After Wayne Madsen’s comprehensive catalog of imperialist interventions, executed without the slightest hint of subtlety, to undermine and “change” displeasing regimes in every corner of the world, going back decades, the topic seemed all but exhausted.But that turned out not to be correct. A very important piece of that mosaic needs to be added. As this is being written, the provocatively and insolently misnamed and foreign sponsored Free Russia Forum is gearing up to leave its mark on Russia’s forthcoming presidential election.

As alert readers are probably guessing by now, contrary to its deceptive billing the Free Russia Forum is anything but an “independent” discussion group. It is, rather, a political project, a creature one could say, of the State Department. It was created in 2014 and meets twice a year in the Lithuanian capital, just across from the Russian border, to serve as a tool for interference in Russia’s internal affairs.

But good guys do not interfere in the internal affairs of other sovereign countries, just as gentlemen do not read each other’s mail, right? Yeah, right.

The Vilnius gatherings (which have been going on for several years) are a biennial convention of the most militant specimens of Russia’s “non-system” opposition, under the chairmanship of the former chess champion Garry Kasparov. Officially, participants include “representatives of think tanks, academia, writers, politicians, civil society activists, philosophers and artists, for thoughts-provoking and off-the-record discussions on Russia”. That, however, is just the façade.

It turns out that the political common denominator of the Forum’s sponsors and managers is that the offensive struggle for the demise of Putin’s regime should be conducted by all available means and not necessarily considering the opinion of Russia’s citizens. Over the years the participants’ elitist consensus has been that engaging in the political education of the dull populace is pointless.

From the Archive: The State Department is reportedly spending $40 million to bolster the Global Engagement Center’s efforts to crack down on “foreign propaganda.” On this occasion we republish an article by Rick Sterling examining the motives behind this initiative launched in the waning days of the Obama administration.


The U.S. establishment is not content simply to have domination over the media narratives on critical foreign policy issues, such as Syria, Ukraine and Russia. It wants total domination. Thus we now have the “Countering Foreign Propaganda and Disinformation Act” that President Obama signed into law on Dec. 23 as part of the National Defense Authorization Act for 2017, setting aside $160 million to combat any “propaganda” that challenges Official Washington’s version of reality.

The new law mandates the U.S. Secretary of State to collaborate with the Secretary of Defense, Director of National Intelligence and other federal agencies to create a Global Engagement Center “to lead, synchronize, and coordinate efforts of the Federal Government to recognize, understand, expose, and counter foreign state and non-state propaganda and disinformation efforts aimed at undermining United States national security interests.” The law directs the Center to be formed in 180 days and to share expertise among agencies and to “coordinate with allied nations.”

The legislation was initiated in March 2016, as the demonization of Russian President Vladimir Putin and Russia was already underway and was enacted amid the allegations of “Russian hacking” around the U.S. presidential election and the mainstream media’s furor over supposedly “fake news.”

State Department Committs $40 Million For “Information Wars”

The Pentagon will allocate $40 million into an inter-agency unit housed at the State Department to counter online propaganda and disinformation campaigns conducted by foreign nations, in an effort to respond “aggressively” to attacks.

The program was announced by the State Department this week in conjunction with the US Department of Defense, which will allocate the funds to the Global Engagement Center (GEC) – created in spring 2016 to replace the Center for Strategic Counterterrorism Communications (CSCC).

“One of those initiatives is the creation of an Information Access Fund to support public and private partners working to expose and counter propaganda and disinformation from foreign nations.

This funding is critical to ensuring that we continue an aggressive response to malign influence and disinformation and that we can leverage deeper partnerships with our allies, Silicon Valley, and other partners in this fight, said Under Secretary Goldstein. It is not merely a defensive posture that we should take, we also need to be on the offensive.

Last year Secretary of State Rex Tillerson requested that $40 million be transferred from the Department of Defense, with an overall allocation of up to $60 million from the US Defense budget. The funding was authorized in a December 2016 defense bill signed by President Obama – which widened the scope of the center’s activities.

