I’m going to come back to the issue of peasantries as the ‘universal class’ at the end of this essay. For now, I’d just like to broach the issue by returning to the question of peasantries under capitalism by way of what the doyen of Caribbean anthropology, Sidney Mintz, called ‘reconstituted peasantries’. Mintz was referring specifically to the rise of peasant farmers in the Caribbean around the edges and in the aftermath of the slave plantation system – people who weren’t originally peasants, but workers in the capitalist world economy (plantation slaves) who turned to peasant farming as the best available option open to them under changing circumstances.

I’d like to submit Mintz’s concept for more generalised use – at points of breakdown in the capitalist world system, peasant production can present itself as an attractive or, at least, as a least-worst option. For those of us who suspect that major breakdowns in the capitalist world system are likely in future, the possibility of a more widespread emergence of ‘reconstituted peasantries’ becomes interesting. If that’s how things turn out, an intriguing question is the extent to which post-capitalist reconstituted peasantries of the future might resemble any peasantries of the capitalist or pre-capitalist past. In other words, is the history of agrarian production and its social structures prior to and during the development of the capitalist world system relevant to its future after capitalism – does agrarian society have a predictable structuring – or have I been wasting my time reading and writing about all this history?

The return of the peasant: or, the history of the world in 10½ blog posts. 7. Capitalism, the state and historical progress

Continuing with my history of the world…

Earlier, I characterised the emergence of capitalism in relation to the transformation of the four medieval figures of the lord, the peasant, the merchant, and the king. But I haven’t yet said anything about the king – except in relation to the strengthening of royal houses under absolutist state-forming enterprises which prefigured capitalist development. By the time the star of capitalism was rising, kings had largely lost their medieval role as military strongmen. And as we enter the early modern epoch, the idea of royal sovereignty in the form of an embodied individual – the monarch – started giving way to something more figurative, the fertile but troublesome idea of the sovereignty of the people. Classics of early modern political philosophy such as Thomas Hobbes’ Leviathan enable us to peek under the bonnet and watch the workings as the king was thus turned into the modern state. So, likewise, I’ll interpret the question of the role of the ‘king’ in capitalism more figuratively in terms of the role of the state.

The basic point is that despite our contemporary post-socialist tendency to counterpose ‘the market’ of the capitalist economy with ‘the state’, capitalist development has always been a state project, albeit in partnership with private actors. Without the state, there’d certainly be no capitalism, and probably not even all that much of a ‘market’ in the sense of places where people come together to buy and sell goods. The commercial ventures of early European capitalism both within and beyond the subcontinent’s borders were joint public-private efforts. Their success made countries like Britain and the Netherlands the richest tax-states the world had yet seen.

Continuing my ‘history of the world’ series (a fully referenced version of which is available here), I finished last time by saying we should take a peek at what came after the ‘Axial Age’ states…

…Well, that would be the so-called ‘Dark Ages’ – ‘dark’ if only because of a relative paucity of historical evidence to illuminate them in comparison with what went before. The successor states to the great Axial Age empires were smaller geopolitical units, but the idea that this constituted some kind of civilizational collapse has been subject to considerable debate and revision in recent years, for example in post-Maurya India and in post-Roman Europe. Let me say a little about the latter in particular, as a kind of case study for our times of what a putative ‘collapse’ and a return to more local polities and more agrarian production might look like. Of course, it’s a dodgy business making inferences about the possible future fall of modern London or Washington on the basis of the fall of ancient Rome. But it’s ground we’ve been traversing a little of late in discussions on this site, and when people are confronted with the idea of a ‘return’ to small-scale farming they commonly reach for medieval notions either in order to critique the idea or to express foreboding: a small farm future would be like a small farm past, a return to ‘feudalism’ or to ‘serfdom’.

So let’s start with some terminology. ‘Feudalism’ strictly speaking refers to a situation of so-called ‘parcellized sovereignty’ in which a ruler – typically a politically weak king of a tributary rather than a tax-raising state – grants land (a fief) to a subject, over which the subject has complete jurisdiction, as part of a reciprocal if often unequal bond of loyalty.

The return of the peasant: or, the history of the world in 10½ blog posts

About a year ago I started publishing on this site various projections for how the future population of southwest England where I live might be able to feed itself substantially on the basis of small-scale, relatively self-reliant ‘peasant’ farming – convincing myself, if no one else, in the process that such a ‘Peasant’s Republic of Wessex’ might be feasible. The notion that a small farm future of this sort may occur and may even be desirable and worth striving for is, I confess, hardly a mainstream political position. And yet it’s one that I’ve come to, for reasons that I’ve documented here over the years. Essentially, I think that humanity faces a series of interlocking ecological, economic, political, cultural and social crises that, if they’re resolvable at all, are most resolvable through a turn to small-scale, predominantly self-reliant farming. Actually, I see this way of life less as a ‘solution’ to modern ‘problems’ as a non-modern way of being that’s intrinsically less problematic. But I’m anxious to avoid easy dualities – not everything about modernity is necessarily bad, and not everything in a turn to small farm agrarianism would necessarily be good. I’ll say more about that in due course.

