What Monroe Doctrine?

Because there is a presidential election coming up next year, the Donald Trump Administration appears to be looking for a country that it can attack and destroy in order to prove its toughness and willingness to go all the way in support of alleged American interests. It is a version of the old neocon doctrine attributed to Michael Ledeen, the belief that every once in a while, it is necessary to pick out some crappy little country and throw it against the wall just to demonstrate that the United States means business.

“Meaning business” is a tactic whereby the adversary surrenders immediately in fear of the possible consequences, but there are a couple of problems with that thinking. The first is that an opponent who can resist will sometimes balk and create a continuing problem for the United States, which has a demonstrated inability to start and end wars in any coherent fashion.

This tendency to get caught in a quagmire in a situation that might have been resolved through diplomacy has been exacerbated by the current White House’s negotiating style, which is to both demand and expect submission on all points even before discussions begin. That was clearly the perception with North Korea, where National Security Advisor John Bolton insisted that Pyongyang had agreed to American demands over its nuclear program even though it hadn’t and would have been foolish to do so for fear of being treated down the road like Libya, which denuclearized but then was attacked and destroyed seven years later. The Bolton mis-perception, which was apparently bought into by Trump, led to a complete unraveling of what might actually have been accomplished if the negotiations had been serious and open to reasonable compromise right from the beginning.

The White House has dramatically stepped up its rhetoric threatening action against Russia’s military presence in Venezuela after the Kremlin deployed a troop contingency to Caracas last Saturday.

Trump’s national security adviser John Bolton took tensions to a new level, on Friday issuing a new Monroe doctrine of sorts, telling Moscow any attempt to establish or expand military operations in the western hemisphere constitutes a “provocative” and “direct threat” to international peace and security in the region. Russia sent two planes with dozens of soldiers and military advisers to Venezuela’s capital last weekend, via Reuters.

“We strongly caution actors external to the Western Hemisphere against deploying military assets to Venezuela, or elsewhere in the Hemisphere, with the intent of establishing or expanding military operations,” Bolton said in a statement.

“We will consider such provocative actions as a direct threat to international peace and security in the region,” he added. This follows the president’s own warning on Wednesday that “all options” are on the table regarding potential expanding Russian presence in Venezuela. 

Two Russian aircraft carrying about 100 servicemen and 35 tons of cargo arrived in Caracas last Saturday, led by Russian General Vasily Tonkoshkurov, identified as chief of the Main Staff of the Ground Forces and First Deputy Commander-in-Chief of the Land Forces of Russia.

This prompted Trump’s Wednesday warning to Russia against involvement in the Latin American nation; he told reporters in the Oval Office that:

Russia has to get out.”

Kremlin officials responded by explaining that it deployed military specialists merely to service preexisting arms contracts with Venezuela, and that Russia is not interfering in the Latin American country’s internal affairs. 

Russian Foreign Ministry Spokeswoman Maria Zakharova said at a press briefing on Thursday when asked how long the Russian troop contingency led by a high ranking general will stay:

Trump Administration Planning Pinochet-type Coup in Venezuela

The retrograde Donald Trump administration is planning a military coup in Venezuela to oust the socialist government of President Nicolas Maduro. U.S. Secretary of State Rex Tillerson, speaking at the University of Texas prior to embarking on a multi-nation tour throughout Latin America and the Caribbean, said the military in Latin America has often intervened in Latin American politics during times of serious crises.

Tillerson’s remarks conjured up scenes from America’s dark past in Latin America. To make matters worse, Tillerson invoked the imperialistic Monroe Doctrine of 1823, stressing that it is as “relevant today as it was the day it was written.” The Monroe Doctrine, throughout American history, has been used by the United States to justify military interventions in Latin America, often with the aim of establishing “banana republics” subservient to Washington’s whims.

According to a BBC report, Tillerson prefaced his augmented his remarks by stating that he was “not advocating regime change and that he had no intelligence on any planned action.” Richard Nixon’s National Security Adviser Henry Kissinger made similar remarks before the bloody September 11, 1973 Central Intelligence Agency-backed coup against Chile’s Socialist President Salvador Allende. While publicly rejecting any U.S. involvement in the destabilization of Chile’s democratically-elected government, Kissinger was working behind the scenes with Chile’s armed forces to overthrow and assassinate Allende. Eleven days after the Chilean coup, Kissinger was rewarded by Nixon by being named Secretary of State, along with keeping his National Security Adviser portfolio.

Ever since Maduro’s predecessor, Hugo Chavez, came to power in 1999, the CIA has attempted at least one military coup — a putsch that was quickly reversed – in 2002, several “color revolution”-style street protests and disruptions, economic warfare, and CIA-initiated general strikes to force both Chavez and Maduro from power.

The End of the American Empire

I’m reminded of the geezer—someone about my age—who was sitting in his living room having a drink with his friend while his wife made dinner.

He said to his friend, “you know, we went to a really terrific restaurant last week. You’d like it. Great atmosphere. Delicious food. Wonderful service.”

“What’s the name of it?” his friend asked.

He scratched his head. “Ah, ah. Ah. What do you call those red flowers you give to women you love?”

His friend hesitated. “A rose?”

“Right. Um, hey, Rose! What was the name of that restaurant we went to last week?”

Americans like to forget we ever had an empire or to claim that, if we did, we never really wanted one. But the momentum of Manifest Destiny made us an imperial power. It carried us well beyond the shores of the continent we seized from its original aboriginal and Mexican owners. The Monroe Doctrine proclaimed an American sphere of influence in the Western Hemisphere. But the American empire was never limited to that sphere.

In 1854, the United States deployed U.S. Marines to China and Japan, where they imposed our first treaty ports. Somewhat like Guantánamo, these were places in foreign countries where our law, not theirs, prevailed, whether they liked it or not. Also in 1854, U.S. gunboats began to sail up and down the Yangtze River (the jugular vein of China), a practice that ended only in 1941, when Japan as well as the Chinese went after us.
