Some people assume that all disasters are created equal and that one-size fits-all when it comes to survival strategies and disaster preparedness and response, however that is not the case by any stretch in a large-scale disaster. And when this assumption is proffered to others, it ensures that there will be many more causalities than need be.

I guess the million-dollar question is; what do these people do in a large-scale disaster after their 3-days-worth of food, water and toilet paper are exhausted?

Even the psychological impact of a local disaster is quite different from that of a continental or global scale disaster. In local or regional (small scale) disasters (tornado, hurricane), survivors know that help will be coming and that affects morale and how most survivors react; there is order and cooperation.

But in the case of a global, national or ’continental scale’ event, such as Covid-19, many survivors will within a few weeks realize that nobody is coming to the rescue, because everyone is suddenly thrust into the same desperate situation. This later situation is a game-changer and will certainly create a level of desperation seldom seen.

FEMA IS PREPARING FOR CORONAVIRUS “EMERGENCY DECLARATION”

As Americans scramble to prepare themselves for the possibility that the coronavirus outbreak becomes a pandemic, FEMA (Federal Emergency Management Agency) is also preparing.  FEMA is “aware of the gravity of the situation” and ready to assist in a coronavirus response.

FEMA officials are preparing for an “infectious disease emergency declaration” by the president that would allow the agency to provide disaster relief funding to state and local governments, as well as federal assistance to support the coronavirus response, according to agency planning documents reviewed by NBC News.

The Trump administration would have to use the 1988 Stafford Act to enable FEMA to provide such disaster assistance. Emergency declarations are most often used in the event of natural disasters but can be used to help manage disease outbreaks. “To me, this is another indication that the president and the White House are finally aware of the gravity of the situation,” said Michael Coen, who was FEMA chief of staff during the Obama administration. “They need to consider all tools available to them and have contingencies for action.”

“I actually find this reassuring,” said Tim Manning, who was a FEMA deputy administrator under President Barack Obama. “I hope this discussion has been happening continuously over the last couple of months.” An emergency declaration would allow FEMA to provide disaster medical assistance teams, mobile hospitals, and military transport, among other kinds of federal support, Manning said.

Cybersecurity Expert John McAfee Issues Warning About Those Cell Phone “Presidential Alerts”

With the push of a button and at the direction of President Donald Trump, a “Presidential Alert” was sent to all cellphones across America at 2:18 p.m. ET yesterday.

The message was the first test of what many are calling the “Presidential Alert” system, a new way to notify Americans across the country of national emergencies.

Here’s what it looked like, in case you were one of the few who didn’t get the alert, or you don’t have a cell phone:

A 2015 law called the Integrated Public Alert and Warning System Modernization Act limits the scope of what can be considered a valid emergency alert:

Except to the extent necessary for testing the public alert and warning system, the public alert and warning system shall not be used to transmit a message that does not relate to a natural disaster, act of terrorism, or other man-made disaster or threat to public safety.

The idea for this system was sponsored by Senator Ron Johnson (R-Wisconsin) and signed into law by then-President Barack Obama.

Despite the wording of the message, this is not a presidential alert system, explains Law & Crime:

It is a Wireless Emergency Alert system set up by the Federal Emergency Management Agency (FEMA) to allow government officials to swiftly send information to the American public in a time of crisis, specifically terror attacks, natural disasters, or other public safety threats.

The alert everyone got this week was not sent by Trump, despite the misleading title. It was sent by FEMA as a test of the system. In the future, the president will have the ability to send messages, as will other officials from federal, state, tribal, and local governments.

“Even Rescuers Can’t Stay”: Deadly Rain, Storm Surges Expected Even As Florence Weakens To Cat 2

With roughly 24 hours remaining until Hurricane Florence makes landfall in southeastern North Carolina, the storm has reportedly weakened to a Category 2 Hurricane. But meteorologists warn that this isn’t any reason for comfort: Because while the storm’s winds have slowed (from around 140 mph to a maximum of 125 mph), the potential for devastation from what’s expected to be one of the most extreme storms in American history remains acute.

