‘Corruption’ as a Propaganda Weapon

Exclusive: Mainstream U.S. journalism and propaganda are getting hard to tell apart, as with the flurry of “corruption” stories aimed at Russia’s Putin and other demonized foreign leaders, writes Robert Parry.


Sadly, some important duties of journalism, such as applying evenhanded standards on human rights abuses and financial corruption, have been so corrupted by the demands of government propaganda – and the careerism of too many writers – that I now become suspicious whenever the mainstream media trumpets some sensational story aimed at some “designated villain.”

Far too often, this sort of “journalism” is just a forerunner to the next “regime change” scheme, dirtying up or delegitimizing a foreign leader before the inevitable advent of a “color revolution” organized by “democracy-promoting” NGOs often with money from the U.S. government’s National Endowment for Democracy or some neoliberal financier like George Soros.

We are now seeing what looks like a new preparatory phase for the next round of “regime changes” with corruption allegations aimed at former Brazilian President Luiz Ignacio Lula da Silva and Russian President Vladimir Putin. The new anti-Putin allegations – ballyhooed by the UK Guardian and other outlets – are particularly noteworthy because the so-called “Panama Papers” that supposedly implicate him in offshore financial dealings never mention his name.

Or as the Guardian writes: “Though the president’s name does not appear in any of the records, the data reveals a pattern – his friends have earned millions from deals that seemingly could not have been secured without his patronage. The documents suggest Putin’s family has benefited from this money – his friends’ fortunes appear his to spend.”

Risking Nuclear War for Al Qaeda?


When President Barack Obama took questions from reporters on Tuesday, the one that needed to be asked – but wasn’t – was whether he had forbidden Turkey and Saudi Arabia to invade Syria, because on that question could hinge whether the ugly Syrian civil war could spin off into World War III and possibly a nuclear showdown.

If Turkey (with hundreds of thousands of troops massed near the Syrian border) and Saudi Arabia (with its sophisticated air force) follow through on threats and intervene militarily to save their rebel clients, who include Al Qaeda’s Nusra Front, from a powerful Russian-backed Syrian government offensive, then Russia will have to decide what to do to protect its 20,000 or so military personnel inside Syria.

A source close to Russian President Vladimir Putin told me that the Russians have warned Turkish President Recep Tayyip Erdogan that Moscow is prepared to use tactical nuclear weapons if necessary to save their troops in the face of a Turkish-Saudi onslaught. Since Turkey is a member of NATO, any such conflict could quickly escalate into a full-scale nuclear confrontation.Given Erdogan’s megalomania or mental instability and the aggressiveness and inexperience of Saudi Prince Mohammad bin Salman (defense minister and son of King Salman), the only person who probably can stop a Turkish-Saudi invasion is President Obama.

Reality Peeks Through in Ukraine

Exclusive: With corruption rampant and living standards falling, Ukraine may become the next failed state that “benefited” from a neoconservative-driven “regime change,” though the blame will always be placed elsewhere – in this case, on the demonized Russian President Putin, writes Robert Parry.


Nearly two years since U.S. officials helped foment a coup in Ukraine – partly justified by corruption allegations – the country continues to wallow in graft and cronyism as the living standards for average Ukrainians plummet, according to economic data and polls of public attitudes.

Even the neocon-oriented Wall Street Journal took note of the worsening corruption in a Jan. 1, 2016 article observing that “most Ukrainians say the revolution’s promise to replace rule by thieves with the rule of law has fallen short and the government acknowledges that there is still much to be done.”

Actually, the numbers suggest something even worse. More and more Ukrainians rate corruption as a major problem facing the nation, including a majority of 53 percent last September, up from 48 percent last June and 28 percent in September 2014, according to polls by International Foundation for Electoral Systems.

Meanwhile, Ukraine’s GDP has fallen in every quarter since the Feb. 22, 2014 putsch that overthrew elected President Viktor Yanukovych. Since then, the average Ukrainian also has faced economic “reforms” to slash pensions, energy subsidies and other social programs, as demanded by the International Monetary Fund.

In other words, the hard lives of most Ukrainians have gotten significantly harder while the elites continue to skim off whatever cream is left, including access to billions of dollars in the West’s foreign assistance that is keeping the economy afloat.

