Which Nations Are State Sponsors of Terrorism?

On 30 December 2009, US Secretary of State Hillary Clinton sent a cable (subsequently released to the public by wikileaks) to America’s Ambassadors in Saudi Arabia, Qatar, UAE, Kuwait, and Pakistan, headlined, “Terrorist Finance: Action Request for Senior Level Engagement on Terrorism Finance.”

She told those Ambassadors to make clear to the given nation’s aristocrats that, under the new US President, Barack Obama, there would no longer be any allowance for continuation of their donations to Al Qaeda and other jihadist groups that attack the United States.

It opened, “This is an action request cable,” meaning that the operations of the local US Embassy in the given nation would be monitored for compliance with the Secretary of State’s “request.”

Clinton’s focus was:

on disrupting illicit finance activities in Afghanistan and Pakistan and the external financial/logistical support networks of terrorist groups that operate there, such as al-Qa’ida, the Taliban, and Lashkar e-Tayyiba (LeT). The IFTF’s [Interagency Illicit Finance Task Force] activities are a vital component of the USG’s [US Government’s] Afghanistan and Pakistan (Af/Pak) strategy dedicated to disrupting illicit finance flows between the Gulf countries and Afghanistan and Pakistan. The IFTF has created a diplomatic engagement strategy to assist in the accomplishment of this objective. The strategy focuses on senior-level USG engagement with Gulf countries and Pakistan to communicate USG counterterrorism priorities and to generate the political will necessary to address the problem. The IFTF has drafted talking points for use by all USG officials in their interactions with Gulf and Pakistani interlocutors. These points focus on funding for terrorist groups threatening stability in Afghanistan and Pakistan and targeting coalition soldiers. These points have been cleared through the relevant Washington agencies.

George Friedrich Wilhelm Hegel was right – Again: The only thing the human race learns from history is that it learns nothing from history.

In 1914,the British Empire, largest in human history and one of the longest-lasting, charged into World War I to defend “gallant little Belgium” whose King Leopold over the previous 30 years had carried out one of the longest, largest genocides of all time, killing 10 million people in the Congo.

Germany, wealthiest, most prosperous nation in Europe, blundered into the same needless war when feckless Kaiser Wilhelm II causally gave sweeping approval to Austria-Hungary to annihilate the tiny nation of Serbia. Millions of brave and idealistic Russians eagerly volunteered to fight in the war to protect “gallant little Serbia.” Most of them died too. There is no record that any of the Serbian leaders after the war visited any of their mass graves.

Now it is the United States’ turn.

Since the end of the Cold War US policymakers, presidents and their congresses have carried out virtually every stupidity and folly imaginable for any major power. The only one they have so far avoided has been the danger of stumbling into a full scale world war.

However, now, with the escalating and increasingly hysterical US support for the shady and risk-taking junta in Kiev, President Donald Trump risks committing that most dire and unforgivable of all horrors.

Trump today is no more than putty in the hands of his national security adviser John Bolton, one of the masterminds of the catastrophe that was the 2003 invasion of Iraq.

Secretary of State Mike Pompeo began his December 4 speech in Brussels at the German Marshall Fund with “a well-deserved tribute to America’s 41st president, George Herbert Walker Bush,” whom he praised as “an unyielding champion of freedom around the world.” It was fitting that he did so. The heart and soul of Pompeo’s remarks extolling the return of “the United States to its traditional, central leadership role in the world” were little more than a rehash of Bush the Elder’s aggressive internationalism.

Pompeo (or his speechwriter) should be given credit for a masterpiece of misdirection. While the substance of his speech was a blast of stale air from the 1990s, the rhetoric was all Trumpism and national sovereignty – but only for countries obedient to Washington: “Our mission is to reassert our sovereignty, reform the liberal international order, and we want our friends to help us and to exert their sovereignty as well.”

What about the sovereignty of countries the US doesn’t count as “friends”? Well, that’s a different story: “Every nation – every nation – must honestly acknowledge its responsibilities to its citizens and ask if the current international order serves the good of its people as well as it could. And if not, we must ask how we can right it.” [emphasis added]

So according to Pompeo, the United States and our vassals (“we”) have an obligation (“must”) to fix international actors that in our infinite wisdom are not serving “the good of their people.” For example, “Russia hasn’t embraced Western values of freedom and international cooperation.” (Why should Russia care what “we” think of its values – and why should its values be “western,” anyway? Never mind! We “must” do something about it!)

