Major Psy-Op in Europe Exposed: UK Government Tramples on Values It Vowed to Protect
Those who have been saying that the West has turned Russia into a scapegoat to be blamed for each and every thing that goes wrong have been proved right. We have witnessed concocted stories invented to denigrate Moscow that have gone viral as directed by the secret services. The UK, the country that is spearheading the anti-Russian information campaign, offers a good example that illustrates how this is being done.
An online group of hackers known as Anonymous has just revealed covert UK activities in the EU. According to the documents released by that group, London is in the midst of a major program to interfere in the internal affairs of EU members, the US, and Canada. Anonymous threatens to release more information on the clandestine operations of the UK government, unless it agrees to remove the shroud of secrecy protecting those information-warfare efforts. On Nov. 24 Twitter deleted RT comments on the issue. The UK knows it has friends it can rely on in a crunch.
The Integrity Initiative is a London-based organization set up and funded by the government-friendly Institute for Statecraft, in cooperation with the Free University of Brussels (VUB) to wage information-warfare operations against Russia. Anonymous calls it a “large-scale information secret service.” It aims to “change attitudes in Russia itself” as well as the influence of Russian natives living abroad. The Integrity Initiative’s budget for the fiscal year ending on March 31, 2019 is estimated at £1.96 million ($2.51 million). The network has received grants from NATO, the US State Department, and Facebook.
The Initiative’s operations have been kept under wraps. Its activities are conducted by “clusters” of local politicians, journalists, military personnel, scientists, and academics involved in anti-Russian propaganda efforts. The list includes William Browder, a US-British businessman convicted in absentia in Russia for tax evasion.

Trident Juncture 2018 Is About to Kick Off: NATO’s Big War Games Near Russia’s Borders Never End
The NATO-led Trident Juncture 2018 (TRJE18) exercise that is to be held in October and November is the largest massive and coordinated show of force since the Cold War. It will primarily be hosted by Norway. The training event will largely take place in the central and eastern parts of this Nordic country that neighbors Russia, as well as over the skies and in the seas of Sweden and Finland. The maritime component will be conducted in the surrounding areas of the North Atlantic and in the Baltic Sea. TRJE18-related activities will take place as far away as Iceland. Russia has been invited to send observers to watch the exercise.
Actually, TRJE18 consists of three parts. The deployment phase has been underway since August. A live field exercise will be held from October 25 to November 7 with six brigades fighting each other right in the heart of Norway. A command post training event will be conducted from November 13 to November 24.
The drill will involve 45,000 participants from over 30 nations, including 10,000 rolling or tracked vehicles, 150 aircraft, and 60 ships. The main goal is to test the ability of NATO’s new Response Force to rapidly deploy. Norway will evaluate its ability to receive and handle reinforcements sent by its allies.
There are 700 US Marines stationed in Norway. That’s not a huge force, but as Adm. James Foggo, who heads all US naval forces in Europe and Africa and commands the Allied Joint Force Command in Naples put it, “that’s 300 Marines today. 3,000 Marines tomorrow.” The American pre-positioned forward storage sites in Norway, a complex of caves, have been upgraded to store weapons and equipment for roughly 15,000 Marines. That Scandinavian country has become the source of a threat to Russia’s national security.

US Imposes Sanctions on China for Buying Russian Weapons: Waging War on All Fronts
On Sept. 20 the US imposed punitive measures against China’s military under the 2017 Countering America’s Adversaries Through Sanctions Act (CAATSA), in retaliation for its purchases of Russian military equipment. The move is meant to “punish” Moscow for what American officials call “malign activities.” The State Department slapped sanctions on China’s Equipment Development Department (EDD) for having purchased the S-400 air-defense system and Su-35 combat planes. This is the first time anyone has been sanctioned for doing business with Russia in violation of CAATSA.
The announcement came a few days after Chinese troops participated in Russia’s largest war games since 1981, which demonstrated that Russia and China are now working more closely with each other. The announcement of sanctions seriously angered Chinese authorities, who threatened to respond in kind. And they will.
Washington’s move changes little in regard to its relationship with Beijing, as it had already launched a war of tariffs against it. This is all at a time when the tensions in regard to the disputes in the South China Sea over islands and maritime claims are running high.
The sanctions war is pouring even more fuel on the fire. It raises the prospect of the US sanctioning its friends and allies who purchase Russian military equipment. The penalties imposed on Sept. 20 are a warning shot intended for other states on the list of clients, including India, Egypt, Turkey, Saudi Arabia, Morocco, Algeria, the United Arab Emirates, Qatar, and the Philippines, among other nations that are willing to sign contracts. India, the largest buyer of Russian-made weapons, and Turkey, a US NATO ally, have already been admonished against doing business with Russian arms exporters. Russian President Vladimir Putin is going to visit Saudi Arabia soon.

