Secret files: British government courting Arab tyrants, fossil fuel interests

Official documents show how oil and business interests trump democracy

A range of official government documents released under Freedom of Information (FOI) expose how the British government is valiantly promoting democracy in the Middle East: by courting the region’s most vociferous opponents of democracy.

The approach reflects the consistent focus of Britain’s strategy in the region on promoting “stability” through energy investments and arms sales with authoritarian regimes and outright dictatorships.

Responding to an FOI request in February, the UK Foreign & Commonwealth Office (FCO) Middle East and North Africa Directorate provided a list of meetings hosted by other governments or companies attended by Edward Oaken, then the FCO’s Director for the Middle East.

According to the list, Oakden was hosted fifty-nine times during a period of just over a year, almost entirely by autocratic Arab regimes, fossil fuel companies, and corporate interests.

Oakden was FCO Middle East director from 2013 to 2015 before being appointed British Ambassador to Jordan in February,

From 18th September 2013 to 14th January 2015, Oakden had a total of 26 “hospitality” meetings with representatives of serial human rights abusers — Saudi Arabia, Qatar, Bahrain, Kuwait, Egypt, Oman and Morocco — and a further 15 with business groups, investors, and oil companies.

The rest were largely routine meetings with British and European political leaders.

The FCO conceded that the list of meetings provided was not exhaustive.

Blood for oil for cash

The Foreign Office meetings included three receptions hosted by British Petroleum (BP), including a “high level dinner” to discuss “global energy challenges”; a Genel Energy annual reception; and a lunch meeting with Centrica Energy “on business prospects in the Middle East.”

British firms BP and Genel are heavily invested in Iraq. BP is involved in the giant Rumailah oil field and the huge northern Kirkuk field in the Kurdish region, while Genel is invested primarily in Iraqi Kurdish fields of Taq Taq and Tawke.

Islamic State is still receiving significant financial support from Arab sympathisers outside Iraq and Syria, enabling it to expand its war effort, says a senior Kurdish official.

The US has being trying to stop such private donors in the Gulf oil states sending to Islamic State (Isis) funds that help pay the salaries of fighters who may number well over 100,000.

Fuad Hussein, the chief of staff of the Kurdish President, Massoud Barzani, told The Independent on Sunday: “There is sympathy for Da’esh [the Arabic acronym for IS, also known as Isis] in many Arab countries and this has translated into money – and that is a disaster.”  He pointed out that until recently financial aid was being given more or less openly by Gulf states to the opposition in Syria – but by now most of these rebel groups have been absorbed into IS and Jabhat al-Nusra, the al-Qaeda affiliate, so it is they “who now have the money and the weapons”.

Mr Hussein would not identify the states from which the funding for IS comes today, but implied that they were the same Gulf oil states that financed Sunni Arab rebels in Iraq and Syria in the past.

Dr Mahmoud Othman, a veteran member of the Iraqi Kurdish leadership who recently retired from the Iraqi parliament, said there was a misunderstanding as to why Gulf countries paid off IS. It is not only that donors are supporters of IS, but that the movement “gets money from the Arab countries because they are afraid of it”, he says. “Gulf countries give money to Da’esh so that it promises not to carry out operations on their territory.”

While the markets are still debating whether the price of oil is more impacted by the excess pumping of crude here, or the lack of demand there, or if it is all just a mechanical squeeze by momentum-chasing HFT algos who also know to buy in the milliseconds before 2:30pm, we bring readers’ attention back to what several months ago was debunked as a deep conspiracy theory.

Back then we wrote about a certain visit by John Kerry to Saudi Arabia, on September 11 of all days, to negotiate a secret deal with the now late King Abdullah so as to get a “green light” in order “to launch its airstrikes against ISIS, or rather, parts of Iraq and Syria. And, not surprising, it is once again Assad whose fate was the bargaining chip to get the Saudis on the US’ side, because in order to launch the incursion into Syrian sovereign territory, it “took months of behind-the-scenes work by the U.S. and Arab leaders, who agreed on the need to cooperate against Islamic State, but not how or when. The process gave the Saudis leverage to extract a fresh U.S. commitment to beef up training for rebels fighting Mr. Assad, whose demise the Saudis still see as a top priority.
