There is much on the Internet these days about documents allegedly hacked by Anonymous; these documents belong to the “Integrity Initiative” and describe a multi-country effort, funded by London and Washington, to counter “Russian propaganda” and “fake news”. Since the initial story broke, a good deal of confusion has been laid down: Wikileaks is doubtful, and Anonymous itself is being evasive. On the other hand, Integrity Initiative doesn’t entirely deny.

But even if entirely false, they would be in that curious category of “fake but true”: Integrity Initiative does actually exist and here is its website. It is certainly engaged in anti-Russia propaganda. It publishes articles locking the barn door after the horses have escaped: yes, “Novichok” is terribly deadly but that doesn’t mean it will kill you. But, if it isn’t strong enough to kill you today, it may be strong enough to kill someone four months later. Its most memorable statement is surely this:

The Kremlin has invested more operational thought, intent and resource in disinformation, in Europe and elsewhere in the democratic world, than any other single player.

A statement that would stun anyone who’s ever been in a hotel and gone channel cruising: RT’s in there somewhere along with CNN, MSNBC, Fox, BBC, DW, France Télévisions, Rai and so on. A tiny voice in a bellowing crowd. But, after all, these are the people who tell us that Russia affected the US election with one FB message per 400 million others.

The Integrity Initiative is one of many. We had, and still have, the Legatum Institute which worried about “Russian disinformation” back in 2013, a pair of British thinktankers two years later also worried about “Russia’s information warfare in the UK“.

US Lawmakers Introduce Bill to Kill Prospects for Arms Control

US Senator Tom Cotton and Congresswoman Liz Cheney have introduced a bill that prevents extending the New Strategic Arms Reduction Treaty (New START) with Russia or the Stopping Russia Nuclear Aggression Act. It says “Under no circumstances should the United States agree to extend the New START Treaty beyond the current expiration in 2021 without drastic improvements to the deeply flawed deal.” The bill includes the provision of Russia’s agreement to verifiably reduce its stockpile of tactical nuclear weapons. It also stipulates that the new weapons mentioned in the President Putin’s famous speech in March must be included into the count.

New START limits the US and Russia each to no more than 1,550 deployed strategic warheads and 700 deployed strategic delivery vehicles. Effective since 2011, the agreement covers a 10-year period until February 2021 with the possibility of a five-year extension. So far, the talks on extending the agreement have not been kicked off to the dismay of many arms control wonks.

President Donald Trump has announced his intention to jettison the 1987 Intermediate-range Nuclear Forces (INF) Treaty citing Russia’s alleged “violation” and the “threat” supposedly coming from China.  Decried by the president last year, New START may be next up on the chopping block. He does not like anything done during President Obama’s tenure. The other option is an analog of the 2002 Strategic Offensive Reductions Treaty (SORT), which limited deployed warheads without verification provisions. According to Andrea Thompson, Undersecretary of State for Arms Control and International Security, the future of New Start depends on Moscow’s readiness to limit the new strategic systems President Putin mentioned in his famous speech in March.

G20 Summit, Top Agenda Item: Bye-Bye American Empire

The G20 summits are nominally about how the world’s biggest national economies can cooperate to boost global growth. This year’s gathering – more than ever – shows, however, that rivalry between the US and China is center stage.

Zeroing in further still, the rivalry is an expression of a washed-up American empire desperately trying to reclaim its former power. There is much sound, fury and pretense from the outgoing hegemon – the US – but the ineluctable reality is an empire whose halcyon days are a bygone era.

Ahead of the summit taking place this weekend in Argentina, the Trump administration has been issuing furious ultimatums to China to “change its behavior”. Washington is threatening an escalating trade war if Beijing does not conform to American demands over economic policies.

President Trump has taken long-simmering US complaints about China to boiling point, castigating Beijing for unfair trade, currency manipulation, and theft of intellectual property rights. China rejects this pejorative American characterization of its economic practices.

Nevertheless, if Beijing does not comply with US diktats then the Trump administration says it will slap increasing tariffs on Chinese exports.

The gravity of the situation was highlighted by the comments this week of China’s ambassador to the US, Cui Tiankai, who warned that the “lessons of history” show trade wars can lead to catastrophic shooting wars. He urged the Trump administration to be reasonable and to seek a negotiated settlement of disputes.