How Obama Enables Atrocities

Exclusive: President Obama seems so scared of offending the Saudis and their Israeli allies that he will tolerate almost any outrage, including Saudi Arabia’s mass beheadings and/or shootings of the regime’s enemies including a Shiite political leader who dared criticize the monarchy, writes Robert Parry.


As the New Year dawns, the neocons and their liberal interventionist sidekicks remain firmly in control of Official Washington’s storylines – on Syria, Russia and elsewhere – even as their policies continue to wreak havoc across the Mideast and threaten the stability of Europe and indeed the future of civilization.

The latest proof of this dangerous reality came when Saudi Arabia’s repressive Sunni monarchy executed prominent Shiite political leader Sheikh Nimr al-Nimr for criticizing the nation’s kings and princes. Before the killing, the Obama administration held its tongue in public so as not to antagonize the Saudi royals. (Nimr’s nephew awaits Saudi “crucifixion” for his role as a teenager in Arab Spring protests.)

After the Nimr execution, the State Department issued a mild protest toward the Saudis while blurring the guilt by twinning it with criticism of Iran where outraged protesters damaged the Saudi embassy, which led to Saudi Arabia’s retaliatory breaking of relations with Iran.

“We believe that diplomatic engagement and direct conversations remain essential in working through differences,” State Department spokesman John Kirby said meekly on Sunday, while some senior U.S. officials reportedly seethed in private over the latest Saudi provocation.

“This is a dangerous game they are playing,” one official told The Washington Post’s Karen DeYoung while insisting on anonymity to discuss U.S.-Saudi relations.

One County’s Global Warming Failure


The difficulty of the United States and thus the world to confront the worsening crisis of global warming is underscored by the resistance – even in well-to-do communities – to invest the financial and political capital in public transit and other infrastructure necessary for reducing carbon emissions.

Take, for example, Arlington County and other Virginia communities, just west of Washington D.C. You might think that this area of well-educated and politically savvy people with median household incomes over $100,000 would be at the forefront of doing whatever is necessary to get people out of their cars and into mass transit.

After all, scientists warn that a rise in temperatures by more than 2 degrees Celsius from pre-industrial days will wreak havoc on the earth — and we are already halfway there.

Yet, Arlington, which sits between the District and other close-in communities such as Fairfax County and Falls Church city, is turning its back on proposals for light rail that could reduce traffic congestion and help the environment. Arlington’s new ten-year transportation plan looks only to make marginal improvements in bus service inside the county.

A big part of the problem is political. Although the County Board has a Democratic majority, Tea Party Republicans found a winning issue in opposing a light-rail Streetcar for Columbia Pike, a corridor that runs through a poorer part of South Arlington, which has been historically home to a multi-racial population. The predominantly white voters in North Arlington rebelled against this investment in South Arlington, even though the state and regional agencies had agreed to pay for much of it.

One criticism about the value of the information that Pvt. Bradley Manning gave to WikiLeaks is that most of it was known in some form and thus didn’t justify the risks to sources who might be identified from the diplomatic and military cables. However, that complaint misses the importance of detailed “ground truth” in assessing issues of war and peace.

For instance, the prospects of war with Iran escalated in November 2011 because of a toughly worded report by the United Nations’ International Atomic Energy Agency, which compiled some old and new evidence to argue that Iran continues to make progress toward a nuclear bomb. Immediately, the U.S. news media accepted the IAEA’s report as the unquestioned truth – and as further repudiation of the 2007 U.S. intelligence estimate that Iran had ceased work on a nuclear weapon in 2003.

One might note the irony in this flip on Iran. In the run-up to war with Iraq, the U.S. media embraced CIA reports of secret Iraqi WMD programs while mocking the IAEA’s doubts. Regarding Iran, the CIA and IAEA have traded places, with U.S. intelligence analysts – chagrined over swallowing the bogus Iraq-WMD evidence – being more skeptical of the Iran-nuke allegations, while the IAEA has taken the role as chief WMD exaggerator.

