Final MH17 crash report ‘unsubstantiated, inaccurate,’ new Russian probe says

Some of the key conclusions of the Dutch Safety Board’s final report on the Malaysia Airlines flight MH17 crash were ‘unsubstantiated and inaccurate,’ Russia’s aviation agency said in a letter to its counterpart in the Netherlands, citing new research.

Since the final report, released on October 13, 2015, did not reflect many important facts mentioned by the Russian side, the country’s experts continued their investigation into the reasons for the crash, Oleg Storchevoy, deputy head of Rosaviatsiya, wrote in a letter addressed to leadership of the Dutch Safety Board (DSB).

The Dutch side confirmed on Thursday receiving Storchevoy’s letter and said they would study it and reply as soon as possible.

Flight MH17 crashed in the war-torn Donetsk Region in eastern Ukraine on July 17, 2014, killing all 298 passengers and crew on board.

According to the DSB’s findings, the Boeing 777 was shot down by a Russian-made Buk missile with a 9N314M warhead. However, the Dutch experts were unable to determine which side in the conflict – the Ukrainian government forces or the rebels – was responsible for firing the missile.

When I read that the report on the downing of the Malaysian airliner over Ukraine was being
put in the hands of the Dutch, I knew that there would be no investigation and no attention to the facts.

And there wasn’t.

I did not intend to write about the report, because Washington’s propaganda has already succeeded, at least in the Western world, in its purpose of laying the blame on Russia. However, the misrepresentation of the Dutch report by Western media, such as NPR, is so outrageous as to make the media the story and not the report.

For example, I just heard NPR’s Moscow correspondent, Corey Flintoff, say that the missile that hit the airliner was fired by Ukrainian separatists who lack the technical ability to operate the system. Therefore, the missile had to have been fired by a Russian.

There is nothing in the Dutch report whatsoever that leads to this conclusion. Flintoff either is
incompetent or lying or he is expressing his view and not the report’s conclusion.

The only conclusion that the report reaches is one that we already knew: if a Buk missile brought down the airliner, it was a Russian-made missile. The Dutch report does not say who fired it.

Indeed, the report places no blame on Russia, but it does place blame on Ukraine for not closing the airspace over the war area. Attorneys have stated in response to the report that families of those killed and the Malaysian airline itself are likely to file lawsuits against Ukraine for negligence.

Of course, there was nothing of this in Flintoff’s report.

As I wrote at the time of the airliner’s destruction, the Western media already had “the-Russians-did-it” story ready the moment the airliner was reported to be shot down. This story was very useful to Washington in hardening its European vassal states into sanctions against Russia, as there was some dissent.

One year ago, the world experienced what could become the Tonkin Gulf incident of World War III, the shoot-down of Malaysia Airlines Flight 17 over eastern Ukraine. As with the dubious naval clash off the coast of North Vietnam in 1964, which helped launch the Vietnam War, U.S. officials quickly seized on the MH-17 crash for its emotional and propaganda appeal – and used it to ratchet up tensions against Russia.

Shocked at the thought of 298 innocent people plunging to their deaths from 33,000 feet last July 17, the world recoiled in horror, a fury that was then focused on Russian President Vladimir Putin. With Putin’s face emblazoned on magazine covers, the European Union got in line behind the U.S.-backed coup regime in Ukraine and endorsed economic sanctions to punish Russia.

In the year that has followed, the U.S. government has continued to escalate tensions with Russia, supporting the Ukrainian regime in its brutal “anti-terrorism operation” that has slaughtered thousands of ethnic Russians in eastern Ukraine. The authorities in Kiev have even dispatched neo-Nazi and ultranationalist militias, supported by jihadists called “brothers” of the Islamic State, to act as the tip of the spear. Robert Parry headlined on July 9th, “MH-17 Case Slips into Propaganda Fog,” and he wrote: “Many investigative journalists, including myself, have been rebuffed in repeated efforts to get verifiable proof about the case or even informational briefings.” His phrase “have been rebuffed” was linked to a July 3rd article by nsnbc’s Christof Lehmann, “MH17 — The Methodology of an International Cover-Up,” which included the following:

Numerous journalists, the author included, have made considerable efforts to elicit independently verifiable evidence from all of the involved parties. This includes mails and phone calls to relevant ministries in Ukraine, the USA, UK, Russia, Australia, Malaysia, and the Dutch Safety Board in The Netherlands.