NATO sorrowfully explains its problems with Russia on its official website:

For more than two decades, NATO has worked to build a partnership with Russia, developing dialogue and practical cooperation in areas of common interest. Cooperation has been suspended since 2014 in response to Russia’s military intervention in Ukraine but political and military channels of communication remain open. Concerns about Russia’s continued destabilising pattern of military activities and aggressive rhetoric go well beyond Ukraine.

None of this – of course – is NATO’s fault: on the contrary NATO is concerned that

Russia’s military activities, particularly along NATO’s borders, have increased and its behaviour continues to make the Euro-Atlantic security environment less stable and predictable, in particular its practice of calling snap exercises, deploying near NATO borders, conducting large-scale training and exercises and violating Allied airspace.

Suffice it to say that this statement would have a closer relationship with reality if the words “NATO’s borders” were replaced with “inside Russia”. And I would be interested to hear the details of “violating Allied airspace”. Why even the Daily Telegraph in 2015 with its suggestive headline of Mapped: Just how many incursions into Nato airspace has Russian military made? had to admit “The Ministry of Defence says the Russian bombers have never violated Britain’s sovereign airspace, which extends 12 nautical miles from the coast.” Likewise Violated US Airspace 16 Times In Last 10 Days turns out to be Air Defence Identification Zones which is not the same thing at all. Or Most Russian Plane Intercepts over Baltics Due to Error: NATO General. So NATO’s statement needs a further calibration so that “violating Allied airspace” becomes “flying in international airspace close to Allied countries’ airspace”.

Belgium has joined the list of countries that are rebelling against their elected leadership. Over the weekend the Belgian government fell over Prime Minister Charles Michel’s trip to Morocco to sign the United Nations Migration Agreement. The agreement made no distinction between legal and illegal migrants and regarded immigration as a positive phenomenon. The Belgian people apparently did not agree. Facebook registered 1,200 Belgians agreeing that the Prime Minister was a traitor. Some users expressed concern for their children’s futures, noting that Belgian democracy is dead. Others said they would get yellow vests and join the protests.

The unrest witnessed in a number of places is focused on some specific demands but it represents much broader anger. The French yellow vests initially protested against proposed increases in fuel taxes that would have affected working people dependent on transportation disproportionately. But when that demand was met by the government of President Emmanuel Macron, the demonstrations continued and even grew, suggesting that the grievances with the government were far more extensive than the issue of a single new tax. Perhaps not surprisingly, the French government is seeking for a scapegoat and is investigating “Russian interference.” The US State Department inevitably agrees, claiming that Kremlin directed websites and social media are “amplifying the conflict.”

Some commentators looking somewhat more deeply at the riots in France have even suggested that the real issue just might be regime change, that the Macron government had become so disconnected with many of the voters through both its policies and the rhetoric justifying them that it had lost its legitimacy and there was no possibility of redemption.

US Demands Europe to Join Its War Against Russia

In recent decades, the US Constitution’s clause that requires a congressional declaration of war before invading any country, has been ignored. Furthermore, ever since 2012 and the passage by Congress of the Magnitsky Act sanctions against Russia, economic sanctions by the US Government have been imposed against any company that fails to comply with a US-imposed economic sanction; a company can even be fined over a billion dollars for violating a US economic sanction. And, so, sanctions are now the way that the US Congress actually does authorize a war — the new way, no longer the way that’s described in the US Constitution. However, in the economic-sanctions phase of a war — this initial phase — the war is being imposed directly against any company that violates a US-ordered economic sanction, against Russia, Iran, or whatever target-country the US Congress has, by means of such sanctions, actually authorized a war by the US to exist — a ‘state of war’ to exist.

For the US Congress, the passage of economic sanctions against a country thus effectively serves now as an authorization for the US President to order the US military to invade that country, if and when the President decides to do so. No further congressional authorization is necessary (except under the US Constitution). This initial phase of a war penalizes only those other nations’ violating companies directly — not the target-country. Though the US Government punishes the violating corporation, the actual target is the targeted (sanctioned) country. Sanctions are being used to strangle that target. The fined companies are mere ‘collateral damage’, in this phase of America’s new warfare.

Efforts to prevent nuclear proliferation are one of the few issues on which the great powers agree, intending to continue to limit the spread of nuclear weapons and to prevent new entrants into the exclusive nuclear club.

