Trump’s Illegal Syrian Mission Creep 

Even as the Islamic State’s “caliphate” in Syria collapses, the U.S. government is keeping about 2,000 soldiers in-country despite lacking any legal right to be there, as ex-CIA analyst Paul R. Pillar discusses.


The other day we learned that there are four times more U.S. troops in Syria than any earlier official figure had acknowledged. The discrepancy did not get much public attention, perhaps because the numbers are small compared to some other U.S. military deployments: about 2,000 troops in Syria, with the earlier official figure being 500.

The incomplete count evidently had omitted personnel on short-term assignments and some others performing sensitive missions. A Pentagon spokesman said that release of the newer, more complete figure is part of an effort by Secretary of Defense James Mattis to be more transparent.

Less transparent than the new data about numbers of U.S. troops is the reason any of those troops are staying in Syria. The one uncontested rationale for the deployment in Syria has been to combat the so-called Islamic State (ISIS), which is an unconventional non-state actor but presented conventional sorts of military targets when it established a state-like entity occupying significant territory in Syria and Iraq.

The ISIS mini-state is now all but eliminated. Nonetheless, the U.S. military presence in Syria, although down from its peak strength, shows no sign of ending. Mattis has said that the United States “won’t just walk away” from its efforts in Syria.

Cherry-picking Toward War with Iran 

In trying to rally American hostility toward Iran, CIA Director Pompeo and other U.S. officials are engaging in the same kind of distorted intelligence that led to the catastrophic Iraq invasion, writes ex-CIA analyst Paul R. Pillar.


Although nobody knows exactly where Donald Trump intends to go with his campaign of seeking confrontation with Iran, his administration already has provided disconcerting parallels with the techniques an earlier U.S. administration used in selling its launching of a war against Iraq. Among these techniques is the cherry-picking of intelligence not to inform policy-making or to enlighten the public but instead to inculcate false perceptions among the public and thereby to muster support for a policy already chosen.

The parallels have become remarkably close as the Trump administration has tried to get people to believe there is some sort of cooperation and common purpose between Iran and Al Qaeda. The President made this insinuation in his speech on Iran in October. Then his CIA director, Mike Pompeo, ordered a tendentious re-exploitation of already exploited documents captured in the raid at Abbottabad, Pakistan, that killed Osama bin  Laden.

This time the purpose was to find any possible connection between bin Laden’s group and Iran. Pompeo took the highly unusual step of giving an advance look at the selected documents to an advocacy organization: the Foundation for Defense of Democracies (FDD), a leader of efforts to kill the agreement that limits Iran’s nuclear program.

How Saudi Arabia Sows Instability

U.S. propaganda claims Iran causes Mideast instability, but the truth is that Saudi Arabia – from backing Islamic extremists to blockading and bombing Yemen – is the real culprit, as ex-CIA analyst Paul R. Pillar explains.


The anachronistic family enterprise known as the Kingdom of Saudi Arabia has long been politically fragile. In some respects it is remarkable that this entity has endured into the Twenty-first Century. A clan of royals lives on rake-offs from the country’s petroleum wealth, while using more of that wealth to buy off a fast-growing population.

The Saudis have had to continue playing that game through vicissitudes of the oil market, on which the Saudi economy depends. The potential for breakdown has always been present. Now a king and his favorite — and ambitious and inexperienced — son are bringing the potential closer to becoming reality.

The power plays by that son, Crown Prince Mohammad bin Salman (MBS), include the latest spectacular purge, which extends to senior princes in government as well as leading private-sector figures. The power plays flout some of the principal conventions through which the Saudi royals have held their enterprise together so far.

Although only one man can be king at a time, the system of rule to date has involved a distribution of power among different branches of the royal family. With the latest purge and the concentration of power in the young hands of MBS, that system is destroyed.

Another feature of the Saudi political scene over the past few decades has been a leaving open of the question of exactly where the royal succession, which had been working its way through sons of kingdom founder Abd al-Aziz, would go once the succession reached the grandsons of Abd al-Aziz.

US Tries to Stir Up Trouble for Iran 

As President Trump’s foreign policy falls deeply under the Israeli-Saudi spell, his Mideast diplomats are stirring up conflict against Iran and drawing a rebuke from Iraq, as ex-CIA analyst Paul R. Pillar explains.


In Iraq, as in Syria, the imminent extinguishing of the mini-state of the so-called Islamic State (ISIS) is raising the question of whether U.S. objectives in Iraq really are focused on countering ISIS or will balloon into some other reason to keep American forces there indefinitely.