All requests to provide independently verifiable data have remained unanswered. That includes requests for a certified copy of radar data released by the Russian Ministry of Defense, certified copies of communications between Ukrainian Air Traffic Controllers and the flight crew on board the downed Boeing 777-200, and not least a certified copy of the Comma Separated Variable (CSV) file from the downed Boeing 777-200’s flight data recorder.

To mention but a few examples that demonstrate the significance of the need for full transparency. The DSB [Dutch Safety Board, which is running the entire investigation] published a “transcript” of ATC – Flight Crew communications. Investigative journalists have, in other words, no possibility to see whether the audio has been tampered with or for that matter, if the voices even are consistent with those of the flight crew.

Lehmann then dropped a bombshell, just in passing, a communication from a representative of the investigation-team, which communication had been made individually to Lehmann:

MH-17 Case Slips into Propaganda Fog

The Dutch investigation into the shoot-down of Malaysia Airlines Flight 17 over eastern Ukraine last July has failed to uncover conclusive proof of precisely who was responsible for the deaths of the 298 passengers and crew but is expected to point suspicions toward the ethnic Russian rebels, fitting with the West’s long-running anti-Russian propaganda campaign.

A source who has been briefed on the outlines of the investigation said some U.S. intelligence analysts have reached a contrary conclusion and place the blame on “rogue” elements of the Ukrainian government operating out of a circle of hard-liners around one of Ukraine’s oligarchs. Yet, according to this source, the U.S. analysts will demur on the Dutch findings, letting them stand without public challenge.

Throughout the Ukraine crisis, propaganda and “information warfare” have overridden any honest presentation of reality – and the mystery around the MH-17 disaster has now slipped into that haze of charge and counter-charge. Many investigative journalists, including myself, have been rebuffed in repeated efforts to get verifiable proof about the case or even informational briefings.

 

In that sense, the MH-17 case stands as an outlier to the usual openness that surrounds inquiries into airline disasters. The Obama administration’s behavior has been particularly curious, with its rush to judgment five days after the July 17, 2014 shoot-down, citing sketchy social media posts to implicate the ethnic Russian rebels and indirectly the Russian government but then refusing requests for updates.

Why Do We Allow Ukraine’s Government to Write the Official Report on The Downing of MH17? Washington’s Blog.

There are only two suspects in the shoot-down of the MH17 Malaysian airliner over Ukraine on July 17th: the separatist rebels, whom the Ukrainian Government charge had shot it down mistaking it for one of the Ukrainian Air Force bombers that routinely drop bombs onto the separatists and their families and indiscriminately onto everyone else in that regionor otherwise the Ukrainian Air Force itself, as a means for President Obama to be able to win increased international sanctions against Russia for Russia’s support of those blamed rebels.

That’s it, and that’s all.

One of these two suspects, the Ukrainian Government, was granted by the other three member-states of the official MH17 ‘investigating’ commission, a veto-power over anything that’s written into that ‘investigating’ report.

In other words, basically what exists is this:

The Ukrainian Government gets to write the official ‘investigation’ report on that ‘accident.’ The other three Obama-allied nations will place their signatures onto it — or else there simply won’t be any such ‘final report.’

Dutch government refuses to reveal ‘secret deal’ into MH17 crash probe — RT News.

The Dutch government has refused to reveal details of a secret pact between members of the Joint Investigation Team examining the downed Flight MH17. If the participants, including Ukraine, don’t want information to be released, it will be kept secret.

The respected Dutch publication Elsevier made a request to the Dutch Ministry of Security and Justice under the Freedom of Information Act to disclose the Joint Investigation Team (JIT) agreement, along with 16 other documents. The JIT consists of four countries – the Netherlands, Belgium, Australia andUkraine – who are carrying out an investigation into the MH17 disaster, but not Malaysia. Malaysian Airlines, who operated the flight, has been criticized for flying through a war zone.

Part of the agreement between the four countries and the Dutch Public Prosecution Service, ensures that all these parties have the right to secrecy. This means that if any of the countries involved believe that some of the evidence may be damaging to them, they have the right to keep this secret.

“Of course [it is] an incredible situation: how can Ukraine, one of the two suspected parties, ever be offered such an agreement?” Dutch citizen Jan Fluitketel wrote in the newspaper Malaysia Today.