The former Ukrainian envoy to NATO, Major General Petro Garashchuk, recently stated in an interview with Obozrevatel TV:

“I’ll say it once more. We have the ability to develop and produce our own nuclear weapons, currently available in the world, such as the one that was built in the former USSR and which is now in independent Ukraine, located in the city of Dnipro (former Dnipropetrovsk) that can produce these kinds of intercontinental ballistic missiles. Neither the United States, nor Russia, nor China have produced a missile named Satan … At the same time, Ukraine does not have to worry about international sanctions when creating these nuclear weapons.”

The issue of nuclear weapons has always united the great powers, especially following the signing of the Non-Proliferation Treaty (NPT). The decision to reduce the number of nuclear weapons towards the end of the Cold War went hand in hand with the need to prevent the spread of such weapons of mass destruction to other countries in the best interests of humanity. During the final stages of the Cold War, the scientific community expended great effort on impressing upon the American and Soviet leadership how a limited nuclear exchange would wipe out humanity. Moscow and Washington thus began START (Strategic Arms Reduction Treaty) negotiations to reduce the risk of a nuclear winter. Following the dissolution of the USSR, the Budapest Memorandum on Security Assurances persuaded Ukraine to relinquish its nuclear weapons and accede to the NPT in exchange for security assurances from its signatories.

The November 27 Bloomberg article “Malaysia Beats Emerging Market Peers as Asia Outshines”, highlights the positive economic performances of some Asian countries, contrasted with a negative overview of South Africa and Turkey. In this piece, Russia’s second place ranking among the so-called “emerging economies” is noticeably downplayed. According to the referenced Bloomberg statistic, Russia is ahead of China, India, South Korea, Hungary and Poland.

I’m sure that a good number of economists and others will (within reason) add that the statistic at issue doesn’t give an overall complete picture of how well a given nation is economically performing. Regardless, the referenced Bloomberg statistic has enough meat to counter the mantra of a poorly performing Russian economy, whose president engages in nationalist activity as a cover for his nation’s shortcomings. If anything, that take is more applicable to the socioeconomically challenged Kiev regime controlled Ukraine, that has become greatly dependent on US government influenced International Monetary Fund loans.

Within the past year, the Kiev regime has engaged in several nationalist stunts, involving the – faked murder of Arkady Babchenko, to (as spun) uncover a still unproven sinister Russian plot – pressure on the Ukrainian Orthodox Church, which is loosely affiliated with the Moscow Patriarchate – violation of Russian territory (including area recognized as Russian before Crimea’s reunification with Russia), as well as breaching the established protocol for passing the Kerch Strait. The last point concerns the Russian built bridge connecting Crimea with the rest of Russia. Inside and outside of Ukraine, there’ve been calls to destroy that bridge. With that in mind, it’s quite provocative to not give the standard notice before nearing the area of that bridge.

The decision by Qatar to abandon OPEC threatens to redefine the global energy market, especially in light of Saudi Arabia’s growing difficulties and the growing influence of the Russian Federation in the OPEC+ mechanism.

In a surprising statement, Qatari energy minister Saad al-Kaabi warned OPEC on Monday December 3 that his country had sent all the necessary documentation to start the country’s withdrawal from the oil organization in January 2019. Al-Kaabi stressed that the decision had nothing to do with recent conflicts with Riyadh but was rather a strategic choice by Doha to focus on the production of LNG, which Qatar, together with the Russian Federation, is one of the largest global exporters of. Despite an annual oil extraction rate of only 1.8% of the total of OPEC countries (about 600,000 barrels a day), Qatar is one of the founding members of the organization and has always had a strong political influence on the governance of the organization. In a global context where international relations are entering a multipolar phase, things like cooperation and development become fundamental; so it should not surprise that Doha has decide to abandon OPEC. OPEC is one of the few unipolar organizations that no longer has a meaningful purpose in 2018, given the new realities governing international relations and the importance of the Russian Federation in the oil market.

Besides that, Saudi Arabia requires the organization to maintain a high level of oil production due to pressure coming from Washington to achieve a very low cost per barrel of oil. The US energy strategy targets Iranian and Russian revenue from oil exports, but it also aims to give the US a speedy economic boost. Trump often talks about the price of oil falling as his personal victory.

I’ve been warning for a while now that we are pushing towards an inflection point in history.  With each passing week it feels like events are accelerating as change to the status quo is everywhere.

In Europe, the EU leadership and Theresa May are so desperate to stop Brexit they can’t stop lying about everything.  In one day we have May’s government found in contempt of Parliament for not releasing the full legal advice of her Brexit deal and the European Court of Justice pronounce that the U.K. can unilaterally cancel Brexit if they want to.