By the end of World War II, the United States had become a serial meddler in the affairs of the nations of the world, friend and foe alike.

American intelligence services took particular aim at Third World and Western countries with large Communist Parties, and at countries on the other side of what used to be called “the Iron Curtain.”

Meddling there took some doing before the implosion of the Soviet Union.  It still does in China and North Korea, and in countries with strong states, like Iran, that resist American domination.  However, our intelligence services are well resourced and determined.

They are also inept. Therefore, their machinations fail as often as not.

Even so, with the Soviet Union gone, the European component of the formerly Communist world became easy prey.

It did not take long, in those circumstances, for American meddlers to become cruder and less subtle.  But it was not until the Obama period that the extent of the transformation became too obvious to miss.

Thanks to Hillary Clinton’s stewardship of the empire’s affairs during her tenure as Secretary of State, and to the exploits of the liberal imperialists she and Barack Obama left in charge after she quit the State Department, the level of American brazenness in that part of the world has substantially increased.

This was especially evident in Ukraine, a former Soviet republic, adjacent to Russia, deeply connected, historically and culturally, to the old Russian and Soviet empires.

In these circumstances, what fair-minded person could blame the Russians for wanting to meddle in our affairs?

Our intelligence services claim that Russians meddled in the 2016 presidential election, and that they are gearing up to meddle again in the midterm elections later this year.

For weeks the unfolding story in Washington has been how a cabal of conspirators in the heart of the American federal law enforcement and intelligence apparat colluded to ensure the election of Hillary Clinton and, when that failed, to undermine the nascent presidency of Donald Trump. Agencies tainted by this corruption include not only the FBI and the Department of Justice (DOJ) but the Obama White House, the State Department, the NSA, and the CIA, plus their British sister organizations MI6 and GCHQ, possibly along with the British Foreign Office (with the involvement of former British ambassador to Russia Andrew Wood) and even Number 10 Downing Street.

Those implicated form a regular rogue’s gallery of the Deep State: Peter Strzok (formerly Chief of the FBI’s Counterespionage Section, then Deputy Assistant Director of the Counterintelligence Division; busy bee Strzok is implicated not only in exonerating Hillary from her email server crimes but initiating the Russiagate investigation in the first place, securing a FISA warrant using the dodgy “Steele Dossier,” and nailing erstwhile National Security Adviser General Mike Flynn on a bogus charge of “lying to the FBI”); Lisa Page (Strzok’s paramour and a DOJ lawyer formerly assigned to the all-star Democrat lineup on the Robert Mueller Russigate inquisition); former FBI Director James Comey, former Associate Deputy Attorney General Bruce Ohr, former Deputy FBI Director Andrew McCabe, and – let’s not forget – current Deputy Attorney General Rod Rosenstein, himself implicated by having signed at least one of the dubious FISA warrant requests. Finally, there’s reason to believe that former CIA Director John O. Brennan may have been the mastermind behind the whole operation.

The press has played an active role in the Trump-Russia collusion story since its inception. It helped birth it.
Half the country wants to know why the press won’t cover the growing scandal now implicating the Federal Bureau of Investigation and Department of Justice, and threatening to reach the State Department, Central Intelligence Agency, and perhaps even the Obama White House.

After all, the release last week of a less-redacted version of Sens. Charles Grassley and Lindsey Graham’s January 4 letter showed that the FBI secured a Foreign Intelligence Surveillance Act warrant to search the communications of a Trump campaign adviser based on a piece of opposition research paid for by the Clinton campaign and the Democratic National Committee. The Fourth Amendment rights of an American citizen were violated to allow one political party to spy on another.

If the press did its job and reported the facts, the argument goes, then it wouldn’t just be Republicans and Trump supporters demanding accountability and justice. Americans across the political spectrum would understand the nature and extent of the abuses and crimes touching not just on one political party and its presidential candidate but the rights of every American.

That’s all true, but irrelevant. The reasons the press won’t cover the story are suggested in the Graham-Grassley letter itself.