The most common rationale voiced by those arguing for an indefinite stay is to counter Iranian influence. The rationale echoes larger alarms, being sounded by the Trump administration as well as others, about an Iran that supposedly is on the march and threatening to bring most of the Middle East under its sway. The alarms are filled with unsupported zero-sum assumptions about what any Iranian action or influence means for U.S. interests.

Those tempted to succumb to the alarms as they apply to Iraq should bear in mind two important realities about the Iraqi-Iranian relationship.

The first is that the biggest boost to Iranian influence in Iraq was the U.S. invasion of March 2003. The net effect of the whole costly, unpleasant history of the United States in Iraq — including the initial conquest, later surge, and all the ups and downs of occupation — as far as Iranian influence is concerned is to have made that influence much greater than it ever was while Saddam Hussein was still ruling Iraq.

If Iranian influence were the overriding worry about the Middle East that the rhetoric of the Trump administration makes it out to be, this record strongly suggests that an unending U.S. military expedition would not be a smart way to assuage that worry.

Perpetual War: Treadmill of America’s Mind

Like a caged hamster on a running wheel, the American people are trapped in perpetual wars that the foreign policy elites offer no way to end, only excuses to continue, observes ex-CIA analyst Paul R. Pillar.


The newest issue of Foreign Affairs features the theme of “America’s Forgotten Wars,” with a cover illustration that juxtaposes a carefree scene of Americans enjoying a picnic with a scene of American soldiers fighting and incurring casualties in some sandy and desolate battle space.

The picture depicts truthfully the detachment between, on one hand, the daily interests and attitudes of most Americans and, on the other hand, the disturbing reality of the United States being engaged continuously in a variety of lethal military operations in multiple lands overseas.

Andrew Bacevich has elsewhere provided several reasons why, as he puts it, “the vast majority of the American people could not care less” that their country has become mired in what amounts to permanent warfare abroad. These reasons include, for example, that the true costs of these military expeditions have not been completely tabulated and that “blather crowds out substance” in American public discourse about foreign policy.

The pattern of permanent U.S. involvement in warfare, which has prevailed for the past 16 years, departs markedly from what had been the traditional American approach toward war and peace, and therein lies an additional set of reasons why Americans at home are not now up in arms over how fellow citizens have had to take up arms and fight endlessly overseas. That tradition grew up throughout the Nineteenth Century and was cemented by America’s greatest overseas military effort ever: World War II.

America’s Hypocrisy on Democracy 

U.S. politicians often lecture other nations about their flawed governance as if American democracy is the gold standard, but anti-democratic measures like gerrymandering belie that self-image, says ex-CIA analyst Paul R. Pillar.


An old fear about Islamist political parties entering government is that once in power, even if they had gained their position through democratic means, they would subvert democracy for the sake of maintaining power.

The U.S. government explicitly mentioned the specter of “one man, one vote, one time” in condoning in 1992 the Algerian military’s cancellation of the second round of a legislative election that the Islamic Salvation Front, which had won a plurality in the first round, was poised to win. The military’s intervention touched off a vicious civil war in which hundreds of thousands of Algerians died.

History has indeed offered examples of rulers coming to power through democratic means and then clinging to power through undemocratic means. Adolf Hitler became chancellor of Germany only after his Nazi Party had won pluralities in two successive free elections in 1932. But there is no reason to associate such scenarios with Islamists more so than with parties of other ideological persuasions.

A relevant modern data point is Tunisia, the one Arab country in which democracy took hold as a result of the Arab Spring. The Islamist Ennahdha Party won a free election in 2011 and formed a government but willingly stepped down in 2014 after it lost much of its public support, very much in the mold of how governments in parliamentary democracies in the West vacate office after losing the public’s confidence.

Official Washington’s hype about “Russian aggression” has cloaked a U.S. military buildup on Russia’s borders, possibly increasing risks of escalation and even world war, explains ex-CIA analyst Paul R. Pillar.


U.S. military deployments to Eastern Europe are being ramped up. The latest word as reported by the Wall Street Journal is that regular rotation of brigade-size forces, with the most modern equipment, will bring a de facto continuous U.S. military presence to the areas in question, which include the Baltic republics, Poland, Romania, and Bulgaria.

It is easy to see that the immediate motivation behind this measure, as Deputy Secretary of Defense Robert Work indicated to the Journal, is to calm nervousness among some of those states about what the Russian bear is up to. But there are other implications of any deployment of this nature; if there weren’t, then there would be no reason to expect the deployment to have the desired calming effect.

