Pence v. China: Cold War 2.0 May Have Just Begun

U.S. Vice President Mike Pence announced what could already be described as the beginning of World Cold War II, with Washington and Beijing as the first belligerents but soon the stage will be global.

Pence spoke at the Hudson Institute, a think tank specializing in interdisciplinary issues related to international relations, culture, defense, economics, technology, and other strategic issues. Like most NGOs in the U.S., the Hudson Institute is funded by tax-deductible contributions from large taxpayers.

There Pence formulated what many observers compared to Winston Churchill’s 1946 “Iron Curtain” speech. The U.S. Vice President, recognizing, in fact, Washington’s defeat in the current trade confrontation with China, proclaimed what amounts to a declaration of cold war:

“China now spends as much on its military as the rest of Asia combined and has prioritized capabilities that erode U.S. military advantages on land, sea, air, and space. China wants to drive the United States out of the Western Pacific and prevent us from coming to the aid of our allies. We hoped that economic liberalization would lead China to greater partnership with us and the world. But it opted for economic aggression, which in turn encourages its growing army. (…) Beijing is conducting a comprehensive and coordinated campaign to undermine support for the President, his agenda, and our nation’s most cherished ideals. (…) China is also applying this power more proactively than ever before to influence and interfere in this country’s domestic politics and politics. Worst of all, China has embarked on an unprecedented effort to influence American public opinion, the 2018 elections, and the environment leading up to the 2020 presidential election. To put it bluntly, President Trump’s leadership is working and China wants a different American president. (…) There can be no doubt: China is meddling in America’s democracy.”

“By imposing tariffs of 25% on hundreds of products imported from China worth US$34 billion a year on Friday, July 6, the United States has violated the rules of the World Trade Organization and launched the largest trade war in the world’s economic history,” a statement by China’s Commerce Ministry declarae.

Beijing claims that it was committed to not firing the first shot, but has been forced to take action in response to the situation created by the United States and has notified the World Trade Organization.

“U.S. actions affect global supply and value chains, but they are also opening fire on everyone, including themselves,” said a spokesman for the Asian nation’s trade ministry.

The Chinese agency has denounced the mercantile “bullying” with which Washington is putting pressure on its trading partners by means of tariff threats that go against the conduct demanded today.

China called on all countries of the world to join forces against trade protectionism and to support multilateralism. The Asian giant claims to have wanted to avoid the trade war that the United States has provoked, but has been forced to fight this war as much as necessary to protect the interests of the nation and its people.

In retaliation, Beijing announced the introduction of an identical tariff rate for the same monetary value for several U.S. goods, some of which would begin to be taxed as of the date set by Washington.

A trade war between the US and China, the two largest economies in the world, could affect not only both nations, but the world economy as a whole, according to a projection by economists at Pictet Asset Management in London, one of Europe’s leading independent asset and wealth managers.

The systematic dehumanization of the leaders of other countries; the routine exaggeration of their military capabilities; the monotonous falsification of the nature and attitudes of other peoples; the reckless application of double standards in comparing the conduct of others with our own, as well as the inability to recognize the common character of many problems of others with our own, and the consequent tendency to see all aspects of the relationship with others in terms of a total and irreconcilable conflict of concerns and purposes. These, I believe, are not signs of the maturity and discernment that can be expected in the diplomacy of a great power…

Although the above description may seem applicable to Washington’s current foreign policy, it is a warning that George Frost Kennan (1904-2005), a long-serving diplomat and American historian, reminds us of the fact that it was Kennan who formulated and advocated a “policy of containment” against alleged Soviet expansionism, but later changed his theory.

Kennan enunciated his “containment policy” in February 1946 in a text that is remembered as the long message (“the Long Telegram”) he sent from Moscow in 1946 against so-called Soviet expansionism at the end of World War II. The text, signed with just one “X”, appeared in the July 1947 issue of Foreign Affairs magazine, intended to analyze the structure and psychology of Soviet diplomacy at that time. It was widely disseminated by Washington and brought Kennan a lot of popularity in the academic world.

Shortly after that same year, he was appointed director of policy planning at the State Department and, in 1949, advisor to that department. He returned to Moscow in 1952 as his country’s ambassador and in the following year, he had to return to the United States after being declared persona non grata by the Soviet government.
