Obama Unveils Roadmap To ‘Bailout’ Puerto Rico: “New” Bankruptcy Rules & Federal Fiscal Oversight

America is not Greece, but judging from the Obama administration’s just-unveiled plans to bailout Puerto Rico’s disastrous debt situation, the American territory may have to sacrifice a little more sovereignty to get some relief. Obama is pressing for Congress to give Puerto Rico (PR) sweeping powers to reduce its $73 billion debt burden through a form of bankruptcy protection not now available to American territoriesand will also ask lawmakers to establish an independent body to monitor the island’s fiscal affairs (a la Troika). While the proposals likely face an uphill battle in Congress, as NYTimes reports, both Democrats and Republicans are under pressure to respond because Puerto Ricans are flooding the US, particularly in central Florida, and are becoming an increasingly important voting block in the 2016 presidential race.

Puerto Rico is teetering under debt amassed from years of borrowing as the economy failed to grow and residents left for the U.S. mainland. Governor Alejandro Garcia Padilla is seeking to persuade investors to accept less than they’re owed, saying tax increases and spending cuts alone won’t be sufficient to eliminate the government’s budget shortfalls.

Creditors say that the island’s government has been seeking to portray the fiscal situation in Puerto Rico as beyond repair, hoping to force the administration and Congress to act. As The NY Times reports, on Wednesday, Puerto Rico took the unusual step of announcing that talks over restructuring about $750 milllion of the island’s debt had broken off, a move that some creditors saw as posturing to Washington for help.

PM-Elect Of ‘US Ally’ Canada Wastes No Time: Tells Obama Will Withdraw Fighter Jets From Syria, Iraq

With the ink still damp on voter slips, newly crowned elected Canadian Prime Minister Justin Trudeau wasted no time in fulfilling the first of his liberal “hope” and “change” promises. As AFP reports, hours after defeating Stephen Harper, Trudeau has told US President Obama that he will withdraw Canadian fighter jets from Syria and Iraq, though giving no timeline. So far, the US response is a mutedly diplomatic but tinged with guilt, “We have stood shoulder to shoulder with Canadian armed forces… in Iraq and Afghanistan,” from the US State Department.

“About an hour ago I spoke with President Obama,” Trudeau told a press conference.

While Canada remains “a strong member of the coalition against ISIL,” Trudeau said he made clear to the US leader “the commitments I have made around ending the combat mission.”

Canada last year deployed CF-18 fighter jets to the region until March 2016, as well as about 70 special forces troops to train Kurds in northern Iraq.

During the campaign, Trudeau pledged to bring home the fighter jets and end its combat mission. But he vowed to keep military trainers in place.

His new Liberal government will be “moving forward with our campaign commitments in a responsible fashion,” Trudeau said.

“We want to ensure that the transition is done in an orderly fashion.”

Earlier on Tuesday, as Sputnink News reports, the US State Department addressed questions as to whether or not it was concerned that Canada’s new government may not support US foreign policy regarding IS presence in Afghanistan.

“These are all decisions the Canadian people have to make and Canadian legislators have to make… and their Prime Minister [has to make],” department spokesperson John Kirby told reporters.

“We have stood shoulder to shoulder with Canadian armed forces…in Iraq and Afghanistan,”he added.

While this move seems like a hope-y and change-y step forward, the lack of timeline leaves plenty of room for the neocons to knock on Trudea’s door and shower gifts on an economy floundering on the verge of “Emerging Market” status (as HSBC analysts warned).

Obama Slams The Door On Future U.S. Arctic Drilling

The Obama administration officially shut the door on Arctic drilling, a move that could prevent any new drilling for years to come.

The U.S. Department of Interior announced on October 16 that it would cancel two lease sales for offshore acreage, which had been scheduled to take place in 2016 and 2017. Environmental groups have been doggedly criticizing the Obama administration for allowing Royal Dutch Shell to drill in the Arctic to begin with, citing the potential catastrophe if an oil spilled occurred. They had called upon the President to deny any permits to Shell.

But it wasn’t environmental protest that killed off Shell’s drilling campaign. What really forced the Anglo-Dutch company to retreat was low oil prices and disappointing drilling results.

Similarly, the Obama administration is now shutting the door on future lease sales not because of concerns over the environment, but “In light of current market conditions and low industry interest,” as Interior put it in a statement.