The problem is that Washington is demanding the impossible. It’s like as if the US wants China to turn the clock back to some imagined former era of robust American capitalism. But it is not in China’s power to do that. The global economy has shifted structurally away from US dominance. The wheels of production and growth are in China’s domain of Eurasia.

On Nov. 25, three Ukrainian naval ships made an unauthorized crossing through Russian territorial waters. The Russian Coast Guard took measures to force them to comply with the rules. They did not. There can be little doubt that Kiev sent those ships to deliberately provoke Russia. Every ship that passes through that waterway must contact the Kerch Sea Port authorities, report her route and destination, and be given permission to sail through. It’s really that simple, but Ukraine’s group of ships had not notified Russia in advance of their plans. Warnings to stop their dangerous maneuvering were met with a deaf ear. The Ukrainian vessels defiantly ignored the requests to leave Russia’s territorial waters.

Kiev has rushed to accuse Moscow of “military aggression.” The incident immediately captured the headlines, with Western leaders raising their voices to back Ukraine without even offering any details about exactly what had happened or what had sparked this dangerous turn of events. NATO Secretary General Jens Stoltenberg wasted no time to express the bloc’s “full support for Ukraine’s territorial integrity and sovereignty, including its full navigational rights in its territorial waters under international law.” Canada, Poland, and Denmark, in addition to some other countries, were quick to join their voices to the anti-Russian choir. It serves their purpose to brush aside both the details as well as any attempts to try to gain insight into the real causes of this incident in particular or the deterioration of the situation in the Azov Sea in general.

On Nov. 26, Ukrainian President Petro Poroshenko signed a bill imposing martial law. Once approved by parliament, it will remain in effect for at least one month. Afterward it can be extended.

Those who have been saying that the West has turned Russia into a scapegoat to be blamed for each and every thing that goes wrong have been proved right. We have witnessed concocted stories invented to denigrate Moscow that have gone viral as directed by the secret services. The UK, the country that is spearheading the anti-Russian information campaign, offers a good example that illustrates how this is being done.

An online group of hackers known as Anonymous has just revealed covert UK activities in the EU. According to the documents released by that group, London is in the midst of a major program to interfere in the internal affairs of EU members, the US, and Canada. Anonymous threatens to release more information on the clandestine operations of the UK government, unless it agrees to remove the shroud of secrecy protecting those information-warfare efforts. On Nov. 24 Twitter deleted RT comments on the issue. The UK knows it has friends it can rely on in a crunch.

The Integrity Initiative is a London-based organization set up and funded by the government-friendly Institute for Statecraft, in cooperation with the Free University of Brussels (VUB) to wage information-warfare operations against Russia. Anonymous calls it a “large-scale information secret service.” It aims to “change attitudes in Russia itself” as well as the influence of Russian natives living abroad. The Integrity Initiative’s budget for the fiscal year ending on March 31, 2019 is estimated at £1.96 million ($2.51 million). The network has received grants from NATO, the US State Department, and Facebook.

The Initiative’s operations have been kept under wraps. Its activities are conducted by “clusters” of local politicians, journalists, military personnel, scientists, and academics involved in anti-Russian propaganda efforts. The list includes William Browder, a US-British businessman convicted in absentia in Russia for tax evasion.

Watching the complete betrayal of Brexit by British Prime Minister Theresa “The Gypsum Lady” May is proving to be a wake up call for Italians. The latest polling results coming out of Italy show that while the populist coalition in Italy is unpopular in Brussels it is still very popular with Italians.

And that’s a good thing because when you look closely at Brexit negotiations it is clear that all that matters is the EU retaining power over the U.K. and not what is in the best interest of anyone involved, British or otherwise.

The Italian coalition partners still command nearly 60% of all Italians’ support, only their preference has changed. Lega now outpolls Five Star Movement (M5S) 33% to 26%, while the other center-right parties, namely Silvio “Stalking Horse” Berlusconi’s Forza Italia have collapsed (from 14% at March’s elections to just 7% now).

And roughly that same number now see the EU as mistreating Italy. These numbers will only get worse if the EU goes through with levying fines against Italy for submitting a budget Brussels doesn’t like.

Moreover, now we’re seeing support for Italeave rise as well. A recent poll by Politico Magazine posted over at Zerohedge shows a slight majority of Italians under age 45 are ready to do just that, leave the European Union.

The over 45 crowd is still enamored with the ideal of the EU tying together a warring Europe rather than confront the reality of what it actually is, a distant and tyrannical oligarchy led by unelected technocrats with strong ties to old money and old power.