So, it was useful to examine the WikiLeaks documents regarding the election of the new IAEA leader in 2009 to understand why this flip may have occurred. What those classified State Department cables show is that the IAEA’s new director general, Japanese diplomat Yukiya Amano, credited his victory largely to U.S. government support and promptly stuck his hand out for U.S. money.

A Blind Eye Toward Turkey’s Crimes

Exclusive: The alleged ties between Turkish President Erdogan and Islamist terrorists in Syria is an embarrassment for the Obama administration and the U.S. news media, which would prefer to look the other way rather than face up to the danger created by an out-of-control NATO “ally,” writes Robert Parry.


Theoretically, it would be a great story for the American press: an autocrat so obsessed with overthrowing the leader of a neighboring country that he authorizes his intelligence services to collaborate with terrorists in staging a lethal sarin attack to be blamed on his enemy and thus trick major powers to launch punishing bombing raids against the enemy’s military.

And, after that scheme failed to achieve the desired intervention, the autocrat continues to have his intelligence services aid terrorists inside the neighboring country by providing weapons and safe transit for truck convoys carrying the terrorists’ oil to market. The story gets juicier because the autocrat’s son allegedly shares in the oil profits.

To make the story even more compelling, an opposition leader braves the wrath of the autocrat by seeking to expose these intelligence schemes, including the cover-up of key evidence. The autocrat’s government then seeks to prosecute the critic for “treason.”

But the problem with this story, as far as the American government and press are concerned, is that the autocratic leader, President Recep Tayyip Erdogan, is in charge of Turkey, a NATO ally and his hated neighbor is the much demonized Syrian President Bashar al-Assad. Major U.S. news outlets and political leaders also bought into the sarin deception and simply can’t afford to admit that they once again misled the American people on a matter of war.

As the Islamic State and Al Qaeda enter a grim competition to see who can kill more civilians around the world, the fate of Western Civilization as we’ve known it arguably hangs in the balance. It will not take much more terror for the European Union to begin cracking up and for the United States to transform itself into a full-scale surveillance state.

Yet, in the face of this crisis, many of the same people who set us on this road to destruction continue to dominate – and indeed frame – the public debate. For instance, Official Washington’s neocons still insist on their recipe for “regime change” in countries that they targeted 20 years ago. They also demand a new Cold War with Russia in defense of a corrupt right-wing regime in Ukraine, further destabilizing Europe and disrupting U.S.-Russian cooperation in Syria.

Given the stakes, you might think that someone in a position of power – or one of the many candidates for U.S. president – would offer some pragmatic and realistic ideas for addressing this extraordinary threat. But most Republicans – from Marco Rubio to Carly Fiorina to Ted Cruz – only offer more of “more of the same,” i.e. neocon belligerence on steroids. Arguably, Donald Trump and Rand Paul are exceptions to this particular hysteria, but neither has offered a coherent and comprehensive counter-analysis.

Tangled Threads of US False Narratives


One way to view Official Washington is to envision a giant bubble that serves as a hothouse for growing genetically modified “group thinks.” Most inhabitants of the bubble praise these creations as glorious and beyond reproach, but a few dissenters note how strange and dangerous these products are. Those critics, however, are then banished from the bubble, leaving behind an evermore concentrated consensus.

This process could be almost comical – as the many armchair warriors repeat What Everyone Knows to Be True as self-justifying proof that more and more wars and confrontations are needed – but the United States is the most powerful nation on earth and its fallacious “group thinks” are spreading a widening arc of chaos and death around the globe.

We even have presidential candidates, especially among the Republicans but including former Secretary of State Hillary Clinton, competing to out-bellicose each other, treating an invasion of Syria as the least one can do and some even bragging about how they might like to shoot down a few Russian warplanes.

Though President Barack Obama has dragged his heels regarding some of the more extreme proposals, he still falls in line with the “group think,” continuing to insist on “regime change” in Syria (President Bashar al-Assad “must go”), permitting the supply of sophisticated weapons to Sunni jihadists (including TOW anti-tank missiles to Ahrar ash-Sham, a jihadist group founded by Al Qaeda veterans and fighting alongside Al Qaeda’s Nusra Front), and allowing his staff to personally insult Russian President Vladimir Putin (having White House spokesman Josh Earnest in September demean Putin’s posture for sitting with his legs apart during a Kremlin meeting with Israeli Prime Minister Benjamin Netanyahu).

