SUBJECT: Avoiding Hostilities Over Iranian Fuel Shipment to Venezuela

Mr. President:

Recent U.S. rhetoric and actions against Venezuela — most immediately regarding Iran’s shipping of gasoline desperately needed during the pandemic — puts the U.S. at risk of an outbreak of dangerous and almost certainly counterproductive hostilities, not only in the Caribbean, but also in waters closer to Iran. As five Iranian tankers approach Venezuela, with the first due to arrive Sunday, hardliners in both Washington and Iran would relish a chance to give a bloody nose to the other side, but it may not be that simple. 

While the U.S. can invoke the Monroe Doctrine in Latin America, geography trumps doctrine. True, the U.S. holds the upper hand in the Caribbean. It does not have tactical advantage in the Persian Gulf — despite the formidable amount of U.S. weaponry already deployed in the area. We believe there is a good chance Iran will pick the Gulf as the place to retaliate for any quarantine or more warlike actions off Venezuela.

As former intelligence officers and other national security practitioners with many decades of experience, we understand the frustration your Administration feels as its “maximum pressure” campaign to remove Venezuelan President Nicolás Maduro enters its 17th month without much progress. Our purpose is not to defend Maduro, whose economic performance has alienated many and compounded Venezuela’s problems.

SUBJECT: Extradition of Julian Assange Threatens Us All

On April 11, London police forcibly removed WikiLeaks co-founder Julian Assange from the embassy of Ecuador after that country’s president, Lenin Moreno, abruptly revoked his predecessor’s grant of asylum. The United States government immediately requested Assange’s extradition for prosecution under a charge of “conspiracy to commit computer intrusion” under the Computer Fraud and Abuse Act (CFAA).

Former U.S. Government officials promptly appeared in popular media offering soothing assurances that Assange’s arrest threatens neither constitutional rights nor the practice of journalism, and major newspapers like The New York Times and The Washington Post fell into line.

Not So Fast

Others found reason for concern in the details of the indictment. Carie DeCel, a staff attorney for the Knight First Amendment Institute, noted that the indictment goes beyond simply stating the computer intrusion charge and “includes many more allegations that reach more broadly into typical journalistic practices, including communication with a source, encouraging a source to share information, and protecting a source.”

In an analysis of the indictment’s implications, the Project on Government Oversight (POGO) observed that it includes an allegation that “Assange and Manning took measures to conceal Manning as the source of the disclosure…including by removing usernames from the disclosed information and deleting chat logs between Assange and Manning,” and that they “used a special folder on a cloud drop box of WikiLeaks to transmit classified records.”

SUBJECT: Avoiding War with Russia over Venezuela

Mr. President:

Your Administration’s policies regarding Venezuela appear to be on a slippery slope that could take us toward war in Venezuela and military confrontation with Russia. As former intelligence officers and other national security practitioners with many decades of experience, we urge you not to let yourself be egged on into taking potentially catastrophic military action in response to civil unrest in Venezuela or Russian activities in the Western Hemisphere. With the recent arrival of two transport aircraft and enduring political support for the government of Venezuela, the Russians are far from crossing any “red line” emanating from the 1823 Monroe Doctrine.

Unfulfilled Objectives in Venezuela

Inside Venezuela, U.S. actions have failed to do more than plunge the country into deeper crisis, cause greater human suffering, and increase the prospects of violence on a national scale. President Maduro’s mishandling of the economy and authoritarian reactions to provocations are impossible to defend, but they result in part from the fact that he has been under siege since he was first elected in 2013 and has faced sanctions aimed ultimately at removing him from office. In our view, the advice you’ve received from your top advisors – Florida Senator Marco Rubio, National Security Advisor John Bolton, Special Representative Elliott Abrams, and Secretary of State Michael Pompeo – was and apparently continues to be wrong.

SUBJECT: Moscow Has Upped the Ante in Syria

Mr. President:

We are concerned that you may not have been adequately briefed on the upsurge of hostilities in northwestern Syria, where Syrian armed forces with Russian support have launched a full-out campaign to take back the al-Nusra/al-Qaeda/ISIS-infested province of Idlib.  The Syrians will almost certainly succeed, as they did in late 2016 in Aleppo.  As in Aleppo, it will mean unspeakable carnage, unless someone finally tells the insurgents theirs is a lost cause.

That someone is you. The Israelis, Saudis, and others who want unrest to endure are egging on the insurgents, assuring them that you, Mr. President, will use US forces to protect the insurgents in Idlib, and perhaps also rain hell down on Damascus.  We believe that your senior advisers are encouraging the insurgents to think in those terms, and that your most senior aides are taking credit for your recent policy shift from troop withdrawal from Syria to indefinite war.

Big Difference This Time

Russian missile-armed naval and air units are now deployed in unprecedented numbers to engage those tempted to interfere with Syrian and Russian forces trying to clean out the terrorists from Idlib. We assume you have been briefed on that — at least to some extent. More important, we know that your advisers tend to be dangerously dismissive of Russian capabilities and intentions.

We do not want you to be surprised when the Russians start firing their missiles.  The prospect of direct Russian-U.S. hostilities in Syria is at an all-time high.  We are not sure you realize that.

‘Too Big to Fail’: Russia-gate One Year After VIPS Showed a Leak, Not a Hack

One year later, the VIPS memo contending that the DNC emails were leaked and not hacked has yet to be successfully challenged. Meanwhile, the country sinks deeper into the morass of the new McCarthyism, comments Patrick Lawrence.