Russian Media Irritates French Government: Curbing Press Freedom
The report titled Information Manipulation: a Challenge for Our Democracies prepared by two government-linked think tanks – the French Foreign Ministry’s Center for Analysis, Planning and Strategy (CAPS) and the Defense Ministry’s Institute for Strategic Studies (IRSEM) – saw light on Sept.4. The paper urges the French government to “name and isolate” outlets that act as “foreign propaganda organs.” It suggests that journalists of Russian RT and Sputnik news outlets should not be accredited or invited to press conferences. “It’s important never to grant [these organizations] accreditation rather than to invite them to press conferences for journalists,” the document states.
Moscow is the prime target of the efforts to curb freedom of speech. The 200-page long report mentions Russia 60 times, the word Kremlin is used 48 times, Sputnik is referred to 14 times and RT is also not forgotten with the abbreviation repeated 10 times. The authors say they express personal opinions but it’s hard to believe it as they work for the government.
The French administration has demonstrated its hostile attitude toward the Russian outlets a number of times. Last year, President Emmanuel Macron accused them of having spoken “mistruths” about him and his campaign behaving not as “media outlets and journalists” but as “organs of influence, propaganda, and false propaganda.” That’s what he affirms though not a single example of spreading misinformation by the Russian media outlets has ever been provided.
The activities of Russian journalists in France are often obstructed. It’s not unusual for them to become victims of harassment. For instance, when RT France channel started to broadcast last December, 11 French public figures called on the county’s broadcasting watchdog Conseil superieur de l’audiovisuel (CSA) to recall its license.

Charles Maurice de Talleyrand, the famous French diplomat who served as foreign minister for Napoleon, said “The art of statesmanship is to foresee the inevitable and to expedite its occurrence.”
Moscow realized that the US would continue its efforts to strangle Russia economically to make countermeasures inevitable. The Russian government expedited the occurrence by taking steps to lessen the dependence on Washington, including selling off US treasury bills. The ability to foresee the worst scenario and take timely measures to prevent it pays off.
The recent events show Moscow did the right thing at the right time. Just a few months ago, it got rid of US dollars to increase gold reserves. It has taken measures to become almost immune to Western sanctions with no fiscal deficit, a solid current account balance, and very little debt.
On August 2, a bill was introduced in the US Senate to impose “crushing” sanctions on Moscow to include restrictions on new Russian sovereign debt transactions, energy and oil projects and Russian uranium imports, and new sanctions on political figures and businessmen. One package follows another to no avail as the country is well prepared for it with no “soft underbelly” left. There are more steps planned over Russia’s alleged violations of sanctions against North Korea. The vicious circle is unstoppable but the impact has been minimized.
The US has recently imposed sanctions of Turkish top officials. The well-calculated move not only damaged the bilateral relationship but also made the Turkish lira plunge to an all-time low. The currency has fallen by over 40 percent since 2016.
Meanwhile, the US is preparing new sanctions to hit its NATO ally, including what the administration calls “large sanctions’ or “designation packages” to assault Turkey’s economy dependent on foreign investments.

The European Intervention Initiative: a New Military Force Established in Europe
The predictions have come true about the emergence of a new defense group that will change the European security environment. On June 25, the defense chiefs from nine EU countries signed off on the creation of a new force called the European Intervention Initiative (EII), which is spearheaded by French President Emmanuel Macron. The new organization will have a common budget and a doctrine establishing its guidelines for acting and joint planning for contingencies in which NATO may not get involved. The group includes the UK, Germany, Denmark, the Netherlands, Belgium, Estonia, Spain, and Portugal. Italy may join soon. The initiative is not tied to the EU’s Common European Defense, which includes the PESCO agreement as well as NATO. Great Britain has always opposed the idea of creating a European defense alliance, fearing it would undermine transatlantic unity. Now it has done an about-face, as the rifts within the US grow deeper.
The new force is to be much more efficient than anything else the EU has to offer, with a streamlined decision-making process that will permit a quick reaction time. Its relatively small number of members will give it more flexibility in comparison with the EU or NATO. For instance, the EU’s four multinational military battle groups that were created as far back as 2007 have never been deployed.
Its main mission is to offer a rapid response to crises that could threaten European security. The operations are to be conducted independently from US control. The UK will remain a member of this European defense entity even after it leaves the EU next year. Denmark, which retains a special opt-out status and has not joined PESCO, is a signatory to the EII.

