Special Report: “Secret” documents from the Reagan administration show how the U.S. embedded “political action,” i.e., the manipulation of foreign governments, in ostensibly well-meaning organizations, reports Robert Parry.

“Secret” documents, recently declassified by the Reagan presidential library, reveal senior White House officials reengaging a former CIA “proprietary,” The Asia Foundation, in “political action,” an intelligence term of art for influencing the actions of foreign governments.

The documents from 1982 came at a turning-point moment when the Reagan administration was revamping how the U.S. government endeavored to manipulate the internal affairs of governments around the world in the wake of scandals in the 1960s and 1970s involving the Central Intelligence Agency’s global covert operations.

Instead of continuing to rely heavily on the CIA, President Reagan and his national security team began offloading many of those “political action” responsibilities to “non-governmental organizations” (NGOs) that operated in a more overt fashion and received funding from other U.S. government agencies.

But secrecy was still required for the involvement of these NGOs in the U.S. government’s strategies to bend the political will of targeted countries. If the “political action” of these NGOs were known, many countries would object to their presence; thus, the “secret” classification of the 1982 White House memos that I recently obtained via a “mandatory declassification review” from the archivists at the Reagan presidential library in Simi Valley, California.

In intelligence circles, “political action” refers to a wide range of activities to influence the policies and behaviors of foreign nations, from slanting their media coverage, to organizing and training opposition activists, even to setting the stage for “regime change.”

U.N. Enablers of ‘Aggressive War’

Special Report: U.N. investigative reports, like a new one condemning Syria for alleged sarin use, are received as impartial and credible, but are often just more war propaganda from compromised bureaucrats, reports Robert Parry.

Many people still want to believe that the United Nations engages in impartial investigations and thus is more trustworthy than, say, self-interested governments, whether Russia or the United States. But trust in U.N. agencies is no longer well placed; whatever independence they may have once had has been broken, a reality relevant to recent “investigations” of Syrian chemical weapons use.

There is also the larger issue of the United Nations’ peculiar silence about one of its primary and original responsibilities, shouldered after the horrors of World War II – to stop wars of aggression, which today include “regime change” wars organized, funded and armed by the United States and other Western powers, such as the Iraq invasion in 2003, the overthrow of the Libyan government in 2011, and a series of proxy wars including the ongoing Syrian conflict.

After World War II, the Nuremberg Tribunals declared that a “war of aggression … is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole.”

That recognition became a guiding principle of the United Nations Charter, which specifically prohibits aggression or even threats of aggression against sovereign states.

The Charter declares in Article One that it is a chief U.N. purpose “to take effective collective measures … for the suppression of acts of aggression or other breaches of the peace.” Article Two, which defines the appropriate behavior of U.N. members, adds that “All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state…”

How ‘Regime Change’ Wars Led to Korea Crisis

Exclusive: The U.S.-led aggressions against Iraq and Libya are two war crimes that keep on costing, with their grim examples of what happens to leaders who get rid of WMDs driving the scary showdown with North Korea, writes Robert Parry.

It is a popular meme in the U.S. media to say that North Korean leader Kim Jong Un is “crazy” as he undertakes to develop a nuclear bomb and a missile capacity to deliver it, but he is actually working from a cold logic dictated by the U.S. government’s aggressive wars and lack of integrity.

Indeed, the current North Korea crisis, which could end up killing millions of people, can be viewed as a follow-on disaster to President George W. Bush’s Iraq War and President Barack Obama’s Libyan intervention. Those wars came after the leaders of Iraq and Libya had dismantled their dangerous weapons programs, leaving their countries virtually powerless when the U.S. government chose to invade.

In both cases, the U.S. government also exploited its power over global information to spread lies about the targeted regimes as justification for the invasions — and the world community failed to do anything to block the U.S. aggressions.

And, on a grim personal note, the two leaders, Saddam Hussein and Muammar Gaddafi, were then brutally murdered, Hussein by hanging and Gaddafi by a mob that first sodomized him with a knife.

So, the neoconservatives who promoted the Iraq invasion supposedly to protect the world from Iraq’s alleged WMDs — and the liberal interventionists who pushed the Libya invasion based on false humanitarian claims — may now share in the horrific possibility that millions of people in North Korea, South Korea, Japan and maybe elsewhere could die from real WMDs launched by North Korea and/or by the United States.