A year has passed since highly credentialed intelligence professionals produced the first hard evidence that allegations of mail theft and other crimes attributed to Russia rested on purposeful falsification and subterfuge. The initial reaction to these revelations—a firestorm of frantic denial—augured ill, and the time since has fulfilled one’s worst expectations. One year later we live within an institutionalized proscription of proven reality. Our discourse consists of a series of fence posts and taboos. By any detached measure, this lands us in deep, serious trouble. The sprawl of what we call “Russia-gate” now brings our republic and its institutions to a moment of great peril—the gravest since the McCarthy years and possibly since the Civil War. No, I do not consider this hyperbole.

Much has happened since Veteran Intelligence Professionals for Sanity published its report on intrusions into the Democratic Party’s mail servers on Consortium News on July 24 last year. Parts of the intelligence apparatus—by no means all or even most of it—have issued official “assessments” of Russian culpability. Media have produced countless multi-part “investigations,” “special reports,” and what-have-yous that amount to an orgy of faulty syllogisms. Robert Mueller’s special investigation has issued two sets of indictments that, on scrutiny, prove as wanting in evidence as the notoriously flimsy intelligence “assessment” of January 6, 2017.

Indictments are not evidence and do not need to contain evidence. That is supposed to come out at trial, which is very unlikely to ever happen. Nevertheless, the corporate media has treated the indictments as convictions.

Subject: Humanitarian Asylum for Julian Assange

For six years, WikiLeaks editor Julian Assange has been effectively imprisoned without charges at Ecuador’s London embassy. In that time, two international courts and dozens of respected legal and human rights organizations have decried actions of the UK, US and Swedish governments that confine the journalist in what now amounts to torturous isolation, deprived of space, sunlight, visitors, communication with the outside and necessary medical care.

The catalyst was an arcane effort by the Swedish government to extradite Assange for questioning about claims of sexual improprieties.1 The UK government subsequently arrested Assange and released him on bail.2 Ecuador granted Assange asylum at its embassy based on concerns he could be extradited to the US where he would not receive a fair trial and could receive a death sentence.3 (Former Obama DOJ spokesperson Matthew Miller has acknowledged that US officials intended to arrest Julian Assange but decided against it because of the expected impacts on press freedom.)4

The UK government threatens to arrest Assange if he leaves the embassy for “not surrendering at bail” and refuses to rule out extradition to the US.5 Under a new president, Ecuador has cut off Assange’s communications with the outside world.

Experts Criticize Treatment of Assange

In June, 2014, The National Lawyers Guild and 59 human rights and legal organizations petitioned the United Nations to act on violations of Assange’s “fundamental human rights.” In addition, “33 union, human rights, media and civil society organizations” petitioned the Human Rights Commission in Geneva on behalf of freedom for Assange.

Bill Binney In His Own Words: ‘A Collaborative Conspiracy to Subvert the Government of the US’

William Edward Binney is a former highly placed intelligence official with the United States National Security Agency (NSA) turned whistleblower who resigned on October 31, 2001, after more than 30 years with the agency.

He was a high-profile critic of his former employers during the George W. Bush administration, and later criticized the NSA’s data collection policies during the Barack Obama administration.

In 2016, he said the U.S. intelligence community’s assessment that Russia interfered in the 2016 presidential election was false.

Because of his analysis in conjunction with Veteran Intelligent Professionals for Sanity (VIPS) that has tended to carefully debunk the Russia Russia narrative, Binney has not been given much airtime on certain channels within the mainstream news media.  So like you I had not heard of him except recently when reading something else.

I found this recent interview to be very interesting.  I am not qualified or sufficiently well-informed to assess it, but listen to it for yourself and see what you think. It would seem to be worth your time at least.

He has some good things to say about Donald Trump and draining the swamp. And you know how I feel about his Presidency. So there must be something there for me to find it worth hearing.

He discussed a number of controversial topics including 9/11, etc.

Binney certainly has the right pedigree to be an informed whistleblower, and he has never been brought to heel or silenced, so he must have something going for him.  He does seem to be extraordinarily well-informed. I would imagine that if it was possible that he would be charged or discredited or smeared.

Intelligence on Iran Fails the Smell Test

Mr. President:

As the George W. Bush administration revved up to attack Iraq 15 years ago, we could see no compelling reason for war.  We decided, though, to give President Bush the benefit of the doubt on the chance he had been sandbagged by Vice President Dick Cheney and others.  We chose to allow for the possibility that he actually believed the “intelligence” that Colin Powell presented to the UN as providing “irrefutable and undeniable” proof of WMD in Iraq and a “sinister nexus” between Saddam Hussein and al Qaeda.

To us in VIPS it was clear, however, that the “intelligence” Powell adduced was bogus.  Thus, that same afternoon (Feb. 5, 2003) we prepared and sent to President Bush a Memorandum like this one, urging him to seek counsel beyond the “circle of those advisers clearly bent on a war for which we see no compelling reason and from which we believe the unintended consequences are likely to be catastrophic.”

We take no satisfaction at having been correct — though disregarded — in predicting the political and humanitarian disaster in Iraq. Most Americans have been told the intelligence was “mistaken.” It was not; it was out-and-out fraud, in which, sadly, some of our former colleagues took part.

Five years after Powell’s speech, the Chair of the Senate Intelligence Committee minced few words in announcing the main bipartisan finding of a five-year investigation. He said:  “In making the case for war, the Administration repeatedly presented intelligence as fact when in reality it was unsubstantiated, contradicted, or even non-existent.