And while the storm is no longer considered a “major” hurricane, CNN reports that its reach has expanded. And with the first wind bands set to batter the state beginning later Thursday, the Associated Press warned.

Despite the downgrade, officials warned that the storm will still have a devastating impact.

“Do you want to get hit with a train or do you want to get hit with a cement truck?” said Jeff Byard, an administrator with the Federal Emergency Management Agency.

Analysts are projecting as much as $30 billion in losses due to the storm. In what looks like a best case scenario, Florence eventually could strike as merely a Category 1 hurricane with winds less than 100 mph, but that’s still enough to cause at least $1 billion in damage, Weather Underground meteorology director Jeff Masters said.

According to the NHC, The storm is expected to unleash extreme storm surges, historic flooding, and damaging winds beginning later Thursday, with the southeastern portion of North Carolina set to bear the brunt of Florence’s wrath. Rainfall could range between 20 inches to a staggering 40 inches. Between the rains and the storm surge, the flooding could be “catastrophic,” the Washington Post warned. As the storm moves inland on Friday, a pocket of tropical-storm-force winds nearly 400 miles wide will engulfing much of southern North Carolina and nearly all of South Carolina.

“Thermonuclear Detonations Over The 60 Largest US Cities” – FEMA Heightens Nuclear Response Readiness

The Federal government’s national disaster response and planning organization, FEMA, has significantly updated its nuclear disaster plans according to a new bombshell report in Buzzfeed, which describes the new plans as “truly terrifying”.

The report is based on an exclusive interview with an unnamed US Federal Emergency Management official. Notably, the official indicated the new FEMA plan includes preparedness for a scenario involving “large nuclear detonations over the 60 largest US cities”.

The plan was discussed on Thursday at a two day National Academies of Sciences  workshop for public health and emergency response officials held on Capitol Hill, and included emergency readiness planning for large scale thermonuclear blasts by state actors, as opposed to a prior emphasis on terror organizations deploying tactical nuclear devices.

FEMA’s head of its chemical, biological, radiological, and nuclear branch, Luis Garcia, told BuzzFeed News, “We are looking at 100 kiloton to 1,000 kiloton detonations”.

To put this in perspective the agency’s current protocol for disaster relief planners only considers the emergency impact of 1 to 10 kiloton blasts, similar to the power of WWII era atomic bombs.

But according to FEMA conference participants things changed when last year North Korea tested a surprisingly powerful thermonuclear bomb that had a reported blast estimate size of 250 kilotons, capable wiping out a whole US city.

One conference keynote speaker and expert, Cham Dallas, told the conference, “The North Koreans have really changed the calculus,” and concluded, “We really have to look at thermonuclear now.”

Catalonia and other Disasters

I’ve seen a lot of videos and photos of the Catalonia attempt to hold a referendum today (Tyler has a “nice” series of them), and what struck me most of all, apart from the senseless violence police forces were seen to engage in, is the lack of violence on the side of protesters.

So when I see the Interior Ministry claim that 11 policemen were injured, That is hard to take serious. Not that the Catalans had no reason to resist or even fight back. That hundreds of protesters, including scores of grandma’s, are injured is obvious from watching the videos. Since rubber bullets were used in large numbers, fatal injuries are quite possible.

Policemen hitting peaceful older ladies till they bleed is shocking, and we are all shocked. Many of us will be surprised too, but we shouldn’t be. Spain is still the land of Franco, and his followers continue to exert great influence in politics, police and military. And it’s not just them: one video from Madrid showed people singing a fascist theme from the France era.

That’s the shape the EU knowingly accepted Spain as a member in, and that shape has hardly changed since. The total silence from Brussels, and from all its capitals, speaks volumes. Belgian PM Michel said earlier today that he doesn’t want to talk about other countries’ politics, and that’s more than I’ve seen anyone else say. It’s of course a piece of gross cowardly nonsense, both Michel’s statement and the silence from all others.

Because this very much concerns the EU. As Julian Assange tweeted “Dear @JunckerEU. Is this “respect for human dignity, freedom and democracy”? Activate article 7 and suspend Spain from the European Union for its clear violation of Article 2.” (Article 7 of the European Union Treaty: “Suspension of any Member State that uses military force on its own population.”)

