Policies do not.\u201d<\/p>\n<p>Case in point they manipulated Trump into over-reacting to the Skripal poisoning by ousting 60 Russian diplomats, even though Trump clearly wanted to match Germany and France.<\/p>\n<blockquote><p>The United States, they explained, would be ousting roughly the same number of Russians as its European allies \u2014 part of a coordinated move to punish Moscow for\u00a0<a title=\"www.washingtonpost.com\" href=\"https:\/\/www.washingtonpost.com\/world\/former-russian-spy-critically-ill-in-uk-after-suspected-poisoning\/2018\/03\/06\/97138b52-20ea-11e8-946c-9420060cb7bd_story.html?utm_term=.9494960b341d\">the poisoning of a former Russian spy and his daughter<\/a>\u00a0on British soil.<\/p>\n<p>\u201cWe\u2019ll match their numbers,\u201d Trump instructed, according to a senior administration official. \u201cWe\u2019re not taking the lead. We\u2019re matching.\u201d<\/p>\n<p>The next day, when the expulsions were announced publicly, Trump erupted, officials said.
