Washington’s wager concerning Iran

Even more than Syria, Iran is now at the heart of the confrontation between East and West. The astounded public is witnessing Washington’s daily about-turns in what seems – mistakenly – to be an escalation towards war between the two countries. But this is not what it is about. Fortunately, the two Great Powers have demonstrated for the last 75 years that they are reasonable, and have always managed to stand down before they arrive at the point of mutual destruction.

Tension is apparently rising between Washington and Teheran. As usual, President Trump is blowing hot and cold. Thus, on 21 June, he went as far as ordering the bombing of Iran, then changed his mind a few minutes before attacking his targets. And yet this behaviour, which has often allowed Donald Trump to win successes in the West, does not carry much weight with the Persian psychology [1]. But is he trying to impress Iran ?

The attitude of the North Americans must be understood from the point of view not only of their Middle Eastern policy, but also their global policy [2]. More than a conflict with Iran, it’s the balance of power between East and West that is at stake.

 Since the Second World War, the central preoccupation of the United States has been their rivalry with the USSR, then Russia. Since the first Geneva Conference (June 2012), on the margins of the Syrian conflict, Moscow has proposed to be the guarantor of regional peace alongside and in equality with Washington. This recalibration of international relations was imagined under the auspices of the ex-Secretary General of UNO, Kofi Annan.

The European Union is obliged to participate in US wars

Since the Treaty of Maastricht, all the members of the European Union (including the neutral countries) have placed their defences under the suzerainty of NATO, which is directed exclusively by the United States. This is why, when the Pentagon delegates the economic headquarters of the countries it wishes to destroy to the US Department of the Treasury (USDT), all members of the European Union and NATO are obliged to apply US sanctions.

After having lost his majority in the House of Representatives during the mid-term elections, President Trump has found new allies in exchange for his discharge by prosecutor Mueller of the accusation of high treason [1]. He now supports the objectives of his generals. US imperialism is back [2].

In less than six months, the foundations of international relations have been « rebooted ». The war that Hillary Clinton promised to start has been declared, but not only by military force.

This transformation of the rules of the game, without equivalent since the end of the Second World War, immediately forced all actors to rethink their strategy, and therefore all the plans for alliance upon which they were based. Those who turn up late will pay for it.

Economic war has been declared

Wars will always be mortal and cruel, but for Donald Trump, who was a businessman before becoming President of the United States, it is best that they cost as little as possible. It is thus preferable to kill with economic means rather than by the use of arms. Given that the United States no longer share trade agreements with most of the countries they attack, the real « economic » cost of these wars (in the genuine sense of the term), is in effect supported by third-party countries rather than by the Pentagon.

The geopolitics of oil in the Trump era

The United States have become the leading world producer of hydrocarbons. As from now, they are using their dominant position exclusively to maximise their profits, and do not hesitate to eliminate their major rivals in oil production, plunging their citizens into misery. Although in the past, access to Middle East oil was a vital necessity for their economy (Carter, Reagan, Bush Sr.), then a market over which they presided (Clinton), and then again a failing ressouce whose supply they wanted to control (Bush Jr., Obama), hydrocarbons have now become black gold (Trump).

Economy depends primarily on the source of energy to which it has access. This need has always been one of the main causes of war. At one time, it was necessary to put slaves to work in the fields then, in the 19th century, to seize coal with which to feed machinery, and today we rely on hydrocarbons (oil and gas).

To avoid looking at this logic too closely, men have always invented good reasons to justify what they are doing.

  1. that Iran is being sanctioned because of its military nuclear programme (which it closed down in 1988);
  2. that the installations and assets of the PDVSA (Venezuelan Oil) have been seized in order to transfer them from the dictator Maduro to Juan Guaido’s team (although it is the former and not the latter who was constitutionally elected President of Venezuela);
  3. or again that the United States maintains its military presence in Syria in order to support their Kurdish allies against the dictator el-Assad (while in fact the Kurds are mercenaries who do not represent their people, and el-Assad was democratically elected).

