The Dirty Hand of the National Endowment for Democracy in Venezuela

Anti-government protests in Venezuela that seek regime change have been led by several individuals and organizations with close ties to the U.S. government.

Leopoldo Lopez and Maria Corina Machado- two of the public leaders behind the violent protests that started in February (2014) – have long histories as collaborators, grantees and agents of Washington. The National Endowment for Democracy (NED) and the U.S. Agency for International Development (USAID) have channeled multi-million dollar funding to Lopez’s political parties Primero Justicia and Voluntad Popular, and Machado’s NGO Sumate and her electoral campaigns.

These Washington agencies have also filtered more than $14 million to opposition groups in Venezuela between 2013 and 2014, including funding for their political campaigns in 2013 and for the current anti-government protests in 2014. This continues the pattern of financing from the U.S. government to anti-Chavez groups in Venezuela since 2001, when millions of dollars were given to organizations from so-called “civil society” to execute a coup d’etat against President Chavez in April 2002. After their failure days later, USAID opened an Office of Transition Initiatives (OTI) in Caracas to, together with the NED, inject more than $100 million in efforts to undermine the Chavez government and reinforce the opposition during the following eight years.

At the beginning of 2011, after being publicly exposed for its grave violations of Venezuelan law and sovereignty, the OTI closed its doors in Venezuela and USAID operations were transferred to its offices in the U.S.. The flow of money to anti-government groups didn’t stop, despite the enactment by Venezuela’s National Assembly of the Law of Political Sovereignty and National Self-Determination at the end of 2010, which outright prohibits foreign funding of political groups in the country. U.S. agencies and the Venezuelan groups that receive their money continue to violate the law with impunity. In the Obama Administration’s Foreign Operations Budgets, between $5-6 million have been included to fund opposition groups in Venezuela through USAID since 2012.

Special Report: When the Reagan administration launched peacetime “psyops” in the mid-1980s, it pulled in civilian agencies to help spread these still-ongoing techniques of deception and manipulation, reports Robert Parry.


Declassified records from the Reagan presidential library show how the U.S. government enlisted civilian agencies in psychological operations designed to exploit information as a way to manipulate the behavior of targeted foreign audiences and, at least indirectly, American citizens.

A just-declassified sign-in sheet for a meeting of an inter-agency “psyops” committee on Oct. 24, 1986, shows representatives from the Agency for International Development (USAID), the State Department, and the U.S. Information Agency (USIA) joining officials from the Central Intelligence Agency and the Defense Department.

Some of the names of officials from the CIA and Pentagon remain classified more than three decades later. But the significance of the document is that it reveals how agencies that were traditionally assigned to global development (USAID) or international information (USIA) were incorporated into the U.S. government’s strategies for peacetime psyops, a military technique for breaking the will of a wartime enemy by spreading lies, confusion and terror.

Essentially, psyops play on the cultural weaknesses of a target population so they could be more easily controlled or defeated, but the Reagan administration was taking the concept outside the traditional bounds of warfare and applying psyops to any time when the U.S. government could claim some threat to America.

The last few days days have been rife with speculation about the motivation, if any, behind the release of the Panama Papers, with the most prominent example coming from Wikileaks two days ago on Twitter which accused the journalist consortium behind the leak, the ICIJ, of being a “Washington DC based Ford, Soros funded soft-power tax-dodge which has a WikiLeaks problem” and adding that “PanamaPapers Putin attack was produced by OCCRP which targets Russia & former USSR and was funded by USAID & Soros.”

The Panama Papers represent the biggest document leak of the modern era, and George Soros apparently has a role.

The scandal that has erupted after the publication of the Mossack Fonseca law firm’s so-called “Panama Papers”  was organized by the US Centers for investigations on corruption and organized crime using US government funds and donations from billionaire George Soros, according to “WikiLeaks” – which itself became famous for the dissemination of classified high-profile information.

Wikileaks tweeted: “#PanamaPapers Putin attack was produced by OCCRP which targets Russia & former USSR and was funded by USAID & Soros.”

Therefore, the Panama Papers investigations obtained financial support from the Democracy Fund of the United Nations, the US Agency for International Development (USAID) and Soros’ Open Society Foundation. USAID is the US administration’s central body for managing aid to government and foreign non-governmental institutions.

The Panama Papers, so named because they reveal the dealings of one Panamanian law firm, Mossack Fonseca that has allegedly managed billions of dollars’ worth of filtered assets on behalf of the world’s richest and most powerful. Given the whims of defamation law, we stress that people, fabulously wealthy though they may be, have legitimate reasons for using entities such as Mossack Fonseca.

Therefore, we do not assume that any Mossack Fonseca customer was necessarily breaking any laws. Indeed, forming shell companies does not necessarily prove that anybody has committed a crime. Yet, one of the most obvious aspects of the Papers is that the disclosures largely concern those in disfavor with either Soros or the United States. Not surprisingly Vladimir Putin, whose strategy in Syria has enabled Assad’s forces to erode Islamic State’s stranglehold of Syria, is the most prominent figure.

US Tax Dollars and Ukraine’s Finance Minister

Special Report: Though touted as the face of reform inside Ukraine’s post-coup regime, Finance Minister Natalie Jaresko enriched herself at the expense of a U.S.-taxpayer-financed investment fund – and USAID now says it’s missing some of the audit records detailing Jaresko’s dealings, reports Robert Parry.


The U.S. government is missing – or withholding – audit documents about the finances and possible accounting irregularities at a $150 million U.S.-taxpayer-financed investment fund when it was run by Ukraine’s Finance Minister Natalie Jaresko, who has become the face of “reform” for the U.S.-backed regime in Kiev and who now oversees billions of dollars in Western financial aid.

Before taking Ukrainian citizenship and becoming Finance Minister in December 2014, Jaresko was a former U.S. diplomat who served as chief executive officer of the Western NIS Enterprise Fund (WNISEF), which was created by Congress in the 1990s with $150 million and placed under the U.S. Agency for International Development (USAID) to help jumpstart an investment economy in Ukraine.

After Jaresko’s appointment as Finance Minister — and her resignation from WNISEF — I reviewed WNISEF’s available public records and detected a pattern of insider dealings and enrichment benefiting Jaresko and various colleagues. That prompted me in February to file a Freedom of Information Act request for USAID’s audits of the investment fund.

Though the relevant records were identified by June, USAID dragged its feet on releasing the 34 pages to me until Aug. 28 when the agency claimed nothing was being withheld, saying “all 34 pages are releasable in their entirety.”

However, when I examined the documents, it became clear that a number of pages were missing from the financial records, including a total of three years of “expense analysis” – in three-, six- and nine-month gaps – since 2007. Perhaps even more significant was a missing paragraph that apparently would have addressed an accounting irregularity found by KPMG auditors.