MSM, Still Living in Propaganda-ville

Exclusive: The stakes in U.S.-Russia relations could not be higher – possible nuclear conflagration and the end of civilization – but the U.S. mainstream media is still slouching around in “propaganda-ville,” says Robert Parry.

As much as the U.S. mainstream media wants people to believe that it is the Guardian of Truth, it is actually lost in a wilderness of propaganda and falsehoods, a dangerous land of delusion that is putting the future of humankind at risk as tension escalate with nuclear-armed Russia.

This media problem has grown over recent decades as lucrative careerism has replaced responsible professionalism. Pack journalism has always been a threat to quality reporting but now it has evolved into a self-sustaining media lifestyle in which the old motto, “there’s safety in numbers,” is borne out by the fact that being horrendously wrong, such as on Iraq’s WMD, leads to almost no accountability because so many important colleagues were wrong as well.

Similarly, there has been no accountability after many mainstream journalists and commentators falsely stated as flat-fact that “all 17 U.S. intelligence agencies” concurred that Russia did “meddle” in last November’s U.S. election.

For months, this claim has been the go-to put-down whenever anyone questions the groupthink of Russian venality perverting American democracy. Even the esteemed “Politifact” deemed the assertion “true.” But it was never true.

It was at best a needled distortion of a claim by President Obama’s Director of National Intelligence James Clapper when he issued a statement last Oct. 7 alleging Russian meddling. Because Clapper was the chief of the U.S. Intelligence Community, his opinion morphed into a claim that it represented the consensus of all 17 intelligence agencies, a dishonest twist that Democratic presidential candidate Hillary Clinton began touting.

US Journalism’s New ‘Golden Age’?

Exclusive: The Washington Post and other big media are hailing a new journalistic “golden age” as they punish President Trump for disparaging them, but is this media bias a sign of good journalism or itself a scandal, asks Robert Parry.

The mainstream U.S. media is congratulating itself on its courageous defiance of President Trump and its hard-hitting condemnations of Russia, but the press seems to have forgotten that its proper role within the U.S. democratic structure is not to slant stories one way or another but to provide objective information for the American people.

By that standard – of respecting that the people are the nation’s true sovereigns – the mainstream media is failing again. Indeed, the chasm between what America’s elites are thinking these days and what many working-class Americans are feeling is underscored by the high-fiving that’s going on inside the elite mainstream news media, which is celebrating its Trump- and Russia-bashing as the “new golden age of American journalism.”

The New York Times and The Washington Post, in particular, view themselves as embattled victims of a tyrannical abuser. The Times presents itself as the brave guardian of “truth” and the Post added a new slogan: “Democracy dies in darkness.” In doing so, they have moved beyond the normal constraints of professional, objective journalism into political advocacy – and they are deeply proud of themselves.

In a Sunday column entitled “How Trump inspired a golden age,” Washington Post columnist Dana Milbank wrote that Trump “took on the institution of a free press – and it fought back. Trump came to office after intimidating publishers, barring journalists from covering him and threatening to rewrite press laws, and he has sought to discredit the ‘fake news’ media at every chance. Instead, he wound up inspiring a new golden age in American journalism.

NYT Cheers the Rise of Censorship Algorithms

Exclusive: The New York Times is cheering on the Orwellian future for Western “democracy” in which algorithms quickly hunt down and eliminate information that the Times and other mainstream outlets don’t like, reports Robert Parry.

Just days after sporting First Amendment pins at the White House Correspondents Dinner – to celebrate freedom of the press – the mainstream U.S. media is back to celebrating a very different idea: how to use algorithms to purge the Internet of what is deemed “fake news,” i.e. what the mainstream judges to be “misinformation.”

The New York Times, one of the top promoters of this new Orwellian model for censorship, devoted two-thirds of a page in its Tuesday editions to a laudatory piece about high-tech entrepreneurs refining artificial intelligence that can hunt down and eradicate supposedly “fake news.”

To justify this draconian strategy, the Times cited only a “fake news” report claiming that the French establishment’s preferred presidential candidate Emmanuel Macron had received funding from Saudi Arabia, a bogus story published by a Web site that mimicked the appearance of the newspaper Le Soir and was traced back to a Delaware phone number.