For a decade we have been revealing the incongruity of the French desire to re-establish its authority over its old colonies. This was the logic behind the nomination by President Nicolas Sarkozy of Bernard Kouchner as Minister for Foreign Affairs. Kouchner replaced the French Revolutionary idea of « The Declaration of the Rights of Man and of the Citizen » with the Anglo-Saxon notion of « Human Rights » [1]. Later, his friend President François Hollande declared, during a Press conference on the fringes of the UN General Assembly, that it was time to re-establish a mandate over Syria. The great grand-nephew of ambassador François George-Picot (of the Sykes-Picot agreement), ex-President Valéry Giscard d’Estaing, spoke of this even more clearly. This should help us better to understand the desire of President Emmanuel Macron to continue the war against Syria, without the United States.

There has always been a « colonial party » in France which crosses all political parties and acts as a lobby in the service of the wealthy class. Just as in every period when it becomes difficult for unscrupulous capitalists to crush the national work-force, the myth of colonial conquest resurfaces. If the « Yellow Vests » revolt, let us continue with the « exploitation of men by other men » on the backs of the Syrians.

The French Empire « bestows » civilisation

Long ago, this form of domination hid, according to the words of Jules Ferry – under whose auspices François Hollande consecrated his son mandate [2] – behind the duty of « bestowing civilisation ». Today, it aims at protecting the people whose elected leaders are qualified as « dictators ».

France is not the only ancient colonial power to act in this way. Turkey quickly followed on.

The United States are preparing a war between Latin-American states

Little by little, the partisans of the Cebrowski doctrine are advancing their pawns. If they must cease creating wars in the Greater Middle East, they’ll just turn around and inflame the Caribbean Basin. Above all, the Pentagon is planning to assassinate an elected head of state, ruin his country, and undermine the unity of Latin-America.

Speaking before the anti-Castro community at Miami Dade College, John Bolton denounced « This tyrannical troïka, spreading from Havana to Caracas via Managua, [which] is the cause of immense human suffering, the motor for huge regional instability, and the genesis of a squalid nest of Communism in the Western hemisphere ».

John Bolton, the new US National Security Advisor, has relaunched the Pentagon’s project for the destruction of the State structures in the Caribbean Basin.

We remember that in the aftermath of the 9/11 attacks, the Secretary for Defense at that time, Donald Rumsfeld, created the Office of Force Transformation and nominated Admiral Arthur Cebrowski as its Director. Its mission was to train the US army for its new role in the era of financial globalisation. It was designed to change military culture in order to destroy the State structures of the regions which were not connected to the global economy. The first chapter of this plan consisted of dislocating the « Greater Middle East ». The second stage was intended to perform the same task in the « Caribbean Basin ». The plan was designed to destroy some twenty coastal and insular States, with the exception of Colombia, Mexico and as far as possible, territories belonging to the United Kingdom, the United States, France and Holland.

When you want to sanction States, you call them « terrorists »

The new unilateral sanctions by the United States against Iran, Russia and Syria add to the previous actions concerning the same three targets. They now form the most unforgiving embargo in History. The way in which they have been organised is illegal according to the definition of the Charter of the United Nations – these are weapons of war, designed for killing.

For his visit to Moscow on 8 November, ambassador James Jeffrey was tasked with explaining the current US obsession with the expansion of Persian influence in the Arab world (Saudi Arabia, Bahrein, Iraq, Lebanon, Syria, Yemen). Washington now wishes to formulate this question in geo-strategic rather than religious terms (Chiites/Sunni), while Teheran is organising its national defence around forward posts composed of Chiite Arabs.

Moscow then considered the possibility of negotiating on Teheran’s behalf for the easing of unilateral US sanctions, in exchange for its military withdrawal from Syria. President Vladimir Putin confirmed his proposition, not only for his US opposite number, but also for the Israëli Prime Minister, during their meeting in Paris on 11 November for the celebrations marking the centenary of the end of the First World War .

He attempted to convince the Westerners that Russia alone in Syria was preferable to the Irano-Russian tandem. However, he could not guarantee that Iran would have sufficient authority over Hezbollah – as both Washington and Tel-Aviv pretend – to be able to order it to withdraw also.

Washington’s only answer, nine days later, was to announce the eleventh series of unilateral sanctions against Russia since the beginning of August.