The main difficulties in achieving a turn to small-scale agrarianism are not agricultural, but social and political. So I now want to turn my attention away from issues of farm scale and structure towards these socio-political issues. As I started thinking about them, I found myself constantly drawn to history and to what the past may be able to teach us about the possible course of a small farm future. I’m still not really sure whether it does have much to teach us. I said above that a small farm future would be non-modern, but that’s not the same as pre-modern: a non-modern small farm future needn’t necessarily much resemble a pre-modern small farm past.

Back to the Future

The question I want to address in this post is why I get so easily riled whenever I encounter professions of this faith. Well, I guess I got off to a bad start: my first experience of it was a brush with the absurdly apoplectic Graham Strouts, and then the only marginally slicker Mike Shellenberger. I’d acknowledge that there are less strident voices within the movement who genuinely think it represents humanity’s best remaining shot at escaping the dangers encircling us. And since all the remaining shots available to us seem pretty long ones to me, if the ecomodernists could only concede the likely length of those odds I wouldn’t so much begrudge them their schemes. But – other than being the unfortunate possessor of a bilious personality, perhaps the likeliest explanation for my ire – I’d submit three general reasons as to why ecomodernism gets under my skin.

One such reading is David Rieff’s recent book The Reproach of Hunger1. There are interesting commonalities between his critique of the now dominant aid/development paradigm, and my own critique of ecomodernism within environmentalist thought. Given the different (if overlapping) focus and personnel involved, perhaps this suggests quite a generic ideology of techno-utopianism (TU) within contemporary thinking. Rieff’s book has helped me see its outlines more clearly, so with his help here I’d like to describe briefly some of its key elements. Rieff also has some interesting, if frustratingly vague, thoughts on the possibilities for a peasant-focused development paradigm, but more on that another time.

So here, for your consideration, are seven elements of TU ideology, lightly tossed with a few counter-thoughts of my own:

  1. Ideology: our first characteristic of TU ideology is that it considers itself to have no ideology, but instead merely a pragmatic focus on solving practical problems (such as climate change or extreme poverty) by using whatever methods demonstrably work. Its critics have ideology – they are ideologues, partisans, spoilers, whose critiques reflect their own narrow political agendas – but TU rises serenely above all that.

So it’s probably time to move on from ecomodernism. But there’s a little bit of unfinished business to unfurl in this post before starting on something else. I may even need to spend some time actually farming soon (there’s ewes to lamb and seeds to sow), as well as putting in some research time for my next cycle of posts, so the pace may have to slacken.

Anyway – Unfinished business #1: I got some great feedback to my last post here on SFF, and at Resilience.org and via New York academic Anthony Galluzzo’s site. Constructive, engaged criticism – the blogosphere at its best. I’d argued with the help of the late Marshall Berman’s book All That Is Solid Melts Into Air1 that agrarian populism – that is, the localist politics of a neo-peasant small farm movement – is not anti-modern, nostalgic or backward-looking but on the contrary is thoroughly modernist in its willingness to abandon the weight of tradition accumulated through the history of capitalist development, and to chart alternative paths to sustainability and social justice. The criticisms that came back to me mostly hinged on a sense that I was over-extending the concept of modernism and effacing its negatives. Reasonable points, calling me back to my more sceptical pre-Berman take on modernism. But I still think Berman opens interesting ways of seeing how contemporary politics – including the green, leftist and agrarian populist politics with which I’m most engaged – have to develop more subtle narratives about history and human agency than they typically do. I hope to come back to this at a later date.

I first read Berman’s book thirty-odd years ago – required reading as it was then for every trendy young cultural theorist – and was reminded of it recently while reading Austerity Ecology by Leigh Phillips, who invoked it in support of his enthusiasm for heroic, large-scale technological modernization. I couldn’t remember much about the book, except a nagging feeling that Berman’s thinking on modernization was a lot more nuanced and ambivalent than Phillips’. Indeed, even the passage from Berman that Phillips cites is quite ambivalent1. And so it proved on a rereading. In fact, it made me wonder if Phillips had really read the book – entertainingly, in view of the sub-theme that’s emerged in my engagements with him over exactly who’s read what, as elaborated by Ruben, my Canadian mole.

Does Goldman Sachs care if you raise chickens? Some thoughts on accelerationism

In other words, it’s the kind of book that probably ought to be complete anathema to me. And in some ways it is. But actually I find myself in agreement with a good deal of what S&W have to say. It’s a serious, grownup book about the challenges now facing progressive politics – the kind of book that Leigh Phillips should have tried to write instead of penning fatuous putdowns to the green movement2. By contrast, S&W’s diagnosis for the mess we’re in seems to me spot on in many ways. But I think they lose their way when they try to provide solutions. It’s plain that they don’t know much about farming or about the history of agrarian populism. I’d like to think that if they corrected this – perhaps through a long chat with a farmer over a hard day’s shared work, like the one I recently had processing and salting down my recently-slaughtered pig (not sure what Goldman Sachs’ line is on suids) – we might find a surprising amount of overlap in our thinking.

