{"id":9821,"date":"2015-07-08T07:42:21","date_gmt":"2015-07-08T12:42:21","guid":{"rendered":"http:\/\/olduvai.ca\/?p=9821"},"modified":"2015-07-08T07:42:21","modified_gmt":"2015-07-08T12:42:21","slug":"minority-low-income-communities-bear-disproportionate-share-of-risk-from-oil-trains-in-california","status":"publish","type":"post","link":"https:\/\/olduvai.ca\/?p=9821","title":{"rendered":"Minority, Low-Income Communities Bear Disproportionate Share Of Risk From Oil Trains In California"},"content":{"rendered":"<div class=\"field field-name-field-bimage field-type-image field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<h3 id=\"page-title\" class=\"page__title title\"><a href=\"http:\/\/www.desmogblog.com\/2015\/07\/07\/minority-low-income-communities-bear-disproportionate-share-risk-oil-trains-california\" target=\"_blank\">Minority, Low-Income Communities Bear Disproportionate Share Of Risk From Oil Trains In California<\/a><\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.desmogblog.com\/sites\/beta.desmogblog.com\/files\/styles\/blog_teaser\/public\/blogimages\/shutterstock_146138975_0.jpg?itok=TzEXBdM1\" alt=\"\" width=\"200\" height=\"133\" \/><\/div>\n<\/div>\n<\/div>\n<div class=\"field field-name-body field-type-text-with-summary field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<p>People of color and low-income communities are bearing a disproportionate burden of risk from dangerous oil trains rolling through California, according to a new\u00a0<a href=\"http:\/\/www.forestethics.org\/news\/crude-injustice-rails-california\" target=\"_blank\">report<\/a>\u00a0by ForestEthics and Communities for a Better Environment.<\/p>\n<p>Called\u00a0<a href=\"http:\/\/www.forestethics.org\/news\/crude-injustice-rails-california\" target=\"_blank\">\u201cCrude Injustice On The Rails,\u201d<\/a>\u00a0the report found that 80 percent of the 5.5 million Californians with homes in the oil train blast zone \u2014 the one-mile region around train tracks that would need to be evacuated in the event of an oil train derailment, explosion and fire \u2014 live in communities with predominantly minority, low-income or non-English speaking\u00a0households.<\/p>\n<p>Nine of California\u2019s 10 largest cities that have oil train routes running through them have an even higher rate of \u201cdiscriminatory impact,\u201d the authors of the report found. In those cities, 82\u2013100 percent of people living in the blast zone are in what they call \u201cenvironmental justice communities.\u201d<\/p>\n<p>\u201cIn California you are 33 percent more likely to live in the blast zone if you live in a nonwhite, low income, or non-English speaking household,\u201d Matt Krogh, ForestEthics extreme oil campaign director and one of the authors of the report, said in a\u00a0<a href=\"http:\/\/www.forestethics.org\/news\/highest-threat-oil-trains-california-aligned-race-and-income\" target=\"_blank\">statement<\/a>.<\/p>\n<h2>New oil-by-rail rules\u00a0inadequate<\/h2>\n<p>The Obama Administration\u00a0<a href=\"http:\/\/www.desmogblog.com\/2015\/05\/01\/new-oil-rail-regulations-are-big-win-oil-and-rail-industries-won-t-stop-bomb-trains\" target=\"_blank\">released new oil-by-rail regulations<\/a>\u00a0in May that were heavily criticized as inadequate because the industry had too much influence over the final rules, which would not stop more incidents like the\u00a0<a href=\"http:\/\/www.desmogblog.com\/2015\/05\/06\/north-dakota-town-evacuated-after-oil-train-derailment-explosion\" target=\"_blank\">oil train derailment in North Dakota<\/a>\u00a0in May that led to an explosion and fire that burned for days. That was the fifth accident of its kind in the<span class=\"caps\">US<\/span>\u00a0so far this year.<\/p>\n<p>Massive fireballs and raging infernos often accompany oil train accidents because of the highly volatile Bakken crude they frequently carry.