The source of this support comes from, I think, the stark contrast between May’s appeasement of rankled EU leadership over the British people’s temerity to want out of their wretched union and how Deputy Prime Minister Matteo Salvini is attacking Brussels’ hypocrisy over fiscal restraints.

The World Order That’s Now Emerging

The Post-World-War-II world order was dominated by the one WWII major combatant that had only 0.32% of its population (the lowest percentage) killed by the war: the United States. The Soviet Union’s comparable number killed by the war was the highest — it was 13.7% — 4.28 times higher than America’s. The US was the main force that defeated Japan and so won WWII in Asia. The USSR, however, was the main force that defeated Germany and so won WWII in Europe. The USSR suffered vastly more than did the US to achieve its victory. In addition to suffering 4.28 times the number of war-deaths than did US, the USSR’s financial expenditures invested in the conflict, as calculated by Jan Ludvik, were 4.8 times higher than were America’s financial expenditures on the war.

Thus, at the war’s end, the Soviet Union was exhausted and in a much weaker condition than it had been before the war. By contrast, the US, having had none of the war’s battles occurring on its territory, was (by comparison) barely even scratched by the war, and it was thus clearly and overwhelmingly the new and dominant world-power emerging from the war.

That was the actual situation in 1945.

The US Government did not sit on its haunches with its enormous post-war advantage, but invested wisely in order to expand it. One of the first investments the US made after the war was the Marshall Plan to rebuild the European countries that had now become the US aristocracy’s vassal-states. The heavily damaged USSR possessed no such extra cash to invest in (rebuilding) its vassals. Furthermore, the USSR’s communist regime was additionally hobbled by Karl Marx’s labor theory of value, which produced prices that contained no useful information about demand and thus no constructive information for planners. (Planning is essential regardless whether an enterprise is private or public.)

Italy Throws Down the Gauntlet to Challenge the Brussels Establishment

The EU has had a lot of trouble on its hands, as its members, such as Poland and Hungary, are openly challenging the established order. This time it’s a very serious situation, because Brussels is facing defiance from Italy, the 3rd largest national economy in the eurozone and the 8th largest global economy in terms of nominal GDP. It has a population of over 60 million. It is also a Europhile country and the bloc’s founding member.

The Italian government has rejected the EU’s calls to revise its draft budget for 2019 that includes a 2.4% deficit of GDP, which could dangerously boost the nation’s public debt. The ruling coalition in Rome, which is made up of the League and the populist Five Star Movement, has decided to increase borrowing so that it can fund its campaign promises, such as lowering the retirement age and increasing welfare payments.

Last month the European Commission claimed that these spending targets went against EU rules. Rome is burdened by the second-highest amount of public debt in the eurozone. There’s a 131.8% difference between borrowing and economic output there, but the government believes it will achieve substantial economic growth, while the EU’s predictions for Italy are rather gloomy. Nov. 13 was the deadline for submitting a revised draft budget. Rome did not comply. Now the EU leadership is threatening it with sanctions it until it falls into line. Italy could be slapped with a fine of €3.4 billion.

The Italian government takes an independent stance on a multitude of issues. It is seen as Russia-friendly in its calls for lifting, or at least easing, the sanctions against the Russian Federation.

In order to understand today’s demonization of Vladimir Putin, one must go back to US President George W. Bush’s propaganda for “regime-change in Iraq” and demonization of Saddam Hussein at that time. The US regime now has come to recognize that with Putin’s high approval-ratings from the Russian public, the US aristocracy’s dream of fomenting Putin’s ouster by Russia’s voters will not work; and, so, all foreign leaders who cooperated with Russia, such as Saddam Hussein, Muammar Gaddafi, Viktor Yanukovych, and Bashar al-Assad, were first targeted by the US regime for “regime-change,” so as to isolate Russia and soften it up for the demanded US-takeover (‘democracy’, ‘free market’, etc., which Russia actually now already has, at least as much as America does); and, then, since that hasn’t yet worked, came the US aristocracy’s campaign to ‘protect The West’ by NATO troops and weapons surrounding Russia and forcing regime-change in Russia. It has escalated now to the point where World War III is more likely than ever it was during the Cold War.

Regime-change in Russia will thus either occur by the democratic vote of the Russian public at some distant time and produce a Russian Government that’s likely to be against the US regime in every possible way (which the current Russian Government is not), or else it will require a US-and-allied invasion of Russia, and that would destroy the world (but the US aristocracy want it anyway).

