It\u2019s coal-heavy, borderline uneconomic, and arguably counterproductive to respective national agendas, but it does aim to satisfy some particularly topical pan-European goals: greater interconnection and greater energy security, i.e. reduced dependence on Russia.<\/p>\n<p>Together, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, Serbia, and Ukraine are planning to\u00a0<a href=\"http:\/\/bankwatch.org\/sites\/default\/files\/EnCom-strategy-climate-action.pdf\">add<\/a>\u00a0nearly 15 gigawatts (GW) in coal-fired capacity \u2013 a figure\u00a0<a href=\"https:\/\/www.energy-community.org\/portal\/page\/portal\/ENC_HOME\/MEMBERS\/PARTIES\">equal<\/a>\u00a0to roughly 41 percent of the region\u2019s existing capacity. More than 90 percent of the additions will come from Bosnia and Herzegovina, Serbia, and Ukraine, who will add 1.95, 2.85, and 8.9 GW respectively. Added electricity production is estimated at 49,902 gigawatthours (GWh). In 2013, the three countries \u2013 already net exporters \u2013 sold more than 21,260 GWh abroad.<\/p>\n<p><a href=\"http:\/\/oilprice.com\/Energy\/Natural-Gas\/Which-East-African-Nation-Will-Win-The-LNG-Race.html\"><strong>Related:\u00a0Which East African Nation Will Win The LNG Race?<\/strong><\/a><\/p>\n<p>In 2014, the EU-28\u00a0<a href=\"http:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php\/File:Electricity_Statistics_2012-2014_(in_GWh).png\">imported<\/a>\u00a0380,234 GWh of electricity, up nearly 9 percent from the year before. So, if we assume all added electricity is exported \u2013 disregarding transmission and distribution losses \u2013 the Balkan\/Ukrainian coal rush would account for just over 13 percent of current EU electric power imports. In\u00a0<a href=\"http:\/\/www.eia.gov\/tools\/faqs\/faq.cfm?id=667&amp;t=2\">terms<\/a>\u00a0of natural gas \u2013 and specifically gas used for electric power generation \u2013 the imports could displace approximately 14 billion cubic meters (bcm). For reference, Russia\u00a0<a href=\"http:\/\/www.gazpromexport.ru\/en\/statistics\/\">exported<\/a>\u00a0146.6 bcm to Europe in 2014.<\/p>\n<p>&nbsp;<\/p>\n<p>The coal build out won\u2019t happen overnight, if at all, to the extent described above. Agreements and plans exist, but only\u00a0<a href=\"http:\/\/bankwatch.org\/bwmail\/62\/where-will-all-power-go-new-study-assesses-extravagant-energy-ambitions-western-balkans\">one<\/a>\u00a0of the aforementioned coal-fired generation projects is currently under construction. If ambitions become reality across the board, a wave of stranded assets\u00a0<a href=\"http:\/\/bankwatch.org\/sites\/default\/files\/WBalkans-stranded-assets.pdf\">awaits<\/a>.<\/p>\n<p>Collectively known as the Energy Community, the contracting parties \u2013 the Balkans plus Ukraine and Moldova \u2013 have committed themselves to implementing relevant EU energy goals and frameworks.
