As a result, states are struggling to develop their own rules to cover private and state-owned land, where most fracking is practiced.<\/p>\n<p>The new federal rules will formally cover only federally owned land,\u00a0<a href=\"http:\/\/www.reuters.com\/article\/2015\/03\/20\/usa-fracking-idUSL2N0WM1TR20150320\">where only about 10 percent of fracking occurs in the United States<\/a>, according to the Interior Department.
