Putin rattles sabre as nuclear pact collapses

Russian President warns West that deploying missile launchers in Europe could ignite ‘tit for tat’ response

President Putin’s state of the nation address to the Federal Assembly in Moscow this week was an extraordinary affair. While heavily focused on domestic social and economic development, Putin noted, predictably, the US decision to pull out of the Intermediate-Range Nuclear Forces (INF) treaty and clearly outlined the red lines in regard to possible consequences of the move.

It would be naïve to believe that there would not be a serious counterpunch to the possibility of the US deploying launchers “suitable for using Tomahawk missiles” in Poland and Romania, only a 12-minute flight away from Russian territory. 

Putin cut to the chase: “This is a very serious threat to us. In this case, we will be forced – I want to emphasize this – forced to take tit-for-tat steps.”

Later that night, many hours after his address, Putin detailed what was construed in the US, once again, as a threat.

“Is there some hard ideological confrontation now similar to what was [going on] during the Cold War? There is none. We surely have mutual complaints, conflicting approaches to some issues, but that is no reason to escalate things to a stand-off on the level of the Caribbean crisis of the early 1960s”.

This was a direct reference to the Cuban missile crisis in 1962 when President Kennedy confronted USSR’s Nikita Khrushchev over missiles deployed off the US mainland. 

The Russian Defense Ministry, meanwhile, has discreetly assured that conference calls with the Pentagon are proceeding as scheduled, every week, and that this bilateral dialogue is “working”.

Russia “Prepared For Another Cuban Missile Crisis”, Putin Warns US

Russia is militarily ready for a “Cuban Missile-style crisis” President Putin said late on Wednesday, commenting on nuclear first strike capability amidst growing tensions with the US. The remarks were given to Russian media following a prior speech wherein he warned Moscow will match any attempt by the US to station intermediate-range nuclear missiles in Europe in the wake of the now collapsing INF treaty.

Putin specifically threatened deployment of hypersonic missiles on ships and submarines which could enter US territorial waters without detection if American intermediate-range missiles move into Europe.  

“(We’re talking about) naval delivery vehicles: submarines or surface ships. And we can put them, given the speed and range (of our missiles)… in neutral waters. Plus they are not stationary, they move and they will have to find them,” Putin said, according to a Kremlin transcript. “You work it out. Mach nine [the speed of the missiles] and over 1,000 km [their range],” he boasted of the Kremlin’s latest claimed capabilities. 

He urged an easing of tensions after last week the Russian Foreign Ministry left the door open for talks to rescue the INF treaty as well as extend the New START nuclear reduction treaty, set to expire in 2021. Speaking of the current stand off and ratcheting tensions with Washington, Putin said“They [the tensions] are not a reason to ratchet up confrontation to the levels of the Cuban Missile Crisis in the 1960s. In any case that’s not what we want.” He said further, “If someone wants that, well OK they are welcome. I have set out today what that would mean. Let them count [the missile flight times].”

American Suspension of INF Treaty is Aimed at China

So it’s done. The US has suspended its participation in the Intermediate-range Nuclear Forces (INF) Treaty, and Russia soon followed suit. This almost certainly spells an end to this late Cold War relic, which banned the two superpowers from deploying ground-launched ballistic missiles and cruise missiles with ranges of 500-5,500km. There have been recriminations all round. But in the end, so far as two of the world’s three most greatest military Powers are concerned, upholding the INF Treaty could never have been done exactly to the letter.

The US has specified Russia’s Novator 9M729 (NATO designation: SSC-8) as the offending missile that finally prompted US action. Russian nuclear weapons analyst Pavel Podvig has noted that it is very similar to the Russian Navy’s Kalibr-NK cruise missile, which has a range well beyond 500 km and has been touted as a potential “carrier killer”. Podvig goes on to speculate that if the US had observed a test of the 9M729 from a land-based Iskander-M launcher – even if on just a single occasion – then all of them “would have to be eliminated” by the formal terms of the treaty. This is obviously not something that Russia could reasonably be expected to carry out.

Moreover, any number of US missile systems can be considered to be in breach of the INF Treaty. For instance, the Russians have argued that America’s AEGIS Ashore program – a ground-based cruise missile, for all intents and purposes – can also be considered to be in systemic breach of the INF Treaty. Incidentally, this system was itself enabled by America’s unilateral withdrawal from the Anti-Ballistic Missile Treaty with Russia in 2002, under the George W. Bush administration.

Diplomacy a Waste of Time with Washington

The US is a serial lawbreaker, operating by its own rules, no others.

Time and again, it flagrantly breaches international treaties, Security Council resolutions, and other rule of law principles, including its own Constitution.

Diplomacy with Republicans and undemocratic Dems is an exercise in futility. Trump’s JCPOA pullout and threatened INF Treaty withdrawal show Washington can never be trusted.

Russian Foreign Ministry spokeswoman Maria Zakharova’s proposed US outreach to discuss INF Treaty bilateral differences is well intended – despite knowing nothing is accomplished when talks with Washington are held, so why bother.

It’s just a matter of time before the US breaches another promise. They’re hollow when made. Kremlin good intentions aren’t enough to overcome US duplicity and implacable hostility toward Russia.

“We are ready to continue the dialogue in appropriate formats on the entire range of problems related to this document on the basis of professionalism and mutual respect, without putting forward unsubstantiated accusations and ultimatums. Our proposals are well known and remain on the negotiating table,” said Zakharova, adding:

“We have admitted (US) documents for further consideration. This text again includes accusations in the form of unfounded and unsubstantiated information about Russia’s alleged violations of this deal.”

Comments to Washington like the above and similar remarks are like talking to a wall. The US demands all countries bend to its will, offering nothing in return but betrayal – especially in dealings with Russia, China, Iran, and other sovereign independent governments it seeks to replace with pro-Western puppet ones.

Not a shred of evidence suggests Russia violated its INF Treaty obligations. The accusation is baseless like all others against the Kremlin.

“Complete Chaos”: Russia Slams “Dangerous” U.S. Pullout Of INF Treaty As “Blackmail”

Washington’s planned withdrawal from the international Intermediate-Range Nuclear Forces Treaty, announced by President Trump on Saturday, has been slammed by Russia as “a very dangerous step” which is ultimately part of “continuing attempts to achieve Russia’s concessions through blackmail” in statements made by Russian Deputy Foreign Minister Sergei Ryabkov on Sunday.

And Russian lawmaker Konstantin Kosachev, who chairs the Russian Parliament’s Upper House Foreign Affairs Committee, warned the move could create a domino effect endangering other landmark deals like the Strategic Arms Reduction Treaty (START). The lawmaker said such an outcome pits mankind against “complete chaos in terms of nuclear weapons.

Russian Deputy FM Sergei Ryabkov further said that the decision would receive the condemnation of the international community as it could trigger a new arms race and make the world deeply unstable. However, Ryabkov accused the United States seeking “total domination”and said it’s attempting to remove impediments to that goal.

“At first glance, I can say that apparently the INF Treaty creates problems for pursuing the line towards the US total domination in military sphere,” Ryabkov said, according to TASS.

He explained further of the treaty signed between the Soviet Union and the United States in 1987 in Washington, DC: “This would be a very dangerous step, which, I’m sure, won’t be just understood by the international community, but arouse serious condemnation of all members of the world community, who are committed to security and stability and are ready to work on strengthening the current regimes in arms control.”