FEMA Director Urges Americans to Develop “a true culture of preparedness” But No One Is Listening

It looks like preppers aren’t that crazy after all. FEMA’s new director, Brock Long, has repeatedly said that Americans do not have a “culture of preparedness,” something that is much-needed with the startling uptick in natural disasters. Long has only been the director of FEMA since June 20 of this year and already has had to deal with a historic number of disasters in this short period of time.

It appears that Mr. Long has a mindset of self-reliance based on a couple of recent statements he has made to the media, but the MSM doesn’t seem too interested in his ideas about fostering a culture of preparedness, despite the practicality and essential nature of his suggestions.

First, in an interview from Sept. 11 that I personally only heard about yesterday, FEMA’s new director, Brock Long, spoke with journalists to discuss the response to Hurricane Irma. In the interview, he said some things that vindicate all of us who have spent time and money working toward being prepared.

“I really think that we have a long way to go to create a true culture of preparedness within our citizenry in America. No American, no citizen, no visitor to this country is immune to disaster. And we have a long way to go to get people to understand the hazards based on where they dwell, where they work, and how to be prepared financially, how to be prepared through insurance, how to have continuity of operations plans for their businesses, so that we can avoid the suffering, the strife, and the loss of life. It’s truly disappointing that people won’t heed the warnings.

Two major hurricanes, unprecedented earthquake swarms and wildfires roaring out of control all over the northwest United States – what else will go wrong next?  When I originally pointed to the month of September as a critical time, I had no idea that we would see so many catastrophic natural disasters during this time frame as well.  Hurricane Harvey just broke the all-time record for rainfall in the continental United States, Hurricane Irma is so immensely powerful that it has been called “a lawnmower from the sky”, vast stretches of our country out west are literally being consumed by fire, and the magnitude-8.2 earthquake that just hit Mexico was completely unexpected.  As I have stated so many times before, our planet is becoming increasingly unstable, but most people simply do not understand what is happening.

My good friend Zach Drew is getting married next month, and I would encourage everyone to go wish him well on Facebook.  On Friday, he posted the best summary of the major disasters that we have been experiencing so far this month that I have seen anywhere…

On Repairing/Rebuilding 100,000+ Damaged Houses

Almost lost in all the dollar estimates of property damage is the human loss, suffering and stress.

I am not an expert in repairing flood damage, or in dealing with insurance companies, FEMA or all the other pieces that will go into homeowners getting the funding needed to repair or rebuild their homes.

But I do know a bit about construction after 44 years in the field, and I have been soberly reflecting on the many hurdles that face everyone involved in restoring / repairing tens of thousands of homes, more or less all at the same time.

Preliminary estimates set the number of flood-damaged homes in Houston at around 100,000. More recent estimates put the number at around 40,000.

No one yet knows how many homes in Florida have been damaged by Hurricane Irma, but the number will undoubtedly be a big one.

Here are some semi-random thoughts on the challenges of repairing/rebuilding so many dwellings in as short a period of time as possible:

1. The average cost of homes in Houston is reportedly around $300,000. Many coastal areas in Florida are similarly valued. Just as a guess, many of the affected homeowners probably have mortgages in the $200,000 range.

It’s been reported that only 1 in 6 in the affected areas of Houston have flood insurance, suggesting 85% of those whose homes were rendered unlivable will need to borrow money to fund the repairs.

It seems federal agencies offer homeowners loans for this purpose, or access to what is effectively a second mortgage.

If the repaired home will be worth $300,000–questionable, perhaps, for those houses which have been repeatedly flooded by lesser storms–then how much money will homeowners be willing to borrow to keep the home?

Hurricane Irma Is Being Called ‘A Lawnmower From The Sky’ And FEMA Warns It Will ‘Devastate’ The Southeast

It looks like Hurricane Irma is going to make landfall in south Florida on Sunday morning.  Of course that could still change, but this is what the meteorologists are telling us at this point.  But of course the exact spot where Irma makes landfall is not so important because of the absolutely immense size of this storm.  Irma is going to cause chaos and devastation over a very large area, and just like Hurricane Harvey the recovery from this storm is literally going to be measured in years.

