On the heels of Thursday’s failed Eurogroup meeting and heading into what is again being presented as an all or nothing, “Lehman weekend” for Greece and its creditors, reports suggest the troika has offered Greece a third bailout program:

If true, this would mark a dramatic about-face for the IMF which had suggested it would not be interested in participating in a third Greek program. Similary, lawmakers in Berlin have voiced their opposition to a third bailout program for Athens as the German public has grown tired of throwing money at the Greek ‘problem.’

European finance ministers will meet again on Saturday. Angela Merkel, who met with Greek PM Alexis Tsipras and French President Francois Hollande on Friday, has indicated that a deal must be struck before the market opens on Monday. Here’s a bit of color from Reuters:

The leaders of Germany and France discussed extending Greece’s bailout programme and providing financing with Greek Prime Minister Alexis Tsipras on Friday on the eve of a decisive meeting of euro zone finance ministers, a French source said.

At the G7 last week, the leading industrial nations agreed to cut greenhouse gases by phasing out the use of fossil fuels by the end of the century. While that seem to many, ourselves included, as whistling past the graveyard, the mainstream press and many climate organizations are hailing the diplomatic triumph of German Chancellor Angela Merkel in bringing fossil foot-draggers Australia, Japan and Canada to a “Jesus, the climate!” moment.

On the final day of G7 talks in their Bavarian castle, and before rushing off to the secretive Bilderberg Group meeting, Merkel said the leaders had committed themselves to the need to “decarbonize the global economy in the course of this century.” They also agreed on a global target for limiting the rise in average global temperatures to a maximum of 2°C over pre-industrial levels, oblivious of the contradiction in those two positions.

Two weeks ago, at the St. Petersberg Climate Dialogue, Chancellor Merkel called upon the overdeveloped countries to draft a roadmap of how to meet the $100 billion bribe Hillary Clinton offered underdeveloping countries to acquiesce to President Obama’s stalling strategy in Copenhagenin 2009. For five years now, Obama has declined to present such a plan, and not having one has undermined trust in both the UN process and the United States. At home, Obama’s popularity ratings are now below those of George W. Bush in his final year. The President’s legacy is likely to be that his name becomes synonymous with loss of trust. Merkel’s is likely to be associated with loss of ambition.

China Mocks G7 As “Gathering Of Debtors”, Warns “Confrontation Will Be A Disaster For Europe”

Vladimir Putin didn’t get an invite to the Angela Merkel-hosted G7 Summit in Bavaria last week, which means the Russian President not only missed out on two days at the scenic Castle Elmau, but also on lederhosen shopping with US President Barack Obama who, judging from eyewitness accounts and a variety of amusing photo ops, channeled his inner Clark Griswold upon touching down in the Bavarian town of Krun. The G7 isn’t pleased with Russia’s ‘behavior’ in Eastern Europe and so, Moscow has been expelled from the cool kids club until such a time as the Kremlin agrees to uphold Western democratic values.

But the G7 is an equal opportunity exclusionist which means it’s not just former superpowers that aren’t welcome, but rising superpowers as well, which means you won’t be seeing Xi Jinping at the table either.

But “Big Uncle Xi” (as he is affectionately known in China) likely isn’t losing any sleep because in the eyes of Beijing, the G7 — much like the IMF and the ADB — is a relic of a global economic and political order that is well on its way to obsolescence if it isn’t there already.

The G7 summit concluded in Germany last week. Chinese scholars and media barely showed any interest to this outdated informal institution, except for a Declaration on Maritime Security issued by G7 foreign ministers. The declaration expressed their concerns on “unilateral actions” in the South China Sea, with China as the obvious target.

Judging from the agenda and outcomes of this year’s G7 summit, it has run counter to the global trend of peace, development and cooperation and become mere of a geopolitical tool.