However, America’s aristocracy (or as they call it when referring to the same thing in low-income countries, “oligarchs”) — basically just its billionaires — are very impatient; they want to control the entire planet during their own lifetimes, and care little (if at all) about what will happen to the planet after they’re gone.

Secretary of State Mike Pompeo is not a very bright guy. He is, like his boss, a thin-skinned bully with a narrow view of the world focused on US righteousness. With the sanctions going into place on Iran this week he gave an interview with the BBC which laid bare what happens when you scratch Pompeo just a hair beneath the polished surface.

Pompeo will be happy to see the people of Iran starve to achieve his ends. And those ends are purely in service of not only Israel and Saudi Arabia but the military contractors who back him and direct so much of the policy coming out of D.C.

Pompeo: Yeah, we’re going to work to do two things: that things that are sanctioned don’t happen, and things that are permitted to happen are permissible, and can in fact happen. [Speaking of food and medicine flowing unimpeded]

Well, remember, just so you remember, the leadership has to make a decision that they want their people to eat. They have to make a decision that they want to use their wealth to import medicine, and not use their wealth to fund Qasem Soleimani’s travels around the Middle East with – causing death and destruction. That’s the Iranian Government’s choice on how to use Iranian wealth. If they choose to squander, if the Iranian leadership chooses to spoil it, if they choose to use it in a way that doesn’t benefit the Iranian people, I’m very confident the Iranian people will take a response that tries to fix that themselves as well.

Aside from the fact that Pompeo has no idea how commerce works, this is a horrific statement. We’re going to destroy your economy and if you don’t overthrow your government you will starve.

Russia and Venezuela are among the countries the EU, including Great Britain, has imposed sanctions on. Both nations have been targets of London’s vigorous attacks, being blamed for numerous nefarious things they have allegedly done. The UK insists that everyone play by the rules. Meanwhile, London is making mockery of commonly accepted norms in the international relations.

The government of Venezuela is seeking to eventually repatriate at least 14 tons of gold held at the Bank of England (BOE). It has recently asked to release the gold bars worth about £420 million or $550 million. This is the right and timely move as the new round of punitive measures recently imposed on Caracas by Washington showed. The Bank has refused to do so!

UK officials have reportedly insisted that Venezuela clarify its intentions for the gold. Venezuelan President Maduro is suspected by London of harboring plans to sell the national treasure for personal gains. There is also a subterfuge used to explain why the Venezuelan property has not been returned to the owner. The UK says it’s very hard to obtain insurance for the shipment to move the large cargo. Even if Venezuela gets the gold back, it’ll be a large order to use it for raising hard currency because of the new round of US sanctions announced on Nov.1. With the penalties in place, it’s impossible to sell the gold straight from the Bank of England.

The UK knows better who should be suspected of what and who can be trusted to have one’s own property returned. If it’s not theft, then what is? The rules of civilized behavior, you say? Forget about it, it’s up to London, faithfully complying with the instructions coming from Washington, to decide what’s civilized and what’s not.

Psychology Today defines confirmation bias as:

Once we have formed a view, we embrace information that confirms that view while ignoring, or rejecting, information that casts doubt on it. Confirmation bias suggests that we don’t perceive circumstances objectively. We pick out those bits of data that make us feel good because they confirm our prejudices. Thus, we may become prisoners of our assumptions.

Or, closer to the topic of this essay:

Of course there is going to be a bad reaction from Russia, and then [the NATO expanders] will say that we always told you that is how the Russians are — but this is just wrong.

This quotation is from an interview of George Kennan by Thomas Friedman published in the New York Times twenty years ago. He was speaking about what was then called “NATO expansion” (later changed to the more anodyne – and deceptive – phrase “NATO enlargement”. (I as a civil servant in the Canadian Department of National Defence used to amuse myself by seeing if I could sneak the forbidden “expansion” – an altogether more honest word – into briefing notes for the Higher Ups. As I recall, I got away with it about half the time. A trivial pleasure in the evolving disaster.)

But back to Kennan, Mr X, the author of the Long Telegram, the founder of “containment“, the man who actually lived long enough to see his recommendations, not only followed, but successful. He was right: in the long term, the Soviet system was not sustainable; it was, as Russian President Putin said: “a road to a blind alley“.

In 1987, Paul Kennedy, a British professor of history at Yale University, unleashed a political and intellectual firestorm with the publication of his great (677-page) book, “The Rise and Fall of the Great Powers.” Kennedy produced a magisterial overview of the competition for global power over the past 500 years from 1500 AD to the present.

Kennedy proposed the thesis that any power that achieved, imagined it had achieved or sought to achieve and maintain a dominant hyper-power role of global dominance was doomed to lose it and then rapidly decline in overall power, wealth, prosperity and influence.

Kennedy argued – with a wealth of detail drawn from different nations over his vast period of half a millennium – that the very attempt to achieve and maintain such power forced every nation that attempted it into a ruinous pattern of strategic overstretch.

This demanded every major global empire in their turn to devote ruinously far too many economic resources to unproductive military power and ever more costly global commitments and conflicts.

The more ambitious the commitments, the quicker came military defeat, economic ruin and national collapse, Kennedy documented.

Kennedy published his book however at exactly the wrong moment for its abundantly documented conclusions and arguments to be taken seriously in the United States. The Cold War was just ending. The heroic actions of the Russian people in rejecting communism and leading in the dismantling of the Soviet Union were being misinterpreted as an eternal and lasting victory for the United States and for the forces of free market capitalism and minimum government regulation.

Russia & China Invest in Infrastructure; U.S. Instead Spends on Military

China’s “Belt and Road Initiative” is famous as an extension of their domestic infrastructure investments, but Russia is also investing heavily in infrastructure. Both countries need to do it in order to improve the future for their respective populations, and both Governments have avoided the Western development model of going heavily into debt in order to pay for creating and maintaining infrastructure. Both are, in fact, exceptionally low-debt Governments.

According to the “Global Debt Clock” at Economist, China has a public debt/GDP of 17.7%, and Russia’s is 8.0%. For comparison, America’s is 93.6%. (Others are: Germany 85.8%, Spain 91.2%, Italy 122.6%, Greece 147.1%, India 54.2%, Pakistan 47.0%, and Brazil 55.0%.)

The United States isn’t going into public debt in order to finance building or maintenance of infrastructure, but instead to finance expansions of its military, which is already (and by far) the world’s largest (in terms of its costs, but not of its numbers of troops).

While the US Government now spends around half of the world’s military expenditures and plans to conquer Russia, China, and all countries (such as Iran and Syria) that cooperate with those ‘enemies’ (and please click onto a link wherever you question the truthfulness of an allegation made here), Russia and China plan to improve their infrastructures, in order to boost their national economies and to minimize the impacts that (the mainly US-caused) global warming will have. These infrastructure projects are optimistic and long-term expenditures, which are being planned and built only because the countries that the US aristocracy are targeting to conquer, expect the US aristocracy to fail to achieve its clear #1 goal, of controlling the entire world and conquering them — of America’s rulers finally achieving the global fascist empire that, in World War II, Hitler and the other Axis powers had been hoping to become.

American Politics Is Now Just Civil War by Other Means

In the wake of the sending of bomb-like devices of uncertain capability to prominent critics of US President Donald Trump and of a mass shooting at a Pittsburgh synagogue (both Trump’s fault, of course) – plus a migrant invasion approaching the US through Mexico – there have been widespread calls for toning down harsh and “divisive” political rhetoric. Of course given the nature of the American media and other establishment voices, these demands predictably have been aimed almost entirely against Trump and his Deplorable supporters, almost never against the same establishment that unceasingly vilifies Trump and Middle American radicals as literally Hitler, all backed up by the evil White-Nationalist-in-Chief, Russian President Vladimir Putin.

Those appealing for more civility and a return to polite discourse can save their breath. It’s much, much too late for that.

When Trump calls the establishment media the enemies of the people, that’s because they – together with their passive NPC drones and active Antifa enforcers – are enemies, if by “the people” we mean the historic American nation. Trump’s sin is that he calls them out for what they are.

Trump didn’t cause today’s polarization, he only exacerbates it because he punches back. Good, may he continue to do so. Pining for a more well-mannered time in a country that belongs to another, long-gone era is futile.

American politics is no longer about a narrow range of governing styles or competing economic interests. It is tribal. Today’s “tribes” are defined in terms of affinity for or hostility to the founding American ethnos characterized by European, overwhelming British origin (a/k/a, “white”); Christian, mainly Protestant; and English-speaking, as augmented by members of other groups who have totally or partially assimilated to that ethnos or who at least identify with it (think of Mr. Hamadura in The Camp of the Saints).