On its face, the move is a logical one. Few other companies were interested in drilling in the Chukchi or Beaufort Seas, despite several having purchased leases years ago. Statoil and ConocoPhillips, two other large oil companies interested in the Arctic, had previously put their Arctic ambitions on ice because of the difficulty and high costs associated with drilling in the region. With Shell announcing that it would suspend U.S. Arctic exploration for the “foreseeable future” there are now zero companies that are viably interested in drilling anytime soon.

Remarkably, however, the interest in new leases had dried up even before the downturn in oil prices. Interior said that it put a “Call for Information and Nominations” in September 2013, which is essentially a way for the government to solicit interest from the industry on which areas to auction off based on their interest.

Some of the US’s major allies appear more and more convinced that Barack Obama is losing his political influence on the Syrian conflict and the fight against the self-proclaimed Islamic State terror group, according an analysis in the US media.

Key US partners are increasingly fixing their eyes on Moscow rather than Washington, writes Dan de Luce, a columnist for Foreign Policy.

According to de Luce, the recent visit of Saudi Arabia’s defense minister Mohammed bin Salman to the Russian city of Sochi showcases on the one hand to what extent the “power dynamics” in the Middle East has changed, and on the other — that, in US allies’ eyes, President Putin is close to taking Barack Obama’s place of “regional kingmaker.” The author pointed out that high-profile representatives of Saudi Arabia and other Gulf countries are now “knocking on Putin’s door instead of that of the Oval Office.”The visit of the Saudi minister, de Luce noted, suggests Riyadh is looking into the opportunity of an agreement under which Syrian president Bashar al-Assad would stay in power for a longer period of time in exchange for the creation of Russian-Saudi joint forces in the fight against IS.

“If the Saudi visit was coordinated with the US, that would be one thing, but if it wasn’t, it was the Saudis again saying to us, ‘You’re irrelevant,’” FP quoted former US ambassador to Syria Ryan Crocker as saying.

US Rejects Hospital Bombing Investigation, Instead Smashes into Hospital in Tank, Destroying Evidence

Since initial US claims that the protected DWB hospital was a “Taliban stronghold” and so forth have been debunked as stupid, the US now claims it targeted the hospital because one man, a “Pakistan Inter-Services Intelligence spy”, was inside.

However, Glenn Greenwald points out that the US puppet government in Afghanistan has had it out for DWB for some time because they treat patients indiscriminately, whereas US allies like Israel, for example, discriminate between patients, treating Al Qaeda fighters while targeting members of the UN-recognized Syrian government: “Israel has opened its borders with Syria in order to provide medical treatment to Nusra Front and al-Qaida fighters wounded in the ongoing civil war, according to The Wall Street Journal.”

On October 14th, an “international panel” announced that it was “ready to investigate the deadly US [hospital] bombing”, but would need “assurances from Barack Obama and the Afghan president, Ashraf Ghani, that their governments [would] comply.”

The US rejected the initiative for the investigation, and instead, on October 15th, sent soldiers to smash up the bombed hospital with a tank, “destroy[ing] potential evidence” for the war crimes investigation.

To explain this, the US announced that the tank was carrying the US’s own “investigators”.

In the mean time, a whistle-blower has released classified documents on Obama’s global assassination ring that illustrate gross recklessness and confirm that almost one hundred percent of the people being killed are not actual targets – though targeting people and executing them is also criminal.

Advanced symptoms of the disease are apparent, as corporations dominate nearly every aspect of society, and government serves them as a tool to consolidate their power ever further. A Corporate State has a Corporate Government, which enacts Corporate Laws, pushes for a Corporate Economy, and then provides Corporate Jobs (aka McJobs), Corporate Education, and Corporate Healthcare to a Corporate Citizenry.

A Corporate State is a Corporation-ruled state.

In a Corporate State no one but a stooge will stand as President. No matter whether in charge is a bubba from Arkansas, a sham cowboy, a sissy black, or a warmongering harebrained bitch: a stooge bears no responsibility. However indecent or heinous he might be, as long as he’s doing his Corporate Bidding, he’ll brazenly beat the rap. The rise of dissenting voices will remain offstage; unheard, ineffective. US Paradrops 50 Tons Of Ammo To Syrian Rebels

As we noted over the weekend, the US has now thrown in the towel on the ill-fated (and that’s putting it lightly) strategy of training Syrian fighters and sending them into battle only to be captured and killed by other Syrian fighters who the US also trained.