Angela Merkel’s NSA Nightmare Just Got A Lot Worse

Angela Merkel, Germany’s most successful and popular politician, could be in serious trouble, after revelations that Germany’s national intelligence agency, the BND, has been spying on key European assets on behalf of US intelligence. Those “assets” include top French officials, the EU’s headquarters, the European defense corporation EADS, the helicopter manufacturer Eurocopter and even German companies.

To wit, from Der Spiegel:

In 2008, at the latest, it became apparent that NSA selectors were not only limited to terrorist and weapons smugglers… But it was only after the revelations made by whistleblower Edward Snowden that the BND decided to investigate the issue. In October 2013, an investigation came to the conclusion that at least 2,000 of these selectors were aimed at Western European or even German interests.

Today, the German foreign intelligence agency is accused of processing over 40,000 spy requests from the NSA, many of which represent a clear violation of the Memorandum of Agreement that the US and Germany signed in 2002. Washington and Berlin agreed at the time that neither Germans nor Americans — neither people nor companies or organizations — would be among the surveillance targets.

 

From Victim to Villain

The scandal could be particularly damaging for the Minister of Interior Thomas de Maiziere, whose ministry is accused of misleading parliament after claiming, as recently as April 14, to have no knowledge of alleged US economic spying in Europe, and of Germany’s alleged involvement.

For Merkel, it is a dizzying reversal of roles and fortunes. In 2013 she was arguably the most high-profile victim of NSA surveillance when it was revealed that the NSA had targeted her cellphone. When confronted with Edward Snowden’s allegations of US National Security Agency mass surveillance of European citizens, Merkel famously said that “spying on friends is just not on.” According to official accounts, she even placed a “strongly worded phone call” to US President Barack Obama.

The claims that Merkel’s government knew about German state intelligence spying on behalf of the Americans against the country’s own industrial interests raise disturbing questions about the i ntegrity of German government leaders.

The apparent betrayal of German national interests by Chancellor Angela Merkel is not only evident over the recent industrial spying scandal on behalf of America. The slavish pursuit by Merkel of Washington’s anti-Russian policy over Ukraine — in contradistinction to her country’s national interests — also cogently suggests that the chancellor is serving a foreign master.Recent reports that German state intelligence was spying on behalf of the Americans against the country’s own industrial interests are bad enough. But then added to that are claims that the government of Chancellor Angela Merkel knew about the espionage — and turned a blind eye.

This raises disturbing questions about the integrity of German government leaders, and primarily Angela Merkel. Is Merkel an asset for American intelligence, serving the geopolitical interests of Washington rather than the good of her own nation, or the wider good of Europe?

The news story in question refers to reports in the German media last week of how Germany’s Federal Intelligence (BND) collaborated with the US National Security Agency (NSA) in spying on multinational European defence companies, including EADS and Eurocopter. The specific eavesdropping on these firms — in which Germany has major national economic interests — reportedly dates back to 2008. It is inconceivable that the highest levels of German government, including Chancellor Merkel — did not know about the industrial espionage. Yet Merkel appears to have countenanced the illegal activity, even though such activity would have vitiated German national interests, affording advantage to American competitors.

The Ukrainian army has appointed the right-wing Dimitri Jarosch as official adviser to the army leadership. His militias are officially part of the army — under the leadership of the independent Jarosch. Thus, the right-wing extremists also gain access to US weapons, and weapons that are financed by European taxpayers. 

Russia will interpret this as a threat.

The militias of the “right sector” in Ukraine are now greatly enhanced by this appointment, which was made on Sunday, April 5th. The chief of Ukraine’s Armed Forces, General Viktor Muschenko, is thus incorporating the far-right militias into his army. Muschenko announces that the Ukrainian army has become one of the strongest in Europe. The soldiers of this army have proved that they know how to fight. [Whereas the regular army of Ukraine has, thus far, performed poorly, top to bottom, the forces under Yarosh’s control, and under his fellow-nazi Andrei Biletsky’s, have been on a par with the local forces of the Donbass, against whom they’ve been fighting. But now, with the military expertise of the nazis and of their American advisors, training everyone starting on April 20th (which is Hitler’s birthday), this will be a different war, and could have a radically different outcome, which will then force a Russian invasion of Ukraine, especially because both Yarosh and Biletsky are lifelong-committed to conquering Russia.]

