Wess Mitchell, Assistant Secretary of State for European and Eurasian Affairs in the US State Department, gave a remarkable presentation to the US Senate Foreign Relations Committee on 21 August 2018. Titled “US Strategy Towards the Russian Federation” it ostensibly lays out the US reaction to Russia’s continuing aggression, hostility, interference and so forth. It is written in the tone of a sadder but wiser householder who, formerly expecting better from his neighbour, now realises that there will be no better: the neighbour, alas, is not capable of decent behaviour. While remaining ever hopeful that reason will prevail, the peaceful neighbour must gird himself for an unpleasant struggle – Washington must respond to Moscow’s disruption. How sad.
But in all of these areas, it is up to Russia, not America, to take the next step. Our policy remains unchanged: steady cost-imposition until Russia changes course.
But, in an interesting slip of the tongue, he gave away the real policy. I say “slip of the tongue” because the State Department version of his speech leaves out the two sentences that tell you that most of Mitchell’s testimony is sleight of hand to distract the audience.
The starting point of the National Security Strategy is the recognition that America has entered a period of big-power competition, and that past US policies have neither sufficiently grasped the scope of this emerging trend nor adequately equipped our nation to succeed in it. Contrary to the hopeful assumptions of previous administrations, Russia and China are serious competitors that are building up the material and ideological wherewithal to contest US primacy and leadership in the 21st Century.

“France Is At War”: Hollande Unleashes 2nd Day Of ISIS Strikes, Mobilizes 115,000, Moves To Change Constitution
France, still reeling from the carnage that unfolded in the streets of Paris last Friday, conducted dozens upon dozens of police raids on Tuesday, after more than 160 similar operations carried out on Monday led to the discovery of numerous weapons including a rocket launcher, Kalashnikov, and a bulletproof vest.
French authorities are still largely in the dark regarding how many people were ultimately involved in the attack and with suspected “mastermind” Abdelhamid Abaaoud out of reach in Syria, police are focused on locating Salah Abdeslam who allegedly helped with logistics and rented a black Volkswagen Polo used by the gunmen who stormed the Bataclan concert hall.
Of course really, the raids are a frantic attempt to track down and neutralize anything and everything before something else bad happens. As Prime Minister Manuel Valls said on France Inter radio, “we don’t know if there are accomplices in Belgium and in France… we still don’t know the number of people involved in the attacks.”
Interior Minister Bernard Cazeneuve says more than 100 people have been placed under house arrest and dozens have been arrested in the sweeping crackdown. “Under a state of emergency – which has been in place since the attacks on Friday – security services, police have extra powers and freedom to make arrests, search houses and confiscate weapons without judicial oversight,” The Sydney Morning Herald notes.
President Hollande told a joint session of the French parliament on Monday that “France is at war” and that he wants the state of emergency extended by three months. Hollande also proposed constitutional changes. As The Herald put it on Tuesday, Hollande wants “to create a new version of ‘exceptional measures’, giving the government some emergency powers available under martial law.” Here’s Le Monde (translated), noting that Hollande’s proposals mirror George Bush’s Patriot Act:

Ukraine’s Prime Minister Yatsenyuk Declares War on Russia
Ukrainian Prime Minister Arseniy Yatsenyuk, who on 4 February 2014 was selected for his post by Victoria Nuland of the U.S. State Department, was quoted by Ukrainian media on Thursday March 12th of 2015 as saying that, “Ukraine is in a state of war with a nuclear state, which is the Russian Federation. Hostile countries over the past decade have spent billions of dollars rearming it.”
His quoted statement went on to blame Ukraine’s problems on Russia: “The country [Ukraine] is billions of dollars in debt, having been a corrupt and demoralized nation that has no gas in storage and no dollars to buy it. … [Russia] destroyed 20% of Ukraine’s economy, bombed the mines in the fighting, and produced a million displaced persons, who, as a result are forced to leave their homes.” [NOTE: Those bombs, some of which were firebombs, actually fell from Ukrainian Air Force planes, and were supplemented by Ukrainian Army missiles. The resident forces in the rebel area of the southeast that the Ukrainian Government is fighting against had no air force at all until recently, and very little even now. And, of course, any “rearming” of Russia is being done by Russia, not by “Hostile countries over the past decade.”]
