Department of Transportation declares regional emergency following BP refinery fire in Indiana

A Department of Transportation agency declared a regional energy emergency for four Midwestern states on Saturday after a fire at an oil refinery in Indiana forced the facility to shut down.

The Federal Motor Carrier Safety Administration made the declaration to address the need for the immediate transportation of gasoline, diesel and jet fuel for Illinois, Indiana, Michigan and Wisconsin.

The declaration allows the states to be exempt from certain federal regulations to manage the emergency.

It will permit motor carriers and drivers providing direct, related assistance to the impacted states not to abide by regulations setting a maximum driving time.

The declaration states that drivers are required to take a 10-hour break when moving from emergency relief efforts to normal operations if the total amount of time they engage in emergency relief efforts exceeds 14 hours. This regulation also applies if the total amount of time combined from emergency relief and normal operations exceeds 14 hours.

Reuters reported on Wednesday that BP shut down some of its units at its Whiting, Ind., refinery due to an electrical fire. The fire was extinguished, and the company said it was deciding when the affected units would restart.

There were no injuries. The refinery handles more than 430,000 barrels per day, according to Reuters.

It provides about 20 to 25 percent of the refined gas, diesel and jet fuel that the four states collectively use.

Whiting is located on Lake Michigan, near the state’s border with Illinois.

Update (1200ET): heading into the lunchtime hours, as thousands of traders get up from their couch to go fix themselves a sandwich, there’s some more breaking news about the growing number of lockdown orders.

First, rumor has it that South Africa is preparing to announce a 21-day lockdown. In the US, reports claim Indiana and Massachusetts are joining the list of states who have declared mandatory lockdowns. That would add13.6 million more Americans to the lockdown total.

New Jersey health officials just released their latest update on the number of positive tests, and the total has increased by nearly 1,000 overnight, to 2,844 from 1,914.

A joint statement released by the Bank of England and British banks said the country’s banks are in a strong financial position heading into the crisis and that “banks are here to help the public.”

Update (1130ET): After heading into isolation over the weekend, German Chancellor Angela Merkel has reportedly tested negative for VOID-19, sparing Europe’s largest economy from the challenge of confronting the outbreak without the country’s its longtime leader.

“It Looks Like A War Zone” – Millions Without Power As Tornadoes Rip Through Ohio & Indiana

More than 5 million people were left without power after a series of tornadoes ripped through parts of Ohio and Indiana late Monday, destroying homes and severing power lines – the latest installment in a two-week span of powerful tornadoes and thunderstorms that has rocked the Midwest, leaving nine dead.

State officials in Ohio told the press that they have confirmed at least seven people were injured in the storms. The town of Celina in Mercer County, about 80 miles north of Dayton, sustained extensive damage, prompting the Ohio Department of Transportation to employ snow plows to remove debris off Interstate 75. Across the region, the NWS issued 36 tornado warnings.

The agency confirmed a “large and dangerous” tornado on the ground near the suburb of Trotwood in Montgomery County shortly before midnight.

“We probably have more than a handful of tornadoes that we need to look at on the ground throughout the region, maybe even more,” said John Franks, a meteorologist with the National Weather Service in Wilmington, Ohio.

The City of Montgomery said it was focusing on ‘life-saving’ measures.

“A large, dangerous tornado touched down last night in northwest Montgomery County,” the county said in a statement. “We are focused on supporting life-saving measures, such as shutting down gas lines or locating people who are trapped by debris.”

BREAKING: Two major tornadoes hit Dayton In Ohio. Reports of catastrophic damage and multiple injuries:

One Dayton resident told NBC that a tornado destroyed her entire street, adding that she didn’t hear any warning sirens before the storm. A pastor at a church in northern Dayton said one of the storms destroyed his office.

Indiana Grocery Store Can’t Process Food Stamp Payments Due To Govt. Shutdown

We warned last week what could happen if the government shutdown continues into February…

If people are getting this restless already, what will things look like when tens of millions of Americans are suddenly cut off from their primary source of food money?