NATO Sabre Strike Exercise: Scaring Russia with Multiple War Games of Unparalleled Scale
This year, NATO has already organized about 100 exercises, 20 percent more compared to the same period in 2017. Saber Strike-2018, a large-scale US-led exercise involving 18,000 soldiers from 19 NATO members and partner nations, kicked off on June 3 to last till June 15. The scope of the exercise has been steadily expanding with every year. It was 11,000 troops in 2017, 9,000 in 2016, 6,000 in 2015, 4,700 in 2014 and 2,000 in 2013 – that’s how a relatively small drill turned into the regular deployment of substantial force in the proximity of Russia’s borders. Moscow expressed its concern about it at the NATO-Russia Council’s session held on May 31.
The annual multination training event organized every year since 2010 is being held across the training areas in Poland, Latvia, Lithuania and Estonia. Non-NATO countries taking part are Finland and Macedonia. Air assault landings are part of the scenario to hone the skills for launching offensive operations.
Sabre Strike is timed with Swift Response airborne drill in Latvia to culminate on June 8. It involves 800 paratroopers from US, Latvia, Lithuania, Israel and Poland.
There will be more exercises held in 2018 near Russia’s borders, including Trident Juncture, a really big one to take place in late October-early November to involve 35,000 troops from 30 nations along with 70 ships and about 130 aircraft and Anakonda organized by Poland in November. The latter will involve 100,000 servicemen, 5,000 vehicles, 150 aircraft and 45 warships. The scale is mind-boggling. One can imagine how much it costs! The Anakonda scenario includes preemptive strikes. If it’s not an open preparation for war than what is? US Army Chief of Staff Gen. Mark Milley believes it is. According to him, “Having large-scale NATO forces in the Baltic States and Poland, as well as the lack of transparency – we see serious preparation for a great war.” He knows what is talking about.

The G7 foreign ministers’ get-together took place in Toronto on April 22-23 ahead of the group’s two-day summit in June, at which time Charlevoix, Quebec will host the leaders of the United States, Britain, Canada, Germany, France, Italy, and Japan. No decisions were made on the Iran nuclear deal, Syria, or North Korea. As usual, the US decides what’s right or wrong while others countries sing the chorus. The final communiqué is a very voluminous document filled with turgid words and phrases that have little practical meaning. Actually, the event produced few, if any, results worth talking about. This casts some doubt on the prospects for the top-level event this summer.
Russia was in the crosshairs and the language was tough. “The Russophobic connotations there are obvious,” as Russian FM Sergey Lavrov noted. So what? Wasn’t it tough before? Has this “toughness” changed anything about Moscow’s behavior? “If you want to be treated as a great power, then work with us,” they say. If joining the G7 means sacrificing one’s independence to become one of “us,” then who needs such membership?
The decision to create a working group to address Russia’s “detrimental behavior” had been expected. The G7 members have already raised a hue and cry about it. Another “working group” to fuel the hysteria does not change much. The ministers agreed to keep the sanctions in force and to introduce new ones if Russia refuses to cave. This decision had been expected. It’s the US that calls the shots with the others obediently following its marching orders.
Ukraine was invited to attend for the first time. If the aim was to irritate Russia, the shot missed its target. Inviting the poorest country in Europe, known for its inefficiency and corruption, does no reflect well on them.

No, it’s not a return to George Kennan and his containment policy. It looks more like a slow strangulation, with mounting pressure everywhere. The furor over the Skripal poisoning case is being raised at a time when moves by the West are going almost unnoticed, eclipsed as they are by the narrative of nefarious Russia. Although it all started in Europe, it’s largely being done the American way.
Recent reports pieced together from different sources lead to the conclusion that a well-thought-out and well-orchestrated campaign is underway. As tensions mount, the US is calling on NATO to step up its combat readiness. At least 30,000 allied troops, accompanied by over 360 fighter planes and roughly 30 warships, should be ready for deployment to a trouble spot within 30 days after NATO commanders put their forces on alert. That proposal is being debated but the US position has generally been accepted. There is hardly any doubt that it will be approved at the NATO summit in July.
This is at a time when the EU is working in unison with NATO to make it easier for those forces to move across Europe. It has been reported recently that US MQ-9 Reaper unmanned aerial vehicles (UAVs) will start operating from Greece’s Larissa air base in May. The drones are destined for intelligence missions in sensitive areas. The Greek ports of Alexandroupolis and Thessaloniki have attracted America’s attention as facilities that could bolster the rotating US military presence in the Black Sea. According to media reports, NATO is to have a helicopter base in Alexandroupolis.