The Pentagon’s effort to recruit 5,400 properly “vetted” anti-ISIS rebels by the end of the year ended in tears when the entire world laughed until it cried after word got out that only “four or five” of these fighters were actually still around. The rest are apparently either captured, killed, lost in the desert, or fighting for someone else.

This has cost the US taxpayer somewhere in the neighborhood of $40 million over the last six months.

Because this latest program was such a public embarrassment, the Pentagon had to come up with a new idea to assist Syria’s “freedom fighters” now that they are fleeing under bombardment by the Russian air force only to be cut down by Hezbollah.

The newest plan: helicopter ammo. No, really. The US has now resorted to dropping “tons” of ammo into the middle of nowhere and hoping the “right” people find it. 

No, really.

U.S. military cargo planes gave 50 tons of ammunition to rebel groups overnight in northern Syria, using an air drop of 112 pallets as the first step in the Obama Administration’s urgent effort to find new ways to support those groups.

Details of the air mission over Syria were confirmed by a U.S. official not authorized to speak publicly because the details have not yet been formally announced.

C-17s, accompanied by fighter escort aircraft, dropped small arms ammunition and other items like hand grenades in Hasakah province in northern Syria to a coalition of rebels groups vetted by the US, known as the Syrian Arab Coalition.

Bang, You’re Dead

Apropos of the recent Roseburg, Oregon, school massacre that left nine dead, President Obama said, “we’re going to have to come together and stop these things from happening.” That’s an understandable sentiment, and the president has to say something, after all. But within the context of how life is lived in this country these days, we’re not going to stop these things from happening.

And what is that context? A nation physically arranged on-the-ground to produce maximum loneliness, arranged economically to produce maximum anxiety, and disposed socially to produce maximum alienation. Really, everything in the once vaunted American way of life slouches in the direction of depression, rage, violence, and death.

This begs the question about guns. I believe it should be harder to buy guns. I believe certain weapons-of-war, such as assault rifles, should not be sold in the civilian market. But I also believe that the evolution of our Deep State — the collusion of a corrupt corporate oligarchy with an overbearing police and surveillance apparatus — is such a threat to liberty and decency that the public needs to be armed in defense of it. The Deep State needs to worry about the citizens it is fucking with.

The laws on gun sales range from ridiculously lax in many states to onerous in a few. Yet the most stringent, Connecticut, (rated “A” by the Brady Campaign org), was the site of the most horrific massacre of recent times so far, the 2012 Sandy Hook School shooting. The handgun law in New York City is the most extreme in the nation — limiting possession only to police and a few other very special categories of citizens. But it took the “stop-and-frisk” policy to really shake the weapons out of the gang-banging demographic. And now that Mayor Bill deBlasio has deemed that “racist,” gang-banging murders are going up again.

China Threatens The U.S., Says Will “Not Tolerate Violations Of Its Territorial Waters”

While the geopolitical posturing between the US and China over the South China Seas is nothing new, the latest and most dramatic installment started just one month ago, when as part of its celebration to commemorate the successful victory over Japan in World War II, China sailed five warships to the Bering Sea, off the coast of Alaska, just as Obama was quite literally taking selfies of himself a few hundred miles away.

Then yesterday, in the latest US attempt to one-up China despite the now long forgotten visit of China’s president to the US which clearly achieved absolutely nothing, and resolved even less, we reported that the US would retaliate to the most recent Chinese “prank” by sailing warships close to China’s artificial islands in the South China Sea as a signal to Beijing that Washington does not recognise Chinese territorial claims over the area.

A senior US official told the Financial Times that the ships would sail inside the 12-nautical mile zones that China claims as territory around some of the islands it has constructed in the Spratly chain. The official, who did not want to be named, said the manoeuvres were expected to start in the next two weeks.

The move, which is likely to raise tensions between the powers, comes amid disagreement over several issues, including US allegations that China is engaging in commercial cyber espionage.

Which is odd: one would think this could have been cleared up just two weeks earlier when the two presidents were having a state dinner in the White House (where Michele Obama was dressed in Vera Wang). One wonders just what the topic of conversation was if this most important aspect of geopolitical tensions was left entirely uncovered.

