{"id":8451,"date":"2015-05-25T05:56:49","date_gmt":"2015-05-25T10:56:49","guid":{"rendered":"http:\/\/olduvai.ca\/?p=8451"},"modified":"2015-05-25T05:56:49","modified_gmt":"2015-05-25T10:56:49","slug":"new-york-state-reverses-decision-requires-full-environmental-review-of-tar-sands-by-rail-facility","status":"publish","type":"post","link":"https:\/\/olduvai.ca\/?p=8451","title":{"rendered":"New York State Reverses Decision, Requires Full Environmental Review of Tar Sands-by-Rail Facility"},"content":{"rendered":"<h3 id=\"page-title\" class=\"page__title title\"><a href=\"http:\/\/www.desmogblog.com\/2015\/05\/24\/new-york-state-reverses-decision-requires-full-environmental-review-tar-sands-rail-facility\" target=\"_blank\">New York State Reverses Decision, Requires Full Environmental Review of Tar Sands-by-Rail Facility<\/a><\/h3>\n<p>In what came as a welcome surprise to activists in Albany, New York, the New York State Department of Environmental Conservation (<span class=\"caps\">DEC<\/span>)\u00a0<a href=\"http:\/\/www.dec.ny.gov\/docs\/permits_ej_operations_pdf\/globalnonegdec0515.pdf\" target=\"_blank\">reversed an earlier decision<\/a>\u00a0and now will require a full environmental review for a proposed tar sands oil heating facility at the Port of\u00a0Albany.<\/p>\n<p><span class=\"dquo\">\u201c<\/span>It is good for New York State that the\u00a0<span class=\"caps\">DEC<\/span>\u00a0came to a proper decision in one of the most important environmental matters facing the state. We look forward to participating with the state on a full public safety and environmental review that is robust and protective of our communities and our waterways,\u201d said Riverkeeper President Paul\u00a0Gallay.<\/p>\n<p>Riverkeeper is one of many groups fighting the plan by Global Partners to add tar sands oil to the Bakken oil it is already moving down and along the Hudson River in large amounts, efforts highlighted in this\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=5JbvvE3x6hY\" target=\"_blank\">recent New York Times Op-Doc.<\/a><\/p>\n<p>Riverkeeper also recently\u00a0<a href=\"http:\/\/www.riverkeeper.org\/news-events\/news\/preserve-river-ecology\/oil-transport\/riverkeeper-sues-dot-over-critically-flawed-crude-by-rail-standards\/\" target=\"_blank\">filed a lawsuit\u00a0<\/a>challenging the Department of Transportation\u2019s recent new oil-by-rail\u00a0regulations.<\/p>\n<p>Albany has become the<a href=\"http:\/\/www.desmogblog.com\/2014\/03\/26\/oil-shipments-turn-albany-houston-hudson-communities-across-country-fight-oil-rail-proposals\">\u00a0largest distribution hub for crude oil\u00a0<\/a>on the East Coast due to its rail access and its port on the Hudson River and this transformation happened with so little fanfare that the local community was initially unaware of what the\u00a0<span class=\"caps\">DEC<\/span>\u00a0had\u00a0permitted.<\/p>\n<p>There were no ribbon cutting ceremonies or big public announcements made by local government officials\u00a0<a href=\"http:\/\/metroland.net\/2014\/06\/19\/the-invisible-railroad\/\" target=\"_blank\">who were aware\u00a0<\/a>of what was happening.