Strange things happen in East and Central Europe that get little mention from media outlets. Two heads of state, the PMs of Slovenia and Slovakia, resigned almost simultaneously. Slovak Prime Minister Robert Fico was a victim of the scandal over the murder of Jan Kuciak, a journalist who was investigating government corruption. The PM had to step down amid mass street protests.
Mr. Fico was known for his support of a stronger Visegrad Group. He opposed Brussels on many issues. It’s worth noting that he called for lifting sanctions and improving relations with Moscow. The PM was adamant that Russia was a reliable energy partner. Is it a coincidence that he was forced to resign amid the anti-Russia campaign triggered by the Skripal case and other obviously concocted stories used as false pretexts for incessant attacks on Moscow? Wasn’t he a threat to the so-called unity of the EU against Russia? He definitely was.
The PM did not hide the fact that his decision was made under great pressure. The ouster was engineered by outside forces, including philanthropist billionaire George Soros. For instance, Slovak President Andrej Kiska had a private meeting with the billionaire in September, 2017. It was a one-on-one conversation. No Slovak diplomat was present there.
According to Foreign Minister Miroslav Lajčák, “George Soros is a man who has had a major influence on the development in Eastern and Central Europe and beyond. That is a fact that cannot be questioned.” PM Viktor Orbán had this say about the event: “George Soros and his network are making use of every possible opportunity to overthrow governments that are resisting immigration.”

Economics dictate national interests. Foreign policy is the tool used to advance it. Moscow has to fight back on all fronts, but the truth is that Washington does not care much about chemical attacks in Eastern Ghouta, the Salisbury poisoning, election meddling, or so many other fairy tales used to justify its anti-Russia policy. These are just pretexts to promote US economic interests abroad.
Gas exports to Europe present exciting opportunities but supplies from Russia are cheaper and more reliable. So the US needs to get rid of the obstacle in its way — the Nord Stream 2 (NS2) pipeline, which will carry natural gas from Russia to Germany. Washington will do anything to achieve this cherished goal.
On March 15, a bipartisan group of 39 senators led by John Barrasso (R-WY) sent a letter to the Treasury Department. They oppose NS2 and are calling on the administration to bury it. Why? They don’t want Russia to be in a position to influence Europe, which would be “detrimental,” as they put it. Their preferred tool to implement this obstructionist policy is the use of sanctions. Thirty-nine out of 100 is a number no president can ignore. Powerful pressure is being put on the administration. Even before the senators wrote their letter, Kurt Volker, the US envoy to Ukraine, had claimed that NS2 was a purely political, not commercial, project. No doubt other steps to ratchet up the pressure will follow.
Their loyal friends in Europe chimed in almost simultaneously with the US lawmakers. Polish Foreign Minister Mateusz Morawiecki has proven himself to be a master at telling horror stories about the scariest things that might happen once the pipeline is up and running. On March 2, the speakers of parliament in Ukraine and Moldova signed a letter addressed to the chairs of the parliaments of the EU countries, warning about the repercussions. This is “a destabilizing factor” that will weaken Europe, they exclaim. Of course it is. Paying more for gas brought in on ships that can change course to head for a new destination if the price of gas elsewhere becomes more alluring will naturally make Europe stronger. Good reasoning!

The world held its breath watching the British government rant and rave. The threats were truly scary and the ultimatum was grim enough to give one goosebumps. Finally it all boiled down to the expulsion of 23 diplomats, threats to freeze suspicious bank accounts, the suspension of some bilateral contacts, a revoked invitation for the Russian FM to visit the UK, and the cancellation of plans by senior officials and members of the royal family to travel to see the World Cup games.
Diplomatic relations will not be severed. Russia was not added to the list of state sponsors of terrorism, as the PM had threatened to do. Instead, the British government announced some rather symbolic retaliation measures, some of which are nothing more than compliance with the Criminal Finances Act that has been in effect since 2017.
All in all, it’s much ado about nothing. No trade wars. RT can continue broadcasting. The relationship has taken a hit, but far less than what had been anticipated. The question is — why did London stop short of full-blown row with Moscow?
Voices were heard calling for a detailed investigation before any final conclusions were reached. Labor Leader Jeremy Corbyn said the UK needed “a robust dialogue with Russia on all the issues” and warned against cutting off ties. He came under harsh criticism in Parliament, although the only thing Mr. Corbyn wanted was some evidence to go on before pointing the finger at Moscow. He just wondered why the government had not made a formal request for information in accordance with Article 9, clause 2 of the Chemical Weapons Convention (CWC)? He got an emotional response, but nobody explained why the procedures described in the convention had not been invoked.
And what if Mr. Skripal pulls through and offers quite a different story? What if new witnesses appear whose testimony moves the investigation in a different direction?
The UK evidently does not want to go the whole nine yards to uncover the truth. It prefers to make accusations first and launch a halfhearted investigation second.