Steele Was a Media Informant

The letter details how Christopher Steele, the former British spy who allegedly authored the documents claiming ties between the Trump campaign and Russia, told the FBI he wasn’t talking to the press about his investigation. In a British court, however, Steele acknowledged briefing several media organizations on the material in his dossier.

Defending the latest round of US/Israeli aggression against Syria, US State Department spokesperson Heather Nauert struck a Hitlerian note when she blamed Syria and Iran for an act of overt Israeli aggression, saying “The United States . . . strongly supports Israel’s sovereign right to defend itself,” and when she lied that “Iran’s malign activities” and “calculated escalation of threat and its ambition to project its power and dominance places all people in the region at risk.” https://sputniknews.com/middleeast/201802111061547754-state-department-syria-israel-escalation/

Adolf Hiter covered his “projection of power and dominance” and his invasion of Poland with the same blatant lies that Washington and Israel use to cover their aggressions. Hitler claimed that Polish forces had crossed the frontier and attacked Germany. That is the excuse used by Israel and its puppets in the White House and Pentagon that blames Iran for Israel’s attack on Syria. When Washington and Israel are shameless in their lies, why does Russia think they are “partners” with whom agreements can be reached?

Eric Zuesse notes that only Syria and Russia complain about Washington’s illegal occupation of Syrian territory, an occupation that has no UN authorization and is a complete and total violation of international law, and Israel’s continual attacks on Syria. Washington’s continuing support for war against the legitimate government of Syria and support for Israeli and terrorist attacks on Syrian and Russian forces are undermining Russia’s efforts to bring peace to the region. US State Department Hints At Iran Overthrow: Are We Witnessing The Early Stages Of Regime Change?

The US State Department has issued a formal condemnation of the Iranian government following two days of economic protests centering in a handful of cities, calling the regime “a rogue state whose chief exports are violence, bloodshed, and chaos” while announcing support for protesters. It fits a familiar script which seems to roll out when anyone protests for any reason in a country considered an enemy of the United States (whether over economic grievances or full on calling for government overthrow).

The statement by spokesperson Heather Nauert, released late on Friday, further comes very close to calling for regime change in Iran when it asserts the following:

On June 14, 2017, Secretary Tillerson testified to Congress that he supports “those elements inside of Iran that would lead to a peaceful transition of government.Those elements are there, certainly as we know.”The Secretary today repeats his deep support for the Iranian people.


U.S. strongly condemns arrest of peaceful protestors in , urges all nations to publicly support Iranian people. As @POTUS said, longest-suffering victims of Iran’s leaders are Iran’s own people.


Though most current reports strongly suggest protests are being driven fundamentally by economic grievances, the US has already framed this week’s events inside Iran as revolutionary in nature and as aiming for “transition of government”. On Friday evening White House Press Secretary Sarah Huckabee Sanders tweeted the following statement:

Reports of peaceful protests by Iranian citizens fed up with the regime’s corruption and its squandering of the nation’s wealth to fund terrorism abroad. The Iranian government should respect their people’s rights including their right to express themselves. The world is watching.

The Rex Tillerson State Department will pump $700,000 into Hungarian media to remove Viktor Orban.

The deep state is vehemently opposed to Orban’s nation statism…his conservatism and his stance against open borders. For the neo-liberal cabal under the watchful eye of George Soros, Orban must go.

In his speech accepting his party’s endorsement, Orban said he was fighting against “globalist” views that threaten the EU’s Christian nations and their moral foundations, for which he blamed Soros.

Special Report: When the Reagan administration launched peacetime “psyops” in the mid-1980s, it pulled in civilian agencies to help spread these still-ongoing techniques of deception and manipulation, reports Robert Parry.


Declassified records from the Reagan presidential library show how the U.S. government enlisted civilian agencies in psychological operations designed to exploit information as a way to manipulate the behavior of targeted foreign audiences and, at least indirectly, American citizens.

A just-declassified sign-in sheet for a meeting of an inter-agency “psyops” committee on Oct. 24, 1986, shows representatives from the Agency for International Development (USAID), the State Department, and the U.S. Information Agency (USIA) joining officials from the Central Intelligence Agency and the Defense Department.

