Electric Vehicle Subsidies as Complex and Costly as Ever

Electric vehicles (EVs) may be the most subsidized product in America. Federal taxpayers shell out $7,500 every time a new eligible electric vehicle is purchased (usually by wealthy buyers). State and local taxpayers chip in an additional $1,500 for each EV purchase. Then, there’s the tens of billions of dollars “invested” by policymakers into building EV plants. Even these bank-breaking concessions aren’t enough to please the Biden administration. Recently finalized EV tax credit rules expand eligibility for the subsidy while maintaining bizarre trade sourcing rules likely to lead to further tariffs from China. It’s time for President Biden and lawmakers to ditch protectionism and finally end EV subsidies.

From the start, President Biden’s fumbling approach to EV subsidies has harmed the economy without bolstering ecology. In 2022, the chief executive declared, “[t]hanks to American ingenuity, American engineers, American autoworkers… if you want an electric vehicle with a long range, you can buy one made in America.” Prices were already through the roof, with taxpayers being asked to shoulder these pricy purchases. Kelley Blue Book estimates that the average price of a new EV is more than $65,000, compared to $48,000 for gas-powered cars. Biden imposed requirements that EVs must undergo “final assembly in North America,” contributing to even higher prices for taxpayers and consumers.

Biden’s rules make production cost-prohibitive by restricting the foreign mineral inputs (e.g., graphite) that could go into tax credit-eligible EVs. The administration has since reversed course and allowed for a grace period for graphite sourcing. However, the new rules, “introduce a stricter test for measuring whether 50% of the vehicle’s critical minerals come from the United States or a free trade agreement partner…[requiring] automakers to more precisely account for the value added at each step of the supply chain.”…

Vietnam and other Asian countries are on a coal spree! Given the dynamics of energy use in the rapidly developing industrial sector there, it is no surprise that these nations have backpedaled on big promises made at international climate conferences to reduce emissions of carbon dioxide from fossil fuels.

Vietnam’s projected 2024 growth rate for Gross Domestic Product (GDP) stands at 5.8%, the sixth highest in Asia. Among the biggest contributors to GDP is the industrial sector (38 percent), especially manufacturing. S&P Global has noted a considerable improvement in Vietnam’s manufacturing sector in the fourth quarter of 2023 and is expecting Vietnam to perform well this year.

Electricity is a cornerstone of manufacturing operations in Vietnam. In 2023, coal produced more than 40% of all electricity in the country, while the country’s abundant hydro reserves contributed around 30%. Natural gas accounted for about 10%.

However, 2024 is expected to see a shortfall in hydroelectric generation because of less rainfall. Simultaneously, electricity production with natural gas is being complicated by forecasts of higher gas prices. Bloomberg reports that state-run PetroVietnam Gas “recently decided not to purchase a cargo for June due to high offer prices.”

So, the heavy lifting to meet power demand must now come from coal. The country is urging coal miners to maximize production before demand reaches peak in the summer months. The country’s prime minister has asked for an increase in coal exploration as well, signaling a sustained interest in the medium to long-time reliance on coal.

Vietnam’s move to increase coal use was inevitable. It cannot continually risk a huge demand-supply gap whenever dams go dry or gas prices skyrocket. The growth rate of power demand from expanding industries is increasing at a fair pace, and energy security is critical in ensuring manufacturing’s positive trend.

The Energy Transition Is a Delusion Indeed

The “energy transition” continues to receive thunderous applause from all the usual Beltway suspects, an exercise in groupthink fantasy amazing to behold. For those with actual lives to live and thus uninterested in silliness: The “energy transition” is a massive shift, wholly artificial and politicized, from conventional energy inexpensive (Table 1b and here), reliable, and very clean given the proper policy environment, toward such unconventional energy technologies as wind and solar power. They are expensiveunreliable, and deeply problematic environmentally in terms of toxic metal pollution, wildlife destruction, land use massive and unsightly, emissions of conventional pollutants, and in a larger context large and inexorable reductions in aggregate wealth and thus the social willingness to invest in environmental protection.

But the Beltway being what it is, the fantasists are impervious to reality, until the massive costs and dislocations and absurdities become impossible to ignore. (Witnessfor exampleCalifornia.) Even as they backtrack on their confident assertions that a modern economy can be powered with the energy equivalent of pixie dust, they argue that the emerging problems are little more than growing pains attendant upon short run rigidities, and all will be well given some more time, more subsidies, and more magical thinking.

Uh, no. The obstacles confronting the “energy transition” are fundamental — they are caused by the very nature of unconventional energy — driven by massive costs, technical and engineering realities, severe constraints in terms of needed physical inputs, and at a political level growing local opposition to the unconventional energy facilities central to the “transition.”

These realities — there’s that word again — are discussed in detail in a major recent paper by Mark P. Mills of the Manhattan Institute. This brief discussion cannot do it justice, but let us first quote Mills directly:
