Three Russian grain regions declare emergency over cold weather, frost damage

MOSCOW, May 8 (Reuters) – Three of Russia’s key grain-growing areas declared a state of emergency on Wednesday, citing May frosts that have caused severe damage to crops and will reduce this year’s harvest.
The central regions of Lipetsk, Voronezh and Tambov all imposed emergency measures.
“The frosts that hit in early May led to catastrophic consequences,” Igor Artamonov, the governor of the Lipetsk region, said on the Telegram messaging app before signing the emergency decree.
“We must understand that this year’s harvest will be much smaller than the previous one.”
In neighbouring Voronezh, the regional agriculture ministry wrote on Telegram: “According to preliminary data, the area of dead or severely damaged crops has exceeded 265,000 hectares,” the regional agriculture ministry said on Telegram.
In Tambov, further east, Governor Maksim Yegorov signed a similar order, with his administration citing “early May frosts that have killed crops and damaged perennial plantings”.
All three regions are part of Russia’s fertile Black Earth region. Russia is one of the world’s top grain producers and exporters.
Besides grain, the regions produce crops such as potatoes, sunflowers, sugar beet and fruit. The statements did not make clear how each of these crops might be affected by the frost.
The Voronezh ministry said the damage stemmed from frost on the nights of May 3-4 and May 4-5, when the air temperature had fallen to -4.6 Celsius (23.7 Fahrenheit) and the soil temperature to -5C (23F).
It said declaring a state of emergency would enable farmers to “document the objective impossibility of achieving target indicators”, which they are obliged to hit in order to receive subsidies, and also to apply for insurance payments.
Authorities in Tambov said temperatures had dipped as low as -5 C on four nights. They said the regional agriculture ministry could apply to the government for subsidies.

Inflation Protests Erupt Across Peru As President Imposes Curfew, Calls In Military 

Inflation poses severe challenges for emerging market economies. The latest example is in Peru, where social unrest spreads across the country, forcing the government to impose a curfew in the capital, Lima, on Tuesday, according to Reuters.

“The cabinet has agreed to declare a ban on the mobility of citizens from 2 a.m. through 11:59 p.m. of Tuesday, April 5, to protect the fundamental rights of all people,” Peruvian President Pedro Castillo said in a live broadcast last night. 

The South American country was already struggling before commodity prices jumped to record highs because of the Ukraine invasion and virus pandemic supply chain disruptions. Social unrest began last month as demonstrations led by farmers and truckers have intensified over soaring food, fuel, and fertilizer prices.

Days ago, Peru Finance Minister Oscar Graham reduced the consumption tax for fuel and basic food items, hoping it would quell protests.

This all comes as Peru’s annual inflation hit 6.82% in March from a year earlier, the most since August 1998. April’s number is expected to top 7%.

Higher commodity prices, pushing up overall inflation, is metastasizing into a political crisis for Castillo, whose slumping popularity could fall even faster. Castillo has also called in the military to control violent protests.

“This strike isn’t happening just here, it’s all over Peru,” one unnamed protester told Reuters. 

Besides tax cuts, the government has desperately raised the minimum wage by about 10% to about $322 per month.

As the situation worsens in Peru, none of this should be surprising to readers. We’ve explained that social unrest in emerging market economies was inevitable due to the rapidly rising cost of everything.

New Jersey Declares State Of Emergency As Coronavirus Cases Triple In Greater New York: Live Updates

Update (0850ET): As the US market open draws near, investors are parsing a flood of coronavirus related news overnight, including the good (President Xi’s to Wuhan and a sharp drop in new cases in South Korea), the bad (US confirmed cases nearing 1,000), and the ugly (Italy’s crackdown is starting to resemble China’s, as the video below would suggest).


“Please stay at home & go outside only when you need to buy medicines or see doctors. Please follow our rules & wear face masks,” Italian authorities use loudspeakers to promote awareness among local residents about #COVID19 prevention and control.