Down in the Caribbean, the destruction that Irma has caused has been absolutely unprecedented.  The president of the island of Saint Martin “estimated that 95 percent of his country had been obliterated”, and one resident of the island described the storm as “a lawnmower from the sky”

Witnesses described similar scenes on the island’s Dutch half. “It’s like someone with a lawnmower from the sky has gone over the island,” said Mairlou Rohan, a European tourist visiting Sint Maarten, part of the Netherlands.

That is not the sort of terminology that I would use, but without a doubt the devastation caused by this storm has been off the charts.

On Barbuda, at least 90 percent of the buildings have been destroyed

Gaston Browne, the prime minister of Antigua and Barbuda, said Barbuda was “totally demolished,” with 90% of its buildings destroyed. Communication with the island was cut off because of the destruction. As Hurricane Jose approaches the island, Barbuda officials are trying to evacuate the entire population of 1,800.

Now the storm is heading straight for south Florida, and FEMA is using apocalyptic language to describe what might happen…

After laying waste to the Northern Caribbean and leaving most of bankrupt Puerto Rico without power – perhaps for months – Hurricane Irma, still a category five storm, is expected to make landfall near Miami this weekend. Florida Gov. Rick Scott has already declared a state of emergency, and last night more than 100,000 Miami-Dade residents in Miami Beach and low-lying mainland areas were instructed to leave their homes by Miami Mayor Carlos Gimenez, who issued his first evacuation order.

Now, FEMA Chief Brock Long says that the storm will have a “truly devastating” impact when it slams into southern coastal areas of the US, adding that people in Florida and other states must heed evacuation orders after the storm killed more than 10 people in the Caribbean.

The FEMA chief said Irma would be only the fourth Category Five hurricane to hit the United States since 19851, conjuring memories of Hurricane Andrew, which demolished parts of Florida in 1992.

“Bottom line is the majority of people along the coast have never experienced a major hurricane like this. It will be truly devastating,” he told CNN.

While mandatory evacuation orders have so far only been issued in parts of Florida, Brock expects similar orders to be issued for Georgia, South Carolina and North Carolina within the next 48 hours, Long said: “The entire southeastern United States better wake up and pay attention,” he added.

The mayor of Miami Beach Philip Levine also warned that Irma could have an impact of “nuclear” proportions, though it was unclear if he was referring to the two nuclear power plants that lie directly in the path of the hurricane.

The Federal Emergency Management Agency (FEMA) has suffered from a shoddy reputation for quite some time, particularly after its failed response to Hurricane Katrina in 2005. As the Gulf coast recovers from Hurricane Harvey and Hurricane Irma approaches Florida, FEMA faces further failure as its funds near depletion.

Bloomberg reported Tuesday that the agency is nearly broke and is expected to run out of money on Friday, according to a Senate aide. According to the outlet:

As of 10 a.m. Tuesday morning, FEMA’s Disaster Relief Fund, which pays for the agency’s disaster response and recovery activity, had just $1.01 billion on hand. And of that, just $541 million was ‘immediately available’ for response and recovery efforts related to Hurricane Harvey, according to a spokeswoman for FEMA who asked not to be identified by name.

The $1.01 billion in the fund Tuesday morning is less than half of the $2.14 billion that was there at 9 a.m. last Thursday morning — a spend rate of $9.3 million every hour, or about $155,000 a minute.

The Trump administration has already asked Congress for nearly $8 billion in additional funds, though Reuters noted that request may be delayed unless Congress raises the debt limit, as Secretary of the Treasury Steven Mnuchin has asked it to do.

“Without raising the debt limit, I am not comfortable that we will get money to Texas this month to rebuild,” Mnuchin told Fox News.

Even the $8 billion sum is only a drop in the bucket compared to the estimated damage Harvey incurred. Texas Governor Greg Abbott expects recovery and rebuilding will cost between $150 to $180 billion.

Unsurprisingly, Brock Long, head of the U.S. Federal Emergency Management Agency, told CBS News that state and local governments need to step up their efforts.

