the interview, Admiral Alan West, voiced some much needed skepticism about the establishment narrative around the alleged gas attack in Douma. Everybody’s talking about it because West is an empire loyalist that nobody in their right mind would accuse of being an “Assad apologist” or “useful idiot of the Kremlin”, as anyone else who doesn’t swallow the official story hook, line and sinker is uniformly labeled.

West made some sensible comments about the White Helmets and the fact that Jaysh al-Islam had far more incentive to stage such an attack than Assad had to perpetrate it. Even more helpful was his personal account of having been aggressively pressured to make false reports about the success of the British bombing campaign in Bosnia, suggesting that those pressures can lead to bad intelligence and erroneous military responses.

“I just wonder, you know we’ve had some bad experiences on intelligence,” West said. “When I was chief of defense intelligence, I had huge pressure put on me politically to try and say that our bombing campaign in Bosnia was achieving all sorts of things which it wasn’t. I was put under huge pressure, so I know the things that can happen with intelligence.”

So that’s a very significant addition to the dialogue. For me, though, the most interesting comments made in that interview came not from West, but from the BBC reporter who was interviewing him.

In the latter half of the interview, BBC’s Annita McVeigh asked the following questions after West’s comment about Bosnia:

WASHINGTON—With its annexation of Crimea, aggression in the eastern Ukraine, and military and economic threats to NATO nations, the Kremlin has resumed a new kind of Cold War. Regardless of what Vladimir Putin may say, his motives are not benign. The West has reacted with surprise, confusion, paralysis, and mostly inaction.

To understand the Kremlin’s modus operandi and to counter it, the Institute of Modern Russia (IMR), a nonprofit think tank based in New York, sponsored a special report. Authors Peter Pomerantsev and Michael Weiss described the methods the Kremlin uses to confuse its adversaries and exploit the West’s weaknesses.

“The Menace of Unreality: How the Kremlin Weaponizes Information, Culture, and Money” describes Russia as a Mafia state, whose leaders have no qualms about spreading falsehoods through the media, supplemented, if need be, by covert military threats and force deployment.

Putin and his Foreign Minister Sergei Lavrov can speak in diplomatic voices, while Russia is really engaged in a war with the West that is leaving it bewildered. The democracies of the world have not figured out how to deal with Putin and the challenges he poses to freedom, democracy and the security of nations.
