Presumably, he thinks that Russia is by far the most \u201caggressive\u201d country.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">His new National Security Strategy is actually even obsessed with Russia, as being the virtually exclusive \u201caggressor\u201d in the world.
