But a surge in municipal opposition in recent months has fueled industry worries that it will enter legal and regulatory limbo along with the unbuilt TransCanada Corp (TRP.TO:\u00a0<a style=\"color: #005a84; text-decoration: none;\" href=\"http:\/\/ca.reuters.com\/stocks\/quote?symbol=TRP.TO\">Quote<\/a>) Keystone XL and Enbridge Inc (ENB.TO:\u00a0<a style=\"color: #005a84; text-decoration: none;\" href=\"http:\/\/ca.reuters.com\/stocks\/quote?symbol=ENB.TO\">Quote<\/a>) Northern Gateway pipelines.<\/p>\n<p style=\"font-family: verdana, helvetica, sans; padding: 0px; margin: 0px 0px 1em 0px;\">The odds against the expansion are growing.
