Putin: Russia Will Only Use Nuclear Weapons ‘If We Are Victims Of Aggression’

Speaking at a policy forum on Thursday, Russian President Vladimir Putin doubled-down on a warning to Russia’s geopolitical foes first made earlier this year when he declared that Russia would only use its “unstoppable” nuclear weapons in response to an incoming missile attack.

While Russia would undertake a preemptive nuclear strike, Putin said Russia wouldn’t hesitate to retaliate if its warning systems spot incoming missiles, even if it would mean the mutually assured destruction of both parties, as ABC News reported. Any “aggressor should know that retaliation is inevitable, and that it will be destroyed” Putin said.

At least Russia can be secure in the knowledge that its citizens “will go to heaven” because they would be on the defensive. Meanwhile, its aggressors would meet a much less desirable fate in the afterlife.

“When we see a coming strike on the territory of Russia, we will retaliate.” He acknowledged it will mean a global catastrophe, but emphasized that “we can’t be those who initiated it.”

We are victims of aggression, we as martyrs will go to heaven. And they’ll just die. Because you can’t even repent.”

Putin also claimed that ISIS had taken 700 hostages in Syria, some of whom were European and US citizens. And while their governments do nothing, the hostages are being killed off at a rate of 10 a day.

During a speech earlier this year, Putin unveiled a bevy of new weapons, including nuclear subs equipped with hypersonic missiles that could evade NATO ABM defenses, that he said will be ready in the coming years, as other Russian officials have warned that the US’s aggressive sanctions and abusive policies toward Russia had succeeded in instigating a revival of the Cold War-era “arms race.”

US Planned Nuclear Strikes To End China, Soviet Union As “Viable Societies”, Declassified Docs Show

Like the famous George Santayana quote goes, “those who cannot learn from history are doomed to repeat it.” And thanks to a cache of documents released by George Washington University’s National Security Archive project, the American people are learning just how close their country came to sparking a devastating nuclear conflict with Russia and China back in the 1960s.

The Lyndon Johnson-era “Single Integrated Operational Plan” (or SIOP) laid out how the US military would carry out a retaliatory (or preemptive) nuclear strike with the objective of eliminating the Soviet Union and China as “viable” societies, and the USSR as a “major industrial power.” The “overkill” plan intended to wipe out 95% of its top-level targets with loss of human life as the primary metric for success. No version of the SIOP has ever been fully declassified, meaning that the documents released by GWU offered the first complete picture of the US’s Cold War-era nuclear-defense plans. While the US military had created the first version of the SIOP in the early 1960s, the version published by GWU is from 1964.

The Joint Staff review of the SIOP-64 guidance includes new information on nuclear war planning:

The SIOP guidance permitted “withholds” to hold back strikes on specific countries. Recognizing the reality of Sino-Soviet tensions, it would be possible to launch nuclear strikes against the Soviet Union without attacking China or vice versa or to withhold strikes from Eastern European countries, namely Albania, Bulgaria, and Romania.

John Kerry: Israel And Saudi Arabia Urged A Preemptive US Strike On Iran Prior To Nuclear Deal

Former Secretary of State John Kerry revealed earlier this week that just prior to negotiations on the 2015 Iran nuclear deal, the leaders of Israel, Egypt, and Saudi Arabia pushed hard for the US to preemptively strike Iran. Kerry divulged the information during a panel discussion at a nuclear weapons reduction forum at Washington National Cathedral on Tuesday where he defended the deal, saying those that wanted harsher action would have led the nation into another major Middle East war.

Kerry described the lead up to the deal as involving intense and aggressive lobbying toward military escalation by the three countries, whose leaders attempted to personally intervene. “Each of them said to me: You have to bomb Iran, it’s the only thing they are going to understand,” Kerry related at Tuesday’s forum.

He further explained, “I remember that conversation with President Mubarak. I looked at him and said: It’s easy for you to say. We go bomb them and I bet you’ll be the first guy out there the next day to criticize us for doing it. And he went: ‘Of course, ha-ha-ha-ha!’”

Kerry also identified Benjamin Netanyahu as taking a clear lead role in pushing for direct military action against Iran, saying, “It was a trap in a lot of ways. But more importantly, Prime Minister Netanyahu was genuinely agitating towards action.”

Though it’s not clear exactly when these exchanges took place, Kerry chaired the US Senate Foreign Relations Committee from 2006-2013 before his term as Secretary of State under Obama. This was also the same post-Iraq invasion period that regime change in Syria was being openly discussed. Syria has long been seen as Iran’s closest ally and as constituting a key potential geographic land bridge linking Shia allies from Iran and Iraq to Hezbollah in Lebanon.

Former US President Jimmy Carter said he would be ready to travel to North Korea for peace talks, if the administration wanted him to go on a diplomatic mission. But President Trump does not appear to be chomping at the bit to grab the opportunity for launching a diplomatic initiative.

Recent North Korea’s intercontinental ballistic missile (ICBM) tests suggest that the country now has the capability to hit the continental US. The CIA has assessed that North Korea’s Hwasong-14, the intercontinental ballistic missile tested twice in July, has the capability to reach the US with a nuclear payload. According to the US Defense Intelligence Agency, North Korea may well have already developed a miniaturised nuclear warhead that could be delivered on an ICBM.

The defense chiefs of South Korea, the US and Japan met on October 23 at the 4th ASEAN Defense Ministers’ Meeting-Plus (ADMM-Plus) to emphasize the importance of strengthening their partnerships in maximizing pressure on North Korea.

The USS Ronald Reagan aircraft carrier strike group arrived in Busan, South Korea, on October 21 after participating in large-scale US-South Korean naval drills. Washington and Seoul started another military exercise on October 23. The annual Courageous Channel drills are to last five days. Pyongyang sees exercises as provocative actions, just like the strategic bombers’ flights. North Korean Foreign Minister Ri Yong Ho warned last month that his country reserves the right to shoot down US States strategic bombers even outside the national airspace.

US President Donald Trump said he is “totally prepared” to use military force against North Korea if necessary, in an interview with Fox News on October 22. Earlier this month, he dismissed the idea of dialogue as a “waste of time.”