They are this desperate because there is a real probability of May’s horrific deal not getting the thumbs up from parliament. That said, the arm-twisting behind the scenes is likely epic as one by one May’s remaining cabinet members come out in favor of the deal because they see they have no other option.

At the same time France is literally on fire thanks to a good ol’ fashioned tax revolt, which reviled, unprepared and arrogant President Emmanuel Macron cannot fathom.  Macron’s handling of these protests has been abysmal, displaying a level of contempt for the French people so profound he may wind up more hated in the end than Theresa May.

Both of these odious people make no bones about their real loyalties and the more they talk, the more they try to sell their latest betrayal of national interests for Brussels’ the more the intensity of the hatred of them increases.

This is not a linear thing.  It’s the kind of situation that goes from murmurs and shrugs to outright violence in a matter of days.

Especially when you come out and tell the very nationalistic French people that nationalism is akin to evil.

On November 25, two artillery boats of the Gyurza-M class, the Berdiansk and Nikopol, one tugboat, the Yany Kapu, as well as 24 crew members of the Ukrainian Navy, including two SBU counterintelligence officers, were detained by Russian border forces. In the incident, the Russian Federation employed Sobol-class patrol boats Izumrud and Don, as  well as two Ka-52, two Su-25 and one Su-30 aircraft.

Ukraine’s provocation follows the advice of several American think-tanks like the Atlantic Council, which have been calling for NATO involvement in the Sea of Azov for months. The area is strategically important for Moscow, which views its southern borders, above all the Sea of Azov, as a potential flash point for conflict due to the Kiev’s NATO-backed provocations.

To deter such adventurism, Moscow has deployed to the Kerch Strait and the surrounding coastal area S-400 batteries, modernized S-300s, anti-ship Bal missile systems, as well as numerous electronic-warfare systems, not to mention the Russian assets and personnel arrayed in the military districts abutting Ukraine. Such provocations, egged on by NATO and American policy makers, are meant to provide a pretext for further sanctions against Moscow and further sabotage Russia’s relations with European countries like Germany, France and Italy, as well as, quite naturally, to frustrate any personal interaction between Trump and Putin.

This last objective seems to have been achieved, with the planned meeting between Trump and Putin at the G20 in Buenos Aires being cancelled. As to the the other objectives, they seem to have failed miserably, with Berlin, Paris and Rome showing no intention of imposing additional sanctions against Russia, recognizing the Ukrainian provocation fow what it is. The intention to further isolate Moscow by the neocons, neoliberals and most of the Anglo-Saxon establishment seems to have failed, demonstrated in Buenos Aires with the meeting between the BRICS countries on the sidelines and the bilateral meetings between Putin and Merkel.

There is much on the Internet these days about documents allegedly hacked by Anonymous; these documents belong to the “Integrity Initiative” and describe a multi-country effort, funded by London and Washington, to counter “Russian propaganda” and “fake news”. Since the initial story broke, a good deal of confusion has been laid down: Wikileaks is doubtful, and Anonymous itself is being evasive. On the other hand, Integrity Initiative doesn’t entirely deny.

But even if entirely false, they would be in that curious category of “fake but true”: Integrity Initiative does actually exist and here is its website. It is certainly engaged in anti-Russia propaganda. It publishes articles locking the barn door after the horses have escaped: yes, “Novichok” is terribly deadly but that doesn’t mean it will kill you. But, if it isn’t strong enough to kill you today, it may be strong enough to kill someone four months later. Its most memorable statement is surely this:

The Kremlin has invested more operational thought, intent and resource in disinformation, in Europe and elsewhere in the democratic world, than any other single player.

A statement that would stun anyone who’s ever been in a hotel and gone channel cruising: RT’s in there somewhere along with CNN, MSNBC, Fox, BBC, DW, France Télévisions, Rai and so on. A tiny voice in a bellowing crowd. But, after all, these are the people who tell us that Russia affected the US election with one FB message per 400 million others.

The Integrity Initiative is one of many. We had, and still have, the Legatum Institute which worried about “Russian disinformation” back in 2013, a pair of British thinktankers two years later also worried about “Russia’s information warfare in the UK“. Then it was time for “hybrid war“, a supposed Russian invention.