Well, as Daisy Luther reports from her Organic Prepper blog, it’s starting

We weren’t expecting to see a loss of food stamp benefits until the end of January, but a grocery store in Indiana reported they are unable to process EBT payments.

In Clay City, Indiana, the local IGA discovered the problem last week. Initially, they thought it was a technical glitch.

“Our machines weren’t taking any EBT cards and we didn’t really know what was going on. We didn’t know if it was a technical issue. And then we found out it was due to the government shutting down,” Tristen Malone said. (source)

And although it’s for a slightly different reason, The Red Lion store in York County, Pennsylvania has also had issues. New owners recently purchased the grocery store and sent in their application to accept government benefits before the shutdown occurred.

“Right now we’re officially frozen because the government is shut down and we can’t process our application.”

Tom Lohr is the new owner of D & K.

He says they tried to get pre-approved for the license before the sale went through.

“We tried to be proactive and start this in December, late November, early December , set up the new entities with the businesses it just has not worked out.”

Lohr purchased the business, but doesn’t own the company name, so the license belongs to the original owners.

White House Set To Release Secret Pages From Sept 11 Report

Over the past several weeks, the White House has been very vocal about its opposition to both the Bipartisan Bill that would allow families of Sept 11 victims to sue Saudi Arabia for its involvement in the WTC attack, as well as stonewalling when it comes to releasing the confidential “28 pages” that have been withheld from the Congressional inquiry report into 9/11 and which allegedly provide damning evidence about the the perpetrators of the worst terrorist attack on US soil.

As reported last weekend, none other than Saudi Arabia made its displeasure with any potential revelations quite public when it threatened it would sell up to $750 in US assets held by the kingdom should the White House allow more public scrutiny into Saudi involvement in Sept 11.

Perhaps in response to the spike in public interest following the resurgence to prominence of “Document 17”, Obama appears ready to make concessions. Recall that as we reported last week, according to a 47-page US memo known as document 17, written in 2003 and quietly declassified last year, the FBI learnt that the flight certificate of one of the Sept 11 pilots was in an envelope from the Saudi embassy in Washington.

And now, as AP reports this morning, the Obama administration will likely soon release at least part of a 28-page secret chapter from a congressional inquiry into 9/11 that may shed light on possible Saudi connections to the attackers.

The documents, kept in a secure room in the basement of the Capitol, contain information from the joint congressional inquiry into “specific sources of foreign support for some of the Sept. 11 hijackers while they were in the United States.”

“Secret” Norwegian Report Details ISIS-Turkey Oil Trade As UN Vows To “Cut Off” Terrorist “Funding Sources

“The resolution gives us more flexibility to go after those who are helping Isil [Isis], whether to move funds, to store funds or to earn funds”.

That’s from Adam Szubin, undersecretary for terrorism and financial intelligence at the US Treasury. Szubin is referencing a Security Council resolution proposed by Washington and Moscow that calls for a crackdown on Islamic State’s access to the international financial system.

As FT reports, the “rare meeting of Security Council member finance ministers also resolved to press other nations to enforce more rigorously existing rules that are designed to limit the flow of revenues, fighters and equipment to the Islamist militant group.”

And here’s a bit of largely meaningless rhetoric from the UN itself:
At its first ever meeting at Finance Ministers’ level, the United Nations Security Council today stepped up its efforts to cut off all sources of funding for the Islamic State in Syria and Iraq (ISIL) and other terrorist groups, including ransom payments, no matter by whom.

The Council also called on Member States to promote enhanced vigilance by persons within their jurisdiction to detect any diversion of explosives and raw materials and components that can be used to manufacture improvised explosive devices or unconventional weapons, including chemical components, detonators, detonating cord, or poisons.

“They (the terrorists) are agile and have been far too successful in attaining resources for their heinous acts,” Secretary-General Ban Ki-moon told the Council at the start of the debate. “As Da’esh (another name for ISIL) and other terrorist groups disseminate their hateful propaganda and ratchet up murderous attacks, we must join forces to prevent them from acquiring and deploying resources to do further harm,” he stressed.