The points at issue are important, I think, if we’re to create the kind of moral/ethical polities that Steve Gwynne raised in the comments on my recent post about commons – polities of the kind I think are necessary to achieve just and sustainable societies. So let me whizz through a few aspects of S&W’s analysis in order to lay some foundations for that project.

Chris: Oh, sorry. The devil in disguise, huh? What are you reading there?

Nick: As a matter of fact I’m looking at some very interesting findings, and between you and me I don’t think you’re going to like what they have to say…

Chris: Oh yes? How so?

Nick: Well, it turns out that this local food thing that you’re so into isn’t all it’s cracked up to be.

Chris: Is that so? Who says?

Nick: Well, for starters there’s this very interesting book by a chap called Leigh Phillips.

Chris: Oh god.

Nick: Look, I do read your blog, you know. I realise that you’re not exactly Mr Phillips’ biggest fan. But it’s not just him. Nick Srnicek and Alex Williams (S&W) say much the same in this new book of theirs. And even someone that I know you rate very highly has written a sniffy article about local food.

Chris: Who?

Nick (triumphantly): George Monbiot!

Chris: Oh god.

Nick (grinning malevolently): You see? Just admit it, you’re onto a loser with this one.

I know that some readers of this blog get bored by my engagements with the ecomodernists, whereas others find them interesting. So I’m going to try to keep everyone happy. I feel the need to recoup the wasted weekend I spent reading Phillips’ book by writing a few things about it, but I’m mostly going to do that elsewhere. The interesting task that Phillips sets himself, but makes a dreadful fist of tackling, is a socialist critique of left-green ‘small-is-beautiful’ relocalisation thinking. So I’m hoping to have an article about that on resilience.org soon. He also makes quite a mess of trying to critique the local food movement, a subject dear to this blog’s heart, and to be honest he’s not the only one to get in a tangle over this so I plan to write a little post about that on here soon. I’ve written a wider critique of some of the magical mathematics associated with ecomodernist thinking, including Phillips’s, which has just been published on the Statistics Views website. This post is essentially a brief summary of parts of that article, plus a foray into Mr Phillips’ enchanted world of geophagy, which I hope might be of wider interest even to people who don’t much care to follow all the twists and turns of ecomodernist tomfoolery. It falls into three parts.

Hello, my name is Mr Puck. I heard about your new book, Austerity Ecology and the Collapse Porn-Addicts: A Defence of Growth, Progress, Industry and Stuff. Now, a title involving the word ‘porn’ that isn’t actually about, er, porn usually indicates something that’s well worth not reading (yes, reader, I know, I know – but you’ve come this far already). However, I’m interested in these issues so I decided I’d at least take a look at the blurb for your book and the puff-piece you wrote for it in The Guardian.

Your publisher, Zero Books, sets itself against what it calls the ‘cretinous anti-intellectualism’ of contemporary culture. That’s refreshing. And your book blurb promises a ‘combative and puckish’ style. Well, we greens do have a reputation for humour-free self-righteousness, and I’m all in favour of the mordant wit and trenchant analysis I associate with puckish writers. So, bracing myself, I settled down to read a little of your writing. Unfortunately, rather than the puck-wit I was expecting, another word soon came to mind that sounds very similar but means something different. I’ve spent a fair bit of time recently combatting the idiocies of so-called ‘ecomodernism’1 and I’ve tried to swear off further critique to focus instead on a more positive agenda of localist producerism, which is what I’ll be turning to in my next cycle of blog posts. But everybody needs to sound off once in a while, and after reading your epically fatuous thinking on this topic for me that time is now. The ‘progress-through-growth’ and ecomodernist tropes seem to acquire a spurious gravitas by simple repetition, so though I don’t have the luxury of a Guardian article to play with, I do feel obliged to do what I can to prevent the deluge and try to put my finger, however small, in the dyke.

The persistence of the peasantry: further notes on the inverse productivity relationship

So first a brief summary of my ecomodernism wars to date: the ‘ecomodernists’ brought out their Manifesto in April; I wrote a critique of it that was published on the Dark Mountain website in July; Mike Shellenberger of the Breakthrough Institute wrote a critique of my critique on Twitter, to which I responded with a follow up essay; to Mike’s hot denial, I described ‘ecomodernism’ as ‘neoliberalism with a green veneer’; Mike came to Britain to help Mark Lynas launch ecomodernism over here, but somehow the veneer slipped off on its journey across the Atlantic, and the two of them found themselves sharing a platform with those well-known environmentalists Owen Paterson and Matt Ridley, much to Mark Lynas’s later regret. Meanwhile, George Monbiot wrote a critical article in The Guardianabout ecomodernism, to which Ted Nordhaus, Mike Shellenberger and Linus Blomqvist wrote a critical response. And Mark Lynas exchanged a couple of remarkably polite comments with me. Few dead yet.

But let us now home in on the issues raised by George Monbiot in his Guardian article with which Nordhaus et al (henceforth NSB) take issue, concerning small farm productivity and agrarian development. Monbiot made three main points:

  1. The ecomodernists claim that small-scale farming in poor countries is unproductive, but while its labour productivity is low its productivity per unit area is often higher than larger scale farming
