As part of the Cromnibus bill that President Obama signed in December,\u00a0<a href=\"http:\/\/www.law360.com\/articles\/611831\/dot-delays-release-of-stricter-oil-rail-transport-rules\" target=\"_blank\">new oil-by-rail regulations<\/a>\u00a0were supposed to be finalized and implemented by regulators by January\u00a015th.<\/p>\n<p>Two days before that deadline, the Pipeline and Hazardous Materials Safety Administration (<span class=\"caps\">PHMSA<\/span>), the agency responsible for new regulations, posted new documents on their website related to recent meetings between\u00a0<span class=\"caps\">PHMSA<\/span>\u00a0and various oil and rail industry\u00a0lobbyists.<\/p>\n<p>They did not issue a press release about these meetings, unlike the meetings a year ago when the industry\u00a0<a href=\"http:\/\/www.desmogblog.com\/2014\/05\/09\/playing-fire-u-s-regulators-resort-weak-voluntary-measures-oil-rail-safety\">volunteered to try improving its safety record\u00a0<\/a>and there was plenty of\u00a0publicity.<\/p>\n<p>And then it was announced that new regulations would once again be delayed, this time until May\u00a02015.<\/p>\n<p>Since that delay an\u00a0<a href=\"http:\/\/www.cbsnews.com\/news\/iowa-train-derailment-leads-to-ethanol-leaking-into-mississippi-river\/\" target=\"_blank\">ethanol train has derailed\u00a0<\/a>resulting in burning rail cars and ethanol spilling into the Mississippi River. An oil train\u00a0<a href=\"http:\/\/thinkprogress.org\/climate\/2015\/02\/16\/3623379\/oil-train-derails-in-canada\/\" target=\"_blank\">derailed and caught fire in Gogama, Canada<\/a>. And another oil train of Bakken crude oil derailed,\u00a0<a href=\"http:\/\/ktla.com\/2015\/02\/17\/train-derailment-leads-to-explosion-massive-fireball-in-west-virginia-video\/\" target=\"_blank\">exploded,<\/a>\u00a0and<a href=\"http:\/\/www.chicagotribune.com\/news\/sns-wp-blm-news-bc-derail17-20150217-story.html\" target=\"_blank\">leaked oil into the Kanawha River<\/a>\u00a0near Mount Carbon, West\u00a0Virginia.<\/p>\n<p>Also, since the announced delay of regulations there have been two congressional hearings on this issue. In one, Sen. John Thune (R-<span class=\"caps\">SD<\/span>) was adamant that the proposed\u00a0<a href=\"http:\/\/www.desmogblog.com\/2015\/02\/12\/south-dakota-sen-john-thune-stumps-oil-rail-industry\">new regulations were \u201cunattainable\u201d<\/a>\u00a0and in the next Rep. Jeff Denham (R-<span class=\"caps\">CA<\/span>) lectured the hearing attendees on how it was necessary for everyone to be<a href=\"http:\/\/www.desmogblog.com\/2015\/02\/13\/singing-industry-s-tune-how-rep-jeff-denham-plans-delay-oil-rail-safety\">\u201csinging the same tune\u201d<\/a>\u00a0so the American public didn\u2019t get the \u201cmisperception\u201d that the oil-by-rail industry isn\u2019t\u00a0safe.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8230;click on the above link to read the rest of the article&#8230;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Exploding Trains, No New Regulations, Record Industry Profits: The Oil-by-Rail Story A month ago there was a close call for the oil-by-rail industry.