MH-17 Case: ‘Old’ Journalism vs. ‘New’


The first thing any thinking person learns about the Internet is not to trust everything you see there. While you can find much well-researched and reliable material, you’ll also encounter disinformation, spoofs, doctored photographs and crazy conspiracy theories. That would seem to be a basic rule of the Web – caveat emptor and be careful what you do with the information – unless you’re following a preferred neocon narrative. Then, nothing to worry about.

A devil-may-care approach to Internet-sourced material has been particularly striking when it comes to the case of the shoot-down of Malaysia Airlines Flight 17 over eastern Ukraine on July 17, 2014. It has now become de rigueur on the part of the West’s mainstream news outlets to tout the dubious work of a British Internet outlet called Bellingcat, which bases its research on photographs and other stuff pulled off the Internet.

Bellingcat’s founder Eliot Higgins also has made journalistic errors that would have ended the careers of many true professionals, yet he continues to be cited and hailed by the likes of The New York Times and The Washington Post, which have historically turned up their noses about Internet-based journalism.

The secret to Higgins’s success seems to be that he reinforces what the U.S. government’s propagandists want people to believe but lack the credibility to sell. It’s a great business model, marketing yourself as a hip “citizen journalist” who just happens to advance Official Washington’s “group thinks.”

US Tax Dollars and Ukraine’s Finance Minister

Special Report: Though touted as the face of reform inside Ukraine’s post-coup regime, Finance Minister Natalie Jaresko enriched herself at the expense of a U.S.-taxpayer-financed investment fund – and USAID now says it’s missing some of the audit records detailing Jaresko’s dealings, reports Robert Parry.


The U.S. government is missing – or withholding – audit documents about the finances and possible accounting irregularities at a $150 million U.S.-taxpayer-financed investment fund when it was run by Ukraine’s Finance Minister Natalie Jaresko, who has become the face of “reform” for the U.S.-backed regime in Kiev and who now oversees billions of dollars in Western financial aid.

Before taking Ukrainian citizenship and becoming Finance Minister in December 2014, Jaresko was a former U.S. diplomat who served as chief executive officer of the Western NIS Enterprise Fund (WNISEF), which was created by Congress in the 1990s with $150 million and placed under the U.S. Agency for International Development (USAID) to help jumpstart an investment economy in Ukraine.

After Jaresko’s appointment as Finance Minister — and her resignation from WNISEF — I reviewed WNISEF’s available public records and detected a pattern of insider dealings and enrichment benefiting Jaresko and various colleagues. That prompted me in February to file a Freedom of Information Act request for USAID’s audits of the investment fund.

Though the relevant records were identified by June, USAID dragged its feet on releasing the 34 pages to me until Aug. 28 when the agency claimed nothing was being withheld, saying “all 34 pages are releasable in their entirety.”

However, when I examined the documents, it became clear that a number of pages were missing from the financial records, including a total of three years of “expense analysis” – in three-, six- and nine-month gaps – since 2007. Perhaps even more significant was a missing paragraph that apparently would have addressed an accounting irregularity found by KPMG auditors.

Was Turkey Behind Syria Sarin Attack?


In late August 2013, the Obama administration lurched to the brink of invading Syria after blaming a Sarin gas attack outside Damascus on President Bashar al-Assad’s government, but evidence – reported by investigative journalist Seymour M. Hersh – implicates Turkish intelligence and extremist Syrian rebels instead.

The significance of Hersh’s report is twofold: first, it shows how Official Washington’s hawks and neocons almost stampeded the United States into another Mideast war under false pretenses, and second, the story’s publication in the London Review of Books reveals how hostile the mainstream U.S. media remains toward information that doesn’t comport with its neocon-dominated conventional wisdom.

In other words, it appears that Official Washington and its mainstream press have absorbed few lessons from the disastrous Iraq War, which was launched in 2003 under the false claim that Iraqi dictator Saddam Hussein was planning to share hidden stockpiles of WMD with al-Qaeda, when there was no WMD nor any association between Hussein and al-Qaeda.