Germany’s Merkel Comes Out as Basically a U.S. Agent

On Wednesday, April 1st, German Chancellor Angela Merkel’s cabinet approved a measure to bring fracking (the patents for which are owned mainly by “large American companies, including Halliburton, Baker Hughes and Schlumberger”) into Germany. This is a prelude not only to U.S. President Obama’s secret Trans-Atlantic Trade & Investment Partnership (TTIP) pact with Europe to subordinate national laws and regulations to trans-national mega-corporate panels that will be dominated by U.S. firms and that will override the participating nations’ environmental and labor regulations and consumer protections (and harm European economies generally), but it is also a major step toward removing Europe from Russia’s energy-market, and bringing U.S. and European oil companies to dominate there instead.

German Economic News headlined on April 1st, “Precursor to TTIP: Federal Government brings Fracking to Germany,” and reported that:

The controversial shale gas extraction (fracking) process is coming to Germany: In order not to provoke excessively large protests at home, the federal government highlighted that fracking is initially allowed only for testing purposes. But in fact, the draft law of the Federal Environment and the Federal Ministry of Economics, approved today by the the Cabinet, also allows subsequent large-scale extraction of shale gas….

 

The American interest in a continuing conflict simmering in Ukraine also causes Europeans to fear that Russian gas could stop and thus drive Europe to give up our still considerable resistance against fracking. Some US politicians have personal interests, such as the US Vice President Biden, whose son works for a Ukrainian fracking company.

Greece’s place in the Eurozone is as precarious as ever as talks between Prime Minister Tsipras and European leaders in Brussels broke down – hours after reaching general agreement – and Greece warned Germany that it will be “impossible” for Greece to service debt payments due in the coming weeks if the EU fails to provide short-term financial assistance.

Greece – faced with illiquidity, insolvency and a potential banking collapse – is running out of time and appears to be on the back foot as its international creditors refuse to countenance any debt restructuring, rescheduling or forgiveness.

The warning from Greece came in a letter from Tsipras to Angele Merkel provided to the Financial Times. It comes as concerns mount that Athens will struggle to make pension and wage payments by as early as next week, the end of March, and could run out of cash completely before the end of April.

The letter, dated March 15, came just before Ms Merkel agreed to meet Mr Tsipras on the sidelines of an EU summit last Thursday and invited him for a one-on-one session in Berlin, scheduled for Monday evening.

Looks Like Germany May Have To Pay Up

German magazine Der Spiegel digs deep(er) into the ‘Greece question’ this weekend, and does so with a few noteworthy reports. First, its German paper issue has Angela Merkel on the cover, inserted on a 1940′s photograph that shows Nazi commanders against the backdrop of the Acropolis in Athens. The headline is ‘The German Supremacy: How Europeans see (the) Germans’. The editorial staff has already come under a lot of fire for the cover, and I’ve seen little that could be labeled a valid defense for further antagonizing both Germans AND Greeks (and other Europeans) this way. Oh, and it’s also complete nonsense, nobody sees modern day Germans this way. It’s just that their government after 70 years is still skirting its obligations towards the victims. That’s what people, the Greeks in particular, don’t like.

Second: Spiegel’s German online edition has a sorry that claims Greek paper To Vima will come with revelations on Sunday accusing Georgios Katrougalos, Syriza’s deputy minister for Policy Reform and Public Service (I’m translating on the fly) of corruption in the case of the reinstallment of public workers that had been fired under the Samaras government under pressure from the Troika.

Allegedly, Katrougalos’ law firm (in which he has had no active role since becoming a member of the European parliament last year) has a contract with these workers that will pay it 12% of whatever they receive in back pay. Predictably, the opposition has called for Katrougalos’ firing, but Tsipras has said he talked to him and is satisfied with the explanation he was given.