Some of the names of officials from the CIA and Pentagon remain classified more than three decades later. But the significance of the document is that it reveals how agencies that were traditionally assigned to global development (USAID) or international information (USIA) were incorporated into the U.S. government’s strategies for peacetime psyops, a military technique for breaking the will of a wartime enemy by spreading lies, confusion and terror.

Essentially, psyops play on the cultural weaknesses of a target population so they could be more easily controlled or defeated, but the Reagan administration was taking the concept outside the traditional bounds of warfare and applying psyops to any time when the U.S. government could claim some threat to America.

40 Million Russians To Take Part In “Nuclear Disaster” Drill, Days After US General Warns Of War With Moscow

As relations between Russia and the US disintegrate as a result of the escalating proxy war in Syria, which today culminated with Putin halting a Plutonium cleanup effort with the US, shortly before the US State Department announced it would end negotiations with Russia over Syria, tomorrow an unprecedented 40 million Russian citizens, as well as 200,000 specialists from “emergency rescue divisions” and 50,000 units of equipment are set to take part in a four day-long civil defense, emergency evacuation and disaster preparedness drill, the Russian Ministry for Civil Defense reported on its website.

According to the ministry, an all-Russian civil defense drill involving federal and regional executive authorities and local governments dubbed “Organization of civil defense during large natural and man-caused disasters in the Russian Federation” will start tomorrow morning in all constituent territories of Russia and last until October 7. While the ministry does not specify what kind of “man-caused disaster” it envisions, it would have to be a substantial one for 40 million Russians to take part in the emergency preparedness drill. Furthermore, be reading the guidelines of the drill, we can get a rather good idea of just what it is that Russia is “preparing” for.

The website adds that “the main goal of the drill is to practice organization of management during civil defense events and emergency and fire management, to check preparedness of management bodies and forces of civil defense on all levels to respond to natural and man-made disasters and to take civil defense measures.” Oleg Manuilov, director of the Civil Defence Ministry explained that the exercise will be a test of how the population would respond to a “disaster” under an “emergency” situation.

Russian Foreign Minister, Sergei Lavrov made history today at the UN’s meeting of the Security Council, declaring that future unilateral pauses couched as ‘ceasefire agreements’ are off the table. He has skillfully referred to the mounting factual evidence of the US’s continued flagrant violations on any number of points of agreement over the course of this conflict.

These include primarily the violations of the ceasefire itself, in conjunction with officially leaked elements of the ‘secret text’ of the recent ceasefire which evidence that the US has been unable to reign in a number of groups signing onto previous ceasefires, let alone those groups the US claims to be moderates but did not sign onto the ceasefire, both of which continue to work closely with either ISIS or Jabat Al-Nusra. Russia has no doubt pointed out successfully that several of these groups are fictional entities, and are but operational synonyms of Al-Nusra (formerly called Al-Qaeda of the Levant), itself.
The impossible to ignore context here naturally is the ceasefire ending US joint attack alongside ISIS upon the Syrian Arab Army position at Deir ez-Zor which was sustained and lasted over an hour, despite calls from the Russian coordinating hotline which existed pursuant to standing agreements on deconfliction.
The other defining circumstances included the response of the US State Department at the emergency session of the UN Security Council a few nights ago, in particular the behaviour and callously undiplomatic remarks of representative Power, and the US’s following attempts to blame Russia for the attack on the Red Crescent aid convoy several days later, which increasingly appears as the result of either Al-Nusra militants on the ground or a US predator drone attack using an incendiary device.

Some 50 State Department officials have signed a memo calling on President Obama to launch air and missile strikes on the Damascus regime of Bashar Assad.

A “judicious use of stand-off and air weapons,” they claim, “would undergird and drive a more focused and hard-nosed U.S.-led diplomatic process.”

In brief, to strengthen the hand of our diplomats and show we mean business, we should start bombing and killing Syrian soldiers.

