Like <a href=\"https:\/\/www.military.com\/daily-news\/2018\/08\/22\/outgoing-us-commander-continues-tradition-hailing-progress-afghanistan.html\" target=\"_blank\" rel=\"noopener\">so many<\/a> of the generals who had preceded him, he suggested that he saw evidence of \u201c<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/06\/29\/senate-confirms-new-military-commander-in-afghanistan-south-korean-ambassador\/\" target=\"_blank\" rel=\"noopener\">progress<\/a>\u201d in the Afghan war, even if he refused to \u201cguarantee you a timeline or an end date.\u201d Smart move, general!<\/p>\n<p>As it happens, just over a week ago, he got a dose, up close and personal, of what the Afghan version of \u201cprogress\u201d really means. He was visiting key American allies in the southern province of Kandahar when the <a href=\"http:\/\/www.tomdispatch.com\/post\/176474\/tomgram%3A_danny_sjursen%2C_backfire%2C_a_generation_of_american_folly\/\" target=\"_blank\" rel=\"noopener\">\u201cinsider\u201d attack<\/a> of all <a href=\"https:\/\/www.nytimes.com\/2018\/07\/07\/world\/middleeast\/insider-attack-kills-us-service-member-in-afghanistan.html\" target=\"_blank\" rel=\"noopener\">insider<\/a> attacks occurred. In the sort of event that\u2019s been <a href=\"http:\/\/www.tomdispatch.com\/post\/175576\/tomgram%3A_engelhardt%2C_death-by-ally\/\" target=\"_blank\" rel=\"noopener\">going on<\/a> since at least 2010, an ostensible ally, in this case a local member of the Afghan security forces who had evidently joined the Taliban, <a href=\"https:\/\/www.nytimes.com\/2018\/10\/18\/world\/asia\/kandahar-afghanistan-attack.html\" target=\"_blank\" rel=\"noopener\">turned his gun<\/a> on Kandahar\u2019s chief of police (a crucial powerbroker in the region), the local intelligence chief, and the provincial governor, <a href=\"https:\/\/abcnews.go.com\/Politics\/details-top-us-generals-close-call-afghanistan-insider\/story?id=58622287\" target=\"_blank\" rel=\"noopener\">killing<\/a> the first two and wounding the third. In the process, he ensured that, with local leadership literally down the tubes, elections in Kandahar would be <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/afghan-elections-delayed-in-kandahar-province-after-top-officials-assassinated\/2018\/10\/19\/68bcaa56-d376-11e8-b2d2-f397227b43f0_story.html?utm_term=.f4ca66ad012c\" target=\"_blank\" rel=\"noopener\">postponed<\/a> for at least a week. Three Americans, including a <a href=\"https:\/\/www.nytimes.com\/2018\/10\/19\/world\/asia\/afghanistan-kandahar-attack.html\" target=\"_blank\" rel=\"noopener\">brigadier general<\/a>, were also wounded in the attack.\u00a0 (In 2014, an American major general was <a href=\"https:\/\/www.nytimes.com\/2014\/08\/06\/world\/asia\/afghanistan-attack.html\" target=\"_blank\" rel=\"noopener\">killed<\/a> in just such an insider strike.)\u00a0 In one of the rarest acts for an American commander in memory, General Miller reportedly <a href=\"https:\/\/www.cnn.com\/2018\/10\/19\/politics\/general-scott-miller-kandahar-attack\/index.html\" target=\"_blank\" rel=\"noopener\">drew<\/a> his sidearm as the bullets began to fly, but was himself untouched.