A decade later in August and September 2013, as a new war hysteria broke out over Assad allegedly crossing President Barack Obama’s “red line” against using chemical weapons, it fell to a few Internet sites, including our own Consortiumnews.com, to raise questions about the administration’s allegations that pinned the Aug. 21 attack on the Syrian government.

Are Neocons an Existential Threat?

Exclusive: Despite a record of unprecedented error, American neocons remain the dominant foreign policy force in Official Washington, demanding more “regime change” in the Middle East and a new Cold War that could heat up and end all life on the planet, writes Robert Parry.


The neoconservatives arguably have damaged American national interests more than any group in modern history. They have done more harm than the marginal Communists pursued by Sen. Joe McCarthy in the 1950s, more than the Yippies of the 1960s, more than Richard Nixon’s Watergate burglars in the 1970s or the Iran-Contra conspirators in the 1980s.

The neocons have plunged the U.S. government into extraordinarily ill-considered wars wasting trillions of dollars, killing hundreds of thousands if not millions of people, and destabilizing large swaths of the planet including the Middle East, much of Africa and now Europe. Those costs include a swelling hatred against America and a deformed U.S. foreign policy elite that isno longer capable of formulating coherent strategies.

Yet, the neocons have remained immune from the consequences of their catastrophes. They still dominate Washington’s major think tanks as well as the op-ed pages of virtually all the leading newspapers, including The Washington Post, Wall Street Journal and New York Times. They hold down key positions in the State Department, and their “liberal interventionist” pals have the ear of President Barack Obama.

Clearly, the neocons are skilled operatives, knowing how to arrange a steady stream of funding for themselves, from military contractors donating to think tanks, from U.S. taxpayers footing the bill for organizations like the National Endowment for Democracy, and from ideological billionaires set on aligning U.S. foreign policy with hard-line Israeli desires.

Who’s to Blame for Syria Mess? Putin!


Sen. Lindsey Graham may have been wrong about pretty much everything related to the Middle East, but at least he has the honesty to tell Americans that the current trajectory of the wars in Syria and Iraq will require a U.S. re-invasion of the region and an open-ended military occupation of Syria, draining American wealth, killing countless Syrians and Iraqis, and dooming thousands, if not tens of thousands, of U.S. troops.

Graham’s grim prognostication of endless war may be a factor in his poll numbers below one percent, a sign that even tough-talking Republicans aren’t eager to relive the disastrous Iraq War. Regarding the mess in Syria, there are, of course, other options, such as cooperation with Russia and Iran to resist the gains of the Islamic State and Al Qaeda and a negotiated power-sharing arrangement in Damascus. But those practical ideas are still being ruled out.

Official Washington’s “group think” still holds that Syrian President Bashar al-Assad “must go,” that U.S. diplomats should simply deliver a “regime change” ultimatum not engage in serious compromise, and that the U.S. government must obstruct assistance from Russia and Iran even if doing so risks collapsing Assad’s secular regime and opening the door to an Al Qaeda/Islamic State victory.

The refugee chaos that is now pushing deep into Europe – dramatized by gut-wrenching photos of Syrian toddler Aylan Kurdi whose body washed up on a beach in Turkey – started with the cavalier ambitions of American neocons and their liberal-interventionist sidekicks who planned to remake the Middle East and other parts of the world through “regime change.”

Instead of the promised wonders of “democracy promotion” and “human rights,” what these “anti-realists” have accomplished is to spread death, destruction and destabilization across the Middle East and parts of Africa and now into Ukraine and the heart of Europe. Yet, since these neocon forces still control the Official Narrative, their explanations get top billing – such as that there hasn’t been enough “regime change.”

For instance, The Washington Post’s neocon editorial page editor Fred Hiatt on Monday blamed“realists” for the cascading catastrophes. Hiatt castigated them and President Barack Obama for not intervening more aggressively in Syria to depose President Bashar al-Assad, a longtime neocon target for “regime change.”But the truth is that this accelerating spread of human suffering can be traced back directly to the unchecked influence of the neocons and their liberal fellow-travelers who have resisted political compromise and, in the case of Syria, blocked any realistic efforts to work out a power-sharing agreement between Assad and his political opponents, those who are not terrorists.