While we’ve focused on some of the new developments in the US earlier, there’s plenty going on in Europe to rattle investor confidence. The number of confirmed coronavirus cases in Spain has doubled in the past few days, prompting the government to shut all schools in Madrid and the surrounding area for 2 weeks.

The Spanish parliament’s lower house suspended all activities on Tuesday for at least a week after a lawmaker with the country’s right-wing Vox Party was confirmed to have the virus.

MP Javier Ortega Smith was diagnosed with the virus, El Pais newspaper reported, citing sources from with Vox.

Ortega Smith is Vox’s No. 2 leader, and in this capacity participated in a large scale political rally last weekend, where we interacted with constituents and other lawmakers, Reuters said.

NYC-based bankers better have a bugout base in Antarctica, because all the suburban bedroom communities preferred by wealthy financiers have already been infected with the coronavirus: Westchester, New Jersey, Fairfield County and Long Island (though thankfully not the Hamptons) have all reported cases of the virus (even scarier: a handful of infections have no clear connection to another case, potentially offering a glimpse into what might be a much wider ‘community outbreak’).

Update (1530ET): Yesterday, we reported the six new cases of Covid-19 in British Columbia

Now, officials in the province have identified another outbreak at a nursing home in the province, the second such outbreak in the Pacific Northwest, in addition to the nursing home in Kirkland, Washington. The pair was infected by a staff member at the Lynn Valley Care Center in North Vancouver. Provincial Health Officer Dr. Bonnie Henry said the facility is basically on lockdown as the provincial authorities try to keep the virus from spreading.

As we head into the middle of the day in California, let’s circle back to the ‘Grand Princess’, the virus-plagued cruise ship drifting 20 nautical miles off the coast as it awaits plans to dock at the Port of Oakland on Monday. The ship’s captain, John Smith, said Sunday that the crew still doesn’t know at approximately what time they would be docking.

Update (1530ET): Following the first death of a Coid-19-infected person in the US, Washington state has declared a state of emergency.

King County official Jeff Duchin says that 27 patients and 25 staff members at the long-term care facility in Kirkland, WA are showing symptoms.

CDC’s Messonnier stated that “there is not a national spread of the virus in the US,” and adds that US has capacity to test 75,000 people.

Update (1515ET): President Trump has finally wrapped up a lengthy press conference that most agreed was more convincing than his previous effort on Wednesday. Trump confirmed that there are now 22 cases in the US outside of the evacuees from Wuhan and the ‘Diamond Princess’.

Update (1350ET): Trump is officially 20 minutes late, and following reports about Trump tightening the border with Mexico, the governor of the northern Mexican state of Coahuila has confirmed what appears to be the country’s fourth case.

The administration is also weighing possible restrictions on the entry of travelers from South Korea, Italy and Japan. The White House instructed DHS to draft a range of options about travel restrictions related to those countries.

State Of Emergency Declared In NSW Australia As Deadly Bushfires Rage; Military Deployed

A seven-day state of emergency has been called in the Australian state of New South Wales amid raging wildfires that have killed eight people in the region since Monday, including volunteer firefighters, according to officials.

Military helicopters and naval vessels have been deployed to deliver water, food and fuel to remote areas which are difficult to reach by road. The Australian Defense Force has sent navy ships to Mallacoota on a two-week supply mission, according to Victoria Emergency Commissioner Andrew Crisp, who added that firefighters would be flown in via helicopter do the the lack of access.

Conditions are expected to worsen in coming days, with Australia’s Bureau of Meteorology predicting temperatures to soar above 104 degrees in NSW, Victoria and western parts of the country.

Italy Declares State Of Emergency As Record Flooding In Venice Worsens

After “apocalyptic” flooding brought the city of Venice “to its knees” on Wednesday, Italy’s Prime Minister Giuseppe Conte declared a state emergency, giving Venice access to millions in disaster recovery money to help repair the damage from what appears to be the second-worst round of flooding in 50 years.