Yet, while such intentionally fabricated articles as well as baseless conspiracy theories are a bane of the Internet – and do deserve hearty condemnation – the Times gives no thought to the potential downside of having a select group of mainstream journalistic entities feeding their judgment about what is true and what is not into some algorithms that would then scrub the Internet of contrary items.

The Existential Question of Whom to Trust

Special Report: An existential question facing humankind is whom can be trusted to describe the world and its conflicts, especially since mainstream experts have surrendered to careerism, writes Robert Parry.

The looming threat of World War III, a potential extermination event for the human species, is made more likely because the world’s public can’t count on supposedly objective experts to ascertain and evaluate facts. Instead, careerism is the order of the day among journalists, intelligence analysts and international monitors – meaning that almost no one who might normally be relied on to tell the truth can be trusted.

Secretary of State Colin Powell addressed the United Nations on Feb. 5. 2003, citing satellite photos which supposedly proved that Iraq had WMD, but the evidence proved bogus. CIA Director George Tenet is behind Powell to the left.

The dangerous reality is that this careerism, which often is expressed by a smug certainty about whatever the prevailing groupthink is, pervades not just the political world, where lies seem to be the common currency, but also the worlds of journalism, intelligence and international oversight, including United Nations agencies that are often granted greater credibility because they are perceived as less beholden to specific governments but in reality have become deeply corrupted, too.

In other words, many professionals who are counted on for digging out the facts and speaking truth to power have sold themselves to those same powerful interests in order to keep high-paying jobs and to not get tossed out onto the street. Many of these self-aggrandizing professionals – caught up in the many accouterments of success – don’t even seem to recognize how far they’ve drifted from principled professionalism.

Trump’s ‘Wag the Dog’ Moment

Exclusive: President Trump earned neocon applause for his hasty decision to attack Syria and kill about a dozen Syrians, but his rash act has all the earmarks of a “wag the dog” moment, reports Robert Parry.

Just two days after news broke of an alleged poison-gas attack in northern Syria, President Trump brushed aside advice from some U.S. intelligence analysts doubting the Syrian regime’s guilt and launched a lethal retaliatory missile strike against a Syrian airfield.

Trump immediately won plaudits from Official Washington, especially from neoconservatives who have been trying to wrestle control of his foreign policy away from his nationalist and personal advisers since the days after his surprise victory on Nov. 8.

There is also an internal dispute over the intelligence. On Thursday night, Secretary of State Rex Tillerson said the U.S. intelligence community assessed with a “high degree of confidence” that the Syrian government had dropped a poison gas bomb on civilians in Idlib province.

But a number of intelligence sources have made contradictory assessments, saying the preponderance of evidence suggests that Al Qaeda-affiliated rebels were at fault, either by orchestrating an intentional release of a chemical agent as a provocation or by possessing containers of poison gas that ruptured during a conventional bombing raid.

One intelligence source told me that the most likely scenario was a staged event by the rebels intended to force Trump to reverse a policy, announced only days earlier, that the U.S. government would no longer seek “regime change” in Syria and would focus on attacking the common enemy, Islamic terror groups that represent the core of the rebel forces.

Another Dangerous Rush to Judgment in Syria

Exclusive: The U.S. government and the mainstream media rushed to judgment again, blaming the Syrian government for a new poison-gas attack and ignoring other possibilities, reports Robert Parry.

With the latest hasty judgment about Tuesday’s poison-gas deaths in a rebel-held area of northern Syria, the mainstream U.S. news media once more reveals itself to be a threat to responsible journalism and to the future of humanity. Again, we see the troubling pattern of verdict first, investigation later, even when that behavior can lead to a dangerous war escalation and many more deaths.

Before a careful evaluation of the evidence about Tuesday’s tragedy was possible, The New York Times and other major U.S. news outlets had pinned the blame for the scores of dead on the Syrian government of Bashar al-Assad. That revived demands that the U.S. and other nations establish a “no-fly zone” over Syria, which would amount to launching another “regime change” war and would put America into a likely hot war with nuclear-armed Russia.

Even as basic facts were still being assembled about Tuesday’s incident, we, the public, were prepped to disbelieve the Syrian government’s response that the poison gas may have come from rebel stockpiles that could have been released either accidentally or intentionally causing the civilian deaths in a town in Idlib Province.

