In addition, the Mexican government decided to cancel a $3.7 billion Chinese bid for a hi-speed railway project. China\u2019s \u201cMarshall Plan\u201d\u2014to export its overcapacity\u2014is thus off to a bad start, and Beijing will still need to find ways to deal with this \u201cnuclear threat\u201d to China\u2019s economy.<\/p>\n<div class=\"pull-quote\">\n<div class=\"quote-icon\">\n<hr \/>\n<\/div>\n<p><em>Phasing out overcapacity would result in huge layoffs, which would destabilize society and contradict the government objective of stability maintenance.<\/em><\/p>\n<div class=\"clearfix\">\n<hr \/>\n<\/div>\n<\/div>\n<h2>Why China Wants to Implement a \u201cMarshall Plan\u201d<\/h2>\n<p>Most comments made in China regarding the country\u2019s \u201cMarshall Plan\u201d focus on overseas investments. And while some mention the term \u201cexport capacity,\u201d they deliberately omit the key modifier for the word capacity: over.<\/p>\n<p>China seeks to establish an Asian Infrastructure Investment Bank (AIIB) and, with that bank as the core, to materialize its plan for a \u201cone belt and one road,\u201d i.e., a \u201cSilk Road Economic Belt\u201d and a \u201cMaritime Silk Road of the 21st Century.\u201d Through this \u201cone belt and one road,\u201d China would be able to export its unwanted excess capacity.
