Harvard Professor Graham Allison\u00a0<a class=\" u-underline\" href=\"http:\/\/www.armed-services.senate.gov\/download\/allison_04-14-15\" data-link-name=\"in body link\" data-component=\"in-body-link\">has found<\/a>: \u201cin 12 of 16 cases in the past 500 years when a rising power challenged a ruling power, the outcome was war.\u201d Chicago University scholar John Mearsheimer\u00a0<a class=\" u-underline\" href=\"https:\/\/urldefense.proofpoint.com\/v2\/url?u=http-3A__nationalinterest.org_commentary_can-2Dchina-2Drise-2Dpeacefully-2D10204&amp;d=BQMFAg&amp;c=RAhzPLrCAq19eJdrcQiUVEwFYoMRqGDAXQ_puw5tYjg&amp;r=ci9dNSBHCsj_tBZnUFxUpnvmECiSBFNm6IYUdkMIY7I&amp;m=QYWLOFwqlEkp7jGRIXcq05wpIEj2j-Jc2_xgVdHRMWw&amp;s=ZfufAS-BqM9eI4lNP1QiaaUFD_-x3IV395YS7HvHr2g&amp;e=\" data-link-name=\"in body link\" data-component=\"in-body-link\">has bluntly argued<\/a>: \u201cChina cannot rise peacefully.\u201d<\/p>\n<p>But the apparently looming conflict between the US and China is not because of China\u2019s rise per se, but rather because the US insists on maintaining military and economic dominance among China\u2019s neighbors. Although Americans like to think of their massive overseas military presence as a benign force that\u2019s inherently stabilizing, Beijing certainly doesn\u2019t see it that way.<\/p>\n<p>According to political scientists\u00a0<a class=\" u-underline\" href=\"https:\/\/urldefense.proofpoint.com\/v2\/url?u=https-3A__www.foreignaffairs.com_articles_china_2012-2D08-2D16_how-2Dchina-2Dsees-2Damerica-3Fpage-3Dshow&amp;d=BQMFAg&amp;c=RAhzPLrCAq19eJdrcQiUVEwFYoMRqGDAXQ_puw5tYjg&amp;r=ci9dNSBHCsj_tBZnUFxUpnvmECiSBFNm6IYUdkMIY7I&amp;m=QYWLOFwqlEkp7jGRIXcq05wpIEj2j-Jc2_xgVdHRMWw&amp;s=bfZrJ_kA5awxkLhSBJnX_RW5vhfZkXH12GvVvn21Nz8&amp;e=\" data-link-name=\"in body link\" data-component=\"in-body-link\">Andrew Nathan and Andrew Scobell<\/a>, Beijing sees America as \u201cthe most intrusive outside actor in China\u2019s internal affairs, the guarantor of the status quo in Taiwan, the largest naval presence in the East China and South China seas, [and] the formal or informal military ally of many of China\u2019s neighbors.\u201d (All of which is true.)