NPT Violated: Russia Raises Issue of Utmost Importance
Speaking at the UN Geneva Disarmament Conference, Russian Foreign Minister Sergey Lavrov said that Russia is threatened by American tactical nuclear weapons (TNW) stationed in Europe and the destabilizing effect of joint nuclear missions (JNM) that NATO forces are being trained for.
The statement is more than propitious. No progress on European security is conceivable without an agreement on what to do with tactical nukes. US TNW are deployed while Russian tactical nukes are all stored. Unlike the US, Russia does not keep them abroad. Its non-strategic delivery means cannot strike the continental US. It makes American TNW in Europe an addition to the strategic potential able to tilt the existing strategic balance.
US instructors train European personnel, the Belgian, German, Italian and Dutch, to use TNW. An example is the yearly exercise Steadfast Noon, a low-profile training event conducted in semi-secrecy. The exercise testifies to the fact that European non-nuclear states (NNS) are involved in nuclear planning. The US trains their military personnel to fight a nuclear war.
It all constitutes a flagrant violation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). It prohibits nuclear states from transferring nukes to other recipients (Article I). It also prohibits NNS from receiving TNW (Article II). About half of US air-delivered bombs in Europe to be modernized are earmarked for delivery by aircraft of Europe’s NNS, which are parties to the NPT.
In the early 2020s, modernized B61-12 guided nuclear bombs will be delivered by stealth F-35 bombers that many European NATO members are going to acquire thus achieving first strike nuclear capability.

The NATO defense chiefs’ meeting on February 14-15 was mainly devoted to sharing the defense burden and other issues routinely discussed at any event. As usual, there were turgid speeches with opaque meaning to leave one guessing what’s really behind those nice words. In fact, the alliance took two far-going decisions proving a clue to its plans for near future.
The ministers said yes to the creation of military Schengen to ease forces movements across the Old Continent. NATO is to do away with the cumbersome and lingering bureaucratic procedures hindering transportation of troops and hardware through territories of member states. One of the solutions is a standardized form used by European allies and partner states for granting permission for movements. Germany has offered to host the command center to implement the concept of free transit zone in view of its vast experience in providing logistical support.
It’s not red tape only. One thing leads to another. The military Schengen will inevitably result in additional expenditure to adapt the civilian infrastructure to military needs, upgrading roads, tunnels and bridges to enable hardware movements and heavy aircraft landings.
The decision is taken amid burgeoning preparations to boost military infrastructure near Russia’s borders. The fact that by signing the 1997 NATO-Russia Founding Act the bloc pledged not to deploy “substantial” ground forces on permanent basis close to Russia appears to be ignored and forgotten. With the document no longer valid, the bilateral military relationship will be deprived of any legal basis.
To augment the forces in East Europe, the Black Sea, the Baltics and the Scandinavian Peninsula the bloc needs new logistic hubs. Unobstructed large-scale transport movements become top priority for implementation of the war plans, such as concentrating combat-ready stocks for a full US brigade in Poland.

This is a classic example of flip-flop policy. In November, the US promised Turkey to stop arming Kurdish militias in Syria after the Islamic State was routed. Brett McGurk, the US Special Presidential Envoy to the Global Coalition to Defeat Islamic State, explained that after the urban fighting in Raqqa was over “adjustments in the level of military support” would be made. “We had to give some equipment – and it’s limited, extremely limited – all of which was very transparent to our NATO ally, Turkey,” he said during a special briefing on December 21. In June, the US told Turkey it would take back weapons supplied to the Kurdish the People’s Protection Units (YPG) militia in northern Syria after the defeat of Islamic State.
But sophisticated weapons will continue to be sent to Syria in 2018, including thousands of anti-tank rocket launchers, heat seeking missiles and rocket launchers. The list of weaponry and equipment was prepared by US Department of Defense as part of the 2018 defense budget and signed by Trump of Dec. 12. It includes more than 300 non-tactical vehicles, 60 nonstandard vehicles, and 30 earth-moving vehicles to assist with the construction of outposts or operations staging areas. The US defense spending bill for 2018 (“Justification for FY 2018 Overseas Contingency Operations / Counter-Islamic State of Iraq and Syria Train and Equip Fund”) includes providing weapons worth $393 million to US partners in Syria. Overall, $500 million, roughly $70 million more than last year, are to be spent on Syria Train and Equip requirements. The partners are the Kurds-dominated Syria Democratic Forces (SDF).