One possible scenario was that Syrian warplanes bombed a rebel weapons depot where the poison gas was stored, causing the containers to rupture. Another possibility was a staged event by increasingly desperate Al Qaeda jihadists who are known for their disregard for innocent human life.

Fresh Doubts about Russian ‘Hacking’

Exclusive: The gauzy allegations of Russia “hacking” the Democrats to elect Donald Trump just got hazier with WikiLeaks’ new revelations about CIA cyber-spying and the capability to pin the blame on others, reports Robert Parry.

WikiLeaks’ disclosure of documents revealing CIA cyber-spying capabilities underscores why much more skepticism should have been applied to the U.S. intelligence community’s allegations about Russia “hacking” last year’s American presidential election. It turns out that the CIA maintains a library of foreign malware that could be used to pin the blame for a “hack” on another intelligence service.

That revelation emerged from documents that WikiLeaks published on Tuesday from a CIA archive that WikiLeaks said had apparently been passed around within a community of former U.S. government hackers and contractors before one of them gave WikiLeaks some of the material.

The documents revealed that the CIA can capture the content of encrypted Internet and cell-phone messages by grabbing the material in the fraction of a second before the words are put through encryption.

Another program called “Weeping Angel” can hack Samsung “smart” TVs with built-in Internet connections, allowing the CIA and British intelligence to covertly use the TVs as listening devices even when they appear to be turned off.

Besides the 1984-ish aspects of these reported capabilities – Orwell’s dystopia also envisioned TVs being used to spy on people in their homes – the WikiLeaks’ disclosures add a new layer of mystery to whether the Russians were behind the “hacks” of the Democratic Party or whether Moscow was framed.

Reasons to Risk Nuclear Annihilation

Exclusive: The latest neocon/liberal-hawk scheme is for the U.S. population to risk nuclear war to protect corrupt politicians in Ukraine and Al Qaeda terrorists in east Aleppo, two rather dubious reasons to end life on the planet, says Robert Parry.

Obviously, I never wanted to see a nuclear war, which would likely kill not only me but my children, grandchildren, relatives, friends and billions of others. We’d be incinerated in the blast or poisoned by radiation or left to starve in a nuclear winter.

But at least I always assumed that this horrific possibility would only come into play over something truly worthy, assuming that anything would justify the mass extinction of life on the planet.

Now, however, Official Washington’s neocons and liberal interventionists are telling me and others that we should risk nuclear annihilation over which set of thieves gets to rule Ukraine and over helping Al Qaeda terrorists (and their “moderate” allies) keep control of east Aleppo in Syria.

In support of the Ukraine goal, there is endless tough talk at the think tanks, on the op-ed pages and in the halls of power about the need to arm the Ukrainian military so it can crush ethnic Russians in eastern Ukraine who dared object to the U.S.-backed coup in 2014 that ousted their elected President Viktor Yanukovych.

And after “liberating” eastern Ukraine, the U.S.-backed Ukrainian army would wheel around and “liberate” Crimea from Russia, even though 96 percent of Crimean voters voted to leave Ukraine and rejoin Russia – and there is no sign they want to go back.

So, the world would be risking World War III over the principle of the West’s right to sponsor the overthrow of elected leaders who don’t do what they’re told and then to slaughter people who object to this violation of democratic order.

Getting Fooled on Iraq, Libya, Now Russia

Exclusive: After the British report exposing falsehoods to justify invading Iraq in 2003, a new U.K. inquiry found similar misconduct in the 2011 attack on Libya, but no lessons are learned for the West’s new propaganda about Russia, writes Robert Parry.

A British parliamentary inquiry into the Libyan fiasco has reported what should have been apparent from the start in 2011 – and was to some of us – that the West’s military intervention to “protect” civilians in Benghazi was a cover for what became another disastrous “regime change” operation.

The report from the U.K.’s Foreign Affairs Committee confirms that the U.S. and other Western governments exaggerated the human rights threat posed by Libyan leader Muammar Gaddafi and then quickly morphed the “humanitarian” mission into a military invasion that overthrew and killed Gaddafi, leaving behind political and social chaos.