Italian Prime Minister Giuseppe Conte declared a state of emergency for the city of Venice late Thursday due to exceptionally high tides – rising to 71 inches above their benchmark on Wednesday, the highest in half a century. On Friday morning they were 61 inches above normal, according to Bloomberg.

At one point, a classic Banksy mural of a refugee in a life jacket became almost halfway covered by floodwaters.

As the flooding worsened, Venice Mayor Luigi Brugnaro blamed the flooding on climate change, while some pointed to political failures and corruption. 

According to local data initially reported by Italy’s ANSA newswire, Venice suffered its second exceptionally high tide in a week on Friday, with waters rising 154 centimeters – or 61 inches – above their benchmark.

The historic city, which was constructed on a network of canals between hundreds of small islands in the Adriatic sea, was still reeling from the 187-centimeter tide it recorded on Wednesday, the highest in half a century.

Bracing for Friday’s tide, Brugnaro closed St. Mark’s Square after the 11th century basilica there flooded. The city’s water buses, known as vaporetti, were suspended because of the rising tide, and schools were also closed. He has blamed the floods on climate change, while Five Star leader Luigi Di Maio has raised the issue of political corruption as a factor in the flooding.

“I Feel Helpless”: Bottled Water, Gas Shortages Reported As Floridians Brace For Hurricane Dorian 

By now, this has become a familiar scene for millions of Americans, particularly those living in the southeastern states of Florida, Georgia and the Carolinas, as well as Texas and Louisiana, all of which have been rocked by major hurricanes in recent years. With Hurricane Dorian barreling toward Florida, expected to make landfall as a powerful Category 4 hurricane, with 130 mph winds, this weekend.

According to WSJ, Floridians could begin feeling the impact of the storm as soon as Saturday. The NHC said Thursday that the storm is a Category 1 hurricane with sustained winds of 85 mph, moving northwest over the Atlantic Ocean. Though it’s too early to say exactly where it will make landfall, projections suggest it will hit the northwestern Bahamas before moving on to central and southern Florida. 

In Orange County, residents have already begun filling up sandbags at a local park.

The Bahamas and Florida could be under a hurricane watch as soon as Thursday evening. But Fla. Gov. Ron DeSantis has already declared a state of emergency that has been expanded to 67 counties, and secured promises of assistance from President Trump.

“The message I think right now is that all Floridians really need to monitor Hurricane Dorian and make necessary preparations,” said Florida Gov. Ron DeSantis at a news conference Thursday morning. “This is a track that has a significant amount of uncertainty.”

The entire East Coast of Florida is within the potential travel path of the storm, yet no evacuation orders have been issued yet. But the rush to stock up had already brought on fuel shortages in the Cape Canaveral area.

Those who have decided to remain in the area over the weekend are stocking up on essentials: Gasoline, packaged food, bottled water, batteries and other essentials.

State Of Emergency Declared As “Historic Winter Storm” Pounds Carolinas; 100,000 Without Power

A significant and possibly “historic” winter storm is pounding North Carolina to central and southern Virginia with heavy snowfall will bring the likelihood of widespread power outages and travel disruptions into early next week.

AccuWeather meteorologists forecast the heaviest snowfall is expected from the southern Appalachians into the western Piedmont of North Carolina and southern Virginia. Snowfall totals could range in the 12 to 18 inches range, especially in the mountains of North Carolina with the possibility of over two feet of snow.

Over 85,000 customers are without power in North Carolina, with around 35,000 people without power in northwestern South Carolina, according to poweroutage.us as of Sunday morning.

Michigan Declares State Of Emergency After Cancer-Linked Toxin Found In Drinking Water

Michigan officials declared a state of emergency on Sunday after high levels of Polyfluoroalkyl Substances (PFAS) were discovered in Kalamazoo County tapwater, reports Mlive.com

The declaration was made by Lt. Gov. Brian Calley (R), several days after the toxic compound was found in the water supply of Parchment and Cooper Township.