FEMA (Federal Emergency Management Administration) is planning for a massive solar storm that would be so strong, it would take down the power grid. Noting that the rare, yet “high-consequence” scenario has “the potential for catastrophic impact on our nation and FEMA’s ability to respond.”

According to unpublished FEMA documents obtained by Government Attic, a FOIA (Freedom of Information Act) database and non-profit organization, the Department of Homeland Security agency once mapped out a disaster plan for the occurrence of another geomagnetic “super storm” like the one the occurred in 1859.

Back then, the sun flung a giant plume of magnetized plasma out into space. The coronal mass ejection (CME), the sibling of a massive solar flare, traveled the 93 million miles between the Sun and Earth in only 17.6 hours. Today, it’s known as the Carrington Event and is remembered by the largest geomagnetic storm in the history of recorded space weather.

No other storm has matched it in speed or magnitude. When the shock wave of accelerated particles arrived on September 1, 1859, the disturbances to Earth’s magnetosphere were so great that telegraph communications across Europe and North America went on the fritz. Sparks leaped from the telegraph infrastructure, and machinery was so inundated with electric currents that operators were able to transmit messages while disconnected from battery power. Compasses even wiggled, and brilliant auroras were reportedly seen as far south as the Caribbean.

But that doesn’t mean the ill-equipped government isn’t preparing for the inevitability, in fact, they are. Despite our superior ability to predict these events, the stakes are exponentially higher in a modern, hyper-connected world.  FEMA predicts that a geomagnetic storm of this intensity would be “a catastrophe in slow motion.”

Barack Obama At FEMA - Public DomainWhen Barack Obama speaks to the public, it is very rare that he does so without a specific purpose in mind.  So why is he urging Americans “to be prepared for a disaster” all of a sudden?  On May 31, Obama took time out of his extremely busy schedule to deliver an address at the FEMA National Response Coordination Center in Washington.  During his speech, he stressed that every American is responsible for preparing for disasters, and that includes “having an evacuation plan” and “having a fully stocked disaster supply kit”.  These are basic steps that I have been encouraging people to do for years, but if they won’t listen to me, perhaps they will listen to the man currently residing in the White House.  The following excerpt from Obama’s speech comes directly from the official White House website

One of the things that we have learned over the course of the last seven and a half years is that government plays a vital role, but it is every citizen’s responsibility to be prepared for a disaster.  And that means taking proactive steps, like having an evacuation plan, having a fully stocked disaster supply kit.  If your local authorities ask you to evacuate, you have to do it. Don’t wait.

This speech was timed to coincide with the beginning of the hurricane season, although hurricanes have not posed much of a threat lately.

In fact, a major hurricane has not made landfall in the United States for 127 straight months.

But without a doubt, we all need to be preparing for disaster.  Hurricanes can create a short-term emergency that can last for a few days, but there are other threats that could create a major emergency that could potentially last for an extended period of time.

How Will The Government Control The Enforcers?

The talk of FEMA camps and martial law has been almost nonstop for the past few years. The actions by the government have led us to the current predicament where the surreal has become the new norm. It would have been unthinkable 20 years ago to imagine we would actually be talking about the subversion and downfall of the United States with little outcry from the population in general.

Many articles have made the case that at least some of the military and police would follow orders to put the population into submission by force if necessary. This would include the forced detention and possible execution of many antigovernment protestors.

If even a small percentage of the enforcers revolted against the government orders it would provide a very large armed component that would add to the armed civilian population and would provide a serious impediment to government operations even if external forces were brought in.

In a serious event it has been noted that many enforcers would simply abandon their posts and go home to protect their families. This is an ever present problem for the government pundits giving the orders. They will want to maintain control over the enforcers at all times and must have sufficient controls in place to do so in a chaotic situation.

One way to maintain that control is to move the family members of those enforcers to “safe” locations where they can be protected while the enforcers do their job. These locations could be FEMA camps or secure military bases that could prevent persons from leaving once inside. This would not only provide safe harbor for those family members but would act as a control mechanism as well.