The report’s significance is that it shows how little was learned from the Iraq War fiasco in which George W. Bush’s administration hyped and falsified intelligence to justify invading Iraq and killing its leader, Saddam Hussein. In both cases, U.K. leaders tagged along and the West’s mainstream news media mostly served as unprofessional propaganda conduits, not as diligent watchdogs for the public.

Today, we are seeing an even more dangerous repetition of this pattern: demonizing Russian President Vladimir Putin, destabilizing the Russian economy and pressing for “regime change” in Moscow. Amid the latest propaganda orgy against Putin, virtually no one in the mainstream is exercising any restraint or finding any cautionary lessons from the Iraqi and Libyan examples.

‘Yats’ Is No Longer the Guy

Exclusive: Several weeks before Ukraine’s 2014 coup, U.S. Assistant Secretary of State Nuland had already picked Arseniy Yatsenyuk to be the future leader, but now “Yats” is no longer the guy, writes Robert Parry.

In reporting on the resignation of Ukrainian Prime Minister Arseniy Yatsenyuk, the major U.S. newspapers either ignored or distorted Assistant Secretary of State Victoria Nuland’s infamous intercepted phone call before the 2014 coup in which she declared “Yats is the guy!”

Though Nuland’s phone call introduced many Americans to the previously obscure Yatsenyuk, its timing – a few weeks before the ouster of elected Ukrainian President Viktor Yanukovych – was never helpful to Washington’s desired narrative of the Ukrainian people rising up on their own to oust a corrupt leader.

Assistant Secretary of State for European Affairs Victoria Nuland, who pushed for the Ukraine coup and helped pick the post-coup leaders.

Instead, the conversation between Nuland and U.S. Ambassador to Ukraine Geoffrey Pyatt sounded like two proconsuls picking which Ukrainian politicians would lead the new government. Nuland also disparaged the less aggressive approach of the European Union with the pithy put-down: “Fuck the E.U.!”

More importantly, the intercepted call, released onto YouTube in early February 2014, represented powerful evidence that these senior U.S. officials were plotting – or at least collaborating in – a coup d’etat against Ukraine’s democratically elected president. So, the U.S. government and the mainstream U.S. media have since consigned this revealing discussion to the Great Memory Hole.

On Monday, in reporting on Yatsenyuk’s Sunday speech in which he announced that he is stepping down, The Washington Post and The Wall Street Journal didn’t mention the Nuland-Pyatt conversation at all.

The New York Times did mention the call but misled its readers regarding its timing, making it appear as if the call followed rather than preceded the coup.

I reported honestly the facts of the US coup that overthrew the elected Ukrainian government in 2014 (see my columns in February and March 2014). However, the US print and TV media, led by the New York Times, lied through their teeth.

Indeed, the “mainstream” US media functioned as agent and propagandist for the Washington neoconservatives who destroyed Ukrainian democracy and imposed massive suffering and death on Ukrainians.

There is no crime that the American presstitutes will not commit and no lie that they will not tell.

A Media Unmoored from Facts

Exclusive: Mainstream U.S. journalism has completely lost its way, especially in dealing with foreign policy issues where bias now overwhelms any commitment to facts, a dangerous development, writes Robert Parry.

Several weeks ago, I received a phone call from legendary investigative reporter Seymour Hersh who had seen one of my recent stories about Syria and wanted to commiserate over the state of modern journalism. Hersh’s primary question regarding reporters and editors at major news outlets these days was: “Do they care what the facts are?”

Hersh noted that in the past – in the 1970s when he worked at The New York Times – even executive editor Abe Rosenthal, who was a hard-line cold warrior with strong ideological biases, still wanted to know what was really going on.

My experience was similar at The Associated Press. Among the older editors, there was still a pride in getting the facts right – and not getting misled by some politician or spun by some government flack.

That journalistic code, however, no longer exists – at least not on foreign policy and national security issues. The major newspapers and TV networks are staffed largely by careerists who uncritically accept what they are fed by U.S. government officials or what they get from think-tank experts who are essentially in the pay of special interests.

For a variety of reasons – from the draconian staff cuts among foreign correspondents to the career fear of challenging some widely held “group think” – many journalists have simply become stenographers, taking down what the Important People say is true, not necessarily what is true.

It’s especially easy to go with the flow when writing about some demonized foreign leader. Then, no editor apparently expects anything approaching balance or objectivity, supposedly key principles of journalism.