“This declaration will allow the state to supply additional resources to help with response efforts and ensure the health and safety of residents in Parchment and Cooper Township,” Calley said in a statement, adding “This helps make sure that every resource that is possible is on the table and that we can work as expeditiously together as we possibly can.”

“State and local officials and members of the community have been working in full partnership to ensure people in the area have safe water in the short, medium and long term,” Calley said.

Officials detected a concentration of 1,587 parts per trillion of PFAS substances, while the EPA’s maximum recommended dose is 70 parts per trillion. Recent research by the Agency for Toxic Substances and Disease Registry, however, suggests that single-digit levels of the compounds can cause health problems, reports The Hill.

Crews from Kalamazoo are currently working to flush Parchment’s water lines, which may stir up sediment and discolor the water – which residents are advised not to drink. In the meantime, officials are distributing water at Parchment High School.

PFAS compounds can be found in food packaging, commercial household products – especially those with Teflon and other nonstick surfaces. They are an emerging public health threat across Michigan – having contaminated the water supplies of over 20 communitiesacross the state.

The compounds can cause low infant birth weight, immune system issues, cancers, and thyroid hormone disruptions.

Turkey’s Erdogan Purges 18,000 Civil Servants With Decree

It didn’t take long for Erdogan, who two weeks ago was re-elected as Turkish president with a majority of the vote and the critical extra benefit of undisputed executive powers, to flew his newly-found muscles, and on Sunday Turkey provided a glimpse of what to expect under Erdogan’s “new” regime, when it issued a decree dismissing more than 18,000 civil servants, half of which were from the police force, ahead of the expected lifting of a two-year-old state of emergency later this month, first imposed after an attempted coup in July 2016. The announcement comes one day before Erdogan swears his presidential oath on Monday, inaugurating his powerful executive presidency.

According to the decree 18,632 people, including nearly 9,000 police officers, 6,000 members of the military, 199 academics from universities across the country as well as hundreds of ordinary teachers were sacked. Their passports will be cancelled, according to the decree published in the Official Gazette early on Sunday.

Turkish authorities had already dismissed around 160,000 government workers since the failed military intervention, of whom more than 50,000 have been formally charged and kept in jail during their trials.

Turkey has been under a state of emergency for the past two years, declared after a “failed coup attempt” in July 2016. Erdogan has blamed the 77-year-old cleric Fethullah Gulen who lived in rural Pennsylvania for somehow orchestrating the coup and has sacked or arrested tends of thousands of people he claims are part of Gulen’s “shadow government”, and intent on taking down Erdogan.

The purge has since broadened to include other “terrorism groups”, with Turkey claiming the measures are necessary to combat threats to national security.

Meanwhile, Turkey’s Western allies have criticized the crackdown, accusing Erdogan of using the failed putsch as a pretext to quash dissent.

Brantford state of emergency: HIGHLIGHTS, must-see visuals of ice jam

Thursday, February 22, 2018, 7:34 AM – Wednesday was marked by flood crises in parts of southern Ontario, particularly the Grand River, where flood warnings were still in effect for much of its watershed Thursday. One person remains missing.

Ice jams and days of rain made for elevated water levels, forcing road closures in several communities throughout the day Wednesday, including Cambridge and Brantford.

The latter city was forced to declare a state of emergency, and issued an evacuation order affecting almost 5,000 people in the Holmedale, Old West Brant, and Eagle Place areas of the community, which remained in effect into Thursday morning.

Some ice jams did clear Wednesday, relieving flooding pressure somewhat, but leaving behind massive chunks of ice for crews to clear. At one point, a sink hole on Highway 401 westbound at Highway 24 in Cambridge forced a highway closure that lasted into the evening before all lanes reopened.

The Canadian Coast Guard spent Tuesday breaking up ice at the mouth of the Grand River on Lake Erie, and spokeswoman Carol Launderville said the CCGS Griffon returned for another round Wednesday.

