The construction and operation of this pipeline will contribute to a planned increase in oil and gas extraction that&nbsp;<a href=\"https:\/\/www.policyalternatives.ca\/more-than-enough\">will blow Canada\u2019s already-weak Paris commitments out of the water<\/a>.<\/p>\n\n\n\n<p>This has led to some head-scratching in Canada. Why has Trudeau expended so much political capital and CAN$4.5 billion of national revenue on expanding a pipeline \u2013 particularly one that actually has a&nbsp;<a href=\"https:\/\/www.timescolonist.com\/news\/local\/the-great-pipeline-debate-is-it-good-for-the-economy-1.23284271\">pretty shaky business case<\/a>? If his government is&nbsp;<a href=\"https:\/\/www.liberal.ca\/realchange\/climate-change\/\">vocally committed<\/a>&nbsp;to action on climate change, why is it hell-bent on digging up and sending yet more of our high-carbon, oil-sands bitumen out to be burnt?<\/p>\n\n\n\n<p>This line of questioning has turned the gaze of many inquiring minds toward&nbsp;<a href=\"https:\/\/www.corporatemapping.ca\/\">examining the power of the fossil-fuel industry in Canada\u2019s national politics<\/a>. Is the industry on its own powerful enough to drive federal policy, even when that policy clashes with highly-publicized commitments on climate change?<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Outright denial, once the favoured elite option, and still held in reserve as a fallback position at the centre of global capitalism, has given way to a new elite consensus. \u2018Climate change is happening; \u201chumans\u201d are the main cause; it\u2019s serious; it will have major costs.\u2019 From there, however, the dissonance begins.<\/p><\/blockquote>\n\n\n\n<p>In order to understand power, we have to look not just to the fields of extraction and their&nbsp;<a href=\"http:\/\/www.garthlenz.com\/industrial-landscape\/tar-sands\/pict-7466\/\">ruined landscapes<\/a>, nor only at the immediate effects on water, air, wildlife, and the nearby communities that rely on all three. We also have to look up and down the commodity chain. Attention is currently fixed downstream, at the politics and power manifesting in decisions about who and what is expendable in order to get the bitumen to market.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.flickr.com\/photos\/howlcollective\/6544064931\"><img decoding=\"async\" src=\"http:\/\/longreads.tni.org\/wp-content\/uploads\/2019\/01\/6544064931_b6b2db661c_o.jpg\" alt=\"Tar sands, Alberta.