While Washington works assiduously to undermine the Minsk agreement that German chancellor Merkel and French president Hollande achieved in order to halt the military conflict in Ukraine, Washington has sent Victoria Nuland to Armenia to organize a “color revolution” or coup there, has sent Richard Miles as ambassador to Kyrgyzstan to do the same there, and has sent Pamela Spratlen as ambassador to Uzbekistan to purchase that government’s allegiance away from Russia. The result would be to break up the Collective Security Treaty Organization and present Russia and China with destabilization where they can least afford it. Thus, Russia faces the renewal of conflict in Ukraine simultaneously with three more Ukraine-type situations along its Asian border.

And this is only the beginning of the pressure that Washington is mounting on Russia.

On March 18 the Secretary General of NATO denounced the peace settlement between Russia and Georgia that ended Georgia’s military assault on South Ossetia. The NATO Secretary General said that NATO rejects the settlement because it “hampers ongoing efforts by the international community to strengthen security and stability in the region.” Look closely at this statement. It defines the “international community” as Washington’s NATO puppet states, and it defines strengthening security and stability as removing buffers between Russia and Georgia so that Washington can position military bases in Georgia directly on Russia’s border.

With each passing day it becomes more obvious that Europe is heading for an epochal financial conflagration. So buy-the-dip if you must, but don’t believe for a minute that the US has decoupled.  When the euro and EU eventually implode it will rattle the bones of every gambler and algo left in the casinos anywhere on the planet.

Yes, the school yard name calling and roughhousing now going on in Europe makes it appear that behind the sturm und drang there is some negotiations happening. But the truth is there is nothing to negotiate. Greece is so completely and terminally bankrupt that there is no solution other than default and greexit.

To insist that Greece service the entirely of its staggering $350 billion of debt, as does Germany and the troika apparatchiks, is to advocate the extinguishment of democracy in Greece and its reduction to a colonial mandate of Brussels; and in the process, to eliminate any semblance of economic life among the debt serfs who would inhabit it.

Its just math. Sooner or later interest rates must normalize. For a country with Greece’s profligate fiscal history, there is no possibility that the interest carry cost on a public debt load equal to 175% of GDP could be any less than 6-7% in the absence of EU guarantees.That means that the Greek state’s annual interest bill would approach 10% of GDP before paying down a single dime of principal.

Europe, The Morally Bankrupt Union

The European Union is busy accomplishing something truly extraordinary: it is fast becoming such a spectacular failure that people don’t even recognize it as one. People have no idea, they just think: this can’t possibly be true, and they continue with their day. They should think again. Because the Grand European Failure is bound to lead to real life consequences soon, and they’ll be devastating. The union that was supposed to put an end to all fighting across the continent, is about to be the fuse that sets off a range of battles.

To its east, the EU is involved in a braindead attempt at further expansion – it has only one idea when it comes to size: bigger is always better -, an attempt that is proving to be such a disaster that heads will roll in the Brussels corridors no matter what. Europe has joined the US and NATO very enthusiastically in creating not just a failed state, but a veritable imitation of Hiroshima, in Ukraine, right on its own borders. The consequences of this will haunt the EU (or if it doesn’t last, which is highly plausible, its former members) not just for weeks or months or years, but for many decades.

The carefully re-crafted relationship with Russia, which took 25 years to build, was destroyed again in hardly over a year, something for which Angela Merkel deserves so much blame it may well end up being her main political legacy. Vladimir Putin, and Russia as a nation, will not easily forget the humiliation the west has thrown at them, the accusations, the innuendo, the attempts to draw them into a war they never wanted and in which they see no advantage for any party involved.

The War Next Door: Can Merkel’s Diplomacy Save Europe?