“The commanding officer of the CCGS Griffon, Michael Hines, reported fast ice from one side of the Grand River to the other and nothing had started to break until the icebreaker arrived,” Launderville says. “By the end of Tuesday afternoon, open water started to form at the upper end of our track as the broken ice flowed towards the mouth of the river. The Coast Guard broke the ice to the approaches and out onto the lake. After the ice starts to move away from the mouth, the ice in the river will have a place to go.”

Military Deployed As Jamaica Officials Declare State Of Emergency

Foreigners are being asked by their respective governments to exercise extreme caution and stay within the perimeter of their resorts in Montego Bay, Jamaica, after a wave of out of control violence has overpowered local authorities. On Thursday, the country’s prime minister, Andrew Holness, declared the state of emergency in the St. James parish to “restore public safety,” and also thwart a mass exodus of international investment and tourism.

In response, the government deployed the Jamaica Defense Forces onto the city streets in what is described as a “major military operation.”

Maj. Gen. Antony Anderson, Jamaica’s national security advisor, told CTV News Channel on Friday that authorities imposed a military lockdown of the area, following 335 homicides in 2017, and as reported by CTV that is “twice the tally of any other parish” in the country.

Anderson noted that the number of shootings and homicides have been growing for some period of time, but last year, the surge in deaths could not be ignored rolling into 2018. He said much of the problem resides on the outskirts of Montego Bay and that “Jamaica is still open for business.”

The recent crime surge in Jamaica has been driven by conflicts between criminal gangs over the control of the lottery trade, drug wars, and even turf wars.

Maj. Gen. Anderson describes the state of emergency which gives military troops “more freedom of action.”

“For instance, they can do searches without a warrant, so if they get information that something is occurring somewhere, they can respond rapidly to it. They can respond to a series of intelligence-driven operations to target and capture the people who are doing these things and generally disrupt the gangs in their activities,” he added.

Citing a strain on “overwhelmed” health resources, Governor Kay Ivey declared an official State of Emergency in Alabama on Thursday due to the rapidly spreading flu epidemic.

WHEREAS the State Health Officer has reported that an outbreak of the influenza virus has occurred in the State of Alabama; and

WHEREAS this outbreak poses a high probability of widespread exposure to an infectious agent that poses significant risk of substantial harm to a large number of people in the affected population; and

WHEREAS the health care facilities and personnel of the State are overwhelmed by the number of ill patients and taxed to such an extent that care of patients may now no longer be provided in the traditional, normal, and customary manner nor is the utilization of traditional, normal, and customary standards of care possible.

NOW, THEREFORE, I, Kay Ivey, Governor of the State of Alabama, pursuant to relevant provisions of the Alabama Emergency Management Act of 1955, section 31-9-1 et seq., Code of Alabama (1975), on the recommendation of the State Health Officer, do hereby declare that a State Public Health Emergency exists in the State of Alabama. I direct the appropriate state agencies to exercise their statutory and regulatory authority to assist the communities and entities affected. I also direct the Alabama Department of Public Health and Alabama Emergency Management Agency to seek federal assistance as may be available.

FURTHER, I direct the following:

1. Health care facilities that have invoked their emergency operation plans in response to this public health emergency may implement the “alternative standards of care” plans provided therein, and such are declared to be the state approved standard of care in health care facilities to be executed by health care professionals and allied professions and occupations providing services in response to this outbreak.

NY Declares State Of Emergency: JFK, La Guardia Close Due To Huge Winter Storm

New York Gov. Andrew Cuomo declared an official weather emergency in New York City, Long Island and Westchester County on Thursday as the storm is expected to drop up to a foot of snow on New York City.

Nearly all flights out of La Guardia, New York City’s other major airport, were cancelled late last night in anticipation of the storm.


Almost all airport flights are cancelled today (January 4) due to weather. To determine if your carrier may still operate later this evening or what your flight status will be tomorrow (January 5), please contact them directly.


Newark Airport warned flyers to double check on the status of their flights because many had been cancelled.