On November 29th, Gallup headlined “Democrats Lead Surge in Belief U.S. Should Be World Leader” and reported that “Three-fourths (75%) of Americans today think the United States has ‘a special responsibility to be the leading nation in world affairs,’ up from 66% in 2010. The surge is driven by Democrats, whose belief in this idea has increased from 61% eight years ago to 81% now.” This finding comes even after the lie-based and catastrophic U.S. invasions of Iraq in 2003, and of Libya in 2011 (and of so many others, such as Afghanistan, where the U.S. and Sauds created the Taliban in 1979). Americans — now even increasingly — want ‘their’ (which is actually America’s billionaires’) Government to be virtually the world’s government, policing the world. They want this nation’s Government to be determining what international laws will be enforced around the world, and to be enforcing them. Most Americans don’t want the United Nations to have power over the U.S. (its billionaires’) Government, but instead want the U.S. Government (its billionaires) to have power over the United Nations (which didn’t authorize any of those evil, lie-based, U.S. invasions).

Not only would doing this bankrupt all constructive domestic functions (health, education, infrastructure, etc.) of the U.S. federal Government, but it would also increase the global carnage, as if the U.S. Government hasn’t already been doing enough of that, for decades now.

The leadership for this supremacist craving comes straight from America’s top, not from the masses that are being sampled by the Gallup organization, who only reflect it — they are duped by their leaders. Here is how U.S. President Barack Obama (a Nobel Peace Prize winner in 2009, for nothing at all but his ‘kindly’ but insincere verbiage when he had been a candidate) stated this widespread delusional American belief in American global moral supremacy, when addressing the graduating class at West Point Military Academy, on 28 May 2014:

There is a cause for concern and it’s real and very grave. Ukraine is being pushed to war. Kiev is not bluffing. Encouraged by its American tutors, it’s involved in dangerous games pursuing political purposes. It’s not about sanctions, warnings, statements and declarations – they want to provoke real shooting now. The time is right for ringing alarm bells before it’s too late.

The US President Donald Trump’s refusal to have a separate meeting with President Putin at the G20 summit in Argentina citing the Kerch Strait incident as a reason was not exactly unexpected. Obviously, Washington is interested in aggravating the Russian-Ukrainian relations. The introduction of the state of emergency in the territories bordering Russia, the concentration of Ukrainian troops in the Donbas region, and the call-up of reservists announced by Ukraine’s president – all these moves testify to the fact that war preparations are in full swing. Neither Washington nor Brussels have called on Kiev to show restraint.

Ukraine has recently announced its decision not to allow Russian men aged 16-60 into the country. This policy of Kiev is in stark contrast with what Moscow does. According to Russian Deputy Foreign Minister Grigory Karasin, Russian President Vladimir Putin decided not to retaliate. No, quite the opposite – he ordered to simplify the procedures for Ukrainians asking for Russian citizenship. The move is intended to demonstrate good intentions. In late October, the Russian president signed the Concept of the State Migration Policy of the Russian Federation for 2019-2025 to facilitate the inflow of Russian speakers to the country.

The EU leadership is trying to contain a crisis that is emerging at increasing speed: this challenge comprises the rise of contumacious states (i.e. the UK, Poland, Hungary and Italy), or of defiant, historic ‘cultural blocs’ (i.e. Catalonia) – all of whom are explicitly disenchanted with the notion of some coerced convergence towards a uniform EU-administered ‘order’, with its austere monetary ‘disciplines’. They even dismiss the EU’s claim to be, somehow, a part of a greater civilizational order of moral values.

If, in the post-war era, the EU represented an attempt to escape the Anglo-American hegemony, these new defiant blocks of ‘cultural resurgence’ which seek to situate themselves as interdependent, sovereign ‘spaces’ are, in their turn, an attempt to escape another type of hegemony: that of an EU administrative ‘uniformity’.

To exit this particular European order (which it originally was hoped, would differ from the Anglo-Americanimperii), the EU nevertheless was forced to lean on the latter’s archetypal construct of ‘liberty’ as empire’s justification (now metamorphosed into the EU’s ‘four freedoms’) on which the EU strict ‘uniformities’ (the ‘level-playing-field’, regulation in all aspects of life, tax and economic harmonization) have been hung. The European ‘project’ has become seen, as it were, as something that hollows out distinct and ancient ‘ways-of-being’.

Indeed, the very fact of their being attempted, at different levels, and in distinct geographical cultural regions, these assays indicate that that EU hegemony has already weakened to the point that it may not be able fully to hinder the emergence of this new wave. What is at stake precisely for the EU, is whether it can succeed to slow down, and curb in every way, the emergence of this process of cultural re-sovereigntisation, which of course, threatens to fragment the EU’s vaunted ‘solidarity’, and to fragment its matrix of a perfectly regulated customs union and common trade area.