Chancellor Angela Merkel has often been accused of hesitancy. But in Minsk this week, she committed herself to helping find a way to quiet the weapons in Ukraine. The result was a cease-fire. But it is fragile and may ultimately be disadvantageous for Ukraine.

The problem has four syllables: Debaltseve. German Chancellor Angela Merkel can now pronounce it without difficulties, as can French President François Hollande. Debaltseve proved to be one of the thorniest issues during the negotiations in Minsk on Wednesday night and into Thursday. Indeed, the talks almost completely collapsed because of Debaltseve. Ultimately, Debaltseve may end up torpedoing the deal that was worked out in the end.

Debaltseve is a small town in eastern Ukraine, held by 6,000 government troops, or perhaps 8,000. Nobody wants to say for sure. It is the heart of an army that can only put 30,000 soldiers into the field, a weak heart. Until Sunday of last week, that heart was largely encircled by pro-Russian separatists and the troops could only be supplied by way of highway M03. Then, Monday came.

Separatist fighters began advancing across snowy fields towards the village of Lohvynove, a tiny settlement of 30 houses hugging the M03. The separatists stormed an army checkpoint and killed a few officers. They then dug in — and the heart of the Ukrainian army was surrounded.

The situation in Debaltseve plunged the Ukrainian army into a desperate, almost hopeless, position, as the negotiators in Minsk well knew. Indeed, it was the reason the talks were so urgently necessary. Debaltseve was one of the reasons Merkel and Hollande launched their most recent diplomatic offensive nine days ago. The other reason was the American discussion over the delivery of weapons to the struggling Ukrainian army.

War and Default in Europe Pose Merkel’s Biggest Challenge

(Bloomberg) — After almost a decade as German chancellor, Angela Merkel faces a moment of truth as a resurgent Russia and fed-up Greeks challenge her blueprint for Europe’s future.

As bloodshed in eastern Ukraine escalates and the new Greek government rejects austerity championed by Merkel, her deliberate leadership style may be reaching the limit of its effectiveness.

With Europe’s post-Cold War order and its unifying currency at stake, the weight of global and domestic expectations is pushing Merkel out of her comfort zone and into two direct confrontations. Both adversaries and allies have repeatedly underestimated Merkel’s determination as she rose from obscurity in an East German lab to become the world’s most powerful woman.

“It underscores how much Germany is really the pivotal power in Europe and Angela Merkel is the pivotal leader,” Daniel Hamilton, head of the Center for Transatlantic Relations at the Paul H. Nitze School of Advanced International Studies in Washington, said in an interview. “Much of it has to do with Germany’s success, but much of it also has to do with default by other powers. It’s not like she or Germany aspires to this role.”

Merkel’s status as Europe’s go-to leader will be on display when President Barack Obama hosts her at the White House on Monday. In the run-up, she’s resisting pressure by U.S. politicians to send arms to Ukraine’s government.

The biggest risk for Merkel is if either crisis spiraled out of control. At that point, she would have failed to address “German concern about stability,” Hamilton said.

Europe Fractures: France “Prepared To Support Greece” In Debt Renegotiations

Despite Angela Merkel’s insistence on numerous occasions this past week that there will be “no debt renegotiations,” it appears a schism at the core of Europe is opening. As France24 reports,following a meeting between France’s finance minister Michel Sapin and Greece’s finance minister Yanis Varoufakis, the press conference had a considerably more amicable tone that Friday’s Dijsselbloem dissing. “France is more than prepared to support Greece,” Sapin said adding that Greece’s efforts to renegotiate were “legitimate.” Sapin urged a “new contract between Greece and its partners.”

As France24 reports,

France’s Socialist government offered support Sunday for Greece’s efforts to renegotiate debt for its huge bailout plan, amid renewed fears about Europe’s economic stability.

The backing was a victory for Greek Finance Minister Yanis Varoufakis, holding talks with European officials to push for new conditions on debt from creditors who rescued Greece’s economy to save the shared euro currency. Worries have mounted that Greece’s new far left government might not pay back its debts.