On October 2 President Barack Obama, alluding to Russia’s decision to launch air strikes in Syria, told reporters at the White House that for Russia to view the forces targeted “from the perspective they’re all terrorists [is] a recipe for disaster, and it’s one that I reject.”

In other words, he was saying that Moscow is not (as it claims) really focusing on ISIL and the al-Nusra Front but on the anti-regime opposition in general, which supposedly includes “moderates.”

Never mind that Obama himself as well as Joseph Biden have on occasion pooh-poohed the existence of a moderate armed opposition that controls territory in Syria. Didn’t Biden say last year at Harvard that “there was no moderate middle [in Syria] because the moderate middle are made up of shop-keepers, not soldiers”?

And hasn’t it been shown that maps showing territory in the hands of the “Free Syrian Army” are the figments of propagandists’ imagination? The FSA has no coordinated command structure and its networks overlap those of groups that Washington would not normally define as “moderate” (unless it wanted to rehabilitate al-Qaeda, which having attacked the U.S. on 9/11 and supposedly the cause of all the—disastrous—post-9/11 U.S. military actions in the Middle East), has gradually become my-enemy-against-my-enemy and hence a new found friend.

Seriously. Gen. David Petraeus, architect of the “surge” in Iraq in 2007 and former head of the CIA (until brought down in a sex/email-misuse scandal), has actually suggested that the U.S. support al-Qaeda—the al-Nusra Front—in Syria to defeat the bigger foe that is ISIL. (It does seem one man’s extremist is another man’s “moderate,” especially under confusing crisis circumstances. And that every cable news anchorperson will call “moderate” whatever the State Department demands—without knowing jack-shit about the facts, this not being required by that profession.)

The Trans-Pacific Partnership: Permanently Locking In The Obama Agenda For 40 Percent Of The Global Economy

Obama LaughingWe have just witnessed one of the most significant steps toward a one world economic system that we have ever seen.  Negotiations for the Trans-Pacific Partnership have been completed, and if approved it will create the largest trading bloc on the planet.  But this is not just a trade agreement.  In this treaty, Barack Obama has thrown in all sorts of things that he never would have been able to get through Congress otherwise.  And once this treaty is approved, it will be exceedingly difficult to ever make changes to it.  So essentially what is happening is that the Obama agenda is being permanently locked in for 40 percent of the global economy.

The United States, Canada, Japan, Mexico, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam all intend to sign on to this insidious plan.  Collectively, these nations have a total population of about 800 million people and a combined GDP of approximately 28 trillion dollars.

Of course Barack Obama is assuring all of us that this treaty is going to be wonderful for everyone

In hailing the agreement, Obama said, “Congress and the American people will have months to read every word” before he signs the deal that he described as a win for all sides.

“If we can get this agreement to my desk, then we can help our businesses sell more Made in America goods and services around the world, and we can help more American workers compete and win,” Obama said.

Sadly, just like with every other “free trade” agreement that the U.S. has entered into since World War II, the exact opposite is what will actually happen.  Our trade deficit will get even larger, and we will see even more jobs and even more businesses go overseas.

I couldn’t help but notice that over the past few weeks the Empire has become extremely silly—so silly that I believe it deserves the title of the World’s Silliest Empire. One could claim that it has been silly before, but recent developments seem to signal a quantum leap in its silliness level.

The first bit of extreme silliness surfaced when Gen. Lloyd J. Austin III, the head of the United States Central Command, told a Senate panel that only a very small number of Syrian fighters trained by the United States remained in the fight—perhaps as few as five. The tab for training and equipping them was $500 million. That’s $100 million per fighter, but that’s OK, because it’s all good as long as the military contractors are getting paid. Things got even sillier when it later turned out that even these few fighters got car-jacked by ISIS/al Qaeda in Syria (whatever they are currently calling themselves) and got their vehicles and weapons taken away from them.

The next silly moment arrived at the UN General Assembly meeting in New York, where Obama, who went on for 30 minutes instead of the allotted 15 (does Mr. Silly President know how to read a clock?) managed to use up all of this time and say absolutely nothing that made any sense to anyone.

But it was Putin’s speech that laid out the Empire’s silliness for all to see when he scolded the US for making a bloody mess of the Middle East with its ham-handed interventions. The oft-repeated quote is “Do you understand what you have done?” but that’s not quite right. The Russian «Вы хоть понимаете теперь, чего вы натворили?» can be more accurately translated as “How can you even now fail to understand what a mess you have made?”