Yet Syria has not attacked us. And Congress has not declared war on Syria, or authorized an attack. Where do these State hawks think President Obama gets the authority to launch a war on Syria?

Does State consider the Constitution to be purely advisory when it grants Congress the sole power to declare war? Was not waging aggressive war the principal charge against the Nazis at Nuremberg?

If U.S. bombs and missiles rain down on Damascus, to the cheers of the C-Street Pattons, what do we do if Bashar Assad’s allies Iran and Hezbollah retaliate with Benghazi-type attacks on U.S. diplomats across the Middle East? What do we do if Syrian missiles and Russian planes starting shooting down U.S. planes?

Go to war with Hezbollah, Iran and Russia?

Assume U.S. strikes break Syria’s regime and Assad falls and flees. Who fills the power vacuum in Damascus, if not the most ruthless of the terrorist forces in that country, al-Nusra and ISIS?

Should ISIS reach Damascus first, and a slaughter of Alawites and Christians ensue, would we send an American army to save them?

According to CIA Director John Brennan, ISIS is spreading and coming to Europe and America. Does it make sense then that we would launch air and missile strikes against a Syrian regime and army that is today the last line of defense between ISIS and Damascus?

Does anyone think these things through?

For the connoisseur of sociopolitical absurdity, the last few weeks’ worth of news cycles very nearly defines the phrase “target-rich environment.” I note, for example, that arch-neoconservative Robert Kagan—the founder of the Project for a New American Century and principal architect of this nation’s idiotically bloodthirsty Middle East policies, a man who never met a body bag he didn’t like—has jumped party lines to endorse Hillary Clinton’s presidential ambitions.

Under other conditions I’d wonder if Kagan had decided to sandbag Clinton’s hopes, using a lethal dose of deadpan satire to point out that her policy stances are indistinguishable from those of George W. Bush: you know, the guy that so many Democrats denounced as evil incarnate just eight short years ago. Unfortunately, nothing so clever seems to be in the works. Kagan seems to be quite sincere in his adulation for Clinton. What’s more, his wife Victoria Nuland, a Hillary Clinton protegé in the State Department and a major player in the Obama administration’s pursuit of Cold War brinksmanship against Russia, is now being rumored as Clinton’s most likely pick for Secretary of State.

For unintended satire, that one’s hard to beat Still, I’d say it has been outdone by another recent story, which noted that the students at Brown University, one of this nation’s Ivy League universities, are upset. Turns out they’re so busy protesting for social justice these days that they don’t have enough time to keep up with their classwork, and yet heir professors are still expecting papers to be turned in on time—a demand that strikes the students as grossly unfair. A savage parody off some right-wing website? Nope; the story appeared in the Brown University student paper earlier this month.

Washington’s Dog-Whistle Diplomacy Supports Attempted Coup in Brazil

Shannon has a relatively low profile in the media, but he is the number three official in the U.S. State Department. Even more significantly in this case, he is the most influential person in the State Department on U.S. policy in Latin America. He will be the one recommending to Secretary of State John Kerry what the U.S. should do as the ongoing efforts to remove President Dilma Rousseff proceed.

Shannon’s willingness to meet with Nunes just days after the impeachment vote sends a powerful signal that Washington is on board with the opposition in this venture. How do we know this? Very simply, Shannon did not have to have this meeting. If he wanted to show that Washington was neutral in this fierce and deeply polarizing political conflict, he would not have a meeting with high-profile protagonists on either side, especially at this particular moment.

Shannon’s meeting with Nunes is an example of what could be called “dog-whistle diplomacy.” It barely shows up on the radar of the media reporting on the conflict, and therefore is unlikely to generate backlash. But all the major actors know exactly what it means. That is why Nunes’ party, the Social Democracy Party (PSDB), publicized the meeting.

To illustrate with another example of dog-whistle diplomacy: On June 28, 2009, the Honduran military kidnapped the country’s president, Mel Zelaya, and flew him out of the country. The White House statement in response did not condemn this coup, but rather called on “all political and social actors in Honduras” to respect democracy.
