Nuclear Powers Need to Disarm Before It’s Too Late

The recent military clash between India and Pakistan underscores the need for the major nuclear powers — the U.S., Russia, China, Britain, and France — finally to move toward fulfilling their obligations under the 1968 Nuclear Non-Proliferation Treaty (NPT).

The Treaty’s purpose was not simply to prevent the spread of nuclear weapons, but to serve as a temporary measure until Article VI could take effect: the “cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a Treaty on general and complete disarmament under strict and effective international control.”

The 191 countries that signed the NPT — the most widely subscribed nuclear treaty on the planet — did so with the understanding that the major powers would de-nuclearize. But in the 50 years since the Treaty was negotiated, the nuclear powers have yet to seriously address eliminating weapons of mass destruction.

While over the years the Americans and the Russians have reduced the number of warheads in their arsenals, they — along with China — are currently in the midst of a major modernization of their weapon systems. Instead of a world without nuclear weapons, it is a world of nuclear apartheid, with the great powers making no move to downsize their conventional forces.

For non-nuclear armed countries, this is the worst of all worlds.

There Are No “Local” Nuclear Wars

The folly of this approach was all too clear in the recent India and Pakistan dustup. While both sides appear to be keeping the crisis under control, for the first time in a very long time, two nuclear powers that border one another exchanged air and artillery attacks.

While so far things have not gotten out of hand, both countries recently introduced military policies that make the possibility of a serious escalation very real.

Consider a conversation between long-time Middle East reporter Reese Erlich and former U.S. ambassador to Saudi Arabia, Charles Freeman, Jr. on the people currently directing the Trump administration’s policy toward Iran. Commenting on National Security Advisor John Bolton’s defense of the invasion of Iraq, Freeman says “The neoconservative group think their good ideas were poorly implemented in Iraq,” and that the lesson of the 2003 invasion that killed upwards of 500,000 people and destabilized an entire region is, “If at first you don’t succeed, do the same thing again somewhere else.”

That “somewhere else” is Iran, and Bolton is one of the leading voices calling for confronting the Teheran regime and squeezing Iran through draconian sanctions “until the pips squeak.” Since sanctions are unlikely to have much effect—they didn’t work on North Korea, have had little effect on Russia and failed to produce regime change in Cuba—the next logical step, Erlich suggests in his new book The Iran Agenda Today: The Real Story Inside Iran And What’s Wrong with U.S. Policy, is a military attack on Iran.

Such an attack would be a leap into darkness, since most Americans—and their government in particular—are virtually clueless about the country we seem bound to go to war with. Throwing a little light on that darkness is a major reason Erlich wrote the book. For over 18 years he has reported on Iran, talking with important government figures and everyday people and writing articles on the country that increasingly looks to be our next little war. Except it will be anything but “little.”

The Syrian civil war has always been devilishly complex, with multiple actors following different scripts, but in the past few months it appeared to be winding down. The Damascus government now controls 60 percent of the country and the major population centers, the Islamic State has been routed, and the rebels opposed to Syrian President Bashar al-Assad are largely cornered in Idilb Province in the country’s northwest. But suddenly the Americans moved the goal posts—maybe—the Russians have fallen out with the Israelis, the Iranians are digging in their heels, and the Turks are trying to multi-task with a home front in disarray.

So the devil is still very much at work in a war that has lasted more than seven years, claimed up to 500,000 lives, displaced millions of people, destabilized an already fragile Middle East, and is far from over.

There are at least three theaters in the Syrian war, each with its own complexities: Idilb in the north, the territory east of the Euphrates River, and the region that abuts the southern section of the Golan Heights. Just sorting out the antagonists is daunting. Turks, Iranians, Americans and Kurds are the key actors in the east. Russians, Turks, Kurds and Assad are in a temporary standoff in the north. And Iran, Assad and Israel are in a faceoff near Golan, a conflict that has suddenly drawn in Moscow.

 Assad’s goals are straightforward: reunite the country under the rule of Damascus and begin re-building Syria’s shattered cities. The major roadblock to this is Idilb, the last large concentration of anti-Assad groups, Jihadists linked with al-Qaeda, and a modest Turkish occupation force representing Operation Olive Branch. The province, which borders Turkey in the north, is mountainous and re-taking it promises to be difficult.

The Trump administration’s new National Defense Strategy is being touted as a sea change in U.S. foreign policy — a shift from the “war on terrorism” to “great power competition,” a line that would not be out of place in the years leading up to World War I.

But is the shift really a major course change, or a re-statement of policies followed by the last four administrations?

The U.S. has never taken its eyes off its big competitors.

It was President Bill Clinton who moved NATO eastwards, abrogating a 1991 agreement with the Russians not to recruit former members of the Warsaw Pact that is at the root of current tensions with Moscow. And, while the U.S. and NATO point to Russia’s annexation of the Crimea as a sign of a “revanchist” Moscow, it was NATO that set the precedent of altering borders when it dismembered Serbia to create Kosovo after the 1999 Yugoslav war.

It was President George W. Bush who designated China a “strategic competitor,” and who tried to lure India into an anti-Chinese alliance by allowing New Delhi to violate the Nuclear Non-Proliferation Treaty. Letting India purchase uranium on the international market — it was barred from doing so by refusing to sign the NPT — helped ignite the dangerous nuclear arms race with Pakistan in South Asia.

And it was President Barack Obama who further chilled relations with the Russians by tacitly backing the 2014 coup in the Ukraine, and whose “Asia pivot” has led to tensions between Washington and Beijing.

When the Catalans goes to the polls Oct. 1, much more than independence for Spain’s restive province will be at stake. In many ways the vote will be a sounding board for Spain’s future, but it is also a test of whether the European Union—divided between north and south, east and west—can long endure.

In some ways, the referendum on Catalan independence is a very Spanish affair, with grievances that run all the way back to Catalonia’s loss of independence in the War of the Spanish Succession (1701-1714). But the Catalans lost more than their political freedom when the combined French and Spanish army took Barcelona, they lost much of their language and culture, particularly during the long and brutal dictatorship of Francisco Franco from 1939 to 1975.

The current independence crisis dates back to 2010, when, at the urging of the rightwing Popular Party, the Spanish Constitutional Court overturned an autonomy agreement that had been endorsed by the Spanish and Catalan parliaments. Since then, the Catalans have elected a pro-independence government and narrowly defeated an initiative in 2014 calling for the creation of a free republic. The Oct. 1 vote will re-visit that vote.

But the backdrop for the upcoming election has much of Europe looking attentively, in part because there are other restive independence movements in places like Scotland, Belgium and Italy, and in part because many of the economic policies of the EU will be on the line, especially austerity, regressive taxation, and privatization of public resources as a strategy for economic recovery.

When the economic meltdown of 2008 struck, there were few countries harder hit than Spain. At the time Spain had a healthy debt burden and a booming economy, but one mainly based on real estate speculation fed by German, Austrian, French, British and U.S. banks.