Doctors Accuse White House Of Lying To Justify “Collateral Damage” In Kabul Hospital Bombing

By way of excuse for what President Obama called “a tragic incident,” (and The UN called a ‘war crime’) US officials have claimed that the Taliban were fighting from within the Kabul hospital (which was destroyed by a US air strike yesterday killing at least 19 including 3 children) using aid workers as “a human shield.” However, this justification for the ‘collateral damage’ has been vehemently denied by Medecins Sans Frontier (MSF) who have issued a statement dismissing the US claims, “the gates of the hospital compound were closed all night so no one that is not staff, a patient or a caretaker was inside the hospital when the bombing happened…” but, the US strike has done one thing, as one local health official concluded, “this city is no longer for the living.”

In a statement, President Barack Obama offered condolences to the victims of what he called “the tragic incident” where as we detailed previously, the aid group MSF has said an air strike, probably carried out by U.S.-led coalition forces, killed 19 staff and patients on Saturday in a hospital it runs in Kunduz, leaving 37 wounded. The ‘reason’ offered by US officials, as Reuters reports,

The U.S. military said it conducted an air strike “in the vicinity” of the hospital, as it targeted Taliban insurgents who were directly firing on U.S. military personnel.

In Kabul, the Afghan Ministry of Defense said Taliban fighters had attacked the hospital and were using the building “as a human shield”. 

But the medical aid group denied this.

“The gates of the hospital compound were closed all night so no one that is not staff, a patient or a caretaker was inside the hospital when the bombing happened,” Medecins Sans Frontieres said in a statement on Sunday.  “In any case, bombing a fully functioning hospital can never be justified.”

Witnesses said patients were burned alive in the crowded hospital after the airstrike. Among the dead were three children being treated.

Europe is being overrun by refugees from American bombing campaigns in Libya and Syria, which created a failed state in Libya, and which threaten to do the same in Syria. Europe is thus being forced to separate itself from endorsing the U.S. bombing campaign that focuses against the Syrian government forces of the secular Shiite Syrian President Bashar al-Assad, instead of against his fundamentalist Sunni Islamic opponents, the jihadist groups (all of which are Sunni), such as ISIS, and Al Qaeda in Syria (al-Nusra)

A member of the Iraqi parliament has said:

The pressure on the Syrian regime, which is fighting ISIS, must be lifted. They should not try to strengthen the feeble Free Syrian Army [FSA]. There is no FSA. There is ISIS in Syria and Iraq. You cannot fight ISIS in Iraq, yet support it in Syria. There is one war and one enemy. The U.S. should give up its hypocrisy. People are not brainless.

The European publics oppose America’s bombings, which have poured these refugees from American bombing, into Europe. European leaders are starting to separate from alliance with the United States.

U.S. Senator John McCain, who, as a fanatical Vietnam-war bomber-pilot, has always hated Russia even more than does U.S. President Barack Obama (who got his hatred from other sources), is egging Obama on to war against Russia in Syria; he says, “We need to have a no-fly zone,” where we prohibit Russia’s planes from bombing areas that are controlled by American-supported jihadists (which the U.S. government still euphemistically calls “the Free Syrian Army”).

The killing earlier this week of at least 131 civilians at a wedding party was only the latest and deadliest event in a campaign of airstrikes in Yemen by a foreign coalition led by Saudi Arabia. The United Nations High Commissioner for Human Rights (UNHCR) reports that during a six-month period from late March until last week (even before the incident involving the wedding) at least 2,355 civilians had been killed in the fighting in Yemen, with almost two-thirds of the deaths caused by airstrikes conducted by Saudi Arabia and its Gulf Arab allies.

The same Saudi-led coalition is maintaining a blockade of Yemen’s main seaports that has further exacerbated a humanitarian crisis in which, according to UNHCR, four out of five Yemenis require assistance.

This carnage and associated suffering are being largely overlooked and even excused in the United States. In fact, according to official White House statements, the Obama administration is providing “logistical and intelligence support” to the Saudi-led military intervention.

Insufficient attention to what is really going on in Yemen can be partly explained by the distractions of what is going on elsewhere in the Middle East. Most recently this has included the Russian military intervention in Syria, which has received far more attention than the Yemeni war but, especially with this week’s Russian airstrikes, is remarkably similar in both nature and purpose to what the Saudis are doing in Yemen.