We are entitled to be told, to a greater extent than we have been told so far, just what the strategy is behind this deployment. What exactly is the threat that we are trying to meet, in more specific terms than just “Russian aggression”? What sort of scenario do we have in mind? What would be the U.S. response to such a scenario, and what role would the newly deployed U.S. troops be playing?

There has been plenty of precedent and practice in thinking about such matters. Throughout the Cold War the conundrum of how to protect Western Europe from the feared scenario of being overrun by a huge Soviet conventional assault was never solved to a high degree of satisfaction, although the stationing of U.S. troops in Europe had a lot to do with trying to solve it.

The Power of Exaggerated Fear


Journalists have noticed how much current political campaigns are trading on fear. As observed in a recent article in the Washington Post, “Most of the Republican presidential contenders and their allies are now waging campaigns focused on fear — bombarding voters with ominous television spots that warn of national security threats and amping up their alarming rhetoric on the stump.”

ISIS and foreign terrorism figure prominently in the bombardment. As a media tracker cited in the same article observes, such scare tactics usually don’t get relied on until late in an election campaign. (The famous “Daisy” ad that Lyndon Johnson’s campaign used to associate Barry Goldwater with nuclear war in 1964 aired only once, in September of that year.)

But in the current campaign, the GOP candidates are trying to outdo each other with the fear factor as a way of getting attention before the primaries have even started, and trying to use the scaring of people as “the fastest way to create an ad that resonates.”

There is a long history across many nations of fear-based demagoguery leading to extreme and sometimes disastrous political results. Even if that isn’t the result in this U.S. election year, even if the candidates using the scare candidates do not really believe their rhetoric, and even if any one of them, once in office, would try to take a less fearful and more measured approach to business, the rhetoric and the public fear that it stokes have consequences. They help to create a political milieu in which anyone in office will have to operate.

Neocons Falsify Iraq War ‘Lessons’


It really rankles some people that Barack Obama was correct from the outset, before any unfolding of the history confirming he was right, that the invasion of Iraq in 2003 was a huge mistake. And one can understand how to some ears Mr. Obama’s subsequent references to the Iraq War may have a grating “I told you so” quality.

Those most likely to be annoyed are the President’s most fervent political opponents, who include most of those who were the most fervent promoters of the Iraq War. Possibly there also is some unspoken annoyance among those who fit into neither of these categories but who allowed themselves to be swept up in the pre-war militancy that the war promoters skillfully exploited.

These latter people include, as Washington Post editorial page chief Fred Hiatt reminds us, President Obama’s Vice President and both of his secretaries of state, all of whom were among the majority of Democratic senators who voted — along with nearly unanimous Republican ranks — for the war resolution in 2002. Hiatt makes this observation in the course of acknowledging his own support for the war at that time and suggesting that the Iraq War ought not to be a “single-issue litmus test.”

Fallout from Reagan’s Afghan War

In the 1980s, President Reagan funded and armed Islamic fundamentalists to defeat a Soviet-backed secular regime in Afghanistan. Now, one of those ex-U.S. clients is throwing his support behind the brutal Islamic State, a lesson about geopolitical expediency, writes ex-CIA analyst Paul R. Pillar.


In a blast from the past in Afghanistan, a warlord who became a model for combining ruthless ambition and destructive methods with radical ideology, Gulbuddin Hekmatyar, has advised his followers to support the so-called Islamic State or ISIS in fighting against the Afghan Taliban.

While some in the West might see this as one more indication of ISIS spreading its tentacles with an ever-widening reach, a better lesson flows from observing that this is another instance of ISIS being invoked by a protagonist in a local conflict with local objectives. Hekmatyar’s game has always been about seeking power in Afghanistan and bashing opponents of his efforts to do so.

A further lesson comes from noting that it is the Taliban that Hekmatyar finds to be either too moderate or too inconvenient for him right now. It probably is not coincidental that this statement by Hekmatyar comes just as the Afghan government and representatives of the Taliban have concluded what may be the most promising peace negotiations so far that are aimed at resolution of the long-running conflict in Afghanistan.

All of these players — the government, the Taliban, and Hekmatyar’s Hizb-e-Islami — are focused on struggles for power in their own country and not on transnational causes. Afghanistan is a nation in which politics and policy largely rest on ad hoc deals among various local power-holders, which are struck in ways that do not correspond to what might make sense to Westerners in terms of recognizable left-right, radical-moderate, or religious-secular dimensions.
